Welcome to Henrico County, one of the nation’s oldest counties. More than 280,000 residents will readily testify to a lifestyle that is family friendly, a business environment that is welcoming and a premiere roads and education system unequaled in the Commonwealth. Located less than two hours south of the nation’s capital, Henrico County is a progressive mix of suburban and urban development at its planning best and agricultural and rural regions. It’s a combination that makes the county a nationally recognized community with an AAA bond rating and numerous awards for premiere management. Good sound government that is responsible to its citizens provides a setting in the county that attracts residents and visitors from all over the globe and it’s easy to see why. The county’s schools system is a consistent award winner that serves more than 48,000 students in 69 schools. Many of these campuses have achieved “Blue Ribbon” status and even more have earned the Board of Education’s VIP award. In 2001, the county initiated a laptop program that today provides computers for all middle and high school students, an indication of the county’s commitment to high tech and cutting edge projects. Henrico’s central East Coast location makes an ideal choice for business and the county features 25,000 thriving companies. The county is within a one-day haul of 50 percent of the U.S. population, making it a distribution hub for many large companies. Served by two major interstates, I-95 and I64, the county is a two-hour drive from Atlantic beaches and an equal distance from the beauty of the Blue Ridge Mountains. The quality of life and thriving busi-
ness environment attracts professionals who readily move to a community filled with beautiful and spacious schools, a wide array of quality restaurants shopping and hotel opportunities and a second to none school system. The high quality jobs coupled with a reasonable cost of living make Henrico an ideal location for a business to grow and prosper. Henrico offers a variety of things to do and places to see, ranging from wellplanned parks to historic homes and sites. With access to the James River, the county offers a variety of activities for both visitors and residents. The county’s Recreation and Parks department conducts year round educational, exercise and entertainment classes and operates an extensive youth program during the summer. There is truly something for everyone on the recreational menu. The county also hosts two major NASCAR races annually and the cultural opportunities of a major city are available in the metro area. This spring, the area will also host a minor league baseball team at the Diamond in Richmond, minutes from Henrico County. And getting there is easy too! The county is one of only two in the state that maintains its own road system. The system has resulted in pinpoint planning for major projects and needed roadways that make the county one of the most easily traveled among major metropolitan cities. The average commute time is about 21 minutes. Great schools, modern roadways, a strategic and central location and a family friendly atmosphere in comfortable neighborhoods all combine to make Henrico a great place to live, work or visit.

County Government Henrico County utilizes the county manager form of government with the Board of Supervisors serving as the legislative body. The board appoints a county manager who is tasked with carrying out the policies of the county and advising. The board adopts the annual operating and capital budgets and appropriates all funds for expenditure. Board members are elected to four-year terms by the voters in each of the county’s five magisterial districts: Brookland, Fairfield, Three Chopt, Tuckahoe and Varina. Virgil Hazelett currently serves as Henrico’s county manager, the chief administrative officer. With years of experience in county government, Hazelett has served since 1992. He is responsible for executing the policies established by the Board of Supervisors and for advising and recommending actions to the Board to meet the needs of county residents. In addition to administering the day-to-day operations of the county, the county manager is required to present an annual budget to the Board of Supervisors for consideration of all needed county expenditures. Five deputy county managers assist Hazelett, each specializing in a specific area of interest.

Henrico History In the spring of 1607, a group of hearty explorers sponsored by the Virginia Company of London traveled up the James River and landed on a spot that is now Henrico County. The land was inhabited by the Arrohattoc Indians, ruled by legendary chief Powhatan. Four years later, Sir Thomas Dale retraced that route and started the second English settlement in the colony called Henricus. From humble beginnings, the site became a heavily fortified position with homes and churches located within its boundaries. The introduction of tobacco by John Rolfe in 1612 solidified the economic base of the new colony, and Rolf’s mild tobacco was regularly shipped to England. Rolfe is also credited with establishing a temporary peace with the Indians with his marriage to Powhatan’s daughter, Pocahontas in 1614. Two years later, the couple moved to London where she died in 1616. Best remembered for her friendship with Jamestown founder John Smith, Pocahontas was the first Native American to convert to Christianity. She was baptized and given the Christian name Rebecca. Henrico first participated in representative government in 1619 when it sent a representative to the General Assembly in Jamestown. In 1622, the steady development in and around Henricus came to a brutal and abrupt end when Indians attacked the settlement and murdered men, women and children. Remaining settlers returned to the relative safety of Jamestown and Henricus was abandoned. The attack resulted in colonists’ retaliations that forced Indians further to the west. Henrico was one of eight original shires established in Virginia under English rule. Throughout the Commonwealth’s history, the area that was one Henrico resulted in the establishment of 10 Virginia counties. The shire took its name in honor of

Henry, Prince of Wales, son of King James I of England. In 1788, the county sent Governor Edmund Randolph to represent it at the Constitutional Convention, accompanied by John Marshall future chief of justice. Following 25 days of debate, Virginia voted 89-79 in favor of ratification. Virginia’s government came under attack from within when Henrico planter Nathaniel Bacon led a group of colonists who protested the rule of Gov. William Berkeley. Many Virginians felt the governor’s perceived lenient policy toward Native Americans was a threat to their survival and began waging their own war on the Indians. Bacon died in 1676, and the movement faltered without his leadership. In 1800, the county escaped what could have been the largest slave insurrection in the South. Gabriel, a slave owned by Thomas Prosser, planned a rebellion that included several localities in the area including Henrico. Two local slaves at Meadow Farm eventually disclosed the plot, and the plan was foiled, resulting in a new wave or restrictions on the movement of slaves in Virginia. During the Civil War, Henrico was no stranger to battle. Engagements at Seven Pines, Savage’s Station, Glendale, Malvern Hill, Yellow Tavern and New Market Heights represent only a portion of the county’s involvement in the struggle. After the war, Henrico focused on education and a leader in that effort was Virginia Randolph, a pioneer educator and humanitarian. She opened the old Mountain Road Schools in 1892. She is credited with holding the first Arbor Day Celebration in Virginia as she and her students planted 12 Sycamore trees on the property, some remaining today. Today, there is a museum honoring her life and accomplishments at the Virginia Randolph Home Economics Cottage. In 1943, the county’s name adorned a Bayfield class destroyer that earned sixteen battle stars. She was decommissioned in 1968 and scrapped in 1979. The ship saw action in WWII, the Korean and Vietnam Wars

Parks and Recreation Rec programs touch citizens’ lives with wide array of options The Henrico County Division of Recreation and Parks offers a wide variety of services and activities designed to fit the needs of all county citizens. There is something for everyone in their vast selection of classes, programs and opportunities. Programs are offered year round at one of the county’s various recreational sites or parks dotted throughout the area. Some events on the Recreation and Parks schedule include: Deep Run Park hosts an annual “Bark in the Park” event where families and their pets can enjoy a day of family activities, including an array of local pet vendors, musical entertainment and a pet costume contest. For more information on the event contact the Henrico Humane Society, 262-6634, or go online at www.henricohumane.org. In October, Meadow Farm holds its Harvest Festival with historic demonstrations of farming skills including blacksmithing, woodworking and candle dipping. There’s also a great pumpkin patch for the kids. Various communities celebrate their heritage at various times throughout the year. Glen Allen Day, Elko Community and Mountain Road are examples of community celebrations held this year. Mountain Road holds an annual Holiday Celebration featuring tours of the historic byway where visitors can see historic sites like the Courtney Road Service Station and the Forest Lodge Cupola. Walkerton Tavern also opens its doors for holiday tours during the celebration held in early December. The holidays come home in the eastern part of the county with an old fashioned celebration at various eastern Henrico sites. Children can bake cookies at the Hidden Creek Recreation Cen-
ter or view vintage decorations at the Clarke-Palmore House. The Armour House is opened for tours and holiday movies are shown at the historic Henrico Theatre in Highland Springs. A spectacular display of lights takes place every holiday season at Osborne Park on the James River. A parade of boats decorated in holiday lights are sure to entertain, and a large bonfire at the park adds to the seasonal atmosphere. The Division of Recreation and Parks partners with the Elegba Folklore Society to offer its residents a multi cultural array of programs designed to increase awareness of the community’s diverse communities. The division offers a variety of family oriented programs including bridal shows, dance classes, fire safety instruction and game nights, to mention a few. For the history buffs, there are lantern tours of historic sites like Meadow Farm and Civil War reenactments throughout the year. The division features weekly movies at the restored Henrico Theatre in Highland Springs. Tickets are only $1 a person. Contact the theatre, 328-4491. Throughout the year, Recreation and Parks offers numerous classes and programs for preschoolers, youths of all ages, adults and seniors. There are also therapeutic classes offered, and the county sponsors numerous sports leagues throughout the county. County Libraries The Henrico County Library system has been honored with more than 25 National Association of Counties awards and was the destination of more than 1.8 million visits last year. Four area libraries serve the county including Dumbarton, Fairfield, Tuckahoe and Twin Hickory. Branch libraries are located at Gayton, Glen Allen, North Park, Sandston and Varina. Bookmobile services are also available and a Municipal Government and Law Library is available to residents. Libraries offer educational programs including career placement and advancement, and almost 400 computers are available for public use. The system has more than 50 online databases available online and a popular “Ask a Librarian” service on the web. Jerry McKenna is the county’s Library Director.
