County Commission Update: Youth Services

A

s part of their commitment to the citizens of Tooele County, our Commissioners are always looking for ways to fill needs in the community. One need they identified as a result of the extensive growth in the county was a youth support network. The Commissioners created the Tooele County Youth Services to meet that need.

The program was a result of the efforts of a collective group of organizations and individuals who met for approximately 15 years to address the increase in harmful and detrimental behavior exhibited

by many youth in Tooele County. One study conducted with our youth population concluded that there was a lack of rewards for positive social involvement.

The results were youth participating in rebellious actions, interaction with anti-social peers, high family conflict, low attachment to community and school, and a family history of approval of antisocial behavior.

with Valley Mental Health and the Tooele County School District to secure Title V funding for a safe place where troubled youth can receive assistance. Services include licensed counseling through Valley Mental Health, educational tutoring through Tooele County School District, and court ordered intervention through law enforcement officers. Counselors work with the youth and their families to teach communication and stress management skills and methods. There is no charge for the services. Parents and guardians, and the youth themselves, can request assistance from Youth Services.

Commissioner Colleen Johnson was instrumental in establishing Tooele County Youth Services, and has oversight of the program. “I think it’s a wonderful service for the youth of Tooele County. It is fulfilling its intended purpose of providing much needed assistance for some of our troubled youth. It is a resource for parents who are struggling with these issues and don’t know where else to go for help,” she said. “We are always looking for ways to continue funding this valuable program.”

Youth in the program realize that learning is fun and have shown dramatic improvement in grades and an increased interest in learning. The program also helps youth look into specific careers, and the education and skills they require.

Youth Services also works with local business owners to allow the youth to participate in a job shadow opportunity of their choice.

The best time to help young people who are engaged in inappropriate activity is before they get to the Juvenile Justice System. That approach increases the chance of success and saves a large cost.

The state spends $5.7 billion each year on youth imprisonment, according to a 2009 Justice Policy Institute report. It also stated that incarcerated youth have higher recidivism rates than youth who remain in their communities.

“Youth Services is a good, safe place for the youth to be, rather than a holding cell, while they are getting the help they need. It is a great benefit to the community,” said Commissioner Bruce Clegg.

“Youth Services as been a much needed addition to our county. I am proud of the great services they provide and the successes they have accomplished. It’s been an absolute labor of dedication and cooperation. One entity could not have made this come together without the help of all the others,” said Commissioner Johnson.

Unfortunately there will still be youth that go into the Juvenile system, but hopefully through Youth Services, that number is less. Since Youth Services opened on May 4, 2009, 576 youth have benefited from the opportunities there.

ongratulations to all of you who attended your caucus meetings!

Tooele County had almost 3,000 people attend caucus meetings this month!

By Mail Voting At those caucus meetings a number Marilyn Gillette of attendees signed up to be By-Mail Voters. For clarification purposes Absentee Ballots and By-Mail Ballots are the same thing. For this article I will just refer to them as “Vote By-Mail” forms. The Republican Party pre-filled out a Vote By-Mail form for each person who was registered as a Republican. All you had to do was sign the form and it was returned to the Clerks Office.

I understand that some of you did not accurately understand what the forms were for. If you signed a form indicating that you wanted to become a By-Mail Voter and have changed your mind since, please call the Clerks Office at 435-843-3148 to cancel. By the same token, if you wanted to be a ByMail Voter and did not get the opportunity to fill out a form, please call.

The reason By-Mail Voting is being pushed is not to keep anyone away from the polls, rather it is to increase voting participation.

By-Mail Voting has been proven to increase voter turnout. The ballot comes directly to the voter’s home where they vote (at their leisure), place the ballot in an envelope, sign the affidavit on the back of the envelope, put

postage on the envelope and put it in the mail. All done! There are no parking problems, worrying about getting to the polls on time or weather worries. By-Mail Voting is wonderful, if that’s what you want....but if not, the polls are always open on election day and Early Voting days.

If you have been sent a By-Mail Ballot and you decide to vote at the polls, when you present your identification to the poll worker, she will ask for your By-Mail Ballot. The computer will have indicated that you have already received a ballot. The judges are then required to get your ballot before they can let you vote. It’s not their fault, it’s the law.....

Election Workers - In years past there has always been a form for you to fill out at the caucus meetings if you were interested in being an election worker. This year, however, you were suppose to indicate your interest in working the election when you signed the roster by putting a check in the appropriate square next to your name. I apologize for not being aware of the change. I have requested copies of all of the rosters from the parties and will make sure to mark those who have worked elections before as having attended your caucus meeting. If you have not worked elections before and are interested in being an election worker, please email me at mgillette@co.tooele.ut.us.

uly will be here before we know it. In July this year, changes to federal efficacy standards for fluorescent lamps and ballasts go into effect. If your business is considering fluorescent lighting upgrades, these changes may help you decide to act sooner rather than later.

The Results Are In

G

raduate students from Westminster College have compiled statistics from the Tobacco Use in the Workplace Survey that was completed for the Tooele County Health Department (TCHD) and the Tooele Chamber of Commerce. The TCHD will be hosting a luncheon on May 23, 2012 to share the results but here are some early results.

TCHD was excited for the Tooele Chamber of Commerce to help battle tobacco use which is one of the issues that affects the health of Tooele County residents. The county’s smoking rate of 13.5% is higher than the state’s rate of 8.8%. TCHD and the chamber met and decided that they wanted to help workplaces.

Studies have shown that a strong and enforced workplace tobacco policy does indeed affect the tobacco use. The survey was distributed and 13 companies participated with a total of 1063 surveys completed. The survey showed that the tobacco use rate in the Tooele County workforce population is 20%. The survey also showed that education is a significant factor that does affect tobacco use; of the tobacco

users in Tooele County represented by this survey, only 14% have a college degree or further education. The distribution of education is presented in Figure1. The annual cost burden of employees’ use of tobacco products in the

workplace is approximately $699,900 which takes place in health care costs, lost workdays, and loss of productivity for smoke breaks. It is important for workplaces to examine and update their current workplace policy.

76 Teens + 3 Adults = 79 extraordinary egg-stuffers!

T eens from Tooele High, Stansbury High, Tooele Jr. High, Clarke N Johnson Jr High and Boys and Girls Club Tooele; who are involved in several different organizations from Student Government, Key Club, Band, Cheer, National Honors’ Society, Counselors’ Assistance Team; stuffed 10,000 plastic eggs for the upcoming Chamber Easter Egg Hunt. There were also several who came to gain their “community experience” service hours for

an individual program at TJHS. 10,000 eggs stuffed, taped and assigned to age groups in only 2 hours! (total of 160 service hours) Everyone had a great time. The teens in Tooele County are quite remarkable people as well as the staff at the Tooele City Library! Thanks so much to all of the helpers and especially Jami Carter, Director of Tooele City Library, who organized this awesome event!
