The Tooele City Arts Council will start the summer concert series on Friday, June 4th at 7 pm! Concerts are free to the public and will continue every Friday through August 27th. They have toured internationally and have 2 albums. Their instrumental and vocal skills combine to form a truly spectacular music group. “Come Together” Campaign Celebrates 1st Anniversary

ust one year ago this month, the Tooele County Chamber of Commerce announced the “Come Together, Own Your Community” campaign to educate the local residents of the importance of supporting local business and spending their money at home. InFebruary of 2009 the Chamber of Commerce, led by Board Chair Joyce Hogan, formed a committee that included business leaders, government leaders and school administrators. As we began to discuss the tough economy and the effect that is was having on our budgets, the plan to educate our communities of the importance of spending our money locally began to immerge. Shop local campaigns have come and gone, With the help of the Tooele County School but the committee decided it was time to take a fresh District; 13,000 flyers were sent home with our approach. “Come Together, Own Your Community” children on May 20, 2009. was the perfect message to begin the process. Since then, two additional flyers have been sent home with the students to highlight the importance of the local fire departments and the education of our school children. Residents of Tooele and Grantsville City were informed of the campaign through their local newsletters included in their water bills.

Commission Update: Mitigation Fees Commissioners Bruce Clegg - Colleen Johnson - Jerry Hurst

Welcome to the first installment of the County Commission Update. As County Commissioners we want to take every opportunity to share information with the citizens of Tooele County. When issues and questions arise, we will provide information to you through this publication and on the Tooele County website at www.co.tooele.ut.us. Just click on the County Commission Update link on the home page. This Update focuses on Tooele County’s mitigation fees. First, a little bit about what mitigation fees are. They are moneys paid to Tooele County by certain business and government entities to help offset all types of county costs associated with those entities conducting business within the county. Those entities consist of the west desert industries, the regional landfill, and certain military installations. Deseret Chemical Depot and Energy Solutions are examples of entities that pay mitigation fees. Costs to the county associated with those businesses include repairing roads due to heavy vehicle traffic, law enforcement, the loss of other businesses locating in Tooele County because those entities are here, and everything in between. The amount of the mitigation fees paid by the businesses vary and aredetermined by the type and amount of business conducted

According to County Auditor records, Tooele County received the first mitigation fees in 1986. The original intent may have been to set them aside; however, the growth of the county necessitated putting them into the general fund. Ever since then, mitigation fees have always been put into the general fund. From there they are tracked and allocated, along with the rest of the county revenue, for their intended purposes such as fixing roads, providing law enforcement, paying personnel costs, and providing other county services. Currently mitigation fees make up 20 to30 percent of the county budget. State law requires counties to have a balanced budget. Fortunately over the last few years, Tooele County has had an excess general fund balance to fall back on when revenues didn’t meet or exceed expenses. Of course, the budget can’t be balanced by relying on mitigation fees alone but they are a considerable part of the process. All of the county’s revenue sources are considered when balancing the budget. Now some would argue that the county should live within its means and not use mitigation fees in the county budget. Mitigation fees are revenue just like property taxes and service fees.

By placing mitigation fees in the general fund and using them for budget purposes, the county is staying out of debt and living within its means. Mitigation fees also allow the county to keep property taxes low because the fees are used, just like property tax revenue, to create the budget. Currently Tooele County is second in the state for the lowest property tax rate. If the county didn’t receive mitigation fees, property taxes would have to increase in order to maintain the same level of service that exists now. Still some say that mitigation fees should be set aside and only used for capital projects. What they don’t understand is capital projects are funded through the general fund. So mitigation fees do go towards capital projects. Others ask about the long-term life of the mitigation fees. The fees do fluctuate based on the volume of business conducted by those entities. But all sources of revenue fluctuate from year to year. Last year sales taxes and fees for services were down. This makes balancing the budget a difficult process. Tooele County is planning for the end of the mitigation fees paid by Deseret Chemical Depot. In a little more than a year, that Army installation will complete

its mission of destroying the chemical weapons stockpile and the fees will no longer be required. The west desert industries and the regional landfill appear to be stable for the foreseeable future. Are we dependent on mitigation fees? The simple answer is “no.” As an alternative to mitigation fees, property taxes would have to be increased to maintain the same level of services. County department heads would continue to tighten their financial belts. And it could be expected that the quality of services provided would diminish. That’s no different than all private and public sector businesses the world over. Tooele County is very fortunate to receive the mitigation fees especially during these hard economic times. Ultimately we’re looking at the issues and trying to come up with the solutions that fit the county’s needs. Everyone may not agree on the benefit of the sources of the mitigation fees or on the uses of those fees, but they do help reduce our taxes and play an important part in the economy of every community in our county

Nearly 50 Chamber members attended the “Making the Most of your Chamber Membership” educational training seminar which was held last month to help members learn the benefits of being a member of the Chamber.

The seminar will be held on a bi-monthly basis to give all members a chance to receive the valuable information. The breakfast meeting was sponsored by Denny’s and the luncheon meeting was sponsored by Maceys.

Gillette Republican Party has chosen to only allow voters associated with the Republican Party to vote in this election, narrowing down the party’s candidates for the November Election. The four political parties registered with the State of Utah this year are: Constitution, Democratic, Libertarian and Republican. All voters not affiliated with one of these parties are considered unaffiliated for this primary election. Unaffiliated voters may affiliate with the Republican Party at the poll by filling out an affiliation form. By-Mail Unaffiliated voters will receive an affiliation form with their ballot. Any voter affiliated with the Constitution, Democratic or Libertarian party who wishes to vote in the Republican Primary Election, must change their party affiliation, in writing, by May 24, 2010. Chamber Welcomes New Member: Ray Romero Memorial Fund or door prizes. It is a great way to promote business and show your support of youth sports in Tooele County.

The Ray Romero Memorial Fund became an official 501(c)3 Public Charity non-profit in January of 2010. RRMF is a non-profit situated in Tooele County, created in memory of Ray Romero, and established to serve Tooele County Youth Sports. RRMF focuses solely on supporting and building youth sports programs. Participation in youth sports have physical, social, personal, and educational benefits that build confidence, life skills, and healthy lifestyles. With funds raised from the initial 2009 Golf Tournament Fundraiser and other private donations, RRMF got off to a great start. To date, they have provided scholarships and funding within Tooele County for Babe Ruth Baseball, Jr. Jazz, Tooele County Giants Special Olympics, Tooele/Grantsville/ Stansbury High School Golf programs, and Tooele Jr. Golf. An exciting new development involves the Ray Romero Memorial Fund and Wilson Sporting Goods. RRMF was able to secure a unique partnership with Wilson Sporting Goods Racquet Sports Division. Via this partnership, RRMF is able to procure very

low cost Tennis equipment and tap into a program developed for the USTA. RRMF expects to be announcing Free Tennis Clinics for youth ages 5-10 to start in the summer of 2010. As RRMF grows, they will continue to grow the list of supported youth sports programs, initiatives, and causes that help build the youth of the communities in which we live. RRMF raises funds via tax deductible private donations, grants, and fundraisers. The RRMF Annual Golf Tournament fundraiser is a primary funding vehicle. It also allows for members of our community to come together and celebrate the successes of our non-profit. The 2nd Annual RRMF Golf Tournament is now in full swing taking place June 12th, 2010 at the Oquirrh Hills Golf Course in Tooele. Play is a 4 person scramble. Breakfast is being held and sponsored by the Tooele Moose Lodge. Play starts at 8:30am (shotgun start) and a post play luncheon held at The Moose Lodge is a must attend with raffles, door prizes, team awards, etc...

Lunch is free for players but guests are also welcome (for guests we ask a small donation at the door). Team play sponsors/spots can be reserved via www.rrmf.com and the golf tournament tab. General sponsor spots are also available and start as low as $35. RRMF is also still accepting raffle and/

Reduce your refrigerators electrical load A refrigerator is usually the single largest electrical load within a house; a refrigerator uses more energy than the stove, oven, microwave, dishwasher, dryer and often the total installment of incandescent lights. This is because a refrigerator runs all day and all night. But, the damage can be minimized. The Department of Energy states that having your refrigerators condenser fan and coils cleaned will increase your refrigerators efficiency by at least 30 %. Business After Hours Chamber BusinessAfterHours was held this month in conjunction with the opening night of the 1st Annual Juried Art Show and Sale held at Jackrabbit Press and Books. The show features talented local Tooele Valley artists with 17 original pieces exhibited in this year’s show and sale. Several Chamber members and other business were involved in making this evening a success. Chamber member, Rustic Falls Engraving and Etching provided the engraved awards. Congratulations Tooele Applied Technology College! County, specifically with the Tooele County Alliance for Education, Employment and Economic Development. Additional comments from COE team members included: • “TATC has a wonderful method of program delivery – Open-Entry/ Open-Exit, Self-paced, Flexible Scheduling” • “The energy, excitement and passion of students, staff, board and community is remarkable” • “Student complements for faculty and staff is refreshing” President Snelson indicated that TATC is extremely pleased with the results of the accreditation site visit and added “I would also like to express my sincere gratitude to students, faculty, staff, board members and community leaders for their continued support and assistance throughout the accreditation process – TATC is a better institution because of them.” For more information on programs and courses offered at Tooele Applied Technology College, go to http://www.TATC.edu or call 435-248-1800 Monday-Thursday (8 am to 6 pm) or Friday( 8 am to 4 pm). A double celebration was held in May at the Tooele Applied Technology College (TATC). The Utah College of Applied Technology President Robert Brems; TATC Board of Directors Debbie Winn and Gary Straquadine; Grantsville Mayor Brent Marshall; and Tooele County Alliance Chair Ed Dalton were on hand to congratulate students recognized at the ceremony which was held at the Utah State University – Tooele Regional Campus on May 20th. TATC Campus President, Scott Snelson stated his appreciation to Utah State University and Dr. Straquadine for the use of the facility and expressed “thanks to all the students, family, friends and members of the community for their attendance to this important event in the celebration of student achievement.” The event room was filled to capacity with over 100 enthusiastic attendees. President Snelson, TATC student Theodore Cunningham and President Brems acknowledged the accomplishments of students, staff and faculty, as well as community leaders. Sharyn Putnik, Business Technology instructor at TATC, was recognized for her excellence. President Snelson quoted from a student letter he received “Sharyn is a wonderful teacher who spends as much time with a student as necessary until she knows that the student understands what their working on, and she takes time out of her day to help students get what they need.” Snelson continued “Ms. Putnik is one example of the many outstanding instructors at TATC.” This was an especially happy occasion for everyone involved because of the recent COE accreditation visit, which concluded on May 13th. TATC received an extremely favorable report , including two commendations - one for outstanding hospitality and another for establishing partnerships within Tooele

TOOELE 5K FREEDOM RUN “Star Spangled Celebration”

Bruce Rosenberg, 2010 Stansbury High School Graduate and AOIT Graduate, received a $500 scholarship from the Tooele County Chamber of Commerce. Bruce has taken various classes from Java Programming, Multimedia One, and A+ Computer Repair. He was a member of the National Honor Society. He plans to attend Brigham Young University in the fall of 2010. He is considering pursuing a career in Computer Technology.

Date: Saturday, July 3rd, 2010 Course: The race begins near the LDS church at 777 East Skyline Drive, Tooele, UT. The course will run west on Skyline to 7th Street, then North to 2nd South, then West to Main Street, then North to 4th North, then West to 2nd West, then South to the corner of Vine Street and 2nd West (Southeast of the swimming pool). Time: 8:30 A.M. (Registration begins at 7:00 A.M. at the LDS Church on Skyline. Fee: $18 (includes T-shirt) or $12 (no T-shirt) before July 1st. Fees increase to $20 (with T-shirt) and $15 (no T-shirt) after July 1st and the day of race. WENDOVER TRAINING BASE TOOELE COUNTY’S SECRET MANHATTAN PROJECT SITE Located right on the Utah/Nevada border on Interstate 80, Wendover Airfield ranks as one of the most important Army Air Force bases in the country. Starting out as a training base for the B-17 and B-24 heavy bombers, it turned out more than 1,000 air crews and 20 bomb groups that would fight in Europe and the Pacific during World War II. The photograph is from the 457th Bomb Group, that trained in their B-17’s from December 1943 to January 1944. The runways end at the Utah/Nevada border on the left side of the photo. There is almost nothing in Nevada at this period. In September of 1944, Col Paul Tibbets chose Wendover to train the B-29’s for the atomic mission that ended the war. Training of the air crews took place from November ‘44 until June of ‘45, then they moved their base to Tinian island. However, assembly and testing of prototype atomic weapons continued right up until 2 days before the Hiroshima bomb was dropped on August 6, 1945. No one knew what was going on at the base until after the war was over. Even now, the secret seems well kept, as many don’t know the importance and significance of what took place at the desert base.

Visit Tooele County’s Historic Airfield Plan a trip to the west desert and stop into the Historic Wendover museum. View a short video on the base history, browse the gift shop and view sites such as the C-123 aircraft that was used in the filming of ‘ConAir’. Airbase tours are given on the weekend at 10 and 2 for a nominal charge and visit the ‘Enola Gay’ hangar under restoration, the Norden Bombsight Storage building, and Hangars 2 and 3. Two F4U Corsairs, a P-51 Mustang, and other warbirds will make their appearance at this year’s air show on Saturday September 25th. We may also see a giant C-17 cargo plane on the ramp, along with other modern and vintage military aircraft. There will be six aerobatic demonstrations at the show. The Viper West F-16 team from Hill Air Force Base will be performing at this year’s air show. Also performing will be the Navy’s F-18 demo from the VFA-125 squadron. This will be an incredible not-to miss performance. Again this year, a car show will be combined with the air show, and better than ever. Visitors will be treated to everything from military vehicles to hot rods, classics and modern automobiles, displayed on the aircraft ramp.
