Songwriter Peter Breinholt has been delighting audiences with his self-styled acoustic music for more than a decade. He has sold out every major concert hall in his home state of Utah many times over, including Kingsbury Hall, Tuacahn, Sundance, Thanksgiving Point, among others. His credits also include six albums, a concert DVD, guitar songbooks, film scores, songwriting awards, and concerts with several symphony orchestras, and choirs, including the Mormon Tabernacle Choir. WENDOVER TRAINING BASE TOOELE COUNTY’S SECRET MANHATTAN PROJECT SITE Located right on the Utah/Nevada border on Interstate 80, Wendover Airfield ranks as one of the most important Army Air Force bases in the country. Starting out as a training base for the B‐17 and B‐24 heavy bombers, it turned out more than 1,000 air crews and 20 bomb groups that would fight in Europe and the Pacific during World War II. This photograph (right) is Lucile Anderson, one of the switchboard op‐ erators at Wendover during the war. Servicemen and women had to wait their turn as there were not a lot of phones available. Later, all phones lines were tapped and monitored when the 509th Composite Group (Atomic Mission) was there.

(Travel west on I-80 to Wendover Exit #1 and follow the signs to the air show) Visit Tooele County’s Historic Airfield Plan a trip to the west desert and stop into the Historic Wendover museum. View a short video on the base history, browse the gift shop and view sites such as the C‐123 aircraft that was used in the filming of ‘Con‐Air’. Airbase tours are given on the weekend at 10 AM and 2 PM for a nominal charge. You’ll see the ‘Enola Gay’ hangar under restora‐ tion, the Norden Bombsight Storage building, bomb loading pit and Hangars 2 and 3. The hours are 8 AM to 5 PM, call 435‐665‐2308 for information.
AIR SHOW COMING IN SEPTEMBER The final plans are coming to‐ gether for the 2010 Air Show at the Wendover Airport. A F4U Corsair, similar to the one shown here will be performing an aerobatic routine between 1 and 3 PM. Highlighting the end of the show will be the F‐16 demo team from Hill AFB and an F/A‐18 from the Navy. You won’t want to miss these spectacular demos! New this year will be a display from the Army and their Un‐ manned Aircraft Systems. Six total aerobatic aircraft will fly including a Pitts special, Super Chipmunk, T‐33 and a British Vampire. A giant C‐17 cargo plane and KC‐135 tanker will be on the ramp, along with other modern and vintage military air‐ craft. Again this year, a car show will be combined with the air show, and better than ever. Visi‐ tors will be treated to everything from military vehicles to hot rods, and classics displayed on the aircraft ramp. LATE BREAKING NEWS Jack Tomlin, a significant contributor of WW II items to the Wendover Airfield passed away July 25th. There will be a special tribute to Jack and his military collection at the air show.

Employee of the month! Pat Dunlavy, employee at Quality Automotive, is the August 2010 Employee of the Month. Pat was nominated by Trent Bell, General Manager/Owner. Trent had this to say about Pat: “Pat has worked at Quality since 1998. He started as a Service Advisor and worked his way to the Service Manager at Chevrolet and even further progressed as he is currently the Parts and Service Director of both the Chevrolet and Ford/Dodge stores. Pat takes extreme pride in Tooele County and it shows in his commitment to customer satisfaction. Her personally takes care of customer concerns and ensures they are completely satisfied and genuinely cares about our costumers and
community. Another quality of Pat’s is his attitude towards his employees. He values everyone and treats them with respect and appreciation. Pat believes that his success begins with that of the success and accomplishments of his team. He encourages continual training and personal growth by being a mentor to us all. Ceremony marks change of leadership Deseret Chemical Depot welcomes Colonel Mark B. Pomeroy Among civilian and military dignitaries, a time-honored military tradition signified a change of leadership as the depot’s colors were passed from Col. Gerald L. Gladney to Col. Mark B. Pomeroy. Chemical Materials Agency Director Conrad Whyne, who presided over the ceremony, thanked Col. Gladney for his incredible commitment to the CMA mission at Deseret Chemical Depot (DCD). “One of Colonel Gladney’s responsibilities as commander has been planning and preparation for mission completion. He has aggressively pursued the tools needed to help his work force prepare for transition to life after DCD, and established a transition center with a dedicated transition counselor,” Whyne said. As Gladney relinquished his command, he noted a few of the remarkable work force accomplishments. “You can be proud that you have made more than 26,000 safe ONC [on-site containers that transport chemical
munitions for disposal] deliveries without incident. You can be proud that you have delivered the last explosively configured munition to the disposal facility. You can be proud of the way Team Deseret has drawn on the knowledge, expertise and wisdom of each other to improve operations.” Gladney, who had commanded DCD since July 2008, will continue to serve the chemical weapons disposal program as Director of Chemical Demilitarization Programs in the Office of the Assistant to the Secretary of Defense at the Pentagon. With the chemical weapons disposal efforts nearing completion, Col. Pomeroy will be DCD’s last commander. Over the next few years, he will lead the depot to its mission completion and ensuing transition of a remarkable work force. “As I stand before you, I am humbled as I look at the line of great commanders past,” Col. Pomeroy said, “and I am honored to take command of such

an exceptional organization. As I look to the next two years of command, my focus will be on successful completion of the chemical demil mission, taking care of the exceptional work force as we wind-down operations, and continuing to do what is right for the American people.” Colonel Mark Pomeroy comes to DCD following an assignment as a Division Chief in the U.S. Army Nuclear and Combating Weapons of Mass Destruction Agency. Col. Pome-
roy is no stranger to command, having served concurrently as Commander of the Anniston Defense Munitions Center in Alabama and Holston Army Ammunition Plant in Tennessee. He is also a combat veteran, having served combat tours in Iraq and Somalia. He earned a Master of Science in Operational Analysis & Engineering from the Colorado School of Mines in 1996, and a Master of Science in Natural Resource Strategy from the Industrial College of the Armed Forces in 2009.

Deseret Chemical Depot

Gladney, commander, Deseret Chemical Depot is assisted by Terri Cook, depot workforce transition specialist during a ribbon cutting ceremony for Deseret Chemical Depot’s (DCD) Work Force Transition Office on July 8. The office, which was named in honor of Col. Gladney, will help DCD employees as the depot goes through the closure process. Work force transition specialist, Terri Cook is available to help employees through each step of the process – whether they plan to retire, resign or seek another career within the program.
A ribbon-cutting ceremony at Deseret Chemical Depot on July 8th celebrated the opening of a new workforce transition center. That’s an official indication that the mission at Deseret is nearing completion. The Center, which was named in honor of Col. Gladney, will help DCD employees as the depot goes through the closure process. Work force transition specialist, Terri Cook is available to help employees through each step of the process - whether they plan to retire, resign or seek another career within the program. This portion of the workforce does not destroy the weapons - they’re the people who’ve safely stored and have now made more than 26,000 On-Site-Container shipments of munitions to the disposal facility.
“Our Work Force Transition Office is a one-stop shop for employees who are planning for life after DCD,” said Cook.
“The office offers endless resources - from information pamphlets to computers to staff members like me who are here to help.”
“The keys to having a successful work force transition office are open communication and tools that employees need,” said Cook. “We have an open-door policy; employees can come in or call anytime they want.” Chemical weapons have been stored at the depot since the early 1940s. Destruction of the aging stockpile began in 1996. The depot has now safely eliminated more than 90 percent of the chemical agent originally stored at the depot. Complete elimination of the stockpile at DCD is anticipated in the fall of 2011.

United Way Makes Critical Investments in Tooele County TOOELE—July 2010, United Way of Salt Lake provided key funding in Tooele County for emergency shelter and food assistance for people in crisis. Funds were provided to both Tooele Valley Community Cooperative and to Salt Lake Community Action Partnership’s food pantry in Grantsville. “Over the past year, the number of homeless children in Tooele County has increased as well as the percentages of individuals needing food assistance,” said Deborah S. Bayle, President and CEO. “Recent rapid growth in Tooele County has created many new opportunities, but also these new challenges.” Meeting basic needs for people in crisis is the foundation of United Way of Salt Lake’s work in the communities it serves. United Way works to make in-
vestments that ensure that people in crisis have food, shelter, and health care they need as well as a safe environment free from abuse and violence. “United Way feels fortunate to have partnerships with organizations like Salt Lake Community Action Partnership and the Tooele Valley Community Cooperative that can address these challenges and work to ensure that the basic needs of the citizens of Tooele are being met,” Bayle continued. The Tooele Valley Community Cooperative works to ensure that help is available to anyone who is in crisis due to lack of food or shelter. They also work to identify possible solutions and provide personal advocacy for individuals by empowering them with knowledge of available resources. DEPOT WIND TURBINE
TOOELE ARMY DEPOT, Utah -- All eyes were on the sky at Tooele Army Depot July 7, as the members of the workforce waited to see the blades of their first wind turbine spinning. Tooele Army Depot held a ribbon-cutting ceremony to celebrate the project completion of the first wind turbine not only at the depot, but also in Tooele County and at an Army installation. “This project has been in the works for many years and we are very glad to finally see it come to fruition,” said Col. Yolanda Dennis-Lowman, depot commander, to a group of guests gathered at the base of the wind turbine during her remarks prior to the ribbon

cutting and the official start-up of the turbine. Jay Weyland, TEAD’s energy manager, and the driving force behind the wind turbine project, stood beside the commander beaming. “I felt like it was Christmas morning all day,” Weyland said after witnessing the turbine officially turn on.”Imagine a young child that had been shaking Christmas presents for weeks before Christmas, and was finally allowed to open them. That was the type of excitement I was experiencing.” Weyland began the approval process to have a wind turbine at TEAD in 2005. The project was finally approved and funded through the Department of the Army Energy Conservation and Investment Program in 2007. In 2009 it was awarded to PNE, a family owned contractor out of Washington. On Wednesday all the years of research, data gathering and hard work culminated when the 262-foot-tall wind turbine began spinning its three 126-foot-long blades. It will generate 1.5 megawatts of electricity which translates to approximately $206,625 in savings per year. The turbine, which was completed a year ahead of sched-
ule, was stood up almost overnight during the first week in June. From June 29 through July 6, it was turned on and off intermittently for training and main tenance purposes, but still generated electrical power for about 52 hours. During that time alone, the wind turbine generated approximately $2,000 worth of electricity, Dennis-Lowman said. “From the power output that we are seeing right now, I can see we are going to get a higher payback then we anticipated and I believe other turbines here will be justified,” Weyland said. A wind turbine like the one at TEAD requires wind speeds of at least 12 mph to generate electricity. The average wind speed at the depot’s wind-turbine site is 14 mph. Weyland said the amount of electricity presently being generated should cover all electrical requirements Friday through Sunday and about one third of requirements for the remaining days of the week. “TEAD is leading the way in renewable energy solutions and going green will enable us to remain always at the ready,” said DennisLowman. “This is the first turbine for the depot, but with (Weyland’s) help, hopefully more will come.”

The new pharmacy will continue services such as free home delivery; fast, friendly, personal service; prescription compounding; hormone consultation; and no hassle website refills. NEW services at the new location include a DRIVE-THRU and expanded OTC and Gift sections. Pharmacy staff is excited about the arrival of the Parata Max, a robot that fills prescriptions. It will count the pills, fill the bottle, attach the cap and apply the prescription label. It does this with precise accuracy. Brand Reynolds, FNP-C recently moved to their new location, 491 North Main Street, next to Birch Family Pharmacy. They celebrated a grand opening on Friday July 16th. They are excited to be in a larger clinic, to facilitate the growth they have experienced. Brand graduated from Brigham Young University, with a Masters Degree in Nursing. He has been practicing medicine in Tooele since 1998. He opened Advanced Practice Medical Clinic in 2004, as an independent provider. Brand is originally from the small rural town of Ashton, Idaho. He married Marianne Young, daughter of Robert and Donna Young, longtime Tooele residents. They have 2 daughters, Monica and Natalie. They love Tooele, and plan to stay here permanently. Advanced Practice Medical Clinic offers family practice medicine to a wide range of patients. They are
currently accepting new patients. In addition to family practice, they offer VPL hair removal, a permanent hair removal technique. It is less painful than the traditional laser hair removal, yet just as effective. They offer in-house billing. Staff includes Brand’s wife, Marianne –Registered Nurse, Ann Rapich – office manager, Lila Mooney – medical assistant, and Cindy Stock – reception. Advanced Practice Medical Clinic also includes the services of Certified Diabetes Educator, Eileen DeLeeuw. Mr. Duffin spoke about the commitment of Tooele City Mayor Patrick Dunlavy and the Tooele City planning department whose collaboration with general contractor Layton Construction was most helpful. Mayor Dunlavy addressed the guests and commented on the wonderful facility and the great asset that it is to our local communities. A delicious luncheon was prepared by Sostanza, Tooele’s fine dining restaurant. This addition is a well-designed, state-ofthe-art Women’s Center consisting of modern amenities and technologies, with 8 Labor, Delivery, and Recovery rooms, 5 Post-partum rooms, and a dedicated surgical suite used exclusively for women needing cesarean section and some gynecological surgeries. The vacated Labor & Delivery space will them be turned into 8 pre-operative and post-operative step down units, and two new endoscopy suites. All will be outfitted with the latest technologies to ensure continued patient safety and comfort, before and after their surgeries. This internal construction phase will last approximately 5 months. The Women’s Center is what it will become because of the clinical staff who will provide care within its walls: the obstetricians, who have brought a new level of compassion and expertise to our community; the nurses, ancillary staff, and support staff who have enthusiastically embraced this effort. The expansion of Tooele’s hospital is a demonstration of the continued community support that is unique to Tooele. Ed Dalton, Vice-Chair of the Board of Directors, offered of prayer of benediction and dedication. Several hundred community leaders and residents toured the new facility throughout the day. The Chamber welcomes this new addition to our county!

Saving energy and money is wattsmart Rocky Mountain Power outreach highlights efficiency
Rocky Mountain Power recently launched an educational outreach effort in Utah called “wattsmart.” The aim is to encourage all customers to reduce electricity consumption and help them save money on their energy bills through energy-saving tips and programs. These programs include: wattsmart residential programs • Home Energy Savings – cash incentives on efficient lighting, cooling, and other products and services; • Cool Cash Incentive – cash back on the purchase of high efficiency cooling equipment; • See ya later, refrigerator® – incentives for recycling old, inefficient refrigerators and freezers; • ENERGY STAR® New Homes – promotes construction of energy efficient homes. wattsmart business programs • Energy FinAnswer® – cash incentives and technical expertise for comprehensive upgrades to the most energy-efficient systems available; • FinAnswer® Express – precalculated incentives for lighting, HVAC and other equipment upgrades that increase efficiency;
• Self-Direction Credit – credits to offset the Customer Efficiency Services charge for large business customers’ qualifying investments in efficiency projects. • Recommissioning – free expert building analysis to optimize a facility’s energy use. A checkup through this program could save up to 15 percent in energy costs. In addition, Cool Keeper, a program designed to help reduce electricity demand during the critical summer months, is offered to residential and small-business customers along the Wasatch Front. On the Green Team, Rocky Mountain Power also has partnered with the Utah Jazz to encourage customers to sign up for the basketball team’s “Green Team.” To join, Rocky Mountain Power customers must participate in one of the company’s wattsmart energy efficiency programs and agree to two other “green” actions.

County Commission Update
Deseret Peak Complex, the Crown Jewel
If
you haven’t been to the Deseret Peak Complex lately you might want to take the time to go see all it has to offer. The Tooele County Fair, this weekend, would be a great opportunity to visit this unique recreation venue while enjoying the Fair’s entertainment and exhibits. Deseret Peak Complex is the Crown Jewel of Tooele County. It’s a great family fun location with a lot to offer, and with great potential. The Deseret Peak Complex was completed in November 1998 strictly using mitigation fees from military and west desert industries, not taxpayer money. Those same financial resources, plus grants and sponsorships, are used for day to day operations. We’ve made, and continue to make, many additions and improvements to Deseret Peak Complex. Most recently, we added the Deseret Peak Convention Center in September 2009. The 15,000 square foot facility has one large meeting room that can be separated into as many as six separate rooms, which will accommodate 100 people each, for a total of 600 people. The Convention Center also features a large lobby / registration area, ticket booth, food preparation area, and an outdoor stage. This addition to the Indoor Arena building also houses the Tooele County Parks and Recreation Department’s administrative offices. The Convention Center is perfect for
parties, weddings, banquets, reunions, political rallies, public hearings, and small group meetings, such as clubs and civic organizations. Tooele Army Depot recently took advantage of the new facility for a Safety StandDown Day for 550 employees, and a school group with no other housing options rented the space for overnight accommodations, while traveling through the county. Deseret Peak Complex is home to many other popular venues. Four softball diamonds and one large baseball diamond are used all season long. The Grantsville Fast Pitch League just used the ballparks over two weekends for its Dash and Splash Softball Tournament in which 60 plus teams participated. Each player received a free pass to the swimming pool. Four new little league / softball diamonds are being constructed as well. The Complex also sports two officialsize soccer fields and one smaller soccer field that are used regularly for league soccer games. Deseret Peak Complex hosted TC United’s soccer tournament over the Fourth of July weekend, in which 600 players enjoyed the venues. The Tooele Ute Football League, with approximately 150 young athletes, plays all of its home games on Deseret Peak’s grass fields each fall. Other Deseret Peak Complex venues include the Swimming Pool, Pitch and
Putt golf course, Archery Range, Indoor Arena, Outdoor Rodeo Arena, Motorized Arena, Horse Racetrack, three Motocross tracks, BMX track, Utah Firefighter Association Museum, and Oquirrh Mountain Mining Museum. There is also an Overnight Camping Area with six RV sites with full hook-ups, more with just electrical hook-ups, and a large grass area for tents. In spite of all these great recreation opportunities offered at Deseret Peak Complex, it is under utilized by county residents. Even though only a small percentage attends, the County provides the Complex as a public service to its citizens. Generally speaking, most public recreation facilities such as swimming pools, golf courses, museums, parks, and campgrounds are not designed or expected to make a profit. However, they are still provided by governments as a service to their communities. While the facility may not be making a profit yet, the gap between operating expenses and revenue is closing. We believe the fees at Deseret Peak Complex are very reasonable and competitive. We could always adjust fees to help cover costs, but the goal is to keep the facility available to everyone. Deseret Peak Complex contributes financially in other ways by attracting more economic development and tourism, and by creating jobs. Our visitors stay in our hotels, eat in our restaurants, and buy gas at our service stations. The Complex employs 15 full time staff and 57 seasonal staff. Deseret Peak Complex is definitely an asset to the county.
Even in this weakened economy, Deseret Peak Complex is seeing more usage as people are seeking recreation closer to home. In fact, July 5th was the Swimming Pool’s second largest revenue day since it opened in 2000, and only 15 to 20 dollars short of the largest revenue day. Swimming Pool fees generally do cover operating costs. The Complex is being recognized nationally. The National Sheep and Goat Show and Sale was held here July 14th through 17th. The large Motocross track is being touted internationally as patrons rave how good it is. Other future activities scheduled at Deseret Peak Complex include the Great Salt Lake Council’s Boy Scout Jamboral, St. Margurites’ religious retreat, GHS Rodeo, and the 4H Working Ranch Horse Show, just to name a few. We encourage you to attend the 2010 Tooele County Fair August 5th through 7th. Deseret Peak Complex allows us to consolidate all the Tooele County Fair activities in one location. The emphasis is to involve more local people and make it a true “county” fair again. The Fair will feature more local entertainment and vendors, 4H exhibits, new carnival, car show, Tooele County Corporate Games, Tooele County Livestock Show and Sale, Ranch Rodeo and PCBRA Bull Riding, and the always sold-out Demolition Derby.
