Eu sou terra

NOTA DO PRESIDENTE Cumpriu-se mais um ano da vida da Adene – Agência para a Energia, marcado por um forte dinamismo operacional e uma evolução económica e financeira no caminho da consolidação e do crescimento. É com entusiasmo e renovado prazer que efectuo um balanço sintético da actividade desenvolvida, ao longo de 2008, realçando a cooperação e o apoio obtido de entidades governamentais, instituições públicas e todos os outros parceiros. Foi igualmente muito gratificante em 2008 ver a crescente adesão das pessoas e instituições à temática da eficiência energética e utilização racional de energia.

O ano de 2008 deixou alguns marcos importantes, no domínio da energia e ambiente, envolvendo esta Agência. Assim, de entre um vasto conjunto de actividades e acções, destaco: • o lançamento do Plano Nacional para a Eficiência Energética, vigente até 2015, constituindo uma matriz de evolução sustentada e integrando um vasto leque de medidas de redução do consumo de energia, com impacto significativo também nos domínios económicos e comportamentais, um pilar importante para um futuro mais sustentável; • o arranque do Programa de Certificação Energética, que, ao completar um ano, evidencia uma progressão muito significativa, em termos de certificados emitidos e adesão de novos peritos, e uma forte alteração de práticas e comportamentos; • o desenvolvimento de um conjunto de parcerias com a FEUP, Rock in Rio, IPD e Projecto Green Building, entre outros, que permitiram à ADENE desempenhar melhor as suas funções em cooperação com outras organizações; • a instituição do Fundo de Apoio à Inovação, vocacionado para o apoio à pesquisa e ao desenvolvimento científico nos domínios das energias renováveis e da eficiência energética; • o lançamento de uma série de iniciativas com efeito transversal na população, nomeadamente a campanha Luz Certa.

O ano de 2008 foi igualmente importante para a consolidação das contas, registando-se um resultado líquido de €121.614 que evidencia a eficácia de gestão.

Quero deixar também uma palavra de agradecimento a todas as entidades que deram o seu suporte e adesão a esta extensa cadeia de projectos e acções, reforçando a nossa convicção de que contribuímos para pôr em marcha um processo global, positivo e determinante para o futuro de todos. É claro que toda esta dinâmica implicou muita dedicação e trabalho, o que só foi possível pela elevada qualidade da equipa da Adene, em termos de competências técnicas e atitude.

Uma última palavra para o apoio com que este Conselho de Administração sempre contou, da parte do Ministério da Economia e da Inovação, o que ajudou a viabilizar a acção corrente e, sobretudo, motivou e mobilizou.

A ADENE apresentou um Resultado Líquido de €121.614, dando continuidade a uma trajectória de melhoria de resultados encetada há três anos. Os Resultados Operacionais ascenderam a €181.621, triplicando o valor do ano anterior. O recurso a capitais alheios, para fazer face a investimentos e custos de exploração, reflectiu-se nos Resultados Financeiros que foram negativos em €73,603.

ADENE’s Net Results came to €121,614, continuing its trajectory of improved results that began three years ago. The Operating Results increased to €181,621, triple the value registered last year. Use of external capital to respond to investment and operational costs was reflected on the Financial Results, which were negative to the order of €73,603.

A repartição da facturação nas diversas áreas foi a seguinte:

• Marketing e Formação contribuíram com €1,047 milhões, dos quais €762 milhares em Acções de Formação e € 285 milhares resultantes de acções desenvolvidas no âmbito do Contrato Programa com a DGEG;

• Marketing and Training contributed with €1,047 million, of which €762 thousand in Training Actions and €285 thousand in actions performed within the scope of the Program Contract with DGEG1;

• Desenvolvimento Sustentável, com €772 milhares, englobando neste valor, €322 milhares relacionados com acções desenvolvidas no âmbito do Plano Nacional de Acção para a Eficiência Energética/PNAE (Contrato Programa com a DGEG) e €204 milhares em Projectos Comunitários;

Os Custos Operacionais alcançaram o montante total de €2,98 milhões de euros, tendo crescido 17% relativamente ao exercício anterior, pelo impacte da dinâmica das actividades de marketing e de formação, áreas onde a subcontratação de fornecimentos assume, naturalmente, algum relevo.

Operating costs reached a total value of € 2.98 million, growing by 17% in relation to the previous year, of which the main part is related to the activities of marketing and training, areas where subcontracting supplies is considerable.

Os Custos com Pessoal sofreram um acréscimo de 14%, alcançando um total de €1,179 milhões, por via do aumento do quadro de pessoal. Estes custos representam 38% dos custos totais.

Os Custos de Fornecimento e Serviços Externos (FSE) alcançaram os €1,66 milhões e representaram um acréscimo de 22%, relativamente ao exercício de 2007. Esta rubrica aumenta o seu peso na estrutura de custos operacionais, representando 55% do total.

The areas of Training and Buildings generated most of the activity.

Payroll increased by 14 %, reaching a total of €1.179 million, due to the increase in the number of personnel. These costs represented 38% of the total costs.

The costs with Supplies and External Services (Fornecimentos e Serviços Externos – FSE) reached €1.66 million, representing an increase of 22% in relation to 2007. This weight of this category in operating costs is increasing, representing 55% of the total.

Balance Sheet

O Balanço é fortemente influenciado pela designada área não executiva, facto que está especificamente relacionado com as actividades do Fundo de Apoio à Inovação (FAI).

The Balance sheet is strongly influenced by the so-called non-executive area, a fact that is specifically related to the activities of the Innovation Support Fund (Fundo de Apoio ao Investimento – FAI).

The Fund shall be composed by an initial endowment of € 78.8 million, resulting from the contributions made by the successful bidders in the Wind Power Tender, Stages A and B. During 2008, the sum of €39.2 million was transferred to ADENE, corresponding to the total payment made by the successful bidder in Stage A and the first payment installment made by the successful bidder in Stage B, and the rest shall be provided in installments according to the contributions made by the winning group of Stage B.

Para melhor percepção da actividade executiva da ADENE ao longo do exercício, o impacto do Fundo nas contas de Balanço será apresentado em separado no final do presente documento. No caso da Demonstração de Resultados, não há, nem haverá previsivelmente, qualquer impacto relacionado com a actividade deste referido Fundo, visto a respectiva contabilização ser efectuada exclusivamente em contas de Balanço.

For a better understanding of ADENE’s executive activity throughout the year, the impact of the Fund on the Balance sheet shall be presented separately at the end of this document. With regard to the Financial Statements, there isn’t, nor is there likely to be, any impact related to the activity of this Fund, seeing that this figures exclusively in the Balance sheet.

O Fundo será composto por uma dotação inicial de €78,8 milhões, resultante das contribuições dos vencedores dos Concursos de Atribuição de Potência Eólica, Fases A e B. Durante o exercício de 2008, foram transferidos para a ADENE €39,2 milhões, correspondentes à totalidade do contributo do agrupamento vencedor da Fase A e da primeira prestação do contributo do agrupamento vencedor da Fase B. O restante será entregue de modo faseado, em função dos contributos a prestar pelo agrupamento vencedor da Fase B.

A facturação ascendeu a €3,2 milhões, provenientes das designadas áreas executivas da Agência, registando-se um acréscimo de €0,6 milhões de euros, um crescimento de 23% face ao ano anterior.

The turnover reached €3.2 million, from the so-called executive areas of the Agency, registering a gain in revenue of €0.6 million, an increase of 23% in relation to the previous year.

Os grandes dinamizadores foram as áreas de Certificação de Edifícios e de Formação.

A área da Indústria apresentou também algum crescimento. A equipa do Plano de Apoio à Eficiência Energética (PNAEE) foi coordenada por esta Agência, no âmbito dos trabalhos governamentais, por contratação pela Direcção-Geral de Energia e Geologia, em representação do Ministério da Economia e da Inovação.

The main contributors were the area of Building Certification and the area of Training, though Industry also showed some growth.

The National Action Plan for Energy Efficiency (Plano de Apoio à Eficiência Energética – PNAEE) was coordinated by this Agency, within the scope of the governmental works, under contract from the Directorate-General of Energy and Geology, representing the Ministry of Economy and Innovation.

A área de Desenvolvimento Sustentável registou um elevado decréscimo, devido ao atraso na execução de alguns projectos.

The area of Sustainable Growth registered a steep decline due to the delay in the execution of some projects.

As receitas contemplam, ainda, verbas de Trabalhos para a Própria Empresa, no valor de €450 milhares, relacionados com os custos de arranque (investimento) dos sistemas de Certificação Energética e Gestão de Consumos Intensivos de Energia, registados no Balanço nas rubricas de Acréscimos e Diferimentos.

The revenue also includes sums regarding Work for the Company, at a value of €450 thousand, relating to the costs of launching (investment) systems for Energy Certification and Intensive Energy Consumption Management, registered in the Balance sheet under the categories Accruals and Deferrals. continuing its trajectory of improved results that began three years ago. Os custos de Fornecimento e Serviços Externos ascenderam a €1,67 milhões, um crescimento de 21% face ao ano anterior. Os maiores crescimentos absolutos verificaram-se na área de Edifícios, bem como na área de Marketing e Formação.

Costs with Supplies and External Services reached €1.67 million, a growth of 21% in relation to the previous year. The greatest absolute increases were in the area of Buildings, as well as the area of Marketing and Training.

Margem de Contribuição

Revenue Margin

A margem de contribuição dos Fornecimentos e Serviços Externos para a geração de proveitos aumentou para €1.53 milhões, permitindo libertar mais €307 milhares do que no ano anterior.

Ressalva-se que esta margem representa um fluxo económico. A aplicação do princípio da especialização, com reflexo na rubrica de Acréscimos e Diferimentos, implica a sua tradução não integral em meios libertos para financiar as necessidades em fundo de maneio do exercício (ver Mapa de Fluxos de Caixa, em anexo).

The referred revenue margin, corresponding to the difference between Income and Costs regarding Supplies and External Services, increased to a value of €1.53 million, a gain of another €307 thousand in relation to the value registered last year.

The margin gained during this year was a mere entry, seeing that the effect of specialization and the consequent registration of revenue and costs under Accruals and Deferrals did not result in means made integrally available for funding working capital during this year, as can be seen from the cash-flow statement (see Annexes).

A facturação da Direcção de Edifícios cresceu, essencialmente, devido à obrigatoriedade da certificação para os novos edifícios com áreas inferiores a 1000 m2, iniciada em Julho, contemplando assim a maioria dos novos edifícios residenciais. As Receitas provenientes das “Taxas de Registo” ascenderam a €560 milhares, sendo cerca de 70% deste valor proveniente de Declarações de Conformidade Regulamentar (DCR) de Edifícios de Habitação (€397 milhares), seguindo-se as DCR de Edifícios de Serviços.

Os valores facturados em Certificados Energéticos (CE) foram ainda marginais, dada a sua obrigatoriedade se concretizar somente em 2009.

The turnover of the Building Division grew essentially due to the requirement of certification for new buildings with an area under 1000 m2, which began in July, thus encompassing the majority of new residential buildings. The Revenue generated by “Registration Duties” rose to €560 thousand, with approximately 70% of this value from Certificates of Regulatory Compliance (Declarações de Conformidade Regulamentar – DCR) in Residential Buildings (€397 thousand), followed by the Services Buildings DCR. The values invoiced through Energy Certificates (Certificados de Energia – CE) were still marginal, given that these will only become mandatory in 2009.

Em Projectos Comunitários, considerou-se a fase 2 da CA-EPBD (Concerted Action - Energy Performance Building Directive), coordenada pela ADENE.

With regard to Community Projects, stage 2 of CA-EPDB (Concerted Action – Energy Performance Building Directive), coordinated

by ADENE, is taken into account.

A rubrica de Trabalhos para a Própria Empresa refere-se a diferimentos de custos com Pessoal, relativos ao arranque e instalação do SCE, tendo-se contabilizado no presente exercício o valor de €240 milhares.

The Work for the Company category refers to deferral of Personnel costs relative to the set-up and launch of the SCE (Energy Certification System), reaching a total of €240 thousand during this year.

Os custos de Fornecimentos e Serviços Externos alocados ao exercício ascenderam a €235 mil. A maior rubrica refere-se a custos do projecto CA-EPBD, sendo a segunda e a terceira (Fiscalização e Certificação, respectivamente) do âmbito do SCE.

Costs with Supplies and External Services allocated this year rose to €235 thousand.The most relevant category is that of the costs of the project CA-EPBD, and the second and third most relevant (Inspections and Certification, respectively) relate to SCE.

Certificação Energética de Edifícios

Energy Certification of Buillings

Este foi o primeiro ano completo de Certificação Energética, tendo a designada Fase 2 começado em Julho, com a entrada dos edifícios novos com áreas inferiores a 1000 m2. Completou-se exactamente um ano após o início do sistema, que incidiu nos edifícios novos de grande porte (área superior a 1000 m2).

2008 was the first full year with Energy Certification in effect. Stage 2 began in July, encompassing new buildings with an area below 1000 m2, exactly one year after the system’s launch, which, as is known, began with the so-called new large-scale buildings (area above 1000 m2).

No decurso de 2008, registaram-se no sistema 13.598 processos de certificação, a sua grande maioria provenientes de edifícios residenciais em fase de projecto (DCR). As classes energéticas mais comuns são as A e B, verificando-se que cerca de 14% do parque imobiliário em projecto será de alta eficiência energética (A+).

During the year a total of 13,598 certification processes were registered in the system, most of which regarding residential buildings in the project stage (DCR). The most common energy ratings are A and B, and approximately 14% of the total number of new buildings in the project stage shall possess the top energy rating (A+).

A Certificação de edifícios novos ganhou dimensão. Cerca de 14% com consumos perto dos indicadores de Carbono Zero (A+).

Approximately 14% have energy consumptions near Carbon Zero levels (A+).

Praticamente a totalidade dos edifícios licenciados estão certificados energeticamente.

O nível de execução do SCE é verificável através da monitorização do número de Licenças de Construção concedidas a nível autárquico. Podemos observar no gráfico seguinte que o ritmo de novos licenciamentos, que era no início do ano superior a 6 mil fogos por mês, decaiu significativamente no último trimestre para menos de metade. Por seu lado, a taxa de cobertura de processos de certificação por licenças emitidas, que era marginal no início do ano, alcançou no final do ano o patamar de 89%.

The level of execution of the SCE can be verified by monitoring the number of Construction Licenses issued at local level.

From the analysis of the graph below, we can see that the rate of new Construction permits was over 6 thousand dwellings a month at the start of the year, but fell significantly in the last semester to under half that number. Energy Certification Portal

Uma das áreas de maior actividade e interacção com o sistema de Certificação foi a do acesso, reservada a Peritos Qualificados, no denominado Portal SCE, ao qual acederam mais de 800 técnicos e onde se efectuaram mais de 13 mil registos.

One of the areas with the most activity and interaction with the Certification system was the access for Accredited Specialists, in the SCE Portal, accessed by over 800 specialists and with over 13 thousand registrations performed.

As vertentes mais utilizadas do portal foram os registos online de DCR e CE, o pagamento electrónico e Mega E-Payment (sistema de pagamento automático) e os procedimentos de registo de Peritos Qualificados online. Estas acções efectuaram-se em interacção com as associações profissionais, nomeadamente a Ordem dos Engenheiros, a Associação Nacional dos Engenheiros Técnicos (ANET) e a Ordem dos Arquitectos.

The most commonly used aspects of the webpage were the online registrations of DCR and CE, online payment and Mega E-payment (automatic payment system) and the enrollment of Accredited Specialists online, in collaboration with professional associations, namely the Portuguese Engineer Association, National Association of Technical Engineers (ANET) and the Portuguese Architect Association.

No decorrer do ano, foram publicadas, pela Direcção de Edifícios, as primeiras Notas Técnicas complementares, previstas na legislação em vigor, mais precisamente a NT01 – Metodologia Simplificada de Certificação Energética de Edifícios Existentes e a NT02 – Metodologias para Auditorias Periódicas de QAI.

During the year the Buildings Division also published the first Technical Observations according to that provided in the applicable law, namely NT01 – Simplified Method for Energy Certification of Existing Buildings and NT02 – Methodologies for Periodic IAQ Audits.

A primeira contou com a colaboração do INETI, LNEC, FEUP (Univ. Porto) e ITeCons (Univ. Coimbra). A segunda teve a colaboração da APA, DGEG, Instituto Ricardo Jorge, APIRAC e DGS. A publicação em Diário da República aconteceu em 2009, após um período de consulta pública no site desta Agência.

O protocolo estabelecido teve por objectivo criar uma metodologia que permita à CERTIF efectuar a certificação de software de cálculo de desempenho energético de edifícios, no âmbito do RCCTE.

The purpose of this protocol was to establish a methodology that would allow CERTIF to perform the certification of software for calculating the energy performance of buildings within the scope of RCCTE.

Esta colaboração inclui a fase de desenvolvimento do esquema de certificação, prolongando-se na gestão operacional dos pedidos de avaliação de software requeridos pelo mercado, devendo garantir o acompanhamento periódico, após concessão da certificação dos referidos produtos.

This partnership includes the development phase of the certification scheme, continuing through to the operational management of software evaluation requests required by the market, and shall provide periodic supervision following the concession of the certification of the referred products.

ADENE is coordinating this project, promoted by the European Commission, which shall be carried out in a partner ship with FEUP (Fundação Gomes Teixeira).

O objectivo do projecto é partilhar informação e experiências na implementação da Directiva 2002/91/CE pelos Estados-membros, incluindo a promoção de boas práticas em actividades relacionadas com a criação de condições favoráveis à convergência dos procedimentos nacionais, na aplicação da Directiva.

Participam neste projecto 27 países.

A área de Indústria registou uma facturação de €348 milhares, triplicando a actividade face ao ano anterior, por via dos trabalhos contratados na implementação do Sistema de Gestão de Consumos Intensivos de Energia.

The area of Industry had a turnover of €348 thousand, triple the activity in relation to the previous year, due the work under contract in the implementation of the Intensive Energy Consumption Management System.

O principal contributo proveio do Contrato Programa celebrado com a entidade supervisora do sistema, a Direcção-Geral de Energia e Geologia.

The main contribution towards Revenue resulted from the Program Contract executed with the system’s supervisory body, the Energy and Geology General-Directorate.

Os custos (FSE) acompanharam este incremento de actividade, verificando-se um diferimento de custos de €210 milhares, relacionados com o arranque e instalação, bem como a plena execução do referido sistema em 2009.

Costs (FSE) accompanied this increase of activity, with a deferral of costs of €210 thousand, resulting from the set-up and launch of the SGCIE*, in order to create conditions for the full implementation of the referred system in the year of 2009.

SGCIE Management

O sistema que substitui o antigo RGCE, com incidência no sector industrial, entrou em vigor em Junho e tem por objectivo obter economias de energia de cerca de 500 mil toneladas equivalentes de petróleo (tep), por ano e até 2015, bem como promover a utilização de fontes de energia renováveis e a eficiência energética.

The system that replaces the old RGCE, relating to the industrial sector, came into force in June, and its purpose is to obtain a reduction in energy consumption of approximately the equivalent to 500 thousand tons of petrol (tep) per year until 2005, as well as to promote the use of renewable energy supplies and energetic efficiency.

O SGCIE é uma das medidas do Plano Nacional de Acção para a Eficiência Energética (PNAEE) e é regulado pelo Decreto-Lei n.º 71/2008, publicado em Diário da República a 15 de Abril.

SGCIE is one of the measures included in the National Energy Plan for Energetic Efficiency (PNAEE) and is regulated by Law-Decree nr.

The revenue generated by the Sustainable Development Division reached a value of €772 thousand, notably the Program Contract with the Energy and Geology GeneralDirectorate, with a value of €332 thousand, performed within the scope of the preparation and coordination of the National Action Plan for Energy Efficiency, developed under the guidance of the Ministry of Economy and Innovation. Community projects reached a value of €203 thousand.

Plano Nacional de Acção para a Eficiência Energética

National Action Plan for Energy Efficiency (PNAEE)

A Resolução do Conselho de Ministros n.º 80/2008 aprovou o PNAEE, documento que engloba um conjunto alargado de programas e medidas consideradas fundamentais para que o País possa alcançar e suplantar os objectivos fixados no âmbito da Directiva n.º 2006/32/CE, relativa à eficiência na utilização final de energia e aos serviços energéticos.

Cabinet Resolution nr. 80/2008 approved this plan, which encompasses a wide range of programs and measures that are considered essential for the Country to surpass the objectives, established by Directive 2006/32/EC, regarding efficiency in the final use of energy and energetic services.

O PNAEE é um dos mais importantes trabalhos no qual a ADENE esteve envolvida, ao longo da sua existência.

A Agência, juntamente com a EDP Serviço Universal, promoveu dois projectos de incentivo para a iluminação eficiente, designados por Iluminação Eficiente em Bairros Históricos e Iluminação Eficiente em Bairros Sociais.

ADENE, together with EDP Serviço Universal, developed to efficient lighting promotion projects, designated Efficient Lighting in Historic Neighbourhoods and Efficient Lighting in Social Neighbourhoods.

Os 12 programas definidos no plano contemplam intervenções nas várias áreas de actividade económica e social.

PPEC (ERSE) – Aplicação de Variadores Electrónicos de Velocidade (VEV) em Sistemas de Bombagem Esta medida tem por objectivo aplicar 60 VEV (Variadores Electrónico de Velocidade) em 30 empresas do sector industrial, com ganhos de eficiência eléctrica nos equipamentos de bombagem estimados em 25%.

PPEC (ERSE) – Medida Geo-Indústria Este projecto visa contribuir para uma maior eficiência no consumo de energia eléctrica na indústria, através da substituição dos sistemas de climatização convencionais por um sistema centralizado, com bomba de calor geotérmica.

Pretende-se demonstrar o potencial de redução do consumo de energia eléctrica em equipamentos de produção de calor e frio, estimado em 40%.

The first of these incentives consisted in a group of actions distributing 100 thousand compact fluorescent lamp (CFL) for the residential sector in historic urban areas.

The second initiative aimed to distribute 300 thousand of these lamps in social neighbourhoods.

PPEC (ERSE) – Application of Electronic Speed Controllers in Pumping Systems The aim of this measure was to introduce 60 Electronic Speed Controllers (Variadores Electrónicos de Velocidade – VEV) in 30 companies operating in the industrial sector, with electric efficiency gains in pumping equipment estimated at 25%.

PPEC (ERSE) – Geo-Industrial Measure The purpose of this project is to contribute towards higher efficiency in industrial energy consumption, through the replacement of conventional heating and ventilation systems by a centralized system with a geothermal heat pump. The aim is to demonstrate the potential for reducing electric energy consumption using heating and cooling systems, which is estimated to reach 40%.

Os Proveitos da Direcção em causa cresceram 18%, alcançando o valor de €1,05 milhões, devido ao incremento registado na área de Formação no âmbito do SCE, bem como verbas financiadas pelo Contrato Programa com a DGEG no âmbito do PNAEE.

The revenue obtained by this Division grew 18%, reaching a value of €1.05 million, due to the increases in Training in the scope of SCE, as well as the sums funded through the Program Contract with the DGEG in the scope of the PNAEE.

Cursos de Peritos Qualificados

Accredited Specialists Courses

Participaram nas acções de formação 1150 formandos (incluindo repetições) nos módulos de Certificação da formação específica para Peritos Qualificados, nas vertentes de RCCTE e RSECE.

1150 trainees took part in the training (including repeat classes) in the scope of Certification modules for the specific training of Accredited Specialists, in the fields of RCCTE and RSECE.

Realizaram-se 54 cursos, dos quais 38 na vertente de RCCTE e os restantes no âmbito RSECE. Os cursos decorreram em Lisboa, Porto, Coimbra, Covilhã, Faro, Funchal e Ponta Delgada, envolvendo um corpo docente formado por Peritos Qualificados provenientes essencialmente dos Cursos de Formação de Formadores do SCE. A Coordenação Científica foi do Professor Eduardo Maldonado, através de contrato celebrado com a Fundação Gomes Teixeira (FEUP).

54 courses were held, of which 38 regarding RCCTE and the rest regarding RSECE. The courses took place in Lisbon, Porto, Coimbra, Covilhã, Faro, Funchal and Ponta Delgada, taught by Accredited Specialists who were mainly from the SCE Teacher Training Courses, under the Scientific Coordination of Professor Eduardo Maldonado, under the terms of the contract executed with the Fundação Gomes Teixeira (FEUP).

SCE Awareness Sessions

O ano em análise foi extremamente exigente, em termos de acções de divulgação da Certificação Energética. Foram realizadas, ao longo do País, mais de uma centena de apresentações do SCE, a um ritmo médio de 2 a 3 eventos por semana, registando--se uma assistência total superior a 4 mil indivíduos.

Foram envolvidos, nestes processos, Peritos Qualificados das várias regiões do País, procedimento igualmente seguido na globalidade das acções de divulgação.

The year in question was extremely demanding in terms of Energy Certification awareness actions. Over one hundred SCE presentations were made all over the country, at a rate of 2 or 3 events a week, and were attended by over 4 thousand people.

Accredited Specialists from several regions of the country were involved in these activities, to a similar extent throughout.

Definiram-se quatro eixos prioritários de actuação: • Câmaras Municipais; • Associações sectoriais (nomeadamente APEMIP, AECOPS, FEPICOP); • Imobiliárias; • Bancos.

Communication

Com a entrada em vigor da segunda fase do Sistema Nacional de Certificação Energética e da Qualidade do Ar Interior nos Edifícios, abrangendo a globalidade dos novos edifícios, independentemente da sua área ou fim, deuse início a uma nova fase de comunicação destinada aos públicos-alvo identificados como prioritários.

In July, with the entrance into force of the second stage of the Portuguese Energy and Indoor Air Quality in Buildings Certification System, encompassing all new buildings, regardless of their area or purpose, a new communication stage began that was aimed at all the priority target-publics identified above.

Esta acção above the line teve duas fases, que ocorreram em Julho e Novembro.

This above the line action had two stages, July and November.

Com a frase “A partir de agora, todos os novos edifícios serão verdes”, procurou-se destacar o alargamento da aplicação do Sistema de Certificação Energética à globalidade dos novos edifícios, bem como a identificação das principais medidas de melhoria de desempenho energético. Os meios utilizados foram a televisão, a imprensa nacional e a especializada nos sectores da construção e imobiliário.

With the phrase “From now on, every new building will be green”, we sought to draw attention to the extension of the applicability of the Energy Certification System to all new buildings, as well as to identify the main measures for the improvement of energy performance. The media used were television, newspapers with nationwide coverage and the technical press in the construction and real-estate sectors.

As campanhas de comunicação tiveram uma elevada notoriedade junto do grande público.

The information campaigns became extremely well known by the general public.

Rock in Rio – Pavilhão Eficiência Energética

Rock in Rio – Energy Efficiency Pavilion O Pavilhão da Eficiência Energética foi um excelente modo de chegar ao público-alvo do futuro próximo.

The Efficiency Pavilion provided an excellent means of getting in touch with the targetpublic of the near future.

A ADENE esteve presente na segunda edição do festival Rock in Rio Lisboa, no seguimento do protocolo de cooperação com a empresa Better World e a DGEG, integrada no plano de comunicação da Certificação Energética, visando a promoção da eficiência energética junto dos mais jovens.

ADENE was present at the second edition of the Rock in Rio Lisbon festival, under the terms of the cooperation protocol with the company Better World and DGEG, integrated in the Energy Certification communication plan that aimed to promote energy efficiency among young people.

A temática da eficiência energética em casa, na escola e no trabalho foi abordada através de um animado concurso designado Energiza-te, realizado em formato de quiz.

Mais de mil participantes foram desafiados a revelar os seus conhecimentos nas áreas referidas.

The theme of energy efficiency, at home, in school and at the workplace, was approached through an exciting competition called Energiza-te, a quiz in which over one thousand participants were invited to show what they knew about these areas.

Escola Solar

Solar School

O concurso Rock in Rio Escola Solar envolveu mais de 200 escolas EB 23, 1000 alunos e 300 professores. Coube aos alunos a tarefa de apresentar a concurso projectos de eficiência energética para beneficiar as respectivas comunidades. A iniciativa contou com a participação conjunta da Better World, SIC Esperança, ADENE, Ministério da Economia e da Inovação e Ministério da Educação.

The Rock in Rio Escola Solar involved over 200 secondary schools, 1000 students and 300 teachers. The students entering this competition had to submit energy efficiency projects that would help their communities.

The initiative involved the participation of Better World, SIC Esperança, ADENE, the Ministry of Economy and Innovation and the Ministry of Education.

Os 20 vencedores (um por distrito, mais Açores e Madeira) permitiram às suas escolas beneficiar de financiamentos para a instalação de sistemas fotovoltaicos. Criaram-se, assim, as primeiras escolas microprodutoras do País.

A microprodução foi concretizada através da instalação de quase meio milhar de painéis solares que, ao venderem à rede a energia produzida, permitem gerar anualmente cerca de €50 milhares para apoiar projectos sociais, durante 15 anos.

The schools of the twenty winners (one per district in addition to one from the Azores and from Madeira) received funding for the installation of photovoltaic systems. In this way, the first micro-producer schools in Portugal were born.

Micro-production was implemented through the installation of almost five hundred solar panels that, by selling the energy produced to the energy supply network, allow generating almost €50 000 to be used to support social projects over 15 years.

A acção de apresentação pública das escolas vencedoras realizou-se em Março na Escola Básica 2,3 da Galiza, no Estoril.

The public presentation ceremony for the winning schools took place in March at Escola Básica 2,3 da Galiza, in Estoril.

Durante o festival Rock in Rio Lisboa, os patrocinadores concretizaram a entrega das verbas destinadas a apoiar este projecto social possibilitado pela Better World e promovido pela SIC Esperança (enquanto IPSS).

During the Rock in Rio Lisbon festival, the sponsors awarded the prizes, serving to support this social project made possible by Better World and promoted by SIC Esperança (as an IPSS).

Para além da instalação das centrais fotovoltaicas nas escolas seleccionadas, as três primeiras classificadas no ranking nacional receberam um prémio pecuniário, que permitiu financiar os projectos de eficiência energética idealizados para as suas comunidades.

Besides the installation of the photovoltaic stations at the selected schools, the top three schools in the national ranking received a financial prize, in order to fund the energy efficiency projects planned for their respective communities. .

Participation in Trade Fairs and Exhibitions

Integrado no plano de marketing e de forma a complementar o processo de comunicação referido, foi definido um conjunto de acções below the line, com destaque para a participação em feiras e exposições de carácter tecnológico, dirigidas aos sectores prioritários (construção e imobiliário).

As part of the marketing plan and in order to complement the communication process referred to above, a range of below the line activities were defined, most importantly the participation in technological trade fairs and exhibitions within the priority sectors (construction and real-estate).

Portugal Tecnológico A ADENE foi encarregada da representação do Ministério da Economia e da Inovação no referido certame, que constituiu uma mostra de projectos e programas de inovação e tecnologia desenvolvidos nos últimos três anos.

Portugal Tecnológico ADENE was given the responsibility of representing the Ministry of Economy and Innovation at this event, which showcased innovation and technology projects developed over the last three years.

ADENE participated strongly in the main exhibitions related to the construction and real-estate sectors.

Lisbon Real-Estate Exhibition (SIL) Participation at the event took place in partnership with APEMIP (Association of Portuguese Real-Estate Agents and Agencies), allowing information regarding the operation of the SCE, its implications on the sector, the calendar for the application of the system and training events for Accredited Specialists.

Salão Imobiliário de Lisboa (SIL) A participação no evento realizou-se em parceria com a APEMIP (Associação Portuguesa de Empresas de Mediação Imobiliária), possibilitando esclarecimentos sobre o modo de funcionamento do SCE, implicações no sector, calendário de aplicação do sistema e acções de formação para Peritos Qualificados.

A ADENE teve uma forte participação nas principais exposições dos sectores de construção e do imobiliário.

Tektónica Para além da participação no certame, a ADENE integrou a comissão organizadora da conferência Eficiência Energética nos Edifícios, realizada em paralelo com a Tektónica 2008.

No evento, foi promovido o debate com os profissionais da construção sobre os novos desafios que os regulamentos da Certificação acarretam.

Tektónica Besides participating at this trade show, ADENE was a member of the organizing commission for the conference Energy Efficiency in Buildings, held simultaneously with Tektónica 2008. This event promoted debate with professionals working in the construction sector in relation to the new challenges brought about by the Certification regulations.

Eurosun – Congresso Mundial de Energia Solar A Sociedade Portuguesa de Energia Solar organizou este evento, a primeira edição de âmbito mundial, com enfoque no tema aquecimento e arrefecimento solar em edifícios.

Eurosun – Global Congress on Solar Energy The Portuguese Solar Energy Society organized this event, the first edition with a worldwide scope, focusing on the themes of solar heating and ventilation in buildings.

Esta parceria permitiu à revista Confidencial Imobiliário obter informação sobre o Sistema de Certificação Energética e desenvolver um índice de valorização de imóveis de habitação e serviços correlacionado com o desempenho energético.

This partnership allowed the magazine Confidencial Imobiliário to obtain information regarding the Energy Certification System, and to develop a ratings index for residential and commercial buildings correlated to their energy performance.

A ADENE, o IPD Portugal e a Imométrica estabeleceram uma parceria para acesso à base de dados IPD, que reúne um total de mais de sete centenas de complexos de uso comercial, detidos por investidores imobiliários relevantes, e que tem como objectivo, nomeadamente, identificar e analisar as perspectivas futuras do mercado do imobiliário, com base na opinião de investidores.

ADENE, IPD Portugal and Imométrica established a partnership based on IPD data, gathering together over seven hundred commercial complexes held by relevant realestate investors, with the purpose, namely, of identifying and analyzing perspectives for the future of the real-estate market, based on the opinion of investors.

Numa iniciativa do Grupo GCI, Quercus e Agência Portuguesa do Ambiente e com o patrocínio da Sonae, foi lançada, em Abril, a primeira edição dos Green Project Awards. Estes galardões têm por objectivo premiar a inovação na área do ambiente e da sustentabilidade, na perspectiva empresarial, académica e de comunicação. A ADENE é parceira do Green Project Awards, integrando o júri de avaliação das candidaturas.

Under an initiative organized by GCI Group, Quercus and the Portuguese Environment Agency, and sponsored by Sonae, the first edition of the Green Project Awards was launched in April. The purpose of these awards is to reward innovation regarding the environment and sustainability, from corporate, academic and communication perspectives. ADENE is a partner in the Green Project Awards and is a member of the jury assessing the candidatures.

As empresas CARRIS e Águas do Cávado receberam o galardão de parceiro GreenBuilding, que premeia o desempenho energético em edifícios não-residenciais, reconhecendo o seu trabalho na implementação de medidas de melhoria da eficiência energética e a integração de energias renováveis.

The companies CARRIS and Águas do Cávado received the GreenBuilding partner award, which rewards energy performance in nonresidential buildings, acknowledging their work in the implementation of measures that improved energy efficiency and the integration of renewable energies.

Inserido no PNAEE, foi lançado no início do ano o programa Renováveis na Hora, cuja gestão foi confiada à CERTIEL. Coube à ADENE a coordenação das acções de comunicação, que envolveram a criação do sítio www.renovaveisnahora.pt e uma campanha de publicidade na imprensa.

Integrated in PNAEE, the program “Renováveis na hora” was launched at the start of the year, managed by CERTIEL. ADENE was responsible for coordinating the communication actions, which involved creating the website www. renovaveisnahora.pt and the advertising campaign in the press.

No âmbito do programa, registaram-se mais de 8 mil pedidos de acesso ao regime bonificado, criando mais de 6 mil microprodutores (alguns em fase de licenciamento). Tal facto confirma a forte adesão de particulares e empresas que, mensalmente, esgotaram a potência disponibilizada no referido regime.

Within the scope of the program, there were over 8 thousand applications to use the bonus regimen, creating over 6 thousand microproducers (some are still under the licensing stage) and confirming the strong demand by both individuals and companies that completely took up the power made available under this regimen each month.

Face ao crescimento e consequente necessidade de dotar a Agência dos meios humanos necessários para fazer face às novas atribuições, deu-se continuidade ao processo de reestruturação em curso, registando-se a entrada de 4 colaboradores e a saída de 2.

O quadro a contar com 35 pessoas, havendo 3 colaboradores em regime de licença sem vencimento, bem como 1 destacado no LNEG.

In view of its expansion and the consequent need for the Agency to possess the human resources necessary to respond to its new duties, the restructuring process that was underway was continued, with 4 workers coming in and 2 leaving, meaning that the staff came to 35 people, with 3 employees on unpaid leave and 1 working externally at LNEG.

2.2 Fundo de Apoio à Inovação

2.2 Innovation Support Fund

O Fundo de Apoio à Inovação foi instituído, junto da ADENE, por despacho do Senhor Ministro da Economia e da Inovação, de 5 Dezembro de 2008, data na qual igualmente se publicou o Regulamento de Gestão, onde são definidos os objectivos e finalidades do mesmo.

The innovation support fund was ascribed to ADENE, by order signed by the Minister of Economy and Innovation on the 5th December 2008, on which date the Management Regulation, defining the objectives and the purpose of this Fund, was also published.

Este Fundo destina-se ao financiamento do sistema científico nacional, no domínio da inovação e desenvolvimento tecnológico, prioritariamente nas áreas das energias renováveis e da eficiência energética. É gerido por uma Comissão Executiva nomeada por despacho ministerial.

This Fund essentially serves to finance the Portuguese Scientific System in the field of innovation and technological development, with priority given to the fields of renewable energy and energy efficiency, and managed by an Executive Commission appointed by Ministerial Order.

O FAI será constituído por uma dotação inicial de €76,8 milhões, dos quais €39,2 milhões foram recebidos em Dezembro de 2008.

The FAI shall be initially endowed with a sum of €76.8 million, of which €39.2 million were received in December 2008.

As actividades do FAI, no ano em curso, incidiram em três áreas: i) Eficiência energética, com o lançamento de uma campanha a nível nacional que visou a distribuição de lâmpadas CFL às famílias mais desfavorecidas, no valor de €7,68 milhões; ii) Conferência Lisbon Innovation and Renewable Conference, com um custo de €240 milhares; iii) Estudo sobre o veículo eléctrico, importando em €264 milhares.

The activities of FAI during this year operated on three main fields: i) Energy efficiency with the launch of a nationwide campaign to distribute CFL lamps to disadvantaged families, with a cost of €7.68 million; ii) The Lisbon Innovation and Renewable Conference, with a cost of €240 thousand; iii) Study on the electric vehicle, valued at €264 thousand.

Acção Iluminação Eficiência – Campanha “Luz Certa”

Efficient Lighting Action – Campanha “Luz Certa” [Right light campaign] Substitution of inefficient domestic lighting, in order to contribute towards phasing out incandescent lighting by 2015.

Substituição da iluminação doméstica ineficiente, com o objectivo de contribuir para o phase out da iluminação incandescente até 2015.

Esta acção, da iniciativa do MEI, resultou de uma parceria público-privada, na qual colaboraram a EDP, ADENE, CTT, Sonae e Jerónimo Martins. Possibilitou a distribuição de cerca de 3 milhões de CFL, em mais de 500 mil lares de baixo rendimento. Está prevista uma segunda fase, a ser realizada oportunamente em escolas, onde se pretende distribuir mais 1,2 milhões de lâmpadas eficientes.

A EDP e os CTT foram as entidades que coordenaram as acções de distribuição a nível nacional. O diagrama seguinte procura sintetizar a primeira fase da acção, realizada no terceiro e quarto trimestres do ano:

A Campanha “Luz Certa” possibilitou a concretização da maior acção de distribuição de lâmpadas CFL realizada até hoje no nosso país.

This action, a Ministry of Economy and Innovation initiative, was the result of a public – private partnership with the collaboration of EDP, ADENE, CTT, Sonae and Jerónimo Martins. It permitted the distribution of approximately 3 million CFL lamps in over 5000 thousand low-income homes during the 1st stage. A 2nd stage has been planned, to be implemented at a suitable time in schools, with the distribution of over 1.2 million efficient lamps has been forecast.

EDP and CTT were the entities that coordinated the distribution nationwide. The following diagram serves to summarize the 1st stage of the action, performed during the third and fourth quarter of the year:

Lisbon Innovation and Renewable Conference

Este evento foi organizado pelas revistas Exame e Visão, em Setembro, no Museu do Oriente e contou com o apoio do Ministério da Economia e da Inovação e, entre outras, desta Agência.

This event was organized by the magazines Exame and Visão in September, in the Museu do Oriente, and was supported by the Ministry of Economy and Innovation as well as this Agency, among other entities.

Especialistas em inovação, energias renováveis e sustentabilidade debateram cenários económicos e ambientais. O empresário britânico Richard Branson, o economista britânico Nicholas Stern e o comissário europeu da Energia Andris Piebalgs foram os principais intervenientes.

A rubrica sofreu ainda alterações em virtude do acerto do valor do IVA pro-rata relacionado com a contabilização dos bens, o que representou numa variação de €44 milhares no exercício.

This category also underwent alterations due to the adjustment of VAT pro-rata, in relation to the evaluation of Fixed Assets, which represented a variation of €44 thousand during the year.

Deu-se continuidade aos investimentos no desenvolvimento e estruturação da ADENE, com vista à sua preparação para o previsto aumento do volume de trabalho a partir de Janeiro de 2009, consequência da obrigatoriedade de emissão de certificados de todos os edifícios objecto de transacção ou arrendamento.

The investment in ADENE’s development and infrastructures was maintained, in order to prepare for the expected increase in work as of January 2009, resulting from the requirement to issue certificates for all buildings that are the object of transactions or rental.

Current Assets

O Activo Circulante apresenta um forte aumento, reflexo das verbas do FAI, o que influencia fortemente o Balanço da empresa. Para além das aplicações de tesouraria, as principais variações observaram-se nas dívidas de clientes, que se reduziram consideravelmente, e nos Acréscimos e Diferimentos, com a rubrica de custos diferidos a aumentar 57%, comparativamente ao ano de 2007.

Current Assets reveal a substantial increase, resulting from the FAI sums that strongly influenced the company’s Balance sheet.

Besides the treasury applications, the main variations occurred in accounts receivables, that diminished considerably and in Accruals and Deferrals, with deferred costs increasing by 57% when compared to 2007.

No SCE, procedeu-se ao diferimento de €740 milhares, relativos a custos de instalação e arranque do projecto, valor que, adicionado aos montantes contabilizados para o mesmo efeito no ano anterior, perfaz um total de investimento de €2,1 milhões.

A contabilização anual destes custos será realizada, conforme previsto, até ao final de 2011, através de um racional de contabilização indexado ao número de Certificados a emitir anualmente.

The increases that occurred in Deferred Costs are directly related to the costs with the set-up and launch of SCE and SGCIE. With regard to SCE, there was a deferral of €740 thousand for the set-up and launch of the project, a value that, when added to the sums entered regarding this purpose in the previous year, comes to a total investment of €2.1 million. The annual calculations for these costs shall be performed, as planned, by the end of 2011, through an accounting ratio indexed to the number of Certificates to be issued each year.

Os acréscimos verificados na rubrica de Custos Diferidos estão directamente relacionados com os custos de instalação e arranque do SCE e do SGCIE.

A variação total dos Custos Diferidos atingiu os €801 milhares, resultantes do acréscimo de €950 milhares dos custos de arranque do SCE e SGCIE e da redução de cerca de €149 milhares, relacionados com a especialização de projectos.

Para fazer face aos investimentos realizados na instalação dos sistemas SCE, nos dois últimos anos, houve necessidade de reestruturar o passivo bancário através da contratação de um financiamento de €1,0 milhões com prazo de 3 anos, tendo sido anulada a linha de crédito de €400 milhares, que havia sido contratada no final de 2007.

In order to respond to the investments performed in installing the SCE systems during the last two years, it was necessary to restructure the bank loans by obtaining a loan of €1.0 million for a 3 year term, replacing the €400 thousand credit line that was obtained at the end of 2007.

Registou-se forte redução das dívidas a fornecedores em Conta Corrente, nas designadas áreas executivas da Agência, no valor de €400 milhares. O efeito não é visível ao nível da rubrica em questão devido ao impacto do FAI. A rubrica registou um aumento €3,2 milhões, devido à “Campanha a Luz Certa” e no final do exercício incluía Passivos Correntes, a liquidar no início de 2009.

There was a notable reduction in liabilities in supplier current accounts in the so-called executive areas of the Agency, with a value of €400 thousand. The effect is not noticeable under the heading in question due to the impact of the FAI. This category registered an increase of €3.2 million, through the “Right Light Campaign”, and at the end of the year registered Short-term liabilities to be paid at the start of 2009.
