BUS LANE All Aboard the First Smith Electric Minibus in Ireland Electric Vehicles Ireland, Tullamore, County Offaly, has supplied the fi rst electric 15-seater minibus in Ireland. Built by Smith Electric Vehicles in Newcastle, England, the Edison is based on a 4.6tonne twin-wheel Ford Transit. The conversion from van to passenger carrier was carried out by Primo Coachworks in Ferbane. The fully electric powered bus will go into service at Killina Presentation Secondary School in Rahan, Tullamore.

New EVM Mercedes-Benz Sprinter for Dublin Mini Coaches Dublin Mini Coaches has taken delivery of a new EVM Mercedes-Benz Sprinter 516 CDI Elegance from EVM Crawley, West Sussex. s the bus and coach industry gets ready for another busy season, operators have the opportunity to make a bigger name for themselves by entering two separate Award programmes. Every two years Fleet Bus & Coach hosts its Awards honouring Coach and Bus Operators that have made a difference in their operations such as increased efficiencies, carbon footprint reduction, or have developed an innovative idea or product to enhance their day-to-day operations. Positive trend remains in EU Bus & Coach industry

W

hile sales of commercial vehicles declined across Europe in 2012, (12.4% down on 2011), the new bus and coach market was the only sector to show growth. According to data supplied by ACEA, the European Association of Automobile manufacturers, from January to December 2012, the boost in new bus and coach registrations was down to a positive performance in the UK (+31.9%) and Germany (2%). Despite a 10.9% decrease of its demand, the French market remained the second largest, after the UK and before Germany. Italy (-30.4%) and Spain (-38.7%) contracted more severely. Total unit deliveries amounted to 32,081 compared to 31,648 achieved in 2011. Severe price pressure continues in all European tender processes. December 2012 recorded a significant improvement on the same month in 2011. 3,262 new buses and coaches were registered (up almost 12%). Again

Under its Smart Move banner, which promotes increased bus and coach usage, the call for candidates for the 2013 Smart Awards “to reward companies and authorities’ best public or private business and policy practices that support sustainable mobility by bus and coach,” has just been launched. There are three main awards – 1) Bus Excellence Award for companies active in regular urban or inter-urban public transport; 2) City Trophy Award – rewards municipal authorities that implement policies favouring group tourism by coach; 3) Coach Tourism Innovation Award – presented to those active in group tourism by coach in any country, to recognize and promote industry practices leading to a greater use of group tourism by coach.

the UK (+2.0%) was the only market to expand while Germany remained stable (0.1%). Ireland played its part too in the upturn, small as it was. From 78 units in 2011 to 236 in 2012, marked a 202.56% increase. Volvo, Scania, Mercedes-Benz and VDL-DAF being the most popular brands. Looking at the global picture, demand for buses during the year was low in most markets except for Asia. In North America, the transit market is still weak due to the fi scal situation in the U.S. and recovery in the coach market remains slow. The South American market is still slow, partly due to the pre-buy effect before Euro 5 standards and hesitance among operators in conjunction with city elections in Brazil. Asian bus markets continue to grow, but at a slower pace due to the global fi nancial situation, for example a 3% growth was recorded in India. While in China, the total market increased 6% compared to 2011.

Bus Operators to get Government’s Essential User Rebate

F

ollowing the dismay expressed by the bus and coach companies on their sector’s exclusion from the Government’s Essential Fuel User Rebate programme offered to hauliers, extensive lobbying has taken place. Led by the CTTC – The Coach Tourism & Transport Council, a national campaign was put in place with every licensed operator putting in a collective effort in exercising their concern to local Dail Deputies and Government Ministers. CTTC’s Ger r y Mu l l ins (pictured)outlined the background to the campaign which resulted in a successful conclusion on the publication of the Finance Bill on 13 February, that will see operators receive a rebate on their diesel of up to 7.5 cent per litre. “While nobody on our side would begrudge the hauliers for winning a rebate on fuel, we had

understood from the Minister that whatever was given to them must be given to us too, under EU law. At a recent meeting with Finance Minister Michael Noonan we presented a report that we commissioned from Compecon economic consultants who calculated the cost of a 7.5c per litre rebate to be between €0.92m and €1.7m. It’s a small figure, considering our sector paid around €23m in fuel taxes alone in 2012.”

Gerry was pleased with the success of the industry coming together, “Clearly we made our presence felt and I’d like to thank everyone for their work on this. It shows that private bus and coach companies could be a very powerful lobby group if we continue to campaign together on such issues.”

Compecon Report : In Brief:

Even after the rebate is taken into account, Ireland’s private bus and coach operators will still pay around €22m in fuel taxes in 2013. Gerry Mullins commented: “This is an example of sensible policy making by Minister Noonan and his officials at the Department of Finance. The coach tourism industry is on its knees following a drop in tourist numbers, drop in rates, and hike in diesel prices in recent years. This rebate will help save jobs and improve our offering to Ireland’s visitors.”

The CTTC acknowledges the efforts of the late Shane McEntee TD, who was most active in lobbying on behalf of the passenger transport sector in the days after the Budget.

IRU calls for improved 12day derogation for group tourism by coach in Europe

T

he International Transport Union (IRU) strongly supports the European Parliament proposal to improve the 12-day driving derogation for international coach travel in the EU, adopted as part of the revision of the regulation on the digital tachograph that will significantly simplify the regulations governing its use. The IRU calls upon the European institutions to support the European Parliament’s (EP) proposal to improve the 12-day driving derogation, adopted last July as part of the review of the EU Tachograph Regulation 3821/85/EC and proposed by IRU’s Member Associations. Yves Mannaerts, IRU Vice-President and President of the IRU Passenger Transport Council (CTP), said, “The European Parliament proposal constitutes a significant improvement of the 12-day derogation adopted in 2009 as it greatly simplifies the rest time compensation requirements for using it. It is also a timely recognition that the current EU driving and rest time rules do not match the specificity and realities of the bus and coach business.” The abolition in 2007 of the original 12 day derogation and its subsequent reinstatement in a very limited form in 2009, was part of a long term process of searching for the best rules’ model for European bus and coach travel. The new proposals simplify procedures for the post-derogation rest periods. Under the present rules drivers must take an extended 4 day rest period immediately following the use of the derogation that includes the lost rest days that would have been taken during the derogation. The new rules allow for two standard rest days to be taken with the remaining two missed rest days taken within the following 160 hours. Th is will give the industry the greater flexibility it needs to serve its customers.

New MD for Volvo Bus UK & Ireland

N

ick Page is the new Managing Director of Volvo Bus in the UK & Ireland, succeeding Steve Dewhurst, who has retired.

Nick (53) has been with the Volvo Group for 17 years, having joined from HSBC in 1995. He held key roles in Volvo’s UK truck and finance businesses before joining Volvo Bus in 2001, where he held the position of Coach Sales Director. Commenting on his appointment, Nick said: “Volvo has a long history and tradition on these shores and I am honoured to be entrusted with the task of helping to write the next chapter of that story. We have a strong product range, an excellent team - both here at Warwick and right across the Volvo dealer network. FIRST DRIVE:

VanHool TDX21 Altano – Scales new Heights in Passenger Comfort

T

he quality of coaches parked in and around Dublin Airport’s Terminal 1 pick-up point is evidence of the resilient nature of operators in the passenger transport sector. If you wait a short time, you will see many makes of bus and coach arriving and departing, as frequently as the aircraft serving the airport. The standard of coach has been further boosted, with the latest addition to the Callinan fleet covering the Citylink service to Galway. Even with the quality vehicles waiting at T1, the arrival of Callinan Coaches’ new VanHool TDX21 Altano high-decker made an instant impression. We were to make the return journey to Galway with scheduled driver Denis Mc Gannon, who would now insert his Driver Card into slot number two and act as navigator. The Altano’s exterior styling is stunning in its simplicity, and sets it apart from what the traveling public would perceive as just another coach. The simple livery of long blue and yellow waves on a brilliant white background (similar to Citylink colours), is contrasted by the large tinted glass area which drops from the upper deck just in front of the wheel arch, and runs to the forward ‘A’ pillar, giving the TDX21 Altano a welcoming invite to waiting

passengers. The welcome is further extended by the low entry level, into the TDX21’s interior. Once inside the spacious lower floor there are three seats located behind the driver cockpit, with the staircase immediately to the right, and the att ractive Tarabus floor covering adds to the feeling of space and quality. At this point, close to the stairwell there is no issue with height clearance, though as you move towards the windscreen the floor of the upper deck means the driver must remember to duck. The staircase with a rightangle turn halfway up is well designed with generous steps and decent grab rails, making it comfortable for any passenger to use in either direction. Upstairs passengers are greeted by an immediate sense of quality in all of the fi xtures and fittings. Clearly great attention to detail has

been invested in making a lasting impression on the customers, and the comments we received from passengers on the inaugural Galway run certainly backed that up. With fi rst class seating, Wi-Fi, power sockets, all wrapped in a pleasant well lit cabin, with a loft y view of the countryside, there is not much more an operator can do for the customers. The VanHool range is well known to Irish operators and drivers, so there are no real surprises up front, though a new audible warning sounds when the outside temperature drops below 4 degrees centigrade. A top notch ISRI seat with armrests allows good movement and range of adjustments. While the steering wheel can be moved with the button on the column, there is ample scope of movement. Hwever, this particular driver found it difficult to set the driving position without the rim of the steering wheel obscuring the speedo and rev counter.


COVER city. Mirrors are neat with good adjustment range and provide an accurate image of what’s happening to the sides. There is a small blind spot caused by the driver’s side mirror arrangement, though this problem is common to many vehicles, and almost impossible to engineer out. So drivers must be conscious of looking around the mirrors when approaching roundabouts and other areas where it may be an issue. From the H’penny bridge it was next stop Galway, and once out of the city and onto the Motorway we could let the VanHool get up to speed. Before we left the Airport, we asked proud new owner Tommy Callinan about his reasons for choosing the Altano, powered with the PACCAR MX 375 (510hp) engine. Tommy replied, ”simply for its comfort, reliability and fuel economy.” He was pleased with the build quality from VanHool, and feels the PACCAR MX will produce the goods. The 12.9 litre MX375 was never troubled on the run to ‘the City of the Tribes’. Although the route is not known for having too many hills, with 2,300 Nm of torque available, a few hills should not pose too many problems. Driving through ZF’s 12 speed AS-Tronic, and an Eaton G171 single reduction rear axle with a ratio of 3.07:1, the coach is nicely set up to run at an engine speed of 1,215 rpm when cruising at 100 kph.

Accepting that it is almost impossible to create a one size fits all design, this driver is of average stature, and it is possible that other average sized drivers may have the same problem. That said, we overcame the issue easily by using the multifunction joystick to display speed and rpm values digitally in the screen. The only other area some drivers may fi nd issue with is the positioning and size of the thrott le pedal, which may not suit everyone. As an example, our co-driver Denis had no difficulty with either the accelerator, or reading the speedo display. After loading passengers and luggage, we set off from the Airport at 15.15 down through the Port Tunnel, and up the Quays collecting passengers at the landmark H’penny bridge. In the city, Altano is very mannerly and easy to manoeuvre for such a large vehicle. The positively steered rear axle works well, in reducing the room needed when cornering, though at 14.40 m long, allowances still need to be made. All round visibility in the Altano is superb and makes for a comfortable journey through the Text & Photos: Paul White - paul@fleet.ie

to Dublin Airport. Like Denis, Keith has a lifetime’s experience behind the wheel, and is pleased with the VanHool’s drive-ability and performance. After the regulation break we began the trip back, and heading out on to the M6, the quality of the VanHool’s driving lights literally became clear. These beams are exceptional, and not just for a coach but for any vehicle. Apart from the wind, which had begun to gust even stronger than on the way down, the run back up was as uneventful as it should be. Our drive tells us this is an immensely practical and versatile coach, which would enhance any tour, or corporate event. Its flexibility allows it to deal with the day-to-day rigours of the city to city transfer service, while performing well for the operator, and offering exceptional comforts for the passenger. Powered by a proven engine, the coach is well designed with comfortable stable suspension, and is quiet on the road. Overall the Van Hool TDX21 Altano, is as good to drive as it is to look at. A note of thanks to Tommy, Denis, and Keith for the making the arrangements, and for their thoughts and impressions on the VanHool, TDX21 Altano.

Running at a speed of 97/98 kp/h on cruise control, the Altano recorded 16.7 l/100 Kms for the outward journey, with 18.6 l/100 kms for the return - a round trip average of 17.65 l/100 kms (16.0 mpg). While not fully loaded we had a good compliment of passengers both directions for a midweek evening in midFebruary. It must be noted that we did have to batt le strong winds en route to Galway, and even stronger winds on the return. Spec Check W it h vent i lated Knorr discs on all three axles, braking is excellent, and when combi ned with prudent use of the exceptional ZF 3 Intarder, lining life should be extended quite significantly. In addition to braking performance, road holding and stability benefitted from the 6x2 configuration. On a r r iv ing in Galway at 18.30, we bid farewell to Denis, and said hello to Keith Allen, who was taking the navigators seat for the return

T

he Fleet Bus & Coach Awards 2014 in association with J.F. Dunne Insurances will once again recognise and honour operators working within the Irish passenger transport industry. Held every two years, the special prize-giving ceremony, which takes place on 10 October at the Citywest Hotel, Dublin at 12.30 pm will also host a Bus & Coach Forum that afternoon. The main topic is “The future of the Bus & Coach Industry in Ireland”. Guest speakers will include representatives from public and private passenger transport. Mr. Alan Kelly T.D., Minister of State at the Department of Transport, Tourism and Sport will be the keynote speaker and will also present the awards to the category winners.

EVM steering the way to Minicoach success

Starting point for a new EVM minicoach is a standard Mercedes-Benz Sprinter panel van

A

side from being one of those many small towns that motorists drove through on the old N6 Dublin – Galway road that is now bypassed by the new M6 motorway, Kilbeggan in County Westmeath is probably best known for its renowned Irish whiskey, dating back more than 250 years. These days however, another Kilbeggan company, nestling behind the famous Old Kilbeggan Distillery, is staking its own claim to put the town on the map, producing a range of high quality minicoaches for Irish, UK and overseas customers. EVM Ltd is only in existence for a few short years, but the company’s heritage and engineering know-how dates back to its Kilbeggan predecessor KVC which had converted minicoaches since 1996, but went into liquidation in 2009. Many of the twenty five staff are KVC veterans, with EVM based in the facility formerly occupied by KVC, a modern 38,000 square foot factory with purpose built manufacturing and assembly equipment. EVM concentrates on the conversion of high quality mini-coaches based on the MercedesBenz Sprinter van range, producing a range of vehicles with seating from 8-22 persons. One of the key selling points is that all EVM coaches and minibuses leave the factory with full EU Whole Vehicle Type approval. Not only does this help protect strong residual values, but it means that the vehicles are approved to be sold 10 FLEETBUS&COACH | Spring 2013

anywhere in Europe without further testing or approval required. The majority of EVM conversions are based on the 4325mm version of the Mercedes-Benz Sprinter 516 model, although other Sprinter models can be used depending on customer preferences. Th is model is powered by the Mercedes-Benz OM646DELA four cylinder turbocharged and intercooled, common rail, direct injection diesel producing 163bhp and is available with fully automatic or manual transmissions. Lower and higher rated engine variants are also available, including the top of the range 193 bhp variant with Stop Start technology and BlueEfficiency options. Conversions begin with the arrival of standard Sprinter vans into the Kilbeggan factory where they are stripped down, with non-necessary items such as the side panels removed before the detailed assembly process begins. Specification is determined by customer requirements, but where possible, standard replacement parts such as the insulated windows are used to keep costs down and minimize production time. Among the design features, EVM cuts out and lowers the floor at the rear behind the axle to create addiitonal boot space. It is surprisingly effective – even though from the inside it appears that nearly all available space has been taken up with seating, open the back and a cavernous storage area is revealed – as much as 3 cubic metres for coaches seating up to 19 passengers.

Weight Saving and Technology

For all minicoach manufacturers, one of the biggest challenges they face is weight management - as you can imagine, trying to keep a coach seating 22 passengers and their luggage under an overall weight limit of 5 tonnes requires no small degree of design planning and ingenuity. Ivor Jones, Managing Director of EVM explains that lightweight solutions are used where possible, for example, aluminium panels, and the use of lightweight flooring materials instead of the more traditional wood. Ivor notes also that the company is investing heavily into the latest technologies. EVM works closely with Mercedes-Benz to ensure the end-products are as fully integrated with the based vehicle as possible. For example, EVM minicoaches can be equipped with a Mercedes-Benz PSM (parmetric special module) electrical system. It allows all the

PROFILE minicoach specific functions, from automatic doors to air-conditioning systems to be fully compatable (and programmable via a laptop) with the Mercedes-Benz system.

Models

While always offering the flexibility to build vehicles to customer specifications, EVM currently produces five distinct standard build models. These include three models – Elegance, Avantgarde and X-Clusive - at the luxury end of the market where EVM has cemented its reputation as a builder of premium models, but the company has also introduced two vehicles at the more affordable end of the market. The Classic offers seating ranging from 12 to 22 seats, while the entry level Shutt le comes with 16 seats. EVM stresses that despite the Shuttle being at the budget end of the market, it is still a fully designed and equipped minibus, with front door entry rather than sliding door access like many of its direct competitors, 3 stage entry step and proper coach type seats. Looking to the future, EVM is investigating the possibility of offering a longer Sprinter in excess of 8 metres long, making it attractive for customers wanting to claim back VAT.

Growth in Irish market

Much of EVM’s sales success since launching in 2009 has been in the UK where it has become a well established and respected player in the minicoach conversion market. Not surprisingly, economic conditions here have limited growth opportunities, but EVM believes the market is starting to open up – albeit slowly. To that end the company has appointed Martin Browne as full time Sales Manager for the island of Ireland. The company has been busy completing orders for Irish customers with deliveries to the likes of Probus, Paddywagon Tours and Dorgans Coaches, and McComb’s Coach Travel and Airporter in Northern Ireland since the start of the year. The European market is another area of potential growth. While EVM offers left hand drive versions of its Irish and UK offerings, it can also provide specific designs to meet European requirements.

Volvo launches first hybrid bus in Asia-Pacific

V

olvo Buses has delivered its first hybrid bus to the Asia-Pacific region and Australia. The Minister for Transport Western Australia, Troy Buswell, celebrated the launch of the new Volvo B5R Hybrid bus at the Volvo dealership in Guildford, Perth. The new hybrid bus will begin operations in March in Perth’s free Inner-City CAT service run by the Public Transport Authority of Western Australia. The hybrid bus is first of its kind in the Asia-Pacific region, but the technology has enjoyed increasing success in other markets with close to 1,000 sold worldwide since Volvo Buses first began commercial production of hybrid buses in 2010. The Volvo B5R is assembled with a locally designed and built Volgren body following the same chassis and body approach of Volvo’s industry leading city chassis, the Volvo B7RLE.

“The CAT service will give us the perfect opportunity to test the suitability of this unit for Australian conditions. It will allow us to directly compare the unit to the proven Volvo B7RLE units already operating in Perth,” says David Mead, General Manager of Volvo Bus Australia.

The fully integrated parallel hybrid system used in the Volvo B5R allows the vehicle to operate on either electric only, diesel only or a combination of both depending on conditions and energy requirements. The Volvo hybrid chassis is powered by an environmentally friendly EEV 5 litre diesel engine which generates 215hp. This is complimented by an electric motor capable of producing 120kW (160hp).

The electric motor acts both as a motor and a generator that recharges the battery when braking. At higher speeds the diesel engine and electric motor work together to power the bus along, while at lower speeds power can be electric only. Zero emissions are reached, when the diesel engine shuts off at lower speeds or during idling at a red light or bus stop. even new award winning VDL Citea city buses have been put in regular service by KVG (Kraft verkehrsgesellschaft mbH) in Braunschweig, Germany. Operating in Salzgitter, they are all of type Citea SLF (Low Floor) and their completely flat floor, is the ideal city bus. Thanks to its innovative light weight construction, the Citea has a low net weight, which results in excellent fuel economy and low emissions. KVG already owns three VDL vehicles and for

this most recent order the company has chosen the 12m Citea SLF-120/250 with a Cummins engine and EEV technology. The Citeas for Salzgitter based KVG can accommodate 100 people (34+2+1 seated and 63 standing). The

cantilever seat design (freehanging seats) ensures plenty of leg room and therefore optimal sitt ing comfort. Because the entire floor is free of obstacles, the buses are easy to clean. The Citeas for KVG are further equipped with an automatic fi re extinguishing system, a climate control system and a reversing camera. The Citea SLF was awarded ‘Coach of the Year 2011’.

BYD to set up the first electric bus JV company in Europe

B

Y D, the world’s largest electric bus manufacturer and Bulmineral Ltd has signed an agreement to create a 50:50 joint venture company, named Auto Group Motors, to produce electric buses in Europe. This is the first electric bus JV company in Europe and is also the first overseas electric vehicle JV for BYD. The pure electric buses will be manufactured in Breznik, Bulgaria and enable the Chinese automotive company to break into local markets in Bulgaria and expand to other countries in Europe. Mr. Mihail Ivanov, the CEO of Bulmineral said on the announcement; “We are proud that we are able to reach an agreement of collaboration with BYD, the worldwide leader in the manufacturing of batteries, electric cars, and electric buses.

It marks the beginning of a new stage in our activities by starting the manufacture and assembly of electric buses with BYD.” The 12-metre long BYD electric bus is able to run 250 km (155 miles) on a single charge in urban conditions. This allows a travelling range that is sufficient for one full shift in most cities. The core technology of BYD electric buses is BYD’s self-developed Iron-Phosphate battery technology.

As the world’s biggest rechargeable battery manufacturer, BYD also has the largest global market share for cell-phone chargers and keypads. BYD branched out into the auto business in 2003, and has recorded an annual growth rate. In 2008, Warren Buffett invested $232 million to take a 9.89% stake in BYD. Today, BYD is the fastest-growing Chinese auto company and a global pioneer in the field of new energy vehicles including Dual Mode Electric Models and Pure Electric Models. Based on its core Fe Battery technology, BYD has worked out a Green City Solution, which aims to electrify urban public transportation systems by transitioning from petrol and diesel buses and taxis to pure electric ones. Mercedes-Benz Fuel Cell Hybrid Buses

T

wo Mercedes-Benz Citaro FuelCELL Hybrid buses with fuel cell technology provided both shutt le and regular services at the “World Economic Forum” in Davos, through PostAuto Schweiz AG. PostAuto is the fi rst bus company in Switzerland to use fuel cell technology in public transport. Since the end of 2011, five Mercedes-Benz Citaro FuelCELL Hybrid Postbuses are in regular service routes in and around Brugg (Aargau canton). As part of a long-term test of fuel cell drive systems, the Postbuses use only environmentally-friendly and sustainably produced hydrogen as a fuel. An estimated that 2000 tonnes of CO2 will be saved during

batteries, the new Citaro FuelCELL Hybrid saves 50 percent hydrogen in comparison to the previous generation. As a result the number of tanks has been reduced from the nine necessary for the previously tested fuel cell buses to seven and a total of 35 kg of hydrogen. The range of the fuel cell buses is greater than 300 kilometres. If you held a full bus driving licence before 10th of September 2008 or a full truck driving licence before 10th September 2009 you are automatically entitled to Driver CPC. If you’re a new bus or truck driver you’ll have to pass the Driver CPC examinations. Important All drivers (new and existing) are required to retain this qualification by attending one refresher training day per year in each five year period. Bus drivers: this is the 5th and final year in the current CPC training cycle. Complete your 5th day of CPC training before August 2013 so you can then apply for, and receive your CPC card before 10th September. Europe’s Bus & Coach Operators facing tough times 1st EU Report on Bus & Coach Finances

M

ix Telematics commissioned journalist Steve Banner to investigate the current state of play in Europe’s Bus & Coach industry. Here are the main fi ndings. Steve begins the research article stating that leading economists are forecasting slow expansion in the Eurozone as the Continents economy continues to struggle with the ongoing fi nancial crises. Long-term austerity measures and reductions in Government spending does not auger well for those involved in the public transport industry. “Some countries will suffer more than others”, he states. Further contraction of the Spanish economy is to continue in 2013 before continuous growth is predicted by up to 2.5% in 2015 & 2016. Expansion for the French economy will not be as high topping 1.9% over the next three years. Germany’s economy remains the healthiest with estimated expansion hitt ing 2.1%. Across ‘the water’ in Britain, despite its stance on European Parliament Membership, its economy is forecasted to grow steadily year-on-year to 2.4% by 2016. As mentioned in our news item in this edition, relating to Bus & Coach registrations during 2012, the state of Europe’s economies are reflected in new bus and coach sales. Spain, France, Denmark, Hungry, Finland, Italy, Netherlands, Portugal, Romania and Slovenia all experienced a drop in trade. “This lacklustre demand is promoting some bus and coach manufacturers to cut production or relocate it to lower-cost countries”, highlighted Steve. Th is June for example, Volvo Bus will close its plant at Saffle in Sweden with the loss of 400 jobs with assembly of its 8900 series bus switching to Poland. Constraints on public spending that make it more difficult for national and local governments to subsidise unprofitable routes plus regulation limiting how much operators can charge for tickets are affecting the ability of bus companies to make a profit. In many parts of Europe the provision of bus services is in any event viewed as a social service rather than a profit centre: operators are expected to recover as high a percentage of their costs as they possibly can with the local city or regional authority making up the shortfall to enable the operator to break even. The reduction in Government subsidies to public transport operators is also a net contributor to the situation in hand. Funding 20 FLEETBUS&COACH | Spring 2013

that was allocated to support the purchase by operators of environmentally friendly / low emission buses has gradually being reduced, which has affected the big fleet operators mostly. While service providers, in the majority, run their businesses in the red, it has been suggested that co-operative buying is one way for bus companies to cut costs. In France, a central agency was established “to allow operators to pool their purchasing power to obtain better discounts on vehicles, fuel, types, driver uniforms and other items, even bus shelters”. Also mentioned in the Paper was the tightening up of available fi nance by the bankers and the rising price of fuel.

Other opportunities have come light in Germany, for instance, where affordable long-distance scheduled bus and coach services can now compete with passenger trains. The deregulation of International routes in the EU will see the running of low cost services across the Continent, similar to the United States. In Spain, long distance coach travel has thrived due to the less than comprehensive rail network. Over in France, some of the major passenger transport groups have expansion in mind both domestically and from an International perspective. One company in the Netherlands has secured major contracts in the USA and Chile while another was successful in Canada, UK and Australia.

Change in Bus/Coach Industry ‘gathering’ pace?

R

eform of Public Transport has become a little like waiting for a bus, sharing the same uncertainty as to when it may arrive. However in the past few months there have been some small developments that in the future may prove to be significant.

At the Gala Ball held during the C.T.T.C.’s (Coach Tourism & Transport Council) bi-Annual Coach & Bus Show, Transport Minister Leo Varadkar T.D. made some very interesting and logical points. I thought the tone of the Minister’s address was a little condescending to his audience. In one reference he advised private operators to be more positive and speak about the good work they are doing and what they could do for public transport. He concluded this particular comment by saying that by making compelling arguments the CTTC and its members could have a role to play and suggested that positive comments were seldom heard. It must have been hard for some of his audience to sit and listen. For the past number of years private operators have been saying they have the equipment and expertise to provide public transport at a more competitive price. One point that was made very clear from the Minister’s speech is that there may be some opposition within Government to any significant involvement of private operators in public transport. While acknowledging that Fine Gael in opposition opposed the P.S.O (Public Service Obligation) contract that would be awarded without tender to Bus Éireann and Dublin Bus, the Minister did say that although now in Government, it was a Coalition Government. “Coalition means compromise” concluded the Minister. Minister Varadkar confirmed that a Cabinet sub-Committee had been formed to look at the benefits to public transport of a more diverse bus transport system. I hope this is not a political fudge, one would imagine that provision of a diverse Bus Transport in Public transport has been “committed to death”. On a more positive note the Minister has made some very clear statements on future PSO’s. In particular he pointed to some new routes that have been awarded to operators to service large towns on the Dublin-Cork route. None of these routes will have a financial payment from the Department of Transport, but the route will be protected from any other operator going on to it. This has mainly arisen where operators, in particular Bus Éireann, have reduced the number of stops on Inter-City routes in order to compete with the train and other operators. Is this the first glimpse of the free market competing? I think so and I hope so. It will not have gone unnoticed in the Department of Finance what the running costs of these vehicles are and that they have not been financed by the exchequers. It is easy to be critical of the Minister but he did come to the CTTC dinner and was very honest about the situation and the effect of the political background. You must remember like many of those he was addressing he is a coach operator. Although he may not be as hands-on, none the less, he will not be unaware of the effect Government decisions will have on his business (Bus Éireann / Dublin Bus). His day-to-day managers, in a dramatic move just before Christmas tried to enforce change on the staff. It became very confrontational and is now back in the Labour Court. One wonders how this scenario will play out. Sooner or later this situation will come to a head. The State bus companies are in a dilemma. If as the Minister seemed to indicate, all PSO contracts are put to open tender by 2014, Bus Éireann and Dublin Bus may find that they are not competitive enough to win them. In the meantime they must try and get their costs down and under control and hope that they can convince the Unions to show leadership. You could say this situation is a combination of political, social and business problems. Some Irish private operators may feel that a litt le more patience on their part and things could fall into their lap. Dangerous to be complacement, remember most of the big British and European operators are already operating in Ireland. Organisations like these can tool up very fast in terms of staff and vehicles. Recent P.S.O extended routes taken over by private operators could form a blueprint for the future. Interesting challenges face all operators, Irish, State or Private and the foreign operators. In the future there will be opportunity and challenges, all operators will have to run their own race.

Finally the Minister sees a bright future for the Coach Tourism industry, particularly in this the year of “The Gathering”. Over 6% of visitor revenue is generated through Coach Tourism and this is spread throughout the country with the average coach tourist spending eight nights here.
