EVENTS AND EVENT SEATING All recognition events are open seating unless otherwise noted. Doors open 30 minutes before the program is scheduled to begin. If your seating is reserved, your organization is responsible for sharing that information with you.

LOST AND FOUND If you lose or find something during the conference, please bring the item to the BEYA Registration customer service counter located in the Baltimore Convention Center. After the conference all unclaimed items will be entrusted the Center’s Public Safety Office. Unclaimed articles will be disposed of by Center Management after 30 days. EMERGENCY PROCEDURE The Baltimore Convention Center has an Emergency Preparedness Plan to handle any emergency. We partner with local Baltimore Police and Fire Departments to ensure the safety of all guests. Listed below are current features in place at the Center for your safety: 1. 2. 3.

An evening with BEYA’s Leading Voices celebrates STEM Innovators, four experts in their fields who deliver thought-provoking TechTalks that enlighten and challenge conventional thinking.

TECH TALK PRESENTERS EVELYN KENT

HBCU/MI PROGRAM AND OUTREACH DIRECTOR DEPARTMENT OF DEFENSE Mrs. Kent serves in several capacities within the Office of the Under Secretary of Defense for Research and Engineering where she provides technical support to the Deputy Director for Research, Technology and Laboratories. She is the Department of Defense (DoD) Program Director for the Historically Black Colleges and Universities and Minority-Serving Institutions (HBCU/MI) Program. In this capacity, she oversees the HBCU/MI Programs, which include Hispanic-Serving Institutions (HSIs), Tribal Colleges and Universities (TCUs), Asian American and Pacific Islanders (AAPIs), and other underrepresented minority communities. These program funds support basic research, equipment and instrumentation upgrades, graduate fellowships, scholarships, research and education centers, and other activities focused on attracting underrepresented minorities to the science, technology, engineering, and mathematics disciplines important to the DoD national security mission. Mrs. Kent represents the DoD on the White House Initiatives Executive Orders for HBCUs and MIs. Her career spans over 40 years of government service in information technology, weapon systems

acquisition, international affairs, environmental life sciences, and the command, control and intelligence environment. Mrs. Kent holds a Bachelor of Science degree in Mathematics from Southern University Baton Rouge and a Master of Science degree in Acquisitions Administration from Central Michigan University. She is also a graduate of the Federal Executive Institute Leadership Program in Charlottesville, VA. Mrs. Kent is the recipient of the Department of Defense Exceptional Civilian Service Award. Mrs. Kent’s awards also include the 2012 Women of Color STEM Career Achievement Award.

TANYA TITUS

DIRECTOR, SYSTEM & CLINICAL ENGINEERING ABBOTT Tanya Titus is the Abbott Neuromodulation Director, System & Clinical Engineering for R&D where she leads all aspects of system architecture and design, system engineering, system integration and test, clinical engineering, human factors, and MRI safety. Tanya joined the Abbott Neuromodulation team in 2023 from the Abbott Hematology division, where she served as the Director, Integrated System Test and Program Management. She has a strong technical background with over 24 years of experience in system and software requirements development, software development, system and software integration, and product verification/ validation. Tanya has led teams with increasing levels of responsibility in system integration and test and software development at Lockheed Martin, and as a Director of Integrated Systems Test for the Abbott Immunoassay and Clinical Chemistry division before her role in Hematology. Tanya has a MS in System Engineering from Southern Methodist University and a BS in Electrical and Computer Engineering from SUNY Buffalo. She lives in Fort Worth with her husband and their three children. She is a past Black Engineer of the Year Modern Day Technology Leader and Women of Color Technology All-Star award recipient. Tanya sits on the University of North Texas (Denton) Biomedical Engineering department Industry Advisory Board and serves as a professional Mentor for the Society of Women Engineers.

DR. DOROTHY PHILLIPS

PRESIDENT-ELECT AMERICAN CHEMICAL SOCIETY Dorothy Jean Phillips (née Wingfield) (born July 27, 1945) is an American chemist and director-at-large of the American Chemical Society. She worked on circular dichroism and bioseparation. In 1967 Phillips was the first African American woman to complete a bachelor’s degree at Vanderbilt University. She is the first African American women to be elected as president of the American Chemical Society, the world’s largest technical society, and will assume office, January 1, 2024.

DR. CHARLES BARBER

CHIEF DIVERSITY OFFICER NATIONAL SCIENCE FOUNDATION Chief Diversity and Inclusion Officer, National Science Foundation in January 2023. In this role, he serves as the NSF’s senior advisor responsible for providing vision, strategic leadership and management for ongoing agency programs and new initiatives related to diversity, equity, inclusion and accessibility, or DEIA, in the NSF workplace and the STEM enterprise. Prior to his appointment as Chief Diversity and Inclusion Officer, Dr. Barber served as Director of Diversity, Equity and Inclusion Programs, Office of the Assistant Secretary of the Navy for Manpower and Reserve Affairs and was a primary author on the Navy’s Task Force One Navy report that led to the Operational Navy’s DE&I Implementation Strategy. Dr. Barber is a TEDx speaker and served as the feature speaker on DEI at the 2022 DAU TEDx conference. Dr. Barber has led a broad range of diversity efforts, development of culture intelligence capabilities, strategy, organizational leadership, critical data analysis and business transformation initiatives that have provided world class human resource and transformational leadership support to a dynamic range of public and private sector clients to include military service members, civilians and their families. With more than two decades of experience in HR, Diversity & Inclusion, Business Transformation and Cultural Intelligence, Dr. Barber is a staunch advocate for efficiency, transformation, and process improvement. He spearheaded development of the Army’s Soldier Record Brief (SRB) while supporting the Integrated Personnel and Pay System – Army (IPPS-A) during one of the largest Army HR Transformation efforts in the modern era. At the Defense Logistics Agency, he led the development of a culture intelligence framework that integrated transformational leadership principles within the DLA enterprise. As Director of Business Transformation for the Department of Defense Vetting Directorate, he was a key contributor to the US government’s security clearance and background investigation process improvement effort. He also previously served as the Chief Human Capital Officer for the District of Columbia Courts. Dr. Barber holds a doctorate degree in Transformational Leadership from Bakke Graduate University, and other degrees in Organizational Leadership and Business Management from Columbia Southern University and Excelsior College. He is a certified Lean Six Sigma Master Black Belt and a previous guest lecturer at Harvard Kennedy School’s Senior Executive Fellows Program for Political Science and Government. Dr. Barber is a U.S. Army veteran with deployments to Kosovo and Iraq. A native of Bald Knob, Arkansas, he also starred as a sprinter on the Ouachita Baptist University and All Army Track Teams and achieved a personal best of 9.98 seconds in the 100 Meter dash, and recently inducted into the Arkansas Track and Field Hall of Fame (class of 2022).

Dear Friends and Colleagues, Welcome to the 19th Annual Black Engineer of the Year (BEYA) Stars and Stripes Awards Dinner. The theme for this year’s event is “Pillars of Influence: Strength, Support, Honor.” The BEYA Stars and Stripes Committee in partnership with leaders from the Department of Defense, industry, and academia continues to work diligently to provide our nation with Science, Technology, Engineering, and Math (STEM) talent. The opportunities for youth in STEM have never been greater. History has shown us that the support of committed educators, outstanding volunteers, and most importantly parents is the keys to youth success in STEM. The BEYA Stars & Stripes mission is to help create the environment to motivate, encourage, and help youth to pursue a STEM education. This year, we are honored to have the United States National Guard Bureau as our featured service. We are especially proud to have General Daniel R. Hokanson attend as a keynote speaker for our awards event. BEYA Stars and Stripes rests on the shoulders of committed senior leaders who willingly volunteer their time and energy. The central piece of our effort is the Pre-Dinner Mentoring led by Secretary Craig Crenshaw, Virginia Secretary of Veterans and Defense Affairs. Over the last 12 years 1,500 active-duty Flags, Generals, and Senior Executive Service (SES) have mentored 7,387 youth prior to our dinner/awards event. This year will be no exception. At 1530 on Friday, February 16, Secretary Crenshaw and his team will mentor over 500 students at the Baltimore Convention Center, Baltimore, MD. Over 150 Active-duty Flags, Generals, and SES personnel have volunteered to participate and provide an engaging experience for our youth. The Pre-Dinner Mentoring is looking at states outside the Mid-Atlantic region to include Ohio, Alabama, and Delaware to expand our reach this year. SES (Ret.) Jesse McCurdy spearheads our year-round mentoring program utilizing retired Flag, General, and SES personnel. These executives bring experience from all the Services and the National Security Agency. Our partners include top-rated high schools in the nation, according to US News and World Report. Another Stars and Stripes program is BEYA Career Day, which is led by LTG Bruce Crawford (Ret.) with the help of Stars and Stripes Student ambassadors. Presenters in 2023 included leaders like MG Robert Edmonson, US Army Command, Jesse Kingg, Partner and Executive Advisor at One TEAM Partners, and Krystle McClain, Environmental Engineer at NAVFAC. The 2024 cohort of student ambassadors maintains an average GPA of 4.1 and includes National Honor Society members, teen entrepreneurs, and students from four states. In 2023 we established the BEYA Stars and Stripes Scholarship program under the leadership of Hampton University President LTG Darrell Williams (Ret.) to provide supplemental funding for high school graduates pursuing higher education.
