PRINCE WILLIAM COUNTY COMPREHENSIVE PLAN, APPROVED GOVERNMENT CENTER SECTOR: GOVERNMENT CENTER SECTOR PLAN: Vision Statement The Government Center Sector Plan area is envisioned as a balanced and integrated world-class community of public and private development. Mission Statement To develop a sector plan for the designated area surrounding and including the County’s Government Center that: (a) plans for a viable, sustainable quality of life for existing and anticipated residents, businesses, and government in an environmentally sensitive manner; (b) showcases Prince William County’s best; and (c) anticipates the future needs of the County. Purpose and Background The Government Center Sector Plan (“Plan”) has been prepared to create an outstanding central focal point for the County that will firmly establish a center of activities and further the economic development goals of the County. This Plan is intended to provide opportunities for both expanding the County government and cultural activities, and to plan for the establishment of private commercial and residential uses within two proposed mixed-use communities, one on each side of Prince William Parkway in the vicinity of the existing County administration complex. More specifically, this Plan has been prepared to encourage both a privately developed, mixed-use Town Center on the south side of Prince William Parkway, and a County Center on the north side of Prince William Parkway, a public/private partnership opportunity for a government-oriented mixed-used development, featuring community green spaces. The overall Plan is designed to allow transitioning of land uses from more intense development in the vicinity of Prince William Parkway to lower intensity development adjacent to existing neighborhoods and the Occoquan River. The Plan is presented as a supplement to the current Comprehensive Plan. It encompasses an area of approximately 1,600 acres that is largely undeveloped but almost completely surrounded by existing development. The sector plan area is generally bounded on the north by the Occoquan River and Occoquan Club; on the south by Dale City; on the east by the Westridge, Laurel Hills, and The Glen developments; and on the west by Beacon Hill and Windsor developments, as well as Davis Ford Road, Bacon Race Road, and Hoadly Road. Prince William Parkway is the main east/west route through the area and is an important feature from both a transportation and community design perspective. The Parkway serves as both a cross-County connector and a front door to the communities on either side of the road. A major feature of this Plan, Prince William Parkway is envisioned as a landscaped boulevard that establishes an image for the entire sector plan area. PRINCE WILLIAM COUNTY ZONING ORDINANCE: (For Reference Purpose Only - Not A Legal Document) Planned Development (PMD), Planned Mixed Use District Purpose and intent. The planned development--mixed use district (PMD) is intended to encour age and accommodate a mix of commercial, off ice, and residential development with f lexibilit y of design necessar y to implement the economic development goals and object ives as set f orth in the comprehensive plan. More specif ically, it is intended to implement the communit y em ploym ent center and regional employment center land use classif ications of the comprehensive plan. The PMD pr ovides a single zoning distr ict which promotes an integrated business communit y within which businesses and residences are conveniently linked. The PMD should be established in areas ser ved by a f reeway or interstate highway or serviced by a minor arterial or greater designation roadway. Permitted uses, per missible land bay designations. 1. The PMD shall permit resident ial and non-residential land bay designat ions identif ied in subsect ion 32-280. 11.1. Uses within each land bay designat ion shall be permitted by r ight, as secondar y or special uses, as appropr iat e, as provided in section 32-280.11 of this chapter. Sec. 32- 280.11. Land bay designations. 1. Planned development distr icts shall be divided into land bays shown on the master zoning plan. Land bays shall be sequentially number ed or letter ed. Land bays may contain more than one designation to achieve a mix of uses, but the designations shall be depicted and a list of uses ident if ied to ensure compatibilit y with the land use classif icat ions of the comprehensive plan and the purposes and objectives of this part. (b) Non-residential areas shall designat e the uses and the standards, f ound in Article IV, and shall be established in accordance with the f ollowing zoning districts: (1)
