Arizona renters and landlords are both struggling to fi nd out what a new executive order to delay evictions due to the coronavirus means for them. Gov. Doug Ducey issued a 120-day order on Tuesday delaying the enforcement of evictions for renters impacted by COVID-19 because they are sick, can’t work or lost jobs. Arizona joined more than 50 others states and cities to place a temporary halt on evictions during the public health and economic crisis. About 2,500 metro Phoenix renters are facing eviction hearings, according to court records. That’s up by 500 from last week.

‘The right thing to do’ Ducey called the order “the right thing to do to support Arizona families during their time of need and prevent the spread of COVID-19.”

Now, housing advocates and lawyers are working overtime to fi gure out how the order will work. “We need to focus on educating tenants concerning this defense to stop the enforcement of the eviction action,” said Pamela Bridge, director of Advocacy and Litigation at Community Legal Services.

Who eviction delays help ❚ A renter required to be quarantined because they have been diagnosed with COVID-19. ❚ A tenant ordered by a licensed medical professional to self-quarantine based on symptoms defi ned by the Centers for Disease Control and Prevention. ❚ A renter required to be quarantined because someone in their home has been diagnosed with COVID-19. ❚ A renter demonstrating a health condition that puts them at risk for coronavirus, according to the Centers for Disease Control and Prevention. ❚ A tenant suff ering a substantial loss of income resulting from COVID-19 due to any of the following reasons: job loss, reduction in compensation, closure of place of employment or a need to be absent

from work to care for a home-bound school-age child.

Tenants must contact landlords A tenant eligible for eviction reprieve must contact their landlord in writing and include documentation to support their cause, according to the order. Community Legal Services has already created tenant COVID-19 notice documents in English and Spanish for renters hurt by the virus to fi ll out for their landlords. Evictions move fast in metro Phoenix. A tenant can fall behind on rent and be evicted through a court hearing within three weeks. And not all tenants facing evictions in Arizona now will qualify for Ducey’s reprieve.

Retired medical supply executive buys $7.5M estate in Scottsdale The retired founder of a medical supply company, a neuroradiologist and a Kansas car dealership owner were among the buyers and sellers of this week's most expensive homes in metro Phoenix. Among this week’s luxury features: an interior courtyard, marble flooring and outdoor fireplaces.

$7,500,000 John W. Hoffee II of Kailua Kona, Hawaii, paid cash through his trust for a contemporary-style mansion with golf course views in Scottsdale’s Estancia community. Hoffee is the retired founder of Professional Hospital Supply, Inc., a medical supply distributor based in Temecula, California. The company was acquired by Medline Industries, Inc. in 2014. The single-level home was built in 2019 and has soaring wood inlaid ceilings, a climate-controlled wine storage area and heated radiant flooring in the master bathroom. Question: My next-door neighbor has a construction background. I can get construction fi nancing. We want to buy an old home in downtown Glendale, and do a “scrape and build,” i.e., tear the

old home down and build a new home. My next-door neighbor is fi ne with a “handshake” deal. In other words, everything would be in my name to get the construction fi nancing and we would split the profi ts after we sell the new home. What are your thoughts? Answer: Not good thoughts! In every business relationship, and especially in a business relationship with a neighbor or a family member, you should at least

have basic documentation. For example, what happens if there is a divorce or death of one of you? What if there are no profi ts? What if you can’t get a building permit because of soil settling problems? The basic documentation could simply be the formation of a limited liability company (LLC) naming you as the manager of the LLC, and you and your neighbor as the 50/50 members of the LLC. In

addition, the Operating Agreement for the LLC could specify the rights of the members of the LLC, including the rights after death or divorce of an LLC member. Finally, the LLC should still be able to get the construction fi nancing if you and your wife personally guarantee the construction fi nancing. Contact real-estate attorney Christopher A. “A constable or other law enforcement offi cer is the one who will eff ect the (eviction) delay, not the court,” said Scott Davis, spokesman for the Maricopa Justice Court, about Ducey’s executive order. Maricopa County courts have been working on plans with justices of the peace to delay eviction hearings for the past few weeks. As of late Monday, more than half of the justices had agreed to automatic delays on evictions. Davis said the justices are now working on plans for how to handle eviction delays from Ducey’s order.

But that won’t help landlords who don’t have loans backed by one those federal mortgage giants. “We support taking immediate action to protect and support struggling residents during the COVID-19 crisis, but we also want to off er a note of caution here, said Courtney Gilstrap LeVinus, chief ex-

ecutive of Arizona Multihousing Association. “At the same time as many apartment residents are struggling with income loss, Arizona property owners are working hard to meet their monthly obligations.” She said the apartment group will continue to work with Ducey, state and federal leaders to fi nd a solution that “balances relief for renters with relief for property owners.”

❚ Renters who don’t have supporting documents should write a statement explaining how they meet conditions of the order. ❚ Tenants should mail it or hand-deliver the notice and documentation to their landlord, and keep a record of the date it was submitted. ❚ Keep several copies of the form and documents given to a landlord or property manager. ❚ Submit the notice and paperwork at the fi rst sign of eviction. A landlord can can still go to court and get an eviction judgment against a renter, but providing these documents to your landlord/manager keeps the constable or sheriff from locking them out of their home, Bridges said. Renters facing eviction have until a constable or sheriff locks them out to provide their landlord with their tenant COVID-19 notice and supporting documents. Like the drivetrain, the brakes feel just like a normal vehicle, blending conventional braking and regeneration to charge the battery seamlessly. A pair of steering wheel paddles allow you to increase regenerative braking and use the pedal less. They provide a noticeable diff erence, but fall short of the level of deceleration provided by competitors’ “one pedal” settings that allow the driver to virtually ignore the brake pedal.

TUCSON – The Honda CR-V is all grown up. The unassuming little model that confused many buyers when it debuted in 1997 with less off -road or towing capacity than other SUVs is now effectively Honda’s fl agship. The CR-V outsold the Accord midsize sedan by 116,601 last year, and a loaded hybrid Touring model stickers at $35,950, a cool $660 above the Accord hybrid Touring. CR-V hybrid prices start at $27,750. All-wheel drive is standard. And people are gonna snap ’em up like the last roll of two-ply at Kroger. The CR-V shares its hybrid system with the Accord. The EPA rates it at 40 mpg in the city, 35 on the highway and 38 combined — head-turning fi gures for a compact AWD SUV, but short of the 40 mpg that two key competitors, the Ford Escape and Toyota RAV4 hybrids, notched in combined driving. Two miles a gallon looks like a lot, but the mpg diff erence probably amounts to less than $40 a year in fuel costs, hardly a deal breaker.

once did in a presentation, but it comes close, touting the CR-V’s performance, quiet operation and fuel economy in real-world driving, as opposed to the lab tests used to generate EPA ratings. Honda’s wishes notwithstanding, EPA fi gures are the ones to use when shopping. My skepticism notwithstanding, I averaged about 40 mpg in a day of driving on suburban and country roads outside Tucson, Arizona. I didn’t have the chance to drive in stop-and-go city driving, where the hybrid would probably have been most effi cient. Acceleration is confi dent, thanks to 212 total horsepower from the gasoline

engine and electric motor. Peak torque of 232 pound-feet comes from the electric motor at zero to 2,000 rpm. The engine and motor are smoothly integrated so driving the CR-V hybrid feels just like a conventional gasoline vehicle. Combine that with smooth auto-stop at traffi c lights and unobtrusive shifts to all-electric power for short distances at low speed and it’s entirely possible some drivers won’t even realize it’s a hybrid. The CR-V hybrid is considerably more powerful than the gasoline model, which is rated at 190 hp and 179 pound-

Some quibbles with the 2020 Audi Q7 bench seat that cannot be swapped out for captain’s chairs in what continues to be a strange omission. The second row folds in a 35/30/35-split, such that owners can fi t three car seats across the bench – an accommodation that puts the Q7 among the handful of new SUVs that can fi t three seats across. The front seats have enough bolstering to hold occupants comfortably in place, but not so much to be aggressive. The second row is less promising: Outboard seats have minimal bolstering, so you slide around quite a bit. The middle seat, though wider than many, is still not the most comfortable spot to sit in. Third-row access comes via the sliding and tilting second-row seat. Although the middle seat can be lowered to help open up cargo space, the third row remains problematic in a few diff erent ways. There simply isn’t enough room to fi t an adult back there comfortably even if you slide the second-row seat forward. Headroom is lacking, too.

I tested a Premium Plus trim of the 2020 Q7, the middle of three trims – Premium and Prestige are the other two – with V-6 models starting at $61,795 (all prices include destination) and fourcylinder models starting at $55,795. (Under Audi’s newish naming scheme, derived confusingly from the kilowattbased automotive ratings used in Europe, the four-cylinder goes by 45 TFSI, while the V-6 is 55 TFSI.) Various options packages and features bumped the price of my 55 to $71,990, an echelon that puts the Q7 in close proximity to the Cadillac XT6, Lincoln Aviator and Volvo XC90. My lack of enthusiasm for the Q7’s changes may come in part because I’ve seen this show before, just on diff erent Audi models. Audi lifted the Q7’s powertrain, dual-screen setup and styling from other Audis, but I fi nd such changes don’t elevate the Q7’s standing – at least not enough for a vehicle that struggles in some important family qualities, such as third-row space.

to the Q8 interior. That means physical climate controls are gone, replaced by a lower, 8.6-inch touchscreen that houses controls for the climate and seat temperature among other functions. As a showpiece, the new dashboard and multimedia system look great: The screens are sharp and the whole of it gleams. With a standard 12.3-inch Virtual Cockpit instrument panel, too, the Q7 has a futuristic look and feel. Audi’s multi-touchscreen approach has divided our staff , and even though I’m among the editors who likes it more, I’m still not sold. It feels cool, but I still prefer physical climate controls, like the ones on the Q3 or refreshed 2020 A4/ S4. The haptic feedback you get from Audi’s screen makes it easier to use than the dual touchscreens found in the latest Jaguar and Land Rover models, but it’s still inferior to a good old-fashioned dial – especially when driving and trying to keep your eyes on the road. The 2020 Q7 seats seven occupants in all confi gurations, with a second-row

Although the Q7’s available V-6 displaces the same 3.0 liters, it’s now turbocharged instead of supercharged, a change that increases output to 335 horsepower and 369 pounds-feet of torque; that’s up 6 hp and 44 poundsfeet, though Audi’s quoted 0-60-mph acceleration time (5.7 seconds) remains unchanged. All-wheel drive is standard on all trims. The previous Q7 suff ered some drivetrain lag, and it seems to have worsened with the new engine. Available power is plentiful, and if you apply gas when the transmission is already in the correct gear – such as at lower speeds – the Q7 accelerates impressively for a 5,000plus-pound SUV. But call for any acceleration while in motion that requires

transmission to downshift and it becomes frustrating. Even activating the transmission’s Sport mode doesn’t fi x the problem: Hit the gas, and little happens for a couple of seconds before the Q7 downshifts and accelerates. It’s kind of like when my mother used to ask me to do dishes: I’d hear the request but show little interest hastily getting to the task. On top of that, fuel economy has substantially dropped. EPA-estimated mileage for the 2020 Q7 is 17/21/18 mpg (city/highway/combined), a signifi cant percentage decline from 2019’s 19/25/21 mpg rating. Ride and handling are both adequate. My test vehicle had 21-inch wheels as a part of a cosmetic package, but those didn’t seem to hurt ride quality, which remains confi dent even over broken pavement.

The 2020 Audi Q7 occupies an important, family-friendly space in Audi’s lineup. The Q7 is the only Audi that seats more than fi ve occupants as Audi’s only three-row SUV. For 2020, it’s been refreshed with rather extensive changes: a brand-new dashboard with a dual-touchscreen setup, a new grille that seems directly lifted from the Q8 and a new turbocharged V-6 that replaces the 2019’s supercharged V-6 as the engine used for the Q7 55 TFSI. A turbo four-cylinder carries over for the base Q7, called the 45 TFSI. Such updates might typify a full redesign, and that gives the 2020 model some serious diff erentiation from the 2019. Add what’s only a small price increase atop that, and the 2020 Q7 holds real promise. After a few hours behind the wheel, however, I’m not entirely convinced that all such changes are for the better. The Q7 is fl ashier and the styling more connected to the rest of Audi’s lineup (especially its larger vehicles), but the updates don’t necessarily make it easier to use – and they fail to address some of the SUV’s shortcomings.
