One of the world’s biggest celebrations in golf, the WM Phoenix Open, takes place a fairway (or two) from DC Ranch at TPC Scottsdale from Feb. 7 to 13. The tournament is not only a well-known showcase of golf in the desert, but it also has a charitable component: Thunderbirds Charities gives away the funds raised through the golf tournament to organizations that support children and families and help people in need across the valley. They’ve given away over $161 million through the years. These two components, golf and charity, are not unique to the Open; they also are part of the DC Ranch story. Here on the Ranch we have two of the Valley’s premier golf courses: the Country Club at DC Ranch and Silverleaf Club. Giving back is a core service of DC Ranch. Ranch Association Board of Directors election The 2022 election begins this month. The candidate application and qualifications are available on DCRanch.com in the Get Involved section. This year, there are three seats open for election as terms expire for: Vice-President Stephen Koven, Treasurer Sam Hawkins and Director Don Matheson. Check regularly for candidate profiles as they are posted on DCRanch.com when received. A Meet the Candidates Night is scheduled for March 14 beginning at 6 p.m. at The Homestead Community Center. ResiElection Timeline dents and Neighborhood Voting Members (NVMs) are encouraged to attend. Board applications Feb. 1 Candidate applications posted on DCRanch.com are due no later than Friday, March 4 at 5 p.m. Feb. 7 Election kickoff at Board of Directors meeting Connect with your NVM about the candidate choices as they are responsible for casting the votes March 4 Deadline for candidate applications | 5 p.m. on behalf of the neighborhood area that they represent. 2021 Board Review As we look ahead to the upcoming 2022 Board of Directors election, here is a recap of the various accomplishments and initiatives of the current elected governing body: Management • Approved the Legacy at DC Ranch development, which is a Camelot Homes project of nine single family homes, as a new DC Ranch neighborhood that will be managed by the Ranch Association.
• Approved the Operating Budget, Reserve Plan and Assessment Schedule increasing the master assessment by $7.35 per month. The Board’s final actions of 2021 included approval of the 2022 Board of Directors calendar.
Operations
• Approved voting rights for the board president on all matters requiring a vote, versus just breaking ties. The provision requires the Board to vote on the matter.
Safety
• Approved a revision to DCR-24 (Speeding) escalating the $300 fine when a fourth fine is issued to the same owner in any 12-month period. Upon issuance of the fourth infraction, the fine will increase by $300 and then by an additional

$300 for each subsequent fine incurred within a 12-month period. Gate transponders will also be suspended for 30 days for each offense over four. • Approved the Firewise initiative for the community. Implementation discussions began with Scottsdale Fire and work began last fall in common areas at Arcadia, Horseshoe and the Camelot neighborhoods of Desert Camp.
• Appointed the new Firewise Committee members: Andrea Brin of Desert Camp, Kris James of Desert Camp and Paul Staker of Silverleaf. Board Member Phil Geiger will serve as chair. The committee will also consist of an additional board member and two Association staff members. Residents may request to attend committee meetings but without voting rights. • Announced renewal of the Association’s threeyear security contract with Anderson Security Agency effective Dec. 28, 2021.
Policy
• Approved Policy 104, which clarifies that Board members may remove officers from their elected positions (president, vice-president, secretary, treasurer), but may not unilaterally remove
directors from the Board as board members are voted in by NVMs.
• Adopted Policy 108 (Suspension of Owner Voting Rights and Good Standing) which applies to owners who are 90 days or more in arrears on monthly assessments or are in violation of the Association’s governing document for the same time period. The policy grants the Association the right to suspend voting and home rental privileges, use of common area, recreational amenities and gate transponders until the matter is resolved.
Maintenance
• Started negotiations on a land opportunity for consolidated maintenance facility.
• Approved a resolution giving Arcadia neighborhood owners permission to remove street-lined trees on owners’ lots that are causing imminent danger to their property. Replacement of trees is not permitted at this time since the Association is awaiting a determination from the City of Scottsdale on which species of tree is approved to be used in place of the sissoo tree.

New improved registration and reservation system! DC Ranch is committed to creating an easy process for residents to register for events and programs and reserve courts. The launch of the new CivicRec platform will allow greater convenience and improved functionality through one joint household account.
DC Ranch residents will need to create an account in the new CivicRec system. This account gives the ability to easily book, edit and delete court reservations and register for multiple events and programs at once through a shopping cart system.

Homeowners and registered tenants visit DCRanch.com/CivicRec to create an account.
Beginning Monday, Feb. 7, all event and program registration will occur in CivicRec for programs happening in March.
Beginning Tuesday, Feb. 15, all tennis and pickleball reservations for March 1 and beyond will occur in CivicRec. Registration through Eventbrite will end on Monday, Feb. 28, after which all event registrations will take place in CivicRec.

The third and final project near DC Ranch is the Thompson Peak Bridge expansion. The bridge will increase from two to four lanes, greatly enhancing safety. The design phase for the bridge will happen in the city’s FY 2024-25, construction in FY 2026-27.

Scottsdale bond projects near DC Ranch In 2019 Scottsdale voters passed a ten-year bond package valued at $319 million for infrastructure and amenity projects, three of which are near DC Ranch. The first, Bell Road Sports Complex, is currently under construction and projected to open for athletic play this spring. Located at the northwest corner of Bell Road and 94th Street, the complex has six lighted athletic fields, a meandering walking path, an office for park staff, maintenance area, a plaza, restrooms, and two parking lots. The complex is also used for overflow parking for events at WestWorld and the Waste Management Phoenix Open. The second project is a dog park to be located at the southwest corner of Hayden and Thompson Peak Pkwy. The design phase of the dog park is slated to begin in the next three to five months. The process will include public outreach for citizen input; however, the dog park is budgeted to be fairly
The City of Scottsdale released a request for bids regarding the auction of city owned property at 9402 E. Bell Road. Approximately 40 acres in size, the land is at the northeast corner of 94th Street and Bell. The Desert Haciendas neighborhood borders the land on the north. The auction will take place on March 16, 2022. The minimum bid is $42.7 M. The Community Council will monitor the process and, if applicable, engage on behalf of the DC Ranch communityat-large. Residents will be updated as new information becomes available.

• The Sonoran Desert offers a unique and picturesque setting where golfers find themselves on the green year-round. With over 330 days of sunshine per year and temperatures rarely dropping below 50 degrees during the day, no other golf destination compares.
• No matter the skill level, you can enjoy a round where the pros play. For 35 years, TPC Scottsdale Stadium Course has hosted “The Greatest Show on Grass,” also known as the PGA Tour’s Waste

Firstbank, one of the nation’s largest privately held banks with a focus on “banking for good,” announced milestone third-quarter results in 2021 with doubledigit growth in assets, deposits, and income over totals from the same period the previous year. Across FirstBank’s Arizona branches, assets grew by 14.3 percent from $975.9 million to $1.1 billion compared to the same period the previous year. Arizona loans increased by 15.7 percent from $925.1 million to $1.1 billion, and deposits increased by 41.5 percent, also surpassing the $1 billion mark.

FirstBank announced the results of its Bloom campaign in partnership with reforestation nonprofit One Tree Planted, where the bank planted trees for every FirstBank Bloom Package opened between June 1 and Aug. 31, resulting in over 50,000 trees planted across Arizona, Colorado, and California. Additionally, FirstBank strengthened its relationship with the Phoenix Mercury by presenting a $5,000 scholarship, with the help of Sophie Cunningham, to a local student for college education.
FirstBank’s assets across all markets at the end of September 2021 grew to $27.4 billion, up 16.3 percent from the same period in 2020, and total deposits jumped to $25.1 billion, exceeding the previous year’s third-quarter deposits by an even 20 percent. Net income grew by 29.6 percent year-over-year to $222.5 million, while net loans grew 4.4 percent year-over-year to $13.5 billion.

People find themselves needing appraisals for art, antiques, decorative arts, collectibles, jewelry and even cars and wine for a myriad of reasons, including: • Insurance scheduling • Estate planning • Donations to museums and charities • Prior to moving • Divorce • Collateral valuation for loans • Prior to sale
What’s the process?
First, find a qualified appraiser. This can be tedious in a world of flashy websites that can hide a lack of background. The field is unregulated, so many call themselves an appraiser without the years of education, training, experience and credentials of a solid appraiser. Other than reliable word of mouth, the American Society of Appraisers or the International Society of Appraisers are wonderful resources. Most sought after appraisers work nationwide. Look for one with more than a decade of experience in appraising.
Next, the appraiser will come on site, typically for a free consultation, to discuss the scope of work. This helps determine the invoice range and gives the appraiser an idea of the research and document writing that will be involved. Clients almost always have more items to include than they first imagine.
The official examination comes next, which could take hours to days for creating an inventory of each item. Photos and measurements are taken, and notations are made about condition, marks and signatures. Personal property valuations
are different from those of real estate and businesses which typically use checklists and pre formulated spreadsheets to calculate value. A personal property appraiser will be considering other aspects of value including rarity, provenance, place in the artists oeuvre, fame, maker, materials, desirability and similar factors.
Research and document writing commences, which can take weeks to months depending on the number of items and the scope of research. The appraiser will also review (and hopefully verify) any pre-existing documents such as receipts, prior appraisals or certificates of authenticity. Galleries, dealers, auction houses and other resources may be contacted for value comparisons. At this point, the narrative of the document is written and a value conclusion drawn.
A thorough appraiser may do a client draft review. This is where the document is reviewed, questions asked, errors corrected, or last-minute additional information added. The appraisal is then finalized, with the inspection date and the effective date notated. It is submitted to the client for their use and intended purposes only. Updates are recommended every 3 years for highest value items and every 5 years for most other. Appraisals costs cents compared to the value of the items and are worth their weight in gold in the event of disaster, divorce, dispute and death. I have really enjoyed being on the board and am very pleased with how well the Community Council and Ranch Association are doing financially and making good progress on all aspects to maintain and improve facilities and services for our residents.
I ran for the board because there were two openings and one candidate. It seemed appropriate to serve the community when others would not.
As a resident of the north Scottsdale area for over 30 years, I’ve watched the DC Ranch property go from ranching land to the amazing development that is home to so many.
I most appreciate the sincerity, conscientiousness and the thoughtful deliberations of the board members and interacting with the residents. The job looks easier than it is and anyone thinking about running for the board needs to make the commitment of time to do the job right.
I’ve learned a lot about our residents who are keen to protect property values and keep our neighborhoods clean and peaceful. Our residents are also eager to participate in activities that bring neighbors together in a social environment.
We have a great community that was designed with tremendous vision. The different views provided on Thompson Peak Parkway were by design; 4,000 acres of original land became part of the McDowell Sonoran Preserve protecting the mountain views long term.

Scottsdale is a young city in a very old place, with enough quirky history to enthrall even the most ‘history book avoiding’ resident or visitor.
Situated adjacent to the McDowell Mountains, Scottsdale’s signature landmark dates back some 1.8 billion years. Humans have roamed or resided here as far back as 8,000 years. Settlement in the modern era began in 1888 when U.S. Army Chaplain Winfield Scott and his wife Helen homesteaded about 600 acres bounded by today’s Scottsdale, Chaparral, Hayden and Indian School roads. For its first 60 years, Scottsdale was an unincorporated farming and ranching community. Cash crops included citrus, fruits and vegetables of all kinds and cotton; farmers and ranchers also raised cattle, dairy cows, sheep, chickens and turkeys. Townsfolk hand-built the first oneroom school in 1896. The first artist, Marjorie Thomas, arrived in 1909 and others followed—inspired by the Sonoran Desert landscape and attracted to the healthy climate.
Tourism and healthcare had early beginnings in Scottsdale—despite the lack of air conditioning—at small, locally-owned guest ranches and health camps. The Ingleside Inn was the first luxury resort that also brought golf to the area with a 9-hole, all-dirt layout.
During World War II, Scottsdale experienced a population boom, with aviation cadets and staff stationed at Thunderbird II Airfield (now Scottsdale Airport/Airpark) and war
industries nearby. After the war, returning veterans using their GI Bill housing and education benefits came to Scottsdale to start families and businesses. Due to demand for paved streets, zoning, fire and police protection and other infrastructure, Scottsdale incorporated as a town June 25, 1951. During the 1950s, with tourism a major industry, signature events began: the Baltimore Orioles were the first team to use the then-new

Scottsdale Ballpark for spring training in 1956. The Parada del Sol began as the Sunshine Festival in November 1951. The All Arabian Horse Show came to Anne and Fowler McCormick’s ranch in 1956. And arts, fashion and crafts shops and working studios throughout Old Town area attracted residents and visitors to art and fashion shows. Countless volunteers started civic, charitable, youth and fraternal organizations and continued a tradition started by the Scotts to take care of their neighbors and the needs of all community residents.
Today, Scottsdale is a desirable destination for tourists from around the globe, a center for health and wellness, a location for high tech and service industries and a great place to live, work, raise a family, retire and have fun.
