One of the most important components of a master-planned community is governance, which is orchestrated through the Board of Directors that are elected to three-year terms each year. In general, board members are expected to know and support the community’s vision and mission statements, understand the organizational structure and governing documents, understand the Board’s power, duties and limitations, and act objectively without bias or prejudice. Board members should attend all scheduled meetings and be prepared and ready to ask substantive questions when appropriate. The Board’s primary responsibility is to govern and work closely with the executive director. It is tasked with reviewing financial statements and approving the Association’s annual budget. There are additional duties for those directors elected to serve as an officer of the Board e.g., president, vice-president, secretary and treasurer. Applications are available on DCRanch.com.
DC Ranch partners with Scottsdale Fire to become largest community in the nation to be Firewise certified
Firewise is a program that encourages communities to create conditions that reduce wildfire intensity to help prevent home ignitions. It is a program of the National Fire Protection Agency (NFPA) administered locally through assistance by the Scottsdale Fire Department, in partnership with Arizona Department of Forestry and Fire Management (ADFFM).
Remember to leash up and pick up Please remember to follow proper pet etiquette when enjoying community parks or the path and trail system. Per City of Scottsdale ordinances and the DC Ranch Standards for Conduct (DCR-13 & 14), pets should always be leashed and pet waste deposited in a refuse container. Pets are permitted to run freely when confined to an enclosure, such as a dog run, or on an owner’s property. Otherwise, pets must be leashed and under the physical control of the pet owner or custodian at all times. Please be considerate of neighbors who may have a pet allergy or an apprehension towards pets, especially larger dogs. The best way to ensure a welcoming environment for all is to remember to leash up and pick up. 4

There are five key steps to receiving Firewise community certification. Per NFPA, a community must create a Firewise Committee and/or Board, complete a community hazard assessment, create and submit a Firewise plan, hold an annual Firewise event and make a minimum investment per household in local wildfire mitigation. The idea is to create defensible space around a home’s exterior to remove invasive plants, ladder fuels, low hanging branches and dead plants to allow firefighter access to keep wildfires at bay.
The Board voted in 2021 to move forward with the Firewise program. A Firewise committee has been formed that consists of residents, Board members and staff. Phase I includes Arcadia, Horseshoe and Desert Camp (2.13, 2.14). To begin this project, the Board approved Sun Country Landscape to complete the defensible area along the back of Arcadia. Work began last month on the approximately 5,000 linear feet area. There will be more information about the Firewise program Arcadia at Silverleaf and how to create the defensible space around your home at the Home & Landscape Expo on April 20.

Residents celebrate DC Ranch Day By Sarah Hackett | Community Council
Thank you to all of the residents who came out to celebrate DC Ranch Day on Saturday, Jan. 22. This day was created to honor the rich history of the community, its residents and the majestic landscape of the McDowell Mountains. Residents—new and established—commemorated the event by enjoying the deep baritone
voice of David Voss and Big Country, while enjoying mouthwatering BBQ and cold drinks delivered by Nacho the adorable Beverage Burro. For the younger crowd, there was a petting zoo with a menagerie of cuddly farm animals, and a craft table where kids passed the time making glitter slime. Residents
of all ages donned their western gear and danced to some of Country music’s greatest hits as temperatures dropped and the sun set in an overcast sky.
Additionally, DC Ranch had the honor of welcoming resident Sophia Lin, Miss Scottsdale’s Outstanding Teen 2022. She and Miss Scottsdale Stephanie Deleon awarded prizes for the best costumes, which included: Best Cowboy, Best Cowgirl, Best Boots and Best Family Getup. Congratulations to all the winners! Established residents Jay and Marianne Victor showed their support by not only wearing their 2022 DC Ranch
Day bandanas, but also their 2006 Founder’s Day bandanas. The Victors gushed about the community event and stated they were happy they settled in this community which they love.
With all that DC Ranch Day had to offer, the biggest joy was hearing residents express their delight in being with their family, friends and neighbors again. Residents truly made this event memorable by getting back to their roots and celebrating the place they call home. View more photos from the event on pages 16-17.

NEWSWORTHY State Trust Land going to auction
DC Ranch Neighborhood Park update
The Arizona State Land Department (ASLD) has set a March 7 auction date for 125 acres of state land adjacent the southwest portion of DC Ranch; see blue area on map. Minimum bid is $58.5M. Bidders are not required to provide their plans for how the land will be developed, however all development will be subject to review and approvals by the City of Scottsdale. The Community Council will monitor the process and, if applicable, engage on behalf of the DC Ranch communityat-large. Residents will be updated as new information becomes available.
City of Scottsdale staff confirmed that funds for Phase Two development of the DC Ranch Neighborhood Park are in the city’s newest 5-year Capital Improvement Plan (CIP). It is most likely scheduled for year five, but that will not be confirmed until the plan works its way through city staff approvals. Once identified and if desired, there will be an opportunity to advocate for the project to move forward a few years before Scottsdale City Council votes on the CIP budget. Per input from the public to include DC Ranch residents, Phase Two includes funding for a playground, an exercise circuit, sports courts (pickleball or basketball, or volleyball, or a mix), restrooms and additional parking and landscaping.
ASLD manages approximately 9 million acres of State Trust Land in Arizona. The lands were granted to the State under the provisions of the Federal Enabling Act that provided for Arizona’s statehood in 1912. The lands are held in trust and managed for the sole purpose of generating revenues for the 13 State Trust land beneficiaries, the largest of which is Arizona’s K-12 education. There are other parcels of State Trust Land near DC Ranch, however none of it borders DC Ranch.
Phase One is currently under construction and scheduled to open to the public in late spring. It includes a lake, walking paths, ramada, small parking lot and landscaping. The park is located at the southwest corner of 91st street and Trailside View.

Hiking Tips • Water is the most essential item to always have with you. If you drink half your water, turn around and head back to your starting point. • A trail map along with the various trail apps available on your phone are excellent. The app Maprika has exact copies of the Preserve trail maps and it provides you with your exact location on the trail. 10
• Hiking snacks will depend on the length and difficulty of your hike. Dried and fresh fruit, energy bars and salty pretzels will provide energy. • Your cell phone is very important, so make sure it is fully charged before you head out. Text messages can be sent even when the phone shows no signal.

Most provide a flashlight that becomes very handy for a variety of uses. Using headphones during hiking is highly discouraged. These reduce your ability to hear what is going on around you such as a hiker wanting to pass, a rattlesnake warning, the buzz of bees or the roar of thunder.
• A whistle is small and easy to put in your pocket but can be heard over greater distances than your shouts. • Hiking poles add rhythm and balance to your stride and reduce stress and strain on your joints.
The latest trailhead in the Preserve, at the intersection of Pima Road and Dynamite Boulevard, was dedicated on November 13, 2021. From the planning stages years ago, the Preserve Staff always referred to the location as the Pima Dynamite trailhead, and the name stuck.
This beautiful trailhead was designed by Architect Phil Weddle of Weddle and Gilmore Black Rock Studios in Scottsdale. Mr. Weddle has done work in the Preserve before and his work is seen at Browns Ranch and Gateway Trailheads. The clean angular lines of the Pima Dynamite building and rusted veneer allow the structure to blend more into the landscape and reduces the focus on the two major powerlines that converge at this location. After a while many users ‘forget’ about the powerlines and pay less attention to them as they enjoy the beauty of the landscape and the trails that let them experience this spectacular resource. Over the many years that the Preserve has been growing and adding new trailheads, City staff and Conservancy Stewards would see how users reacted to and engaged with the design and layout as they moved through the various trailheads in the Preserve. This enabled the city to learn what worked and what needed to be improved upon when the next trailhead was built. The Pima Dynamite trailhead is most likely the last to be
built in the Preserve and we hope that we have taken in every suggestion, idea and design from the past and made this facility the most accommodating and easiest to navigate through.
Some of those design ideas started in the parking lot. The Pima Dynamite location was very popular with mountain bikers and hikers long before it became a part of the Preserve. There are numerous parking stalls that are designed to be a little longer to accommodate the bike rack that so many attach to the back of their vehicle. There is also a bike bypass trail that provides a route around the more main area of the trailhead itself. The equestrians were also considered and have 15 parking spaces, hitching rails, a small ramada and water trough at the start of the trail. They also have their own access point to the Rawhide Wash Trail that is a sandy loose trail horses seem to enjoy but hikers and bikers try to avoid.
The Pima Dynamite trailhead is the accumulation of many of the lessons we learned from our other trailheads. As you enter the site there are panels that provide basic information, maps, and trail suggestions for long and short routes for hikers and bikers. A brief history of the Preserve and a few changeable interpretive panels inform the users about the flora and fauna, history and geology of the area. There is a panel about the McDowell Sonoran Conservancy, the City’s partner in managing the area, that provides a brief background
of the science and educational work they are doing in the Preserve. Passing through the information area, the Art DeCabooter (founding chair of the city’s McDowell Sonoran Preserve Commission) amphitheater to your left provides a relaxing place to rest, visit, enjoy the view or participate in an educational program.
Our best lesson learned was not having a single trail starting out from the trailhead, but a number of trails radiating from the start. We designed a wagon wheel concept that provides access to the Axle Grease, Hawknest and Latigo trails. Each trail start is designated with a short description of what to expect and look for on this particular trail. The Latigo trail for instance takes you to a unique and spectacularly crested saguaro about a mile from the trailhead.
Each of these trails then quickly connect to approximately 125 miles of other trails in the northern portion of the Preserve. This beautiful trailhead and access to so many trails provide opportunities for all users to enjoy. Please remember that everyone is here for the same reason—to exercise, relieve stress, see spectacular views and breathe fresh air. Be courteous so that everyone can have a memorable experience.

Arizona’s citrus farming predates statehood. In 1899, W.J. Murphy planted the very first citrus acreage in the Salt River Valley near 56th Street and Indian School Road. The boom in citrus agriculture during the early 1900s brought investors, farmers and land speculators to the Valley in droves and over a period of 20 years, citrus became a driving force of Arizona’s economy. So, it makes sense that citrus is one of Arizona’s famous 5 “C’s” (Copper, Cattle, Cotton, Citrus and Climate). Farming experts will tell you that Arizona’s sun and soil are perfect for growing oranges, tangerines, lemons and grapefruit. In fact, Arizona, California, Texas and Florida are the only U.S. states that commercially produce citrus for consumption. The average American consumes nearly 13 pounds of citrus each year.

Hearts are the universal symbol of love and can easily be incorporated into your home through art and antiques.
If you're drawn to Native American decorative arts, consider collecting the heart motif Tomahawk of the Plains Indians. Often made as dual-use combination battle axe and peace pipes, these implements feature the “bleeding” or “weeping” heart. Various theories exist about the origin of this symbol, which most likely came to the U.S. from German/Scandinavian folklore via Pennsylvania Dutch settlers. The heart shape is thought actually to represent a Linden leaf, the tree of which was believed to have magical powers in those cultures. The heart was then used for décor on both long rifles and Tomahawks of the 18th and 19th century. If charming, intricate linens intrigue you more than weaponry, consider collecting quaint Swiss, Austrian, German and Scandinavian throw pillows, blankets or placemats for

While the origin of the heart is debated, it could also have derived from the ivy leaf, long a symbol of fidelity. Hearts are often used and very popular today in these textiles. If widely collectible artists are your style, Jim Dine might appeal. This still-living American artist has used hearts in his paintings and sculptures
for over 60 years. His art is warm, fun, welcoming and cheery. Dine’s popular works can be seen in museums including the Museum of Modern Art, Tate, Guggenheim Bilbao, Walker Arts Center and the Montreal MFA. If you prefer a more contemporary look, Banksy’s now iconic Girl with Balloon is a conversation starter. A young girl in a dress stands on a barren streetscape with arm outstretched toward a red heart-shaped balloon. Nearby on a wall is the phrase
“There is Always Hope.” The work is said to represent love, hope and innocence. While most believe that this child is losing both the balloon and those qualities in her life, others say she may be reaching to catch the balloon and thus those qualities with it. Famously, a print of this work was being auctioned at Sotheby’s when it dropped and half shredded itself within the frame, subsequently becoming retitled Love is in the Bin and reselling for over $25M. Scottsdale is asking all residents, businesses and visitors to conserve their water usage by at least five percent as the state is now officially in Tier One of a Colorado River supply shortage. The shortage was declared by the U.S. Bureau of Reclamation in August, with the implementation taking effect Jan. 1, 2022. As a result, Central Arizona Project’s water supply will be reduced by 30 percent in 2022—most of the cuts coming from agriculture.
While residents and businesses in Scottsdale will not see a shortage at their taps, everyone is asked to look at their water use and find better ways to conserve this precious resource.
To help residents conserve, Scottsdale Water has a list of ways residents and businesses can save. Since 70 percent of residential water is used outside, residents are encouraged to take some simple steps today that can make a big impact throughout the year: • Create a water budget. By using water calculators such asamwua.org/water-use-calculator, residents can determine how much they use and if their water usage is normal for their house/family size.
• Request a free Outdoor Water Efficiency Check from an irrigation specialist. On average, Scottsdale water experts can save a customer 4,000 gallons of water per month.

“Water conservation programs have been in place in Scottsdale for decades and many Scottsdale residents and business know their value,” says Scottsdale Water Executive Director Brian Biesemeyer. “Now we need to step up our game and take water conservation to the next level. With less water coming to us from the Colorado River in 2022, we need to learn to live with less and that starts every time we turn on the tap, flush the toilet or start our irrigation systems.” Scottsdale was the first city in Arizona to declare Stage One of its Drought Management Plan (DMP); as of 2022, other cities have followed suit. This declaration started what is forecasted to be a multiyear plan as river projections are forecasted to remain the same or decrease in the coming years.
