Comfort and coziness Even the smallest outdoor space probably has room for one or two comfortable chairs and a bistro table, Mannarino says. If you don’t normally keep a table outside, Rottet suggests bringing out a small folding table when you want to dine or work outside. Add a crisp linen tablecloth, she says, and even an inexpensive card table will look special.

Layering the space with pillows and a throw blanket for evenings adds a cozy vibe. Choose pillows and cushions in an outdoor-friendly fabric like Sunbrella, which needs little care to stay looking and feeling good throughout the seasons, Mannarino says.

“And I would defi nitely add an outdoor rug if you have the space to do it,” she says.

If you don’t want to buy an outdoor rug, Parker says, just bring out a throw rug from inside to use on a sunny day.

Sounds and scents The sounds of rippling water or birdsong can be great antidotes to rumbling traffi c or barking dogs. Parker suggests buying an inexpensive tabletop fountain, and bird feeders to attract songbirds.

“It’s a great time to get into bird watching,” she says, “because they do seem to be more abundant than in the past.” (Get a squirrel-proof feeder if you want to make sure the food actually goes to the birds.)

There’s an even simpler, virtual option, Parker points out: When you sit outside, play recordings of chirping birds or rippling water from your phone or other device.

Pleasing scents will also elevate your outdoor space. Buy a potted lavender plant, Parker says, or fl owering plants like nicotiana (also called “fl owering tobacco”), which “are iridescent in the evening and have a wonderful scent.”

Many grocery stores are selling potted plants and “you don’t have to fuss with re-potting them,” Parker says. If they come in plain plastic containers, simply wrap the container in a bit of burlap or other fabric to make it more attractive.

For something more dramatic, Rottet says, potted citrus trees look and smell lovely. Or add a pencil cactus or other succulent in a tall planter; it can withstand summer heat while functioning like a sculpture in your outdoor space.

When summer ends, fi ll the planter with a hardy fl ower like pansies, which might even last through the winter.

No time or resources to add plants this year? Floral or lavender candles are another option, Parker says.

recommends the Big Green Egg charcoal grill. “It’s not a huge commitment,” she says, “because you can roll it into a tight little space.”

If you have a grill and would like to create more of a kitchen around it, add an outdoor table or console that can serve as a work surface and perhaps has some storage, Mannarino says, “so you’re not just walking over to a grill and holding a tray in your hand.”

Want to create the feel of an outdoor bar? Add a rolling bar cart, or, even more simply, fi ll your biggest salad bowl with ice, Parker says, and bring out a selection of cold drinks.

Sunshine and shade If you’re working outside, you need shade to see the screen. Retractable awnings are helpful, as are large outdoor umbrellas that stand alone or fi t into an outdoor table. (They also let you spend more time outside, if it’s raining.)

In the evening, Rottet says, you can expand the feeling of even a small backyard by wrapping strands of small white lights (available in outdoor-safe versions that are battery-powered or solarpowered) around your trees.

Lanterns with lit candles inside are lovely outdoors after the sun goes down, though LED candles can be a more practical choice on a breezy night.

A fi re pit will also brighten up your outdoor space, and warm it up this fall and winter.

Tips to make the most of your above ground pool Laura Firszt NETWORX.COM

Welcome summer! Like most of us, your summer plans probably involve a staycation at home. Installing an above ground pool is an aff ordable way to add excitement to your back yard. Get the maximum from your new pool with these 10 tips.

1. Pull a permit. Many municipalities require a residential building permit for above ground pool installation, especially if it is over 18 inches deep. You might even need two permits: one for the pool itself, plus an electrical permit if you’re installing an electric fi lter, pump, or heater ... and possibly an inspection as well.

2. Increase your homeowners insurance. Have a talk with your provider about how much additional homeowners insurance you’ll be needing. Experts recommend liability coverage of at least $500,000 when you have an above ground pool on your property.

3. Build a fence. You’ll have to build a safety fence around your pool when the water measures at least 1824 inches deep, depending on where your home is located. Usually the law specifi es a minimum fence height of 4 feet on the outer side – though taller fencing is often required.

4. Prep your site. First, get rid of rocks and level the soil, digging out high areas rather than building up low ones. (This important step keeps the pool wall from sagging or falling.) Remove all sod; otherwise, the grass will damage your pool as it rots. Then add a layer of pool sand or stone dust.

5. Get some help – a lot of help. Find a team of muscular friends to help you with the actual setup; above ground pool walls are heavy! Better yet, hire a handyman crew. When’s the best time to install your new swimming pool? A warm sunny day will make the liner fl exible and much easier to stretch into place.

6. Shock your above ground pool regularly. As soon as you fi ll the completed pool for the fi rst time, dose it with a chlorine shock, which will disinfect and prevent the growth of algae and bacteria. Continue to shock regularly at least once a week, and more often when: a) the pool has been used a lot, b) you’ve just had a storm, or c) you happen to notice that the water is murky and/or greenish.

7. Control algae. In addition to shocking the pool, control algae these three ways. Run your pool pump 10-12 hours per day when the weather’s very warm. Remove substances like natural body oils, makeup and hand cream from the water with pool clarifi er liquid; you’ll not only keep your above ground pool clear and appealing, but also limit proliferation of algae. Use algaecide to kill algae which has already formed.

8. Balance the pH. Test your pool water to fi nd out its pH level. This measure of acidity or alkalinity should ideally be between 7.4 and 7.6. Variation from this safe range will mean that you have to add a pH increaser or decreaser.

9. Stock up on the tools you’ll need. In addition to chemicals, manual cleaning is essential. You will need a skimmer to help you remove fallen leaves and similar debris from the water, as well as a brush to scrub the sides and fl oor of your above ground pool.

Many people like SUVs because of the greater cargo space and a higher driving position they provide compared to a sedan. But one of the typical tradeoff s is reduced fuel economy.

Lately, fuel prices haven’t been much of a deterrent to buyers. But the price of gas is on the upswing, with a 24-cent increase in the national average price of a gallon in the last month, according to a June report from the Energy Information Administration.

Since a vehicle purchase is a long-

term investment, Edmunds experts have made some forward-thinking recommendations on fi ve SUVs that off er roomy cargo areas and high fuel economy for their respective class sizes.

We’ve limited our picks to models that cost under $45,000.

For this article, “minimum” cargo capacity refers to the vehicle with all of its rear seats in a raised position.

“Maximum” means all the rear seats are folded down. Edmunds has also recommended a trim level for each SUV. The listed manufacturer’s suggested retail prices include destination fees.

Toyota RAV4 Hybrid EPA-estimated fuel economy: 40 combined (41 city/38 highway) Toyota is well versed in making hybrids, and the RAV4 Hybrid is an excellent example. Its cargo space, among the largest in the small SUV class, checks in at 37.5 (minimum) and 69.8 (maximum) cubic feet. This is just as much cargo space as the regular RAV4.

The RAV4 Hybrid costs more than a comparable non-hybrid RAV4, but it’ll pay for itself in a few years with the gas savings.

Edmunds also likes the RAV4 Hy-

brid’s smooth ride and easy-to-access fi ve-passenger seating. The downsides are a grabby brake pedal that makes it hard to stop smoothly and a front passenger seat that can be uncomfortable on long drives.

Dealer not to blame for small driveway oil spot Car Talk Ray Magliozzi

Dear Car Talk: I purchased a brandnew 2019 RAM 1500 “Classic” with the 5.7 Hemi last year.

I recently took it to the dealer for its fi rst oil change. The next morning, I noticed a very fresh oil spot on my driveway. I’d estimate a little over 2 inches in diameter. It was fresh and wet.

I immediately panicked and called the dealer. They wanted me to make an appointment, and I told them, “No, I’m

However, I think that leaving enough oil behind to result in a spill on my driveway – I live 5 miles away – is unacceptable, and I should tell them next I time I see oil in my driveway after I get it home, they won’t be changing my oil again.

Am I being unreasonable?

– Randy Well, let me put it this way, Randy. If you tell them you’re never coming back again, I think they might high-fi ve each other.

They are correct. On lots of vehicles, the oil fi lter is installed at an angle. So when you remove it, some or most of the oil inside that fi lter inevitably spills out.

On lots of vehicles, it’s just impossible to prevent.

And on your truck, a bit of that oil collected in the frame rail right below the fi lter. The mechanic probably wiped up what he could. But you never get every drop.

If you found a 2-inch-wide spot on your driveway, that probably represents

a few drops of oil. It takes very little oil to create a spot that size, especially when the oil is warm and runs easily.

So you can take it somewhere else to the get your oil changed, Randy. But don’t be surprised if you see the same result. Removing an oil fi lter is a lot like feeding a baby. No matter how careful you are, food ends up everywhere.

My advice would be to accept their explanation and apology. And when you get home after your next oil change, park the truck in the street overnight.

It has a comfortable interior that’s easy to see out of, strong off road capability and very comfortable seating. For a fi ve-passenger midsize SUV, cargo volume is ample with 32.5 (minimum) and 75.7 (maximum) cubic feet. One issue with the newest Outback is its optional 11.6-inch touchscreen. It looks cool but buries a lot of functions and controls in complicated on-screen menus.

EPA-estimated fuel economy: 27 combined (24 city/33 highway) If you want an aff ordable luxury SUV that can also hold a lot of your stuff , BMW’s entry-level SUV, the X1, could be the vehicle for you. Its interior is roomy for passengers and off ers 27.1 (minimum) and 58.7 (maximum) cubic feet of storage. The X1 also has a strong, responsive turbocharged engine and is fun to drive on twisty roads.

Other highlights include high-quality interior materials and plenty of standard safety and technology features. On the downside, the X1 is that it is not particularly quiet on the highway.

2020 sDrive28i MSRP: $36,195

EPA-estimated fuel economy: 21 combined (18 city/26 highway) The Buick Enclave is related to another big General Motors SUV: the Chevrolet Traverse. Both provide a huge amount of cargo space for a three-row SUV, with the Enclave checking in at 23.6 (minimum) and 97.6 (maximum) cubic feet. You also get a very smooth ride, comfortable seating for adults in all three rows, and easy maneuverability at parking lot speeds.

The Enclave is a little nicer on the inside than the Traverse, though the materials and design aren’t as rich as what you’d get from a luxury-branded SUV. 2020 Enclave Essence MSRP: $43,690

Project Summary: The intent of this Scope of Work is to provide essential information needed for individual agencies to form a response. Millions of adults lack the level of education and training needed to get jobs that pay well, provide benefits, and offer opportunities for advancement. Research shows that people with postsecondary education earn more over their lifetimes and have lower-than-average unemployment rates.

To help alleviate this issue the Town of Gilbert wishes to solicit an agency (or agencies) to partner with Gilbert and deliver business technical assistance and/or job training services to low-moderate income persons located in the Town of Gilbert. A focus on providing business technical assistance to industries employing low-moderate income employees and/or job training in high demand and high wage professions including, but not limited to, healthcare, manufacturing, advanced business services, information technology, software and application design/programming, and skilled trades is preferred.

The program should either aim to improve the education and earnings of low-skilled adults by providing well-articulated education and training tailored to the local job market and accompanied by guidance and other supports or provide technical assistance to business owners who employ low-skilled adults aimed at improving their business operations which will in turn help retain employees and increase employee wages. Job training programs should specifically focus on promising approaches to advanced skills instruction and occupational training that lead to credentials and certificates for in-demand jobs. The ideal job training program will emphasize assessment, academic and non-academic supports that adults need to complete their programs, and connections to employers.

Programs shall be designed for existing Gilbert businesses and residents who have been impacted by COVID-19 to help support them during this pandemic and better prepare them for the future.

Proposal Requirement: Each RFP will be in accordance with the RFP requirements, set forth in the Request for Proposal, which may be downloaded from www.gilbertaz.gov/rfp. Any submittal which does not conform in all material respects to the RFP will be considered non-responsive.

Right to Reject Proposals: Gilbert reserves the right to reject any or all submittals, waive any informality in a submission or to withhold the Award for any reason Gilbert determines.
