Solar experts say proposal could devastate industry Mark Olalde

PALM SPRINGS, Calif. – While a regulatory battle over energy policy rages in Washington, D.C., the solar industry is raising alarms that the outcome has the potential to cripple rooftop solar around the country. A secretive, New Hampshire-based nonprofi t called the New England Ratepayers Association petitioned the Federal Energy Regulatory Commission in April to reevaluate the core tenets of net metering, a billing method that’s foundational to rooftop solar. While NERA argues the policy that many states have adopted unfairly benefi ts people who can aff ord solar panels, the solar industry claims NERA is simply hell-bent on wiping out competition to utilities. “It feels very simple to me. This is just a complete, existential attack on solar,” said Dave Rosenfeld, executive director of the Solar Rights Alliance, which advocates for solar users in

California. “And in just one fell swoop, it would devastate solar.” For years, FERC has maintained that states have jurisdiction over net metering and that it would not take control. In its petition, NERA is asking the federal agency to do just that.

How net metering works Here’s how net metering works. If you have solar panels installed on your house, you likely use less electricity during the day than the panels generate. Those excess electrons are pushed onto the grid, and you receive a credit that counts against your bill for the power you’ll need to purchase from the local utility at other times, like at night, during cloudy days or during hours of peak demand. A former NFL player and an orthodontist were among the sellers of the most expensive homes in metro Phoenix this week. Among the luxury features: putting greens, home offices and an outdoor kitchen.

$5,250,000 Jay and Colleen Johnson used a family trust to pay cash for a fi ve-acre estate in Fountain Hills’ Firerock community. Jay Johnson is a chief operating officer at loanDepot, an online mortgage lender. The 9,440-square-foot home features hand-carved cabinetry, his-and-her offi ces and a golf simulator. Grounds of the estate include a negative edge pool and unobstructed views of Four Peaks and the McDowell mountains. Francis and Lisa Malecha sold the home through a family trust.

$3,500,000 Former Detroit Lions center Dominic Raiola, and his wife Yvonne sold their estate in Scottsdale’s Paradise Valley Farms community. tricity pushed onto the grid changes by a few cents per kilowatt hour, it could mean the diff erence between a homeowner being able to aff ord rooftop solar and avoiding it altogether. One of NERA’s asks is that the rate be changed, potentially making the credits that solar users earn threeto fi ve-times smaller, by its own estimate. “For people who have solar, it pulls the rug out from under them and ruins their investment,” Rosenfeld said.

What the move could mean Solar advocates argue that if FERC approves the petition, trends in new rooftop solar installations would would mirror what happened in the Imperial Irrigation District’s service area. In 2016, the district – the third largest public power provider in California – moved away from net metering in favor of a system similar to what NERA proposes. IID says its pricing setup, called “net billing,” is fairer than net metering and points to the district’s consistently low electricity rates. But IID data analyzed by The Desert Sun show that the installation of new rooftop solar systems signifi cantly slowed in IID’s service area after net billing began in mid-2016. Between 2014 and 2016, the district logged 3,274 new solar connections – meaning a home or an apartment complex, for example, added panels and linked into the grid – but that number fell to 1,259 in the three years after. That represents more than a 60% drop even as the rate of new installations had been steadily rising in IID’s service area. As of June 10, only 95 new connections

When reached for comment about NERA’s petition, Marc Brown, the group’s president, didn’t answer specifi c questions but sent a press release and a fact sheet. According to the fact sheet, NERA believes solar users with net metering are overpaid for the electricity they deliver and undercharged for their impact to the grid. The release quoted Brown as saying, “NERA has consistently argued that full net metering policies are socially regressive and overcompensate distributed generators at the expense of all other electricity consumers.” While solar panels are still much more prevalent in wealthy neighborhoods, the solar industry disagrees with Brown’s interpretation.

Lobbying muscle Vincent Battaglia is the founder and CEO of Renova Energy in Palm Desert, California. He argues that dispersed generation – power sources such as rooftop solar that are separate from big power plants – lower all consumers’ costs by reducing the need for new, expensive generating stations. Plus, utilities do bill residences with solar panels for costs that are shared by everyone. Battaglia has for years fought with the IID, and he calls utilities the “last great monopoly in this free market country of ours.” “These utilities are so strong in lobbying, and that’s what this NERA is,” Battaglia said. “Let’s be clear.” NERA has a history of fi ghting net metering, and solar advocates and environmentalists claim it’s simply a utility industry front group. But, it’s not entirely clear what it is. Brown didn’t answer questions about

NERA’s website says it exists “to give a larger voice for the families and businesses that are served by regulated utilities.” The website doesn’t list its members, and its 990s – fi nancial reports that nonprofits must fi le with the IRS – do not identify its funders. Dave Anderson is the policy and communications manager for the Energy and Policy Institute, a think tank that watchdogs organizations attacking clean energy. He said this includes NERA because, although the group’s funders remain a mystery, “we do know they have some pretty close ties to the fossil fuel and utilities industries.” Over the years, NERA has sided with fossil fuel interests and large utilities in various battles over energy policy. “The electric utilities industry has a long history of attacking state net metering policies,” Anderson said. After NERA fi led its petition, the California Public Utilities Commission quickly asked FERC to allow it to intervene. A commission spokesperson did not respond to requests for comment on its position in the matter. Rosenfeld said the members of his organization have been lobbying both that commission as well as the California Energy Commission to back rooftop solar’s interests. And in a state with such a large industry – some estimates found almost 40% of American solar jobs pre-COVID-19 were in California – he hopes Gov. Gavin Newsom will direct the commissions to do so. “We expect him to stand up for solar,” Rosenfeld said. The petition is garnering signifi cant attention from other states, too, with utility regulators and attorneys general from across the country fi ling to intervene. A number of utilities are engaging, as well, including PG&E and the Sacramento Municipal Utility District, although both have yet to fi le comments supporting or opposing the petition. A spokesperson for Southern California Edison said the utility is keeping tabs on NERA’s petition but would not request to intervene. IID is also sitting this one out. Battaglia has almost entirely stopped doing business in IID’s service area because of its policies and he said that butting heads for so long with the district over similar disagreements in pricing left him unsurprised by NERA’s petition. “We knew that along the way we were going to get this fi ght,” he said, adding that utilities are “just grabbing onto anything they can.”

This week, we’re driving the 2020 RAM 1500 pickup, delivered in Rebel Crew Cab 4x4 trim and packing a powerful 3.0-liter V6 Turbo EcoDiesel under the hood. These new RAM 1500 models appeared last year as part of the all-new series featuring a muscular front-end upgrade, suspension tweaks and more interior amenities. The RAM Classic models are also still available, starting at $28,200 in single cab, V6 design. There are seven RAM models to choose from for 2020, including the entry level rear drive Tradesman that starts at $32,145 while the 4x4 Tradesman begins at $35,645. Next in the pecking order are Big Horn and Lone Star (both starting at $39,490), Laramie ($43,590), Rebel ($44,740), Laramie Longhorn ($51,640) and Limited ($53,915). It couples to a heavy duty eight-speed TorqueFlite automatic with 3.92 gears, good for both acceleration and excellent fuel economy. EPA estimates are 21 city and 29 highway for 4x4 and 22 city and 32 highway for two-wheel-drive diesels. And it’s the EPA fuel economy that is perhaps the most impressive “number”

of all for RAM owners. Notably, this diesel drive train combination is built for the long run as most diesel owners usually put 250,000 miles or more on their RAM pickups. This allows the higher MPG fuel savings to immediately start off setting the higher diesel price making for a great return on investment. Our Rebel also came with an optional 33-gallon fuel tank for $445 more that replaces the standard 26-gallon unit, assuring longer runs between refueling. The Crew Cabs available in these new RAM pickups off er more rear legroom

and larger rear doors. However, even though the lower price trims off er Quad Cabs with smaller rear doors, they do offer both the larger 6.4-foot box and smaller 5.7 box while sporty Rebel Crew Cabs only come in the 5.7-foot design. As for safety, all of the expected items are in place, be it standard or optional, making these big bruiser RAM models the ultimate, safety enhanced, people transporter. Every 2020 RAM Rebel Crew Cab 4x4 comes equipped with heavy duty off road underpinnings that protects and assists while working hard at the quarry, going off -road camping or taking the kids to a ballgame. All the expected skid and protection plates come standard and the 18-inch aluminum wheels on 33-inch Goodyear Wrangler raised white letter tires help in Rebel’s fi nal muscular presentation. Also notable is the Rebel’s diff erent front end grille design than the six other siblings. Important numbers for the 4x4 Crew Cab include a wheelbase of 144.6 inches, 5,785-pound curb weight, 12,560-pound tow capacity and an 8.7-inch ground clearance. The optional bed/box multifunction tailgate features deserve extra praise, so make sure you check it out when you visit your RAM dealer. RAM Rebel 4x4 is one awesome truck. It’s not cheap with the EcoDiesel engine, but once you’re on the road enjoying all the features I’m pretty sure you’ll agree it’s a very special pickup.

A new version of Nissan’s best-selling Rogue compact SUV goes on sale this fall with advanced new driver assistance features including adaptive cruise control that can slow the vehicle in anticipation of oncoming curves and exit ramps. As it enters its third generation, the 2021 Rogue gets a bit shorter and adopts boxy new styling that’s a departure from the outgoing model, which was Nissan’s No. 1 seller and one of America’s leaders with 350,447 sales in 2019. The Rogue competes with SUVs like the Chevrolet Equinox, Ford Escape, Honda CR-V, Toyota RAV4 and VW Tiguan. The new model gets an upright grille with Nissan’s signature V-shape chrome trim, a fl at hood and blacked out pillars to create the impression of a fl oating roof. The tail is squared off to preserve cargo space, despite the fact that the 2021 Rogue is 1.5 inches shorter and 0.2 inches less tall than the outgoing model Prices, fuel economy and some other fi gures will be announced closer to when the 2021 Rogue goes on sale.

More access for child seats The family friendly features include a proximity sensitive key that can be programmed to open all doors when a front or rear handle is touched. The rear doors open to nearly 90 degrees for easy access, particularly to child seats, which can be secured in any of the three rear seating positions. That means you can have a child seat in the middle, between two older children, conveniently installing the baby as a peacekeeper between rival siblings. Three-zone climate control allows rear passengers to set their own temperature and fan speed, while intelligent remote start can heat or cool the rear seat before you strap the little ones in. Wireless charging is also available. The cargo area features a mild jugsize bin by the wheel wells and a wider opening to accommodate large objects. A motion-sensing power tailgate is available. Cruise control that can prevent tickets Driver assistance features include navigation-linked adaptive cruise control and traffi c sign recognition, which can be programmed to slow the vehicle from its set speed in response to signs for lower speed limits. The driver can override that – in inactive construction zones, for instance – or set the ACC to maintain the set speed regardless of signs. The system can also reduce speed on demanding curves, highway interchanges or as it approaches a programmed exit. The navigation system works in concert with Nissan’s ProPilot system, which helps keep the Rogue centered in its lane, but requires the driver to have their hands on the steering wheel at all times. The nav system off ers both Google and Waze maps, and the ability to switch from one to the other with a spoken command.

The Rogue is squarely aimed at family buyers, so there’s just one drivetrain, a 181-horsepower 2.5L four-cylinder engine linked to a continuously variable automatic transmission. The engine and transmission both get tweaks for the new model, including new programming and reduced friction. Front- and all-wheel drive are available. The AWD system gets a new electro-hydraulic clutch that responds to wheel slip and changing traction more quickly. AWD models get Vehicle Motion Control, which can apply the brake to any individual wheel if the steering angle, acceleration and braking indicate the Rogue isn’t going where the driver has it pointed.

To help alleviate this issue the Town of Gilbert wishes to solicit an agency (or agencies) to partner with Gilbert and deliver business technical assistance and/or job training services to low-moderate income persons located in the Town of Gilbert. A focus on providing business technical assistance to industries employing low-moderate income employees and/or job training in high demand and high wage professions including, but not limited to, healthcare, manufacturing, advanced business services, information technology, software and application design/programming, and skilled trades is preferred. The program should either aim to improve the education and earnings of low-skilled adults by providing well-articulated education and training tailored to the local job market and accompanied by guidance and other supports or provide technical assistance to business owners who employ low-skilled adults aimed at improving their business operations which will in turn help retain employees and increase employee wages. Job training programs should specifically focus on promising approaches to advanced skills instruction and occupational training that lead to credentials and certificates for in-demand jobs. The ideal job training program will emphasize assessment, academic and non-academic supports that adults need to complete their programs, and connections to employers. Programs shall be designed for existing Gilbert businesses and residents who have been impacted by COVID-19 to help support them during this pandemic and better prepare them for the future. As temperatures reach triple digits, it’s important that we double down on heat safety. Here are some tips to stay comfortable and safe this summer. The National Weather Service classifi es a heat index of 105 degrees Fahrenheit or greater for more than two hours as an Excessive Heat Warning. These weather conditions are common in Maricopa County and other counties in Arizona. When temperatures soar to triple digits, it’s best to stay inside as much as possible as too much exposure to high heat

can cause heat stroke-like symptoms such as muscle cramps, clammy skin or dizziness. It’s important to be aware of these symptoms and immediately go into a cooler area and drink cold water as soon as you experience them. Furthermore, it is imperative to be educated on the diff erence between heat exhaustion and a heat stroke. The City of Phoenix’s Summer Heat Safety page describes the symptoms of heat exhaustion as fainting or dizziness, excessive sweating, clammy skin, nausea or vomiting, rapid pulse or muscle cramps. As mentioned, when experiencing these symptoms, immediately take action to cool yourself down. On the other hand, a heat stroke brings on a throbbing headache, hot and red skin, rapid yet strong pulse and a potential loss of consciousness. These are

symptoms of a life-threatening condition and you should call 9-1-1 immediately. One of the major diff erences between heat exhaustion and a heat stroke is sweating. Heat exhaustion causes excessive sweating whereas a heat stroke actually does not cause you to sweat. To avoid these dangerous conditions, it’s fi rst imperative that you check the weather forecast before going outside so you’re aware of the level of heat you’ll experience that day. Next, wear the proper apparel to keep your skin safe from the sun. The Red Cross suggests wearing lightweight clothing and avoiding dark colors that absorb sun rays. Consider wearing a protective hat as well. As always, wear plenty of sunscreen and frequently reapply. Make sure you take plenty of breaks when working outside and drink water

before, during and after you’re outside activities. Before heading outside for the day, chill water bottles in the fridge and ice packs in the freezer so you’ll have cold water to rehydrate and ice packs to put on your forehead and neck as soon as you get back home. Rather than cranking your AC when you’re not home, invest in whiteout shades and keep the blinds shut to minimize the sun exposure. Heat is inevitable in our Arizona summers, so it is important that we stay educated and informed about excessive temperatures, the symptoms of heat-related illness and preventive measures to keep our body’s cool when we’re outside.
