BY PAULA HUBBS COHENIf you’re looking for a little more house for your money in an area with great access to Mother Nature, you might want to check out cities in the Southwest Valley or Northwest Valley. In addition to gorgeous surroundings and lots of open space, houses tend to be on larger lots than in much of the East Valley, while prices tend to be lower depending on exactly where you’re looking.
Tis month, we’re highlighting three major cities in the Southwest Valley (Avondale, Buckeye and Goodyear) and three in the Northwest Valley (Glendale, Peoria and Surprise). Future issues of Retreats Arizona Living will address cities in the Southeast and Northeast sections of the Phoenix metro area.
Avondale
Avondale is considered by many to be a great place to buy a home and raise a family since it has “high-quality school options, employment opportunities, transportation connecting locally and regionally, parks and recreation amenities, a pump-track, and coming soon, a brand-new aquatics center,” said Ken Chapa, Economic Development and Tourism Director for the City of Avondale. Chapa added that Avondale’s housing market ofers afordability and proximity to desirable amenities, with housing stock availability for both purchase and lease.

In an area known as Tres Rios (translation: Tree Rivers), the Gila, Salt and Agua Fria rivers converge on the city’s southern end. “Tese wetlands are home to many plants, animals and birds,” Chapa said. “Tres Rios has been designated an Important Birding Area by the National Audubon Society — it attracts migrating birds and focks of bird-watchers.” In addition to abundant natural amenities, Avondale is home to Phoenix Raceway where NASCAR stars compete for big money, bragging rights and more.

Staufer is public information oficer for the Scottsdale Fire Department and immediate past president and current board member with the Drowning Prevention Coalition of Arizona. While supervision and education are key, so are multiple barriers — one of the most important of which is a pool fence.
Whether you’re new to poolside living in Arizona or you’ve been here a while, please educate/reeducate yourself as to the state’s pool fencing requirements. The regulations can be a bit diferent in each municipality, but state law requires a pool enclosure for any household with a child under 6 years old. There are additional regulations and caveats, but it’s essential to know that pool gates must be equipped with a locking device;

“Buckeye is only 15 percent built out, leaving plenty of open desert and ofering a small-town feel,” said Annie DeChance, Communications Director for the City of Buckeye. “Plus, Buckeye is home to some of the best home-prices in the Valley, giving residents more house-space for their dollar.” Statistics bear out Buckeye’s popularity, with the city’s growth from 2010 to 2020 declared the fastest in the nation at 12.1 percent annually.

Another is the Arizona Department of Health Services; visit azdhs.gov and search for ‘pool safety’ where you’ll find the legal requirements of pool ownership and proper pool safety. You can also do an internet search for ‘Arizona Revised Statute 36-1681’ that will bring you to the state statutes regarding pool enclosures, requirements, exceptions and enforcement.

Build-to-Rent (BTR)
BY DEBRA GELBARTThe Build-to-Rent (BTR) concept brings new single-family homes together in a community constructed specifcally to be leased, not purchased, by the occupants. Tere are numerous BTR communities all across the Valley as well as in Northern Arizona. Here are just a very few.
Southwest Valley: A hot-spot for BTR
Created by Curve Development, Cyrene at Estrella is located just south of I-10 of of Estrella Parkway in Goodyear. Nathan Pile, president and owner of Curve Development, said the company’s goal is to “provide people with the opportunity to live in a beautiful
single-family rental-home community with two-car garages and landscaped yards.”
With 64 rental homes, Cyrene at Estrella attracts empty-nesters, young professionals and families, Pile said. “Te choice to rent may be driven by lifestyle, fnancial limitations or interest rates,” he noted.
Prescott: All-ages and 55+ BTR
In Prescott, at least two developers are creating rental communities with the look and feel of single-family-home neighborhoods.
In Te Flats at Jasper all-ages community (part of the Jasper planned
community), developer Atlantic Jasper is including a clubhouse, pool and workout facility when the frst 30 homes go up for sale at the end of August. Te community will ultimately have 240 rental homes.
Four model homes and the clubhouse will be completed at the end of July. Te developer hopes to attract both retirees and younger people who love outdoor activities and the cooler climate of Prescott. David Brown is co-managing partner with Paul Vogel of Te Flats at Jasper. He said they are including plenty of amenities to ensure “our project complements the upscale Jasper planned community.”
Mulberry Farms, a BTR community for residents 55+ in Prescott, was developed by Great Street Company. It ofers “a mix of Mayberry charm and Disney’s Main Street appeal,” said Dave Grounds, co-founder with Charlie Williams of Great Street Company. Te community features 200 Crafsman and Farmhouse-style singlefamily homes with “front porches, garages and backyards,” he said. Mulberry Farms ofers amenities, activities and social events for residents.

Te city has six golf courses, approximately two dozen miles of hiking trails plus some 30 parks including three large community parks — Rio Vista, Pioneer and Paloma — with splash-pads, fshing, ballfelds and dog-parks. Peoria’s top industries include healthcare and advanced manufacturing. In addition, located close to North Peoria in North Phoenix, a massive TSMC (Taiwan Semiconductor Manufacturing Company) fabrication plant is currently under construction, bringing with it thousands of high-paying nearby jobs and billions of dollars in investment.

Surprise
Bordered by the White Tank Mountain range to the west, Surprise ofers residents beautiful parks plus a robust menu of youth and adult sports, festivals, food truck events and more. Surprise Stadium is Spring Training home for Major League Baseball’s Kansas City Royals and Texas Rangers; the city is also home to one of the largest tennis and racquet complexes in the Southwest, public pickleball courts, a skate-park, several golf courses, an urban fshing lake and two aquatic centers.
Both resale and new-build homes are available; in addition, there’s been a recent surge in new multifamily rental oferings.
Shopping, dining and entertainment Surprise has a wide variety of shopping venues as well as more than 220 eateries, 60 of which can only be found in the city.
“Te Village at Prasada is one of the largest power centers to be built in the western United States in the past decade,” said Jeanine Jerkovic, City of Surprise Economic Development Director. “At build-out, it will feature more than 700,000 square-feet of retail, restaurants and entertainment.”

Jerkovic said the city’s largest employment industry is healthcare which employs around 4,500 people. “Tat number is poised to grow substantially with Dignity Health planning a 40-acre hospital campus in the city,” she said. “Manufacturing is also a major employer and will see a dramatic increase in the coming years as the city’s industrial district recently sold out all remaining space and has several million square-feet under construction.”

Real estate lingo: What the heck is the MLS?
Before purchasing a new or new-toyou home, many folks frst need to sell their current home. If you hire an agent to sell your current home, they will list the property on what’s known as the ‘MLS’ — what is that and how does it work?
“MLS stands for Multiple Listing Service,” said Daren Freeman, Real Estate Advisor with Te Studebaker Group at NORTH&CO. “It’s an internet-based system that real estate professionals have access to in order to see what homes are on the market as well as share information about these homes.”
“Te MLS is also where all listings — resale, vacant land, multiple dwellings and some new construction — are entered for
the communities served,” said Eric Gibbs Sr., 2023 President, Arizona Association of REALTORs®. “It is one of many platforms for selling property.”
Once a home is put into the MLS, Freeman said the information is sent out to
hundreds of websites “allowing maximum exposure to people not just here in the Phoenix metro area, but all over the world,” he said.

What's the dif?
BY PAULA HUBBS COHENWhen you’re getting ready to sell your home, one of many important considerations is whether you want to hire a licensed real estate agent or a REALTOR® (they’re not necessarily the same). But what sets each designation apart?
REALTORs® and licensed agents
“A REALTOR is held to a higher standard by completing the required ethics class that allows them to use the ® trademark,” said Eric Gibbs Sr., 2023 President, Arizona Association of REALTORs. “Licensed agents can still practice real estate but are not held to the same standards as REALTORs.”
Connie Sana, Tose Callaways, Brokered by eXp Realty, concurred, adding that licensed agents have completed the required education and passed the state exam to become a licensed real estate agent. “All REALTORs are licensed real estate agents but not all licensed real estate agents are REALTORs,” she pointed out.
Broker
Another term you’ll hear bandied about is “Broker.” What does that mean?
According to Justin Torstad, Owner/ REALTOR, Libertas Real Estate, in Arizona, a real estate Broker is someone who has taken additional education and passed a Broker’s license exam. “Tere are diferent types of Brokers,” he said. “Every brokerage is required to have a Designated Broker who is responsible for the actions of all licensees under them.”
Choose wisely
Daren Freeman is a Real Estate Advisor with Te Studebaker Group at NORTH&CO. He said that while it’s important to understand prospective candidates’ professional education and experience, folks shouldn’t get stuck on titles. “Any of these professionals — a REALTOR, a licensed agent or a Broker — can help you accomplish your goals,” he said.
“It just depends on each individual’s time commitments and responsibilities.”
Rate lock
I f mortgage interest rates are looking favorable and you’re ready to purchase a new or new-to-you home, you may wonder if you can guarantee that you’ll get the current interest rate even if you haven’t closed on your new home yet. With a “rate lock,” you can. Gary Ogami, president/owner of mortgage broker Pinnacle Peak Lending, Inc. in Scottsdale, explains the process.
QHow can a borrower secure a favorable interest rate on a home loan?
AA mortgage rate lock secures a particular interest rate for a mortgage for a set period of time. Tese periods can range from 10 to 15 days to 30 to 45 days, or extended periods of 90 days or longer. Te mortgage must be completed and fully funded on or before the date the rate lock period is set to expire. As long as the transaction concludes in that timeframe — even if mortgage rates increase — the borrower will secure their fnancing at the “locked” rate.
Standard rate lock periods (30–45 days) usually don’t cost anything to initiate. For longer rate lock periods, such as 120+ days, a lender may charge a small fee. If the borrower closes the transaction with the lender, the fee is credited back to the borrower toward their closing costs.

BY DEBRA GELBARTSo you’ve purchased a new or new-to-you house with a pool — and if you don’t have a pool, there’s a good chance your neighbor does. If you’re living in a masterplan or multi-family housing community, one of the primary amenities is usually a pool where the kids like to gather. But along with the fun and laughter a pool provides comes adult responsibility for water safety.
Supervision, barriers and education
Drowning prevention requires three layers of protection, according to Lori Staufer, public information ofcer for the Scottsdale Fire
Department and current board member with the Drowning Prevention Coalition of Arizona. Staufer has served as president of the Coalition for more than a decade.
“Drowning is a silent killer,” Staufer said. “It doesn’t matter how old you are or how good of a swimmer, it can happen to you. Drowning prevention has a three-pronged approach that includes supervision, barriers and education.”
Supervision, Staufer said, means adults need to have eyes on kids in and around water at all times. “No scrolling social media, doing yardwork or grilling,” she said. “And as we get older, it’s important that we don’t swim alone, either. While toddlers are the age group that experiences the most fatal and non-fatal drownings, drownings happen to teens and adults, too.”
Barriers are necessary to keep kids safe “when we don’t expect them to be swimming,” Staufer said. “Gates should be kept shut and pool covers on when not in use. Residents should avoid putting anything against fences that children can use to climb over to have access to water.”
Education includes swim lessons and learning CPR, Staufer said. “Swim lessons build skills but should not be considered a layer of protection on their own,” she said. If the worst does happen, everyone should know CPR so it can be administered immediately to help reduce brain injury while awaiting emergency response.
