‘Mow what you Sow’

As the end of July was approaching, I started to feel like it had been an extremely busy summer already. Sure I had set-up the pool and got the garden tilled up. I have played a few rounds of golf at some local courses. And I did sneak a week holiday in there for a trip out to Cypress Hills provincial park as well as a two day fishing trip with my family out at Diefenbaker on free fishing week end. But that all seems to just add up to few days, maybe a couple of weeks at tops. Where has all the rest of my summer been spent? Oh, now I remember.... I’ve been constantly mowing the lawn ! Granted I have a fairly large area of lawn to tend to (apparently more than 5 acres, which is my own fault) and it takes about 8 hours to cut it all, what with moving this and going around that, and unwinding whatever it is that I inevitably run over every few miles. So I normally break it up over a few days and it all works out. But not this year. Rain, rain, rain, rain....!!!! I have never had my lawn grow so much, so fast. It has become a treadmill from hell for me. Mow a few hours, rains a few days, mow a few hours, rains a few day, finally get to the end.... time to start again. This winter I will re-group and sketch out a new strategy... some ponds and gravel perhaps? artificial turf? hmmmmm...

29th Annual Vanscoy Fair slated for August 10 - 11

he Vanscoy and District Agricultural Society is hosting it’s 29th annual fair in August. This 2 day event is packed full of fun and excitement for the whole family. On Saturday you can view the exhibits of local arts, crafts, garden produce, baking and more, as they compete for the coveted blue ribbons. Exhibits will be in the circle hall as well as at the Vanscoy Senior Centre. Then you can take in the NSC Minerals light horse show, enjoy lunch at the concession and watch the slow pitch tournament sponsored by the Vanscoy Hotel. The SaskTel Kidsland will be running all afternoon with face painting, bouncy

rides and games. Be sure to catch the Balloon Man at 3:00pm and also check out the Agrium Seed Survivor. Later in the evening you can dance the night away to the sounds of Endangered Species at the ‘Shiverdome’ fundraiser dance put on by the Vanscoy Community Recreation Board. Sunday it all starts again with a pancake breakfast sponsored by Mooney Agencies. Following that the hilarious Li’l Britches rodeo will run from 9:00 til noon. Registration is at 8:30 and is free. There will also be a Polka Mass church service at 11:00am in the Circle Hall. Kidsland and the concession will be open again while the gymkhana runs all af-

Bucholz Fundraiser is a Great Success

n July 14th the community came together to help out the family of 3 year old Quinn Bucholz, who has recently been diagnosed with a rare form of epilepsy and now requires a special diet and medications not covered by insurance. The event was organized by Lorie Totter and Sheri Donegan and was held at the Twilight Hall near Grandora. “It was an incredible night”, says Sheri, “We had over 160 people support the evening.

Lorie and I worked very hard for the past few weeks to put this together and it was overwhelming to have such a good response from the community.” The food for the dinner was all donated which helped the event raise $5,000 for the Bucholz family. The money will be of great help with the many expenses they are facing, including the need for a wheelchair. The organizers and the family want to thank everyone that attended for thier tremendous support and generosity.

COUNCIL REPORTS VILLAGE OF VANSCOY Council of the Village of Vanscoy approved a .5 mill rate increase to the 2012 taxes. Tax notices have been prepared and were mailed at the beginning of the week. If you do not receive yours by Monday June 23, please call the office. The Cemetery Committee held a meeting and made the recommendation to raise the cemetery plots to $200. Any plots that were previously reserved and not paid for will be sold at the new pricing. Prices for columbarium niches were set at $250.00. The Village has once again sent in a request for designation for the Provincial Disaster Assistance Program. If you have

Endangered Species will be performing at the Vanscoy Circle Hall. Tickets are $20 each, and doors open at 8:30 pm. Tickets can be purchased from members of the Shiverdome Committee and by calling the Village Office. Election for Mayor and Council is coming fast. This is the time to get involved in your community. The call for nominations will go out on September 7 and papers must be submitted no later than 4pm on Wednesday September 19. Election day is Wednesday October 24 from 9am to 8pm. Terms for Mayor and Council have now been changed to a four year term from the present three year term. There will be advance polls and will be advertised in the next edition of the RM Review.

Council approved five applications for development and building permits at their July 10th meeting. They also approved three discretionary use applications. Authorization was given to prepare a bylaw to rezone Pt LSD 10 Section 18-34-6 W3 from A-Agriculture District to CR1-Low Density Country Residential District. Bylaw 2-2012, a bylaw to rezone from A-Agriculture District to CR1-Low Density Country Residential District in Pt LSD 13 Section 23-36-7 W3 was given 1st reading. A public hearing will be held on Tuesday August 14, 2012 at 2:00 p.m. to hear any person or group that wants to comment on the proposed bylaw. Council is looking into having fences installed at the cemeteries. The next regular meeting of Council will be held on Tuesday August 14th.

Police Patrol Summer Safety: Wear Your PFD! Cst. Sheryl Raymond It is very important to be careful while participating in swimming, boating and other activities. One thing that will help keep you safe while swimming or boating is wearing a PFD (Personal Flotation Device). A PFD differs from a floating aid in that PFD's are designed to keep you afloat and save your life, while things like water wings or "floaties" are meant for fun. Remember that it is the law for every person on a boat to have a properly fitting PFD on board. A proper fit

means that, once it's zippered and/or buckled, it should keep your head and upper shoulders above the water. If it fits too loosely, the floatation will push the jacket up around the face. Here are a few reasons why you should wear a PFD: to keep you from drowning if you unexpectedly fall from a boat or a dock increase safety for toddlers and children near water help keep those who are not strong swimmers safe.

Here are a few other water safety tips to keep in mind this summer: Children should ALWAYS be supervised by an adult when near or in bodies of water. If swimming at a pool, always obey the posted rules of the pool (ex. no running, no diving, no pushing etc) If swimming at a beach, only swim in designated areas or places where you can be seen by a lifeguard or a responsible adult Swim with a buddy. elisle Days, or should I say Day, went off without a hitch. Beautiful weather was the order of the day which started off with a free pancake breakfast at the rink. Then there was a parade through town to wrap up the morning. The afternoon was spent at the sports grounds where Beeper the Clown headlined the Kidsville area. There was a Slopitch tournament and a welcome beer gardens on

such a warm day. The Show and Shine brought out many impressive vehicles. In the evening a street danced featured local favorites “Endangered Species”. (If you missed it they will be performing at the Shiverdome Dance for the Vanscoy Fair August 11th.) The evening was capped off with fireworks. A tremendous day. Hats off to all the volunteers !

Pike Lake School hosts “Wander & Wonder” Camp

et another year has passed at Pike Lake School filled with adventure, skill development, exploration, and leadership opportunities for students, staff, and community members alike. Our learning communities efforts to work hard at academics, to be environmental

The wonderful venue and amazing weather was ideal allowing for the exciting day to un-

dipping, trail sign designed nature hikes, as well as plant and animal identification. Everything ran very smoothly, mostly due to the incredibly helpful volunteers, the good spirited students and the well prepared learning facilitators. This being said learning in the outdoor environment always provides the opportunity for some unplanned learning adventures to occur.

Saskatchewan River and now live at Pike Lake as well. The students were tickled to add this type of turtle to the list of turtles that already reside in their community. The second section of activities for "Wander and Wonder" participants was highlighted by a nature expedition led by Greg Fenty the coordinator for the Young Naturalist program. The Young Naturalist program is a collection of naturebased activities designed for kids between 5 and 11. It is a joint program between the Saskatoon Zoo Society and the Saskatoon Nature Society. The bird banding program was the part of the program that our "Wander and Wonder" campers were able to excitedly participate in. Thanks to the sponsorship of SaskTel Max and the Young Naturalists program Pike Lake students were able to explore some local nest boxes along the Young Naturalists' Bluebird trail. The first observation that participants of our camp day noted was

Students were fascinated to learn that bird banding gives important information to scientists including life span, migration routes, and distribution of various birds. Everyone at our camp day was heartened to see lots of healthy adult and baby tree swallows be registered into the system that scientists use to chart our feathered friends. The events of "Wander and Wonder" in nature were concluded with a campfire, hotdog roast, and a fun filled camp sing along. There was lots of learning and our day was filled with huge amounts of energy, appreciation of nature, memorable moments, and smiling faces.

Harper Government invests to create value from waste Flax and hemp producers could soon benefit from a major increase in value per acre. Agriculture Minister Gerry Ritz announced this week that Advanced Foods and Materials (AFM) Canada is receiving an important investment to turn by-products of flax and hemp into highquality fiber. "This technology will create a new revenue stream for farmers by using what were essentially waste products and getting value for them back at the farm gate," said Minister Ritz. "Our govern-

ment strongly supports this kind of innovation, which will keep Canada's agricultural sector sustainable and our economy strong." AFM will use this $500,000 investment to increase production capabilities of the technology developed by Blue Goose Biorefineries. The development of this technology will substantially increase the value per acre of hemp and flax crops by finding uses for parts of plants that are currently considered waste. The increased production and availability of high-value cellulose products will create jobs in manufacturing, transportation, and research and development, to the benefit of the agricultural sector and Canada's economy as a whole. The technology also benefits the environment by expanding biorefining capabilities. This project is funded under the Agricultural Innovation Program — a $50-million initiative announced as part of Canada's Economic Action Plan 2011 and part of the Government's commitment to help Canadian producers benefit from cutting-edge science and technology. The Program boosts the development and commercialization of innovative new products, technologies, and processes for the agricultural sector.

n June 28th, our government responded to the City of Regina’s funding proposal for their Regina Revitalization Initiative. While we declined their request for $230 million for various projects forming the RRI, we did announce that we are prepared to provide funding in the amount of $80 million toward the cost of a new stadium. That amount represents funding up to 30 per cent of the project cost. The province will not provide any operating funding and the financial model for the stadium will need to demonstrate self-sufficiency. This level of funding is consistent with what our government has provided to similar projects in communities across the province over the last five years. The remainder of the funding will come from the Riders, fans, the City of Regina and the private sector. One of the conditions we put on the proposal is that any new stadium be “roof-ready.” A new stadium makes sense in these times of historic growth in Saskatchewan and it’s great to see that in the new Saskatchewan, it is no longer city versus

city or urban versus rural. The new attitude of the people of our province is positive and that is why we are moving forward together as part of the Saskatchewan Advantage. If there’s one institution that brings Saskatchewan people together like no other, it’s the Roughriders. That’s just one of the reasons our government recently announced a proposal that could result in a new home for the Green and White along with a great facility for Amateur Sport. Over the last few weeks, new numbers reflecting that growth have been tumbling in. We learned that our population grew by almost 20,000 people last year - I’m sure that at least a few of those people are either current or future Riders’ fans! Other positive numbers in recent weeks include record high building permits and retail sales and a new all-time high of 548,900 people working in the province. I’m also happy to report another number - but this one’s going down, not up, and that’s a good thing. I’m talking about the length of time people are waiting for surgery in Saskatchewan. Our government’s efforts to reduce surgical wait times continue to pro-

duce results. We learned in recent weeks that the number of people waiting six months for surgery is down 56 per cent. This is good news in that it shows we are making progress toward our goal of no one waiting more than six months for surgery by March 31, 2013 – with a further reduction to a maximum of three months by the end of March 2014. A much closer deadline is the one for submissions on our government’s review of the province’s labour legislation. It’s now just over two weeks away. In May, we announced a comprehensive review of existing labour legislation – some examples of topics under consideration included essential services legislation, union financial disclosure, the payment and collection of union dues and indexation of the minimum wage. Another important date that has come and gone – with the keeping of two more campaign promises – was July 1st. he federal government has taken particular pains to remind us of the events around the so-called War of 1812. Canadians have been at war sufficient times that celebrations could be a continuous process: The Boar War, the 1st and 2nd World Wars, Korea, several peace-keeping events, Afghanistan, and most recently the R2P (Responsibility to Protect) event in Libya. Canada claims to be a peaceloving nation; however we have stuck our finger in most of the big conflicts even though we weren’t immediately threatened. Our

generals wonder what to do with a battle hardened force. I’m a war veteran, and proud of it, but there has to be better way. The International Criminal Court and the United Nations, along with the WTO, the World Bank and the IMF have many of the capacities to encourage problem solving short of conflict. The dependence on the massive military might of the US has not provided permanent peace and the veto power of the members of the Security Council keeps potential conflicts on the boil. The UN Assembly is not elected so it merely provides an opportunity for offering

excuses and finger pointing. There is no democratic body where issues can be debated and responsibilities assigned. The near collapse of the European Union illustrates all too clearly that it needs a democratic body with supra-national powers. Similarly, the UN needs what has been termed the UN Parliamentary Assembly, a concept that has been supported by over 1000 elected representatives in their respective countries. With a backup military force to stamp out minor conflicts it would do much to promote permanent peace. Canada could very well support a renewed Blue Beret force.
