New Ball Diamonds for Delisle The Town of Delisle, in conjunction with Delisle Minor Ball, is constructing 2 brand new fastball diamonds on the west side of town. When completed, the diamonds will be irrigated, with shale infields, professional backstops and completely fenced. Depending on weather conditions, turf for the outfields should be placed later this fall.

The Invincible Sergeant Bill

B

amboo Shoots production company was in Delisle on June 28 & 29 to shoot some scenes for their upcoming movie “The Invincible Sergeant Bill” which will air on CBC’s “Northern Reflections” in 2016. Saskatchewan’s most famous goat, Sergeant Bill left his hometown of Broadview to serve as the mascot of the Fifth Canadian Battalion in France during World War I. Bill was gassed, wounded, and decorated (his medals included the 1914 Star, the General Service Medal, and the Victory Medal) before he safely returned to Canada, finishing his

years out to pasture in his hometown. After his death, plans were to display him in the province’s proposed War Memorial Museum. Instead, Bill resided briefly during the 1920s in the reading room of the Saskatchewan Legislative Building, where the area where he stood became a designated meeting place, and then returned to Broadview, where he is now honoured in the Broadview Museum. The Bamboo Shoots production combines these historical facts with some present day fiction. Sgt Bill once again saves a young man’s life. The

movie opens on Cameron in his darkest hour, contemplating suicide as he stands at the bathroom sink. He’s saved when the door bell rings and Cameron stops to answer the door. On the doorstep is a large cardboard box. When Cameron unwraps it he finds a stuffed and mounted Sgt Bill, a gift from his late grandfather who was one of the soldiers saved by Sgt Bill in the war. Sgt. Bill’s presence mysteriously pulls Cameron on a journey where he meets a girl ...loses the girl....loses Sgt Bill... finds him... wins the girl back... and finally reunites Sgt. Bill with an old comrade.

Jerome Robert Retires from the R.M. of Vanscoy

O

n June 26th I had a chance to sit down with Jerome Robert whom I have know in many capacities over the years. Jerome has spent most of his life in this community and has recently completed yet another chapter. After 30 years, Jerome is retiring as Supervisor. He started with the RM in 1985, taking a position a truck driver. He already had another job as driver, but took the RM job as it paid $2 more per hour. He only intended to keep the job for a year, but within that time, he ended up in charge of the pavement crew. “Back then we did all the road repairs by hand” says Roberts who had self-taught himself the trade became quite proficient at it “Two other crew members and myself would move 18 tonne in a day” The RM of Vanscoy also contracted their services out, taking Jerome through the RM’s of Eagle Creek, Perdue, Harris, Montrose and Dundurn, as well as the Towns of Asquith, Delisle, Langham and the Village of Vanscoy. In 2004 Jerome was promoted to the position of

Jerome Enjoying his First Day of Retirement Supervisor which he held until his final day. During his career he worked for 3 different Reeves, 3 different Administrators and “many great Councillors. I have also been fortunate that almost 95% of the residents were very easy to get along with, and understanding of the many challenges that we sometimes faced in our efforts to provide services to them”. “You are only as good as the crew behind you” Jerome goes on to say, “and I have always had a damn good crew”. During a stretch from 2010 - 2014 the RM faced tremendous problems with the roads due to widespread flooding and

Jerome was working as much as 20 hour days. On his doctors advice, he decided to slow down. He first resigned as the Mayor of Vanscoy, a position he held at the same time, and now has completed the final step of his slow down. “I’m feeling very well now, and will be working at a different job where I can set my own hours and live up at the lake” says Jerome. Last week the RM Council took Jerome out for a retirement dinner. “I had a lovely retirement dinner with council and received two very special gifts... it was a perfect evening”. Jerome now looks forward to going to ball games and enjoying his free time.

Editorial Well we have made it halfway through another year, and it has already proved to be an interesting one so far. Albertans elected an NDP government (how did the Conservatives manage to let that happen ?) Americans have legalized gay marriage and marijuana, the Supreme Court has upheld ObomaCare, and the confederate flag is coming down across many states, yet Republicans like Donald Trump, still line up to run against that social shift for the Presidency. Should be fun watching that unfold.

At home we will be treated to a federal election this fall between three parties that seem to be lining up for a showdown that will likely bring us a minority government. And of course there will be a provincial election thrown in there sometime soon as well. Meanwhile, school is over, the new grads are heading out to make their way in the world, warm weather is here, rain will come eventually (though never soon enough) and our communities are bustling with activities and events

over the summer to take our minds of what the rest of the world is doing... at least for a while. Check out our guide on page 10. Enjoy your summer. Happy Canada Day Ken Sowter Editor

Saskatchewan Launches SaskAlert Emergency Public Advisory Program

askAlert is Saskatchewan’s emergency public alerting program which provides critical information on emergency events as they are occurring so you can take action to protect yourself, your family and property.

SaskAlert is Saskatchewan’s part of a national public alerting initiative that is supported by the federal, provincial and territorial governments where emergency alerts are being distributed across Canada from one alerting system.

You can receive updates that pertain to the incident, direction as to where you can obtain additional information, as well as when the incident is over.

Development of a national public alerting system started in 2008 when Federal, Provincial and Territorial (F/P/T) ministers instructed their officials to work with the broadcasting industry to establish a Canadian public alerting system. Pelmorex, owner of The Weather Network, developed the National Aggregation and Dissemination System (NAAD) as the middle piece of an end to end system, to meet the needs of the F/T/P governments. All levels of government can enter alerts into the NAAD system to be picked up by media distributors.

Alerts are issued for any event that has the potential of harming people or damaging property. That includes weather-related events such as, tornadoes, plow winds, blizzards, wildfire, spills of hazardous material, train derailments, boil water advisories, evacuations or local emergency declarations. Once an alert has been issued it will be picked up by media distributors and distributed on their various communication platforms which will include radio, TV, websites, apps and Twitter.

Walter Howe Receives National Tribute from Canadian Government

O

n September 10, 2014, to mark the 75th anniversary of Canada’s engagement in the Second World War, the Minister of Veterans Affairs, announced a national tribute to honour living Veterans of the Second World War. Canadians who served at least one day with Canadian forces, or with any other Allied force including the Canadian or British Merchant Navy, either at home or abroad, during the Second World War, were eligible to apply for a commemorative lapel pin and certificate. The design of the commemorative pin is based on the original “Victory Nickel” featuring a flaming torch and a large ‘V’ standing both for victory and the coin’s denomination. The coin was originally in circulation from 1943 to

1945 and was re-issued in 2005, the 60th anniversary of Victory in Europe Day. On June 25th, in Saskatoon, Brad Trost, Member of Parliament for Saskatoon-Humboldt and Kelly Block, Member of Parliament for Saskatoon-Rosetown-Biggar, hosted a ceremony recognizing these Veterans including Walter Howe of Delisle. Walter joined the army in Saskatoon at the age of 21. He took his basic training in Red Deer before moving on to Halifax where was shipped out on the Queen Elizabeth to Scotland. Walter moved on to England where he was in the Regimental Police. He was then assigned to the Third Division and sent off to Juno Beach, moving on the liberate Belgium, Holland and Germany.

he 2nd annual Delisle Hotel Pickled Egg Contest took place on June 27. There were 20 entries made with eggs supplied by Sloboshan Farms. A full house in attendance to watch the judging and enjoy complimentary chicken wings supplied by Wing-N-It-Farms. After the competition the batches of eggs were auctioned off, raising $650 for the Delisle Cemetery.

Mother Nature gave us some much needed rain that day – but all were warm and dry under the roof and attendance far exceeded our expectations! Admission was FREE – the vendors offered lots of donations for giveaways and the concession got rave reviews for their bannock burgers. With most vendors and shoppers asking about next year, the John Arcand Fiddle Fest is moving forward with making this an annual event that will take place every June.

Some of the finest artisans in our community were a part of the very first Highway 60 Market – June 20th under the roof at Windy Acres – the home of the John Arcand Fiddle Fest. The ROOF is an 80 by 200 foot pole structure with drop down sides built by the John Arcand Fiddle Fest in 2010. When not in use for their annual festival held every August it’s available for rent to others for special events, wedding, reunions etc. So, the organization decided to try the Market as a community building event and a means to raise awareness of facility and it’s availability and the response was terrific! 102 tables were set up with some very unique offerings. COUNCIL REPORTS

TOWN OF ASQUITH On June 1, 2015, Asquith Town Council held a special meeting to discuss the 2015 budget and any other matters deemed necessary. Attending was Mayor Gail Erhart, Councillors Sue Sawicki, Garry Dumont, Blair Warren, Ross Beal and Don Lysyshyn and the C.A.O. Holly Cross. New Councillor Leen Van Marion was sworn in at this meeting. For the Federal Gas Tax Infrastructure Investment Plan, Council designated work being done on East Avenue this year for the grant. The 2015 operating budget was accepted as presented with revenues of $1,311,928, expenditures of $1,307,913 and a surplus of $4,015 and further Council resolved that the municipal mill rate be set at 12 mills. Asquith Town Council held its regular council meeting on June 10, 2015. Attending was Mayor Gail Erhart, Councillors Leen Van Marion, Sue Sawicki, Garry Dumont, Blair Warren, Don Lysyshyn and Ross Beal, CAO Holly Cross, Town Foreman Darren Kraft. Council moved to accept the May 13, 2015 Council minutes and the June 1, 2015 Council special meeting minutes. The treasurer’s statement of receipts and expenditures for May 2015 and the April bank reconciliations were accepted as presented. A resolution was passed to accept the accounts paid in the amount of $25,822.62, the accounts payable of $75,030.14 as presented. Foreman Kraft reported that a water line and curbstop were relocated and replaced at 470 Cecil Street. The Water Security Agency performed a surprise inspection of the water plant and the lagoon; the Town is compliant. Foreman Kraft reported on the pilot project at the Asquith Water Plant; preliminary results of its ability to effectively treat the Town’s water are very favourable. The fire ban is still on in the Town of Asquith. The Asquith Fire Department, in conjunction with the Asquith First Responders, held a BBQ fundraiser at local music festival. Both the Asquith Fire Department and the Asquith First Responders perform important first line emergency services for all of us in our community and any donations that you could make towards the purchase of new and better equipment would be appreciated! Building permit #1-2015 was issued to Blair Warren to construct a house at the civic address of 332 Cory Street; Lot 7, Block 32, Plan I 1365. The Town of Asquith has re-tendered un-serviced Lots 4,5,and 6 of Block2, Plan F1840 for sale with a reserved bid of $10,000 per lot, highest or any bid not necessarily accepted. All bids must be received at the Asquith Town Office by 4:00 p.m. on July 3, 2015. The Town of Asquith is planning to hold a Celebration on September 9, 2015 to commemorate the longest reign of a British monarch, Queen Elizabeth II. Keep your eyes open for more information throughout the summer as Asquith, Center of the British Empire, plans to honor the Queen. Asquith Town Council made a resolution to allow FRP to deposit palettes at the Asquith Landfill in exchange for a two thousand dollar donation to the Asquith Sportsgrounds. Asquith Council passed Bylaw No. 2-2015, a Private Sewer and Water Service Connection Bylaw. As well, Bylaw No. 3-2015 Official Community Plan and Bylaw No. 4-2015 Zoning Bylaw received first reading. There will be a public meeting on Tuesday, July 28, 2015 at the Asquith Seniors Center at 7:00 p.m. for anyone who has concerns regarding Bylaw No. 3-2015 or Bylaw No. 4-2015. Both can be viewed on the Town’s website, www.townofasquith.com or one can come into the office to read them here. Bylaw No. 5-2015, a Bylaw to Provide for Management of the Asquith Cemetery was passed as well Bylaw No. 6-2015, a Bylaw to Regulate the Use of Shipping Containers within the Town of Asquith. All of this Bylaw are available for viewing on the Town’s website. Letters were sent out to many properties regarding nuisance abatements, whether they be long grass/weeds, garbage and clutter in yards, or junked vehicles. Individuals were given until July 8, 2015 to comply. The Town of Asquith will be purchasing a used grader for $27,000.00 + taxes. Councillor Leen Van Marion was appointed to the Utilities Committee, the Streets and Town Property Committee and the Finance Committee. To view which committees Council is assigned to, please refer to the

Town’s website. The Town of Asquith will be applying for the Canada 150 Community Infrastructure Grant for refurbishment of the Sports Grounds, specifically the installation of a chain link fence and new benches for the ball diamonds. A complaint regarding a dangerous dog was dealt with at Council. As the owner of the dangerous dog has now installed a fence around his property, is keeping his dog leashed, it is of the belief of Council that he has met the requirements under The Animal Control Bylaw. Asquith Town Council awarded the contract for the compaction and dirt cover at the Asquith Landfill to Graham Contracting at a cost of nine thousand dollars ($9,000.00). Did you know....dirt bikes, quads and all off road vehicles are allowed to be in Town as a means of directly going from your address to the outskirts of the Town and vice versa. The Town does not allow them to be used for driving from point A to point B within the town limits. If there continues to be a lot of infractions of people driving these off road vehicles within Town, Council may have to look at changing the Traffic Bylaw and make it a law that all off road vehicles have to be trailered in and out of Town. Are you planning on building a fence or a new deck this year? Fences do not require a building permit, however there are restrictions in size and location of fences which can be found on the Town’s website under the Building Bylaw. Any deck that is over 100 square feet requires a building permit. Plan to come to the Canada Day Celebration in Asquith on July 1st, 2015!!! From 4:00 – 8:00 p.m. on Main Street in front of the General Store, there will be a BBQ, facepainting, kids games and bouncy castles. Fireworks and Canada Day cupcakes will be enjoyed at 10:30 p.m.!! TOWN OF DELISLE Council held a regular meeting June 9th, 2015. Council provided $500.00 to the Delisle Interagency Group in order for them to hire a summer student. An application was done for funding under the Canada 150 Community Infrastructure Program for the installation of a sprinkler system and a fire alarm system for the Delisle Arena along with a new water and sewer service to the building to accommodate the requirements of the sprinkler system for a total projected cost of $380,000. Furthermore, that monies be set aside in the 2016 and 2017 budget to cover our share of the cost of this project. There will be temporary closure of the 200 block of 1st Street West on Monday, June 29th, 2015 in order to accommodate filming by Angel Entertainment and Bamboo Shoots.

VILLAGE OF VANSCOY Council held their regular meeting and finalized and approved the 2015 Budget; with a budgeted surplus of $10,991.00. The Municipal Mill rate will remain at 6.8 mills; however the Minimum Tax for the municipal portion of property taxes was increased by $100 to $600.00. Mayor Odnokon was authorized to attend the 2015 Mayor’s Summer School in Regina August 16 – 18. Please continue to place your yard waste in the alleys for pickup (tree branches and bags of grass clippings). Among other items in the bags, dog feces, spikes and other garbage were found. These items are to be placed in the garbage, not in the alley for pickup. Outstanding utility accounts will be added to the taxes of the property prior to running the 2015 tax levy. Please ensure your utility accounts are up to date to avoid the addition to your taxes. Tax notices will be mailed within the first week of July; so ensure payments are being made. Online banking has been set up for your convenience for utility and tax payments with RBC Royal Bank, CIBC, ScotiaBank, Bank of Montreal, Credit Union, TD Bank and Telpay. If you are unsure of the account number or are having problems setting up your account, please call the Village Office – 306 668-2008 Call the Village Office to register your team for the Ball Tournament to be held at the Vanscoy Fair. RM OF VANSCOY The June Regular Meeting of Council was held at the municipal office on Thursday June 11, 2015. ▪ 15 - Development & Building permit applications were submitted for approval. ▪ 2 Discretionary Use Applications for a Home Based Business were reviewed and will be advertised. ▪ 1 Discretionary Use Application for a small concrete plant Home Based Business was approved with conditions. ▪ Bylaw No. 5-2015 being a bylaw to provide for road closure of three miles of permanent road and a road diversion through E1/2-17-35-8 & SE-20-35-8 was given 1st reading. The purpose of the closures is to provide for the expansion of the Agrium Potash Mine located on S1/2-16-35-8W3. ▪ Council acknowledged receipt of the resignation of the Administrator Jill Omiecinski. ▪ The uniform mill rate was established at 7.5 and mill rate factors of 0.693 for residential and 1.113 for commercial were approved. Saskatchewan Municipal Hail Insurance: Municipal Hail Insurance deadline was June 15th. If you are not currently enrolled in the Municipal Hail Insurance program, and are interested in enrolling, the deadline for new applicants is June 30th. Additional Municipal Hail is once again available at the office for land owners who rent land, are not currently enrolled in Municipal Hail or wanting to put additional indemnity after the June 15th deadline. Please contact the RM office to receive more information or obtain a 2015 Municipal Hail Insurance quote. Municipal Fire Ban: A blanket Fire Ban remains in place for both the RM’s of Vanscoy and Montrose. Until further notice no burning is permitted within these RM’s. Please check the RM of Vanscoy website for updates regarding the status of the Fire Ban. The RM website is regularly updated with public notice information in an effort to keep the ratepayers as informed and up to date as possible. Assessment Roll: The RM of Vanscoy Assessment Roll is currently open for inspection. Assessment Notices have been sent to land owners within the RM where there is a change in the assessment from 2014 to 2015. The deadline for appeals is July 19, 2015. Please note, appeals may be submitted for properties regardless of whether there was a change in the assessment. Grandora Landfill Summer Hours schedule. The Grandora Landfill is now operating on the Summer Hours schedule. From May 1st to August 31st the Grandora landfill hours are as follows: Saturday: 9:00am – 5:00pm Monday: 9:00am – 5:00pm Wednesday:4:00pm – 8:00pm Pike Lake Landfill hours do not change in the summer and the landfill will remain open during the following: Saturday: 9:00am – 5:00pm Sunday: 9:00am – 5:00pm Tuesday: 9:00am – 5:00pm The July Regular meeting of council will be held on Thursday July 9, 2015 at The RM of Vanscoy Administration Office. All submissions for the meeting must be submitted in writing to the RM office prior to 5:00pm Friday July 3, 2015.

The caller reports that nothing was taken from the garage, but the deep freeze in the garage was left open. Police spoken with neighbours in the area and were unable to locate and people responsible. Investigation into this matter is ongoing. B&E in Langham May 28, 2015 at 2:10 p.m. Police received a complaint of a possible break and enter in progress in Langham. The 49 year old male driver of the motorcycle received minor injuries and was transported to hospital . There were no charges. Theft from Vehicle in Langham June 2, 2015 at 8:50 a.m. Police received a complaint of theft from a vehicle in Langham. The caller reports that they left the garage door open at their residence and someone went into their vehicle and stole a number of small items. Investigation into this matter is ongoing. The caller reports that someone broke into his garage and stole some change from his vehicle that was parked inside. Police attended and found a vehicle driven by a 32 year old male from Edmonton failed to yield to oncoming traffic. The vehicle collided with a car driven by a 23 year old female from Saskatoon. The male was charged under the Traffic Safety Act. ATV Stolen from Shop June 9, 2015 at 10:20 a.m. Police received a complaint of theft of an all terrain vehicle in the RM of Corman Park. The caller reports that someone broke into a shop, stole the all terrain vehicle, and a number of other small items. Investigation into this matter is ongoing. Vehicle Stolen in Dalmeny June 10, 2015 at 5:20 a.m. Police received a complaint of theft of a vehicle from a residence in Dalmeny. Car Hits Ditch June 18, 2015 at 8:15 a.m. Police received a complaint of a single vehicle accident on Highway 16 near Langham. The 45 year old male caller from Saskatoon advised he was cut off by a semi on the Highway causing him to lose control of his vehicle and enter the ditch. He was able to drive his vehicle home. He had minor injuries. Investigation into this matter is ongoing.

Delisle Diamond Dogs Host Two International Softball Teams

he International Softball Federation World Softball Championships are currently being held in Saskatoon. The Delisle Diamond Dogs hosted two of those teams for exhibition

games in Delisle before the tournament. On June 23rd they played Great Britain and on 24th they played New Zealand. The New Zealand team is the current world champs and the Diamond Dogs

took them to a 5-5 10 inning tie. New Zealand said the Dogs were “top notch for a small town team. There were about 500 people in attendance for the game and spectators were treated to

special food services each night from local chefs. Made up of local players, the Diamond Dogs play in the Special Men’s League in Saskatoon and are currently in 2nd place in the league. They will be playing in the provincials tournament on July 19th, hoping to move on to nationals in Quebec. They will also be competing in the International Softball Congress tournament in Southbend, Indiana August 8th - 15th where they will play teams from around the world.

The caller reports that a vehicle was travelling in the wrong direction on the highway when it collided with the caller. A 20 year old male was arrested for impaired operation of a motor vehicle and taken back to the Detachment to provide a breath sample. He was charged and released on documents for an upcoming court date in Saskatoon. There were no injuries. Residential Break-in June 16, 2015 at 2:30 p.m. Police received a complaint of a break in to a residence in the RM of Corman Park. The caller advised that someone broke into their residence while an 18 year old female resident of the home was present. Nothing appears to be missing in the break in. Investigation into this matter is ongoing. Unwanted Person at Delisle Residence June 17, 2015 at 9:25 p.m. Police received a complaint of an unwanted person at a residence near Delisle. The caller advised that the 51 year old male from Saskatoon removed a gate to gain access to

the property. The caller advised that they did not want the male on their property at night. Police attended and spoke with both parties and resolved the issue without charges.

ing the decision to harvest a crop as greenfeed instead of grain. It will usually mean that a crop insurance adjuster will need to come out to do an appraisal ahead of the cutting time. For producers who do not have annual cropland, there may be the opportunity to work with a neighbor to purchase some standing crop. This would involve having a conversation with a neighbor to see what dollar value they would need out of their cropland if they were to sell it standing, with the realization that they would not have any cost associated with harvesting and marketing of the grain. If the decision to harvest the land for greenfeed is made early

enough there could even be a reduction in herbicide cost. A challenge when purchasing standing crop for greenfeed is arriving at a price. Typically greenfeed is sold on an air-dry weight, which usually involves determining a value per ton and then calculating bale weights coming off the land. However it is usually easier if farm managers can reach an agreement prior to harvest on a price per acre for standing crop, therefore eliminating the need to measure the amount harvested. In addition to agreeing on the method for measuring the amount of crop harvested, price, method of payment and approximate date of harvest should also be es-

tablished. A written agreement is always recommended.

Barley Council of Canada announces joint Canada–China feed barley study

he Barley Council of Canada (BCC) is pleased to announce the signing of an agreement to collaborate with China Agriculture University (CAU) in the development of a joint Canada–China feed barley study. The official signing ceremony was held in Beijing where signatories Dr. Hu, professor at CAU, and Phil de Kemp, executive director of BCC, signed a letter of intent to work towards the development of a three-year Canadian feed barley study in China. Andrea Lyon, deputy minister of Agri-

culture and Agri-Food Canada (AAFC), also attended the signing, acting on behalf of Gerry Ritz, minister of Agriculture. "Our council is very pleased to solidify this partnership," said de Kemp. "The door is now open to develop a strong relationship with the most prestigious agriculture university in China." The three-year feed barley study will consist of three individual feeding trials concerning dairy, hog and cattle operations in China. The scope of the research to be developed will evaluate the use of

Canadian feed barley in feed rations and its effects on dairy milk production, animal health, weight/carcass gain efficiencies and all aspects of cattle and hog meat quality. "This opportunity is huge for Canada's barley industry," said de Kemp. "It is our hope that the results of this collaborative study will provide additional commercial and economic benefits for barley farmers in Canada, as well as dairy, beef and pork producers and consumers in China."

t is a few weeks until the writ is dropped, but the combatants are throwing their first punches. No fatal punches have been landed, but the general policy patterns are takin shape. The government party is following the tested system of smearing the opposition while dropping goodies in critical ridings. The leader of the opposition is riding in on a surprising surge in support for the NDP with a steady hand on the tiller of being the best choice to run the faltering economy. The third party has come out swinging with a refreshing promise to fix nominations to Senate, a change

from the ‘first past the post’ voting system, and a promise to reverse the undemocratic moves that have accumulated over the last ten years. The media would have us believe that the election hinges on who can convince the electorate that they hold the secrets to a new surging economy. That may be true except that there is little that can be done unilaterally. Trade is one of the keys, as are some measures to reduce the inequality of income between the rich, the middle class and the poor. Both of these targets are dangerous territory for any party to tackle. Since much hinges on the

personas of the party leaders, there is a wide choice for the voters. I doubt whether the Tories will go for the sweater again in an effort to make the stolid Steven Harper a “hail fellow – well met.” As for Tom Mulcair he has demonstrated what a competent debater he can be in question period. The fresh face of Justin Trudeau is both a strength and a weakness as the fighting gets ‘down and dirty.’ Stay tuned for a lesson in political maneuvering. It is going to be a great show. CONSUMER’S CORNER IS YOUR FEED SUPPLY INSURED ?

If you own or operate a farm, ranch or acreage then you have specialized insurance requirements. In our article last month we highlighted the importance of reviewing your Fire Fighting expense limits, especially with the dry start to our year. Given the lack of precipitation we now anticipate rising prices for feed (fodder). Fodder includes prepared feed, supplements, silage (bagged or otherwise), screened grain, straw used for feed or bedding, green oat bales and hay bales that are stacked or hay piled in the open. Because fodder will probably be in short supply it will also become a target for theft. You should start taking steps now to secure your feed supply from potential thieves, especially any portable square bales. Fodder will also be expensive to replace in the event of fire, such as a grass fire that starts on your property and proceeds to destroy your stockpile! Many standard farm policies provide minimal or no automatic coverage for items such as fodder, grain, chemicals and fertilizers unless you specifically purchase it. Fodder can be added to your policy at a very

low cost. For example, a Broad Form extension (which includes coverage for theft) for Fodder with a $5,000.00 limit is typically under $20.00 per year! If you have never purchased insurance for your hay or feed supply, then now is the time to seriously consider it. Could you afford to replace your feed supply due to loss from fire, lightning or theft? Insurance needs to be constantly updated to reflect changes in market conditions. Myth #1- With online advertising you don't need a Real Estate Agent. Let's enlighten those Buyers and perhaps the general public as to what the Agent does, other than finding the right property! Real Estate Agents bring their knowledge of where the marketplace is actually at rather than just listing prices, which most people tend to only see the listing price. The benefits are numerous. Agents are in the know of people who are thinking of selling and play match maker with potential buyers. Agents understand the legality of disclosures, negotiating on your behalf, and advising on inspections, all while looking out for your best interests. Agents can deal with hours of stress when bringing both parties to an agreement making your purchase or sale less stressful!

Myth #2- You save money using an Agent who charges low commission to sell your property. You in fact may sell below market price as your property may not be efficiently marketed! The budget may be less, therefore the marketing plan for exposure could suffer. The Agent may be less experienced and not have the added value - resulting in collapsing potential deals on your property rather than successfully completing a transaction. The list could go on… but the old saying may be best suiting, "you get what you pay for". You should choose the best Real Estate Agent for your property carefully and don't try to cut costs where you shouldn't, as it could cost you more money in the end.

Myth #3- You have to have your own Agent when dealing with Buying or Selling This is a big topic that we as Real Estate Agents deal with regularly! Here are some things to consider: Dealing with the Listing Agent gives you the full story on the property, disclosing all deficiencies they are aware of. There are myths that the Real Estate Agent may not negotiate in their favor as they have two interests to bare in mind, but in fact when facilitated properly it can be easily done. In summary it depends on the Agent rather then the transaction as a whole. We are bound to obligations to our profession which prevents us from favoring one party over another.

Myth #4- Being a Real Estate Agent is easy... they just drive around and look at nice houses. In fact being a Real Estate Agent is the top ten's most stressful jobs! (CareerCast 2010 job rated report). The job entails prospecting, answering calls, marketing and above all working around the clock and only getting paid when a property closes. People have become impatient and demanding through our modern world so that impacts us and the expectations of our reaction time.

Thanks for your question Diana. Over the years I have reviewed many home inspection reports and look upon their findings cautiously. Most of the reports I have seen are generic and the same format is used for every report. With some companies who provide reports, we, as a renovator, can call them to get more information as to their findings, so that we may better understand what they mean. In saying this, home inspections are a must have requirement when purchasing a home, but as a buyer you need to fully understand what that report says. I say this is because we were once recommended for a project on a home which was purchased by people from out of province, and we were asked to look at some repair work on the foundation. I was quite shocked when I found out the scope of what we were to repair. The owner told me that they actually had two inspections done on the home and, though they has pointed out concerns with the foundation, there was no mention

HOME INSPECTIONS

This months question, sent to our Jaba Construction Facebook page, comes from Ontario. "I know a person who has been a waitress all her life and she is currently taking an online home inspection course. What are your thoughts on this? Should people be shelling out good money to get an "expert opinion" from her on whether the house they are hoping to purchase is a good buy. To me this ranks up there with the 20 something year old building inspectors with a laptop and zero experience." - Diana

of issues to the extent that I had discovered. I recommended we hire an engineer to provide a report so we could properly move forward with the repairs, if that was even a possibility. We met with the engineer on site to verify what I had discovered and he recommended that a foundation repair was not an option due to the cost involved. The homeowner then brought up his concerns with another area of the basement that was not even mentioned in the reports that they had paid for. We opened up the door leading to the basement under the kitchen area and were totally shocked. There was no foundation!! It was dirt, damp, and numerous posts holding up floor system had were deteriorated over time. There were only wood walls holding back the dirt from coming into their main basement area. All I said was WOW!! How did two independent inspection companies paid to provide a report miss this? I recommended that they contact their lawyer as the two inspection companies had been recommended by the realtor.

Getting back to your question Diana. People need the experience and the training required to become a home inspector. I am quite sure an online program will not provide her with enough background to become a fully qualified inspector. She may be qualified to fill out their reports forms, but would not have the experience, in my mind, to properly perform the in-

spection she is being hired for. In Saskatoon there are some great independent inspectors that can provide structural inspection reports as well hazardous materials, mold, asbestos etc. that may be in the home. It is also my understanding that if inspectors are not qualified to provide reports on heating systems or electrical systems it should be left up to the professionals. I would get electrical and mechanical companies to provide backup if I was asked to do a report for a home. Experience and knowledge are the key to being a home inspector. In my opinion, too many reports come with a really nice binder and not much else ! This is solely my personal opinion and in no way reflects upon any specific individual or program. The John Arcand Fiddle Fest, located 7 km southwest of Saskatoon, is in its eighteenth year! The Fest prides itself on a history of quality music and dance entertainment, as the home of Western Canada’s premiere fiddle contest, and its expansive music and arts workshops. Offered over 4 days, the Fest is an affordable experience designed with family fun in mind.

There are plenty of opportunities for kidfriendly fun too. The Children’s Activity Area is open all day and provides workshops, games, and crafts to keep the little ones entertained. Children are also welcome to join the Cultural Camp during our “Kids Can Bead” sessions.

The entertainment is non-stop under the festival’s main stage, the Roof, with music and dance features that run from noon to midnight. Day time features a series of short performances from Saskatchewan’s up and coming talent and the Fiddle Contest, while in the evening accomplished fiddle players and dancers convene on our stage for unforgettable displays of mastery. To close out the night, audiences are invited to flood the dance floor for an old-time dance. Workshops, workshops, and more workshops! There are over 100 workshops on offer at the Fest, and they are all free with gate admission! The Established Workshop series presents engaging education at all skill levels in fiddle, guitar, jigging and square dance. Whether you are an absolute beginner without a fiddle or a seasoned guitar player, we’ve got a workshop for you! Our other workshop series, the Cultural Camp, is a celebration of Métis arts that offer interactive workshops in beading, finger

Supreme Court's Marijuana Derivatives Ruling

ur Conservative Government’s priority is the health and safety of Canadians. Doctors, researchers, and the scientific experts at Health Canada are responsible for evidence-based medical review processes to approve medicines and ensure they are safe and effective for patients. Not judges. Health Canada does not endorse marijuana as a medicine. That is why I am disappointed by the Supreme Court of Canada’s recent decision declaring marijuana byproducts including cookies and candies to be medical treatments. It is very disappointing to see marijuana continue to be normalized for youth making it even more attractive and accessible to youth. I have heard compelling stories of patients afflicted with terrible illnesses seeking new treatments and I empathize with them. If serious researchers are interested

I’m pleased to say we are seeing results. According to the Canadian Drug Use Monitoring Survey, marijuana use by youth has dropped by almost 45% since 2004 thanks to our efforts to educate families. This same survey reported that while 20% of youth smoked marijuana in 2012, 70% drank alcohol. While Justin Trudeau argues that legalizing marijuana will keep it out of the hands of youth, we know from experience with alcohol and tobacco that it will only normalize it, making it easier for youth to buy it and smoke it. Our Conservative Government remains deeply opposed to Justin Trudeau’s irresponsible scheme to legalize and normalize marijuana for youth.

Over this ten–year period, Saskatchewan will benefit from more than $1 billion in dedicated federal funding, including almost $437 million under the New Building Canada Fund.

ummingbird Hollow Dog Adventure Park is no longer Saskatoon’s secret treasure for dog lovers. About twenty minutes south west of Saskatoon, just past Pike Lake Provincial Park, is an oasis for the dog enthusiast. MLA REPORT June 17, 2015 Randy Weekes, MLA Saskatchewan’s Population Continues to Grow Saskatchewan continues to be one of the fastest growing provinces in Canada. According to Statistics Canada, as of April 1, 2015, there were 1,134,402 people living in Saskatchewan, an increase of 1,762 in the past quarter and an increase of 14,273 in the past year. Saskatchewan had the second highest growth rate among the provinces in the past year and third highest in the past quarter. Our province has now had population growth every quarter for the past 9 years – the longest period of continuous growth since the late 1970s and early 1980s. Saskatchewan’s economy is diversified with a broad base of goods and services which has set us apart from other provinces. Our economic outlook is positive – jobs are up, population is up, and other indicators like exports and wholesale trade are making steady gains. New job numbers released by Statistics Canada show that there were 582,700 people working in the province in May 2015, an increase of 4,800 over the previous year. At 4.9 per cent, our province also maintained Canada’s lowest unemployment rate for the 20th consecutive month.

Saskatchewan has made significant progress addressing patient feedback from its ground-breaking Patient First Review. This includes dramatically reduced surgical wait times and primary health care innovations that are revitalizing health services in rural communities. The focus is now on reducing emergency department waits, improving care for seniors and improving services for people struggling with mental health and addictions. A Patient First Review Update report outlines options under consideration to improve patients’ access to health care, such as recent legislation to pave the way for patients to choose to directly pay a private facility for an MRI scan in Saskatchewan. Other approaches under consideration include a credit system for people who want more choices outside of the province for select services not available in Saskatchewan, and activitybased funding for health facilities. Our government is firmly committed to a health system that puts patients first, and we’ll continue to ask for input and learn from their experiences. Much more work is ahead, but a solid foundation is in place to achieve exceptional patient and family-centred care.

Delisle Days July 18 -19

D

elisle Days is spanning 2 days this year, Saturday the 18th and Sunday the 19th of July. We are excited to have the addition of the Rodeo added to Delisle Days on Saturday and Sunday, as well as a gospel music church service on Sunday in town. Events are happening all over town, a Pancake Breakfast at the Seniors Centre at 8:30 starts off the day. The parade is at 11am downtown, and as soon as the parade is done, the streets of downtown Delisle are full of excitement. The popular attractions like facepainting,

inflatables, bricks 4 kids and petting zoo, are back this year, as well as an addition of Women in Biz Marketplace. The Show and Shine is at the rink area, with a BBQ, beer gardens and live band. New this year is the appearance of four special princesses, and a photobooth. To finish off the evening at the rink we have a supper, and the Rodeo Dance, and of course, fireworks at the school grounds. At the Ball Diamonds we have the ball tournament starting at 1pm and Rodeo events all day, with beer gardens and a concession.

The Seniors Club held a potluck on June 3rd and will be having their Annual July 1st BBQ starting at 3 pm. The 4-H will have their Achievement Day on June 20th. Teams of one to four competitors take turns throwing two Bunnock bones each back and forth at their competitor’s row of Bunnock. They attempt to knock down the two outer black guards first, then

the twenty white soldiers. The first team to knock down all of their competitors Bunnock, with the least number of throws wins the game. This game is for every level of fitness and desire, and can be enjoyed by young and old alike. Come see what it is all about at the Summer Fair, better yet jump in and give it a try!
