VILLAGE OF VANSCOY PUBLIC NOTICE
‘State of our Union’ No doubt you all heard, or at least heard about, President Oboma’s State of the Union address a few weeks ago.Well next month on April 10th you can come to our own local version of that. The R.M. of Vanscoy is hosting, what was once an annual, Spring Ratepayers Meeting. I always attended and enjoyed these in the past, but it has been a couple of decades since the RM council has put them on. The annual dinner meeting was a way to keep the residents of the RM informed about what council had been doing in the past year and what they were going to work towards in the coming years. It was really one of the few ways that taxpayers in the RM could meet all of the council members and get to know what was happening with them. As our elected public officials the RM council should make every effort to communicate with the taxpayers and promote community involvement in the local politics. I don’t think they have been very good at that for the past many years and I hope they continue this once annual event. I encourage all taxpayers to join me and come out for a dinner and some entertainment for only $10. (you are probably subsidizing it !) Any person may inspect the proposed bylaws and maps at the Village Office – 109 Main Street, Vanscoy during regular business hours. Documents and maps are also available at cost. The purpose of the WaterWolf Growth Management Plan is to enable and guide growth and change throughout the region. Through regional policies it will also reduce land use uncertainty and promote development. The Zoning Bylaw is the legal and administrative means of implementing the Official Community Plan. It also allows council to establish zoning districts and to develop certain standards within each district.

Vanscoy & Sandy Hills 4-H Public Speaking Competitons
n February both the Vanscoy Multiple and Sandy Hills Light Horse 4-H clubs help thier annual public speaking competitions. On February
27th the Sandy Hills Club held thier competition at the Vanscoy Hall. There were a total of 9 contestants in 4 age categories. Winners were as follows:

TOWN OF ASQUITH
Asquith Town Council held its regular council meeting on February 12, 2013. The Asquith Fire Department is planning to hold a training session for its members using the new Jaws of Life. If anyone in the community has some old vehicles that can be donated for training purposes, the Fire Department would like to hear from you. Cemetery Donation letters have been sent out to all individuals who own cemetery plots or who have loved ones interred at the Asquith Cemetery. These donations go to help pay for the maintenance of our cemetery, as well as any upgrades done to the cemetery. The Recreation Committee has made available applications for Community Grants to community groups and organizations. All grant applications must be turned into the Town office by February 28, 2013. Cristal Hitchings has been appointed to the Asquith Rink Board. The Town of Asquith approved a community event license to the Hornet's Hockey Team for a tournament to be held Saturday, February 16th, 2013 at the Asquith Sports Center. Eight individuals from the community of Asquith will be receiving a Diamond Jubilee Medal for their volunteer work within the community. The Diamond Jubilee Medal is being awarded in honor of Queen Elizabeth II's sixtieth year as a Monarch. The worthy recipients are as follows: Les Dahlseide, Marg Down, Gail Erhart, Lorna Gutsch, Sandy Hass, Neil Millard, Tom Morrison and Les Stack. A Diamond Jubilee Awards Tea will be held March 3, 2013 at the Seniors Center at
2:00 p.m. Please be sure to congratulate the recipients, as well as thank them for their many years of volunteering and work within our community! As this year has brought above average snowfall, and as the Water Security Agency has informed residents around the City of Saskatoon that the snow is containing above average moisture, it is imperative that ratepayers be proactive in preparing for the spring melt. If you normally experience water in your basement or crawl space in the spring, it would be prudent for you to arrange to have the snow removed from around the perimeter of your house. If you feel you may have need of a pump, one should take the steps to arrange for the provision or use of a pump now, as these types of items become difficult to find during high demand times, such as a spring flooding event. In the event of a major flooding event, where residents wish to sandbag their property, a list of companies that have supplies of sandbags and sand are available on the Town's website www.townofasquith.com A reminder goes out to all residents of the Town of Asquith that any individuals who have not purchased their dog or cat license by February 28, 2013 will be subject to a fine. The requirement for a dog or cat license applies even if your animal does not normally venture out of doors.
states: “Penalties will be applied sixty (60) days after the license would normally be due to be paid (in most cases penalties will be applied April 1)” This means that anyone operating a business without a license will be subject to a penalty of $200; this includes home based business. The license for home based business is $75 per year. Dog licenses were due to be paid by January 31 – license fee was $15 if paid in January. Any license fees paid after that date are $30; there is a $75 penalty for anyone owning or harboring a dog without a license. The penalties will be applied April 1. Council has passed a resolution that letters be sent to owners of purchased lots in the new subdivision stating the concerns related to those lots. Owners are required to maintain these lots so as not to damage or cause a nuisance to adjacent properties, including the removal of grass and weeds and removing or pumping of standing water from the lots. Residents are to be informed the regular Council meeting of March 13 has been moved to Tuesday March 26 at 7:30 pm, at which time Council will hear any comments or concerns regarding the adoption of the new Zoning Bylaw.

Police Patrol Ice Safety

A
s the temperature rises and the seasons change, knowing the dangers of ice and how to respond if someone falls through it become more important. Here are a few tips and other information to know what to look for when walking, skating or snowmobiling on or near ice and what to do during and after an accident and rescue. Many favourite outdoor activities take place on or near ice surfaces during Saskatchewan winters. Ice usually appears on our lakes and ponds in mid to late fall and can remain well into the spring. As much as we love to skate, toboggan, snowmobile, and fish, ice over bodies of water can pose some serious, life threatening dangers. When participating in outdoor activities in the winter/spring, it is best to use designated ice surfaces. These designated areas should be maintained by knowledgeable personnel and regularly tested to ensure that the ice is thick enough and strong enough for recreational use. Local conditions such as currents and water depths can affect ice thickness. Staying off river ice is advisable, as river currents can quickly change ice thickness over night or between different parts of the river. Consult knowledgeable local individuals before going out on any ice surface. The colour of ice may be an indication of its strength. Clear blue ice is strongest. White opaque or snow ice is half as strong as blue ice (opaque ice is formed by wet snow freezing on the ice). Grey ice is UNSAFE. The grayness indicates the presence of water. Minimum ice thickness: 1. 7 cm or less - STAY OFF 2. 15 cm ice fishing, walking, cross country skiing 3. 20 cm for skating parties or games 4. 25 cm for snowmobiling You should never go out on the ice alone. By having someone else with you, you are making sure that someone is always on hand to go get help
should someone fall through the ice. However, if you get into trouble on ice and you're by yourself: Call for help. Resist the immediate urge to climb back out where you fell in. The ice is weak in this area. Use the air trapped in your clothing and to help you float, kick vigorously into a horizontal, floating position and swim back in the direction from which you came. (The ice you travelled over held your weight.) Reach forward onto the broken ice without pushing down. Kick your legs to push your torso on the ice. When you are back on the ice, crawl on your stomach or roll away from the open area with your arms and legs spread out as far as possible to evenly distribute your body weight. Do not stand up! Look for shore and make sure you are going in the right direction. If you are with someone who goes through the ice, consider the following: Rescuing another person from ice can be dangerous. The safest way to perform a rescue is from shore. Call for help. Consider whether you can quickly get help from trained professionals (police, fire fighters or ambulance) or bystanders. Check if you can reach the person using a long pole or branch from shore - if so, lie down and extend the pole to the person. If you go onto ice, wear a PFD and carry a long pole or branch to test the ice in front of you. Bring something to reach or throw to the person (e.g. pole, weighted rope, line or tree branch). When near the break, lie down to distribute your weight and slowly crawl toward the hole. Remaining low, extend or throw your emergency rescue device (pole, rope, line or branch) to the person. Have the person kick while you pull them out. Move the person to a safe position on shore or where you are sure the ice is thick. Signal for help. Remember that if you are not absolutely sure the ice surface is safe to go on, KEEP OFF! Reference: www.canadasafetycouncil.org

We made it through a cold, cold February...and only missed a few days of preschool. Unfortunately, the 3-year olds missed their Valentine’s Party, but we have rescheduled it for the last day of February. The 4-year olds had a lot of fun at their party, making heart crafts, playing Valentine’s games, and enjoying many fancy (and healthy) Valentine’s treats. The 4-year olds also enjoyed a day outdoors in the snow, sledding (thanks to Pike Lake School for the use of their sleds and hill), painting the snow, making snow angels, and trying to find a white shirt in the white snow. Both groups also learned about the number 6 with crafts, games, and snacks. March will be a busy month for both groups. There are many things to celebrate at preschool this year in March including St.Patrick’s Day, the colour green, Easter, the number 7 and the first day of spring. The 4-year olds will also spend the rest of the month learning about transportation through songs, crafts, and games. VANSCOY Welcome to another month! Students are continuing to practice for the much anticipated Fine Arts Performance. They have a couple more months to go before the big day, but they are eagerly awaiting the big show. We sent 27 lucky students to “WE” Day, which took place at Credit Union Center on February 27th. It was a great experience for all. Excellent job to all the students who participated in the Hand Bell Assembly on February 15th, we heard beautiful music. The basketball season has now come to an end which means badminton is right around the corner. Students from grade one to eight will be participating in the World Education Games taking place at the start of the month. The SCC will be hosting their annual fundraiser which will be a Bingo Night held at Vanscoy School on March 21st from 6:45-9:00, come out, win some prizes and have a great time. Students from grades four to eight will be heading to Table Mountain for a day of skiing and snowboarding on March 22nd. We will also be having our senior Gym Blast for grades five to eight on March 28th, which is always a great time for students. Then end of March then takes us into the Easter Break which is from March 29th to April 7th. We are looking forward to another event filled month and we are hoping that spring is right around the corner!

We have all managed to endure the tremendously cold weather, and are looking forward to enjoying some warmer spring temperatures in the near future. The sun has been shining and days are getting noticeably longer and this first sign of the approaching spring has been welcomed by all the residents of Pike Lake School. We would like to take this time to recognize all those who supported the Steak Night Event held on January 31st, 2013. It was an incredible success, with all the proceeds going towards the Centennial Celebration to be held on June 8th, 2013. Thank you to everyone who braved the cold to join us for a delicious steak meal, catered by Quinten from the Robin’s Nest Café in Vanscoy. We would like to congratulate the many door prize and raffle prize winners. Due to a tremendous amount of support from various businesses and individuals, we had 26 door prizes and 34 raffle prizes! Minister of Education Visits Vanscoy School
At the invitation of two Grade 8 students, Saskatchewan’s Minister of Education, Russ Marchuk, visited Vanscoy School on Friday, February 15, for a special celebration. Braden Rein and Josh Kemp extended the invitation to the Minister as part their responsibilities as Canadian student ambassadors for the World Education Games, an online educational competition focusing on math, science and literacy. Braden and Josh applied to be national ambassadors for the World Education Games last fall after Vanscoy School was chosen as a World Education Games Feature School. As ambassadors, they have the responsibility of planning a kick-off event at their school for the competition. The participation of the
Minister of Education makes their event even more exciting. Vanscoy School Vice Principal, Darin McKay, said the school was pleasantly sur-
prised when Minister Marchuk’s office indicated he would be attending the school’s World Education Games event.
“We gave the Minister a tour of our school and showed him some of the open learning environments we have created for our students,” McKay said, “but unfortunately we had to do it without Josh Kemp who was sick that day.” Minister Marchuk was also part of a special ceremony held over the lunch hour, he added. The lunch was catered by Robin’s Nest Cafe of Vanscoy. In their roles as ambassadors, the students wrote letters to their local politicians, to the Premier, to the Minister of Education and to the Prime Minister of Canada. They conducted interviews with professionals who use
math, science or literacy in their work and wrote a short paper about the importance of those skills. The students are also expected to promote the online competition with their local schools. Another focus of the competition is UNICEF’s School-in-aBox program, where participating schools fundraise to provide the supplies needed for 80 students to start school. Vanscoy School will be raising funds to support this important initiative. In addition to their responsibilities as ambassadors, Braden and Josh enjoyed an all-expenses paid trip to Calgary in February to

learn more about effective communication, including public speaking skills and speaking to the media. Vanscoy School became involved in the World Education Games through the school’s use of the Mathletics online math program. The company that created Mathletics is a sponsor of the World Education Games. World Education Games will be held March 5 through 7 and is open to students from ages 4 through 18. This is the largest online education competition and is free for participants.

My time as a Scottish Farmer

une 26, 2012. It was finally here – the day I would leave Canada and begin the adventure of a lifetime as an AgriVenture trainee in the rugged hills of Scotland! In a mixture of nervousness and excitement I boarded the plane and began the hopscotch journey that would take me through the United States and Holland before landing me in the land of lochs and hills. I couldn’t wait for the next four months to begin! After fifteen hours of travel time the plane touched down on the slick black tarmac of Glasgow International Airport at 12:45 pm. I was in Scotland! My first worry: finding my host family at the airport. It was easily resolved as I walked out of the arrival gate and Bobby Lennox greeted me with a huge grin. We piled my luggage into the back of the farm jeep and off I went into the great unknown! As we pulled into the drive I got the first glimpse of the farm that would be my home for the next four months. The 150 yearold stone farmhouse was backed by the hills of Glen Finlas and looked out onto the sparkling blue waters of Loch Lomond. Could it get any more beautiful than that? I was met at the door by Anne, Bobby’s wife, and then dropped my bags in my new room. A strange feeling about going to a new country is not knowing anyone or anything about the place, but the Lennox family made me feel right at home from the moment I walked in the door. My host family’s farm spans approximately 5000 acres from the western shores of loch Lomond to the head of Glen Finlas and climbs to a height of 2275 feet above sea level. In every direction, hundreds of white sheep dot the green of the hills and farther out a small herd of Galloway cross cattle graze. Coming from the flatlands of Saskatchewan, walking the hills of Scotland was a completely new experience and I had to catch my breath at the views. Patch worked dark green hills were divided by iron gray burns that were carved by the water rushing in constant streams to a large reservoir at the base of the glen. After making the climb to the top, looking around you can see for miles and, as cliché as it sounds, it really does feel like you are standing on top of the world! One of the first major tasks when I arrived was gathering the sheep from the hills in preparation for shearing. With nearly 5000 acres of sheep dotted hills, gathering takes a couple days and due to the steep slopes it is primarily done on foot with the help of sheep dogs. Over such a large area, without the help of the dogs, gathering would be nearly impossible. Even so, with bracken reaching almost to shoulder height, finding and rustling every ewe and lamb was a challenge. One ewe in particular, affectionately known as Noddy, was an expert at dodging capture. During one of my first gathers, with a big lamb at her

side, she moved up and down the hills, into and out of the bracken leading us on a wild goose chase that ended back at the fanks (gathering/holding pens) looking around to realize that Noddy did evade us and was nowhere to be seen.
Following gathering was shearing and with close to 500 sheep a day to shear we started early. My alarm went off at 6:00 AM and after a quick breakfast we headed out to the sheds to set up. At 6:30 AM, the shearers rolled in and shearing started around 7:00 AM. Bobby,
Anne, Kay (their daughter) and I kept the sheep moving and wrapped the fleeces before bagging and tagging them. Shearing finished near 5:00 PM and the sheep were moved back out to the hills. Following two more days of shearing, I got to pick up the shears myself and try my
hand at it. Watching professionals all day makes shearing look a lot easier than it actually is. After almost losing my sheep (multiple times) I got the wool off in ragged bunches and let her go back into the group. My first attempt at shearing would not be my last and I got
plenty of opportunities as the summer went by due to sheep like Noddy outsmarting us during gathering. As we brought the stragglers in I got to practice my shearing skills and by the end of October I was shearing on my own! Along with sheep, Bobby and Anne also run a three-bedroom bed and breakfast that can sleep a maximum of twelve people. In the mornings, I helped Anne with cooking breakfast, but after about two weeks, I was up making breakfast myself. Of course, on the menu was Haggis as well as Black Pudding. After getting past the ingredients, both are a delicacy of their own, although for some it may be an acquired taste! Through the B&B, I met people from all over the world, including a family from South Africa and a great couple from Guelph, Ontario who invited me to explore Glasgow with them for a day. In August, I met three trainees working around Yorkshire, England and we spent four days exploring Scotland’s capital city: Edinburgh. The Edinburgh Fringe Festival was laid out along the length of the Royal Mile stretching from Edinburgh Castle to Hollyrood Palace and was an enchanting mixture of arts and entertainment. It was easy to spend an entire day watching live performances and taking in the culture. On August 21 we attended the Royal Edinburgh Military Tattoo, which featured military musical talents from Scotland, Australia, Norway, United States and Canada for a spectacular night of celebration! The night was concluded with a haunting lament performed by the lone piper from the heights of Edinburgh Castle. There was never a dull day at the farm - my work involved many new and exciting tasks. When we weren’t gathering, shearing or processing sheep, we were making round bale silage, soil sampling, fixing sprayers or mending fences among many other things. With the majority of tasks involving outdoor work I learned a good deal about Scottish weather. Most importantly was that the weather changes five times a day so always wear your wellies they are a necessary part of your wardrobe that shouldn’t be ignored even when the sun is shining! I can’t believe how fast the time flew by while I was in Scotland. The four months I spent at Shantron Farm with the Lennox family was an amazing experience and I owe a huge thank you to both AgriVenture and the Lennox’s for making my stay such an incredible adventure. 2012 YEAR IN REVIEW

January started out the same way that January 2011 did and we were unable to have our first scheduled meeting of the year due to stormy conditions. However we were able to proceed with our February meeting. At this meeting our reelected officers from December 2011 were sworn in with Frank Orchard as President, Lorne Lambden as Vice-President, Donna Dreher as Secretary and Pat Orchard and Carol Radford as the Treasurers. A $300.00 donation was made once again to Telemiracle in March 2012. The 2012 Graduation Legion Bursary was presented to Kylee Junop by Rita Pfoh. During the summer the Delisle Branch purchased a large roll-up screen and donated it to the Town Hall for community events to use for slideshows, etc. Delisle Branch held our annual Remembrance Day Raffle to raise money and we were very successful again this year with many thanks to all the local and area businesses, plus Legion members and volunteers that sold tickets for our raffle. First prize was a two night stay at the Saskatoon Travelodge in a pool side room with a value up to $400.00 and the winner of first prize was Jennie Braun. 2nd prize was a $150.00 gift certificate from the Delisle Valleyview Golf Course and the winner of this prize was Judy and Terry Bentley. Darryl Nordal won third prize which was a gift certifi-
cate for $50.00 worth of fuel from Delisle Co-op. Thank you for the donations from our sponsors. A big thank you to everyone that bought tickets! A donation was given to the Ronald McDonald House in the amount of $500.00 for their expansion This year we received about 200 entries for the Royal Canadian Legion Poster, Poem and Essay Contest. Local winners are forwarded to Zone, District, Provincial and National Competitions. Winners at the National Level are displayed in the House of Commons. We appreciate the commitment from the students from Delisle Composite, Delisle Elementary and Vanscoy Schools for this contest. On Wednesday, November 7th the Delisle Branch held their annual Tea in conjunction with the Delisle Composite School Veterans Week Concert. Thank you to Mrs. Landry, Mrs. Dyck and the students of Delisle Composite and Delisle Elementary Schools for their hard work toward the success of this evening. Special thanks to Cathy Link and Shelby and Darla Christopher, Delisle and District Fire and Rescue, Orchard Transport and Delisle Co-op for their donations of door prizes for the evening. The donation of the Silver Collection from the annual Tea was given to the High School Fine Arts Program. Thank you to the Town of Delisle for the donation of the Town Hall for the Remembrance Day Service. The Delisle and Harris Branches provided tea, coffee, lunch and entertainment for the community until mid afternoon and many stayed to socialize. Thank you to the Harris Branch for their donations for the Service. Kelly Block who represented the Federal Government along with her spouse attended the Remembrance Day Supper and also we were very honoured to have two WWII Veterans, Walt Howe and Danny Arntsen at the supper along with their spouses. Dave Anderchek who represented the Town of
Delisle as Mayor, attended the supper with his finance. Donna Dreher was honored to have Connie Jo Wilson, Saskatchewan Legion Representative speak to her Grade 5 class. Ms. Wilson was on the Tour of Remembrance at the end of November, so her presence in Ms. Dreher’s class was of great value and importance. “Santa Claus Day” was held on December 15th at the Delisle Town Hall. The Delisle Branch would like to thank the Chamber of Commerce for their generous donation for the use of the hall to make this joyous day such a memorable one for all the children. The entertainment provided was “Singing with Sylvia”. The children anxiously waited for the special arrival of Santa Claus and Mrs. Claus. Hot dogs, juice, coffee and tea were provided to all that attended. Unfortunately the attendance was down this year but hopefully next year we will have a larger group of children.

Laura Multiple 4-H Wow we are already half way done our year. We combined our February fun activity with our general meeting and had a family fun time curling in Delisle, finished off by a potluck supper. We are gearing up for our annual Silent Auction and supper to be held on March 15, doors open at 6p.m, at the Delisle Composite School. Supper tickets and 50/50 tickets are once again being presold by our club members or our General Leader Phyl Rolston 306-493-2601 or Assistant General Leader Barb Kielo 306493-9091. Speech day, February 10, was a great success. Congratulations to our members for presenting their great speeches.

The Sandy Hills Light Horse Club had a fun filled weekend at Equine Expo. The members ran a booth at the show and sold the 4 H lottery tickets. A huge thank you goes out to Saskatoon Farm & Garden Centre who loaned the club a cool Gator to display in the booth as that is the first place prize in the lottery. The club raised money for their club and the provincial 4 H program. Members met on Wednesday Feb 20 at Gardner's to work on a leather craft project. Members made coin purses, luggage tags, key chains, crosses and wallets. Public Speaking will be held on Wednesday, Feb 27 at Circle Hall in Vanscoy. Good luck to all the members! candy canes.

Police advise Range Road 3081 is closing in March R.M. of Vanscoy police are advising that due to unfinished construction last fall on Range Road 3081 between Highways 7 & 14, this road will be closed to all truck traffic from mid March until the spring thaw and flooding is over. This of course depends on the weather.
Council has directed that strict enforcement be done regarding this. According to S/Sgt. Glenn Thompson, “We don't want damage to this road so we can finish it and increase weights allowed in the future.” If you have any questions please contact the R.M. office.

SASKATOON February 23, 2013 – On behalf of the Honourable Leona Aglukkaq, Minister of Health, Kelly Block, Member of Parliament for Saskatoon-Rosetown-Biggar, today announced federal funding that will support up to six new family medicine residents to receive training and provide medical services in the Province of Saskatchewan. “This partnership will bring more doctors to Saskatchewan,” said MP Block. "This project
will provide the necessary medical training for new family medicine residents and equip them with the skill set needed to practice in rural and remote areas throughout the province.” Working in collaboration with the Province of Saskatchewan and the University of Saskatchewan’s College of Medicine, federal funding for this project will support up to six residencies through a new threeyear family medicine program with enhanced
skills in either surgery or anaesthesia, designed specifically for physicians working in select areas. Funding from today’s announcement will help ensure the people of Saskatchewan have greater access to the right supply, mix and distribution of health care providers. It will also support the Government of Saskatchewan’s efforts around health human resources planning which aims to create and maintain a stable, adequate health work-
force in underserved communities. The Government of Canada is providing up to $3.4 million in funding over six years through the Pan-Canadian Health Human Resources Strategy which supports and facilitates innovation in health human resources to help bring about an adequate supply of health care providers while promoting optimal working conditions for Canada’s health workforce.

O
ne of the key components of the Saskatchewan Plan for Growth is our government’s commitment to balanced budgets. Our record in this area is strong – we’ve had balanced budgets every year since 2007. Last weeks’ release of the 2012-2013 Third Quarter Financial Report shows that we are on track to do the same thing this year, despite falling resource revenues. Those declines are being offset in large part by the benefits of growth, including a growing tax base
thanks to higher employment and record population growth. The Third Quarter Financial Report projects that we will finish the 2012-13 fiscal year with an $8.8 million pre-transfer surplus. That’s down from what was in the budget, mainly due to increases such as: • $50 million for highway improvements; • $40 million for the Provincial Disaster Assistance Program; up $110 million in total over budget; • $47 million for AgriStability, AgriInvest and Crop Insurance; • $10 million for snow removal and ice control
on provincial highways; • $4 million for increased usage of the Graduate Retention Program. Not only does the budget continue to be balanced, we are doing this against a backdrop of no increase in government debt and with a healthy balance of more than $660 million in the Growth and Financial Security Fund. Fiscal responsibility is an important element of the Saskatchewan Plan for Growth. Without it, achieving the plan’s ambition goals will be even more of a challenge. If we want to grow our province to 1.2 million people by 2020, double
our exports and continue to invest in programs and services important to you and your family, we must be prudent. In the coming weeks, MLAs will return to the legislature for the spring session. Shortly thereafter, we will announce our next budget. Not only will it be balanced, it will further reflect our government’s commitment to ensuring the benefits of growth are used to improve the quality of life for all Saskatchewan people. Together we will maintain the Saskatchewan Advantage and continue to move our province forward.

The opposition speech by the Florida Governor was well prepared, however it
was a textbook outline of the currently unpopular extreme right wing position of cutting programs to achieve small government and resisting taxing the rich; clearly out of step. As for economic policy, Obama spoke like a true leader. His recommended steps were clearly laid out so the Republicans had little room to oppose. Pulse Producers Eligible to Claim 53% of Check-off Contribution for Tax Credit Growers who contribute pulse check-off dollars to the Saskatchewan Pulse Growers are eligible to earn a federal investment tax credit through the Scientific Research and Experimental Development (SR&ED) program. The tax credit is based on the amount of check-off funds spent on research and development that meet specific criteria as set out by Canada Revenue Agency.

Of this total, 53% is eligible to earn an investment tax credit. This resulting checkoff amount is eligible to earn an investment tax credit up to a maximum of 20% for individuals and up to a maximum of 35% for corporate growers that are Canadian

To claim the federal tax credit on their tax returns, growers must file a T2038 (IND) for farm proprietorships or a T2SCH31 for farm corporations. Corporations are also eligible for the 15% Saskatchewan R&D tax credit for research performed in Saskatchewan, using Schedule 403
to claim the credit on their tax returns. All check-off investment tax credit applied against taxes payable or refunded must be reported by the grower as income in the subsequent year.
