Vanscoy & District Early Learning Centre Celebrates Child Care Month in May
he Vanscoy and District Early Learning Center is celebrating Child Care month in May. The child care advocacy of Canada promotes quality child care and states that “experts agree that a high quality child care system provides all children with excellent learning opportunities to optimize their physical , cognitive, cultural, social and emotional development; experts also agree that development suffers when children experience poor quality care.” The Vanscoy and District Early Learning Center is staffed with 7 qualified educators that are always work-

ing hard to ensure children ages 18 months to 12 years have the best care available. The Ministry of Education offers workshops to staff and management of licensed centers with the focus on the newest research on Early learning in Canada. This is apparent when you see the children learning and exploring in many different ways. Music is always a big part of Early Learning. Sheila Cole teaches the Early Learning Music Program for the Center, with each room receiving a music program 1-2 times each week. Physical activity is also an important part of a child’s day. n Saturday, April 21, over 300 supportive family, friends and community members came together at the Delisle Curling Rink for the benefit of one special little girl, Avery Norris. The evening started off at 6:30 with Happy Hour, with the bar being run by members of the Bruins Hockey Team and The Diamond Dogs Ball Team, both of which Kris joked "he spent many seasons sitting on the bench for." The Silent Auction, which had over 130 items ranging in value from $5 to $2500, began at 6:30 as well. It didn’t take long for the masses of people to be attracted to the end of the rink to start the bidding. A special thank you to

Nancy Durham and Meg Wagner for all their hard work setting up the auction, making sure it ran smoothly and arranging for all the wonderful ladies who assisted them that evening. It was a huge success! A table was placed near the door which had a display of pictures on it of Avery. It showed her throughout her 3 1/2 years doing her different therapies and activities, her favourite being anything in water! There were also information sheets about Rett Syndrome for anyone to take. Also, colouring books that explain the disorder were set out and were enjoyed by the many children in attendance (continued on page 8)
Skate Delisle Wraps Up a Successful Season

kate Delisle held its year-end Carnival on March 25 at the Delisle Centennial Arena. This year's theme was "Broadway" and skaters performed their programs to hits from musicals like Phantom of the Opera and The Lion King! The finale

Editorial Trees are budding, the lawns are turning green and the early rains are keeping our roads soft and muddy. I will take a soft road over a snow drift any day ! This is the time when we need to look ahead at the coming months and make good use of our time before the frozen white stuff returns us to another 6 months of hibernation. In this month’s issue we are featuring gardening and golfing. I don’t think I know anyone that doesn’t enjoy one or both of these activities. Gardening you can do anywhere in your yard or in a pot full of a dirt. A very individual activity. Golf on the other hand you have to do somewhere else, but not that far from your yard. There are many places to take your bag of clubs that are less than a hours drive from here. If you want a full blown 18 hole course, you have Moonlake down on Valley Road. The other direction will take you to Perdue Oasis, which is under new management this year and will be open later in May. If you want a shorter game on a 9-hole course, we have Delisle Valleyview right here. There are also 9-hole courses in Biggar, Rosetown, Milden and a little gem in Outlook. If you are a beginner, just need to work on your short game or want to take the kids out for some fun, you can’t go wrong with a trip to a Par-3 course. Moonriver on Valley Road is an excellent, secluded 9-hole course where you can enjoy yourself without the formality of an actual country club (think bare feet, no shirt and cool beverages in the bag). There is also an 18-hole Par-3 just a mile from there, though a much less secluded setting. And right in between these two spot is the Clubs Driving Range where you can get out some frustrations with the big club while you work on your long game. If everything goes well, I will be at many of these places, many times this summer.... how about you? Ken Sowter, Editor

Collecting Electronics to Bring Music to Senior’s Lives Harris, Sask. April 17, 2012

he “Music for Memories” program begins today in rural Saskatchewan. Recent studies have proven that Music Therapy can improve a senior citizen’s quality of life and one Saskatchewan citizen is asking for your help. Carol Skelton of Harris with the assistance of CJYM/CFYM radio is looking to collect gently
used iPods, CD players, and mp3 players to provide music to seniors who may not be able to purchase a device of their own. “We need to bring music into the lives of those who may not be able to afford it,” says Mrs. Skelton, “I can only imagine how this would have benefited my parents.” Music Therapy has been proven to improve the lives of seniors that are battling dementia or Alzheimer’s disease.
In a recent viral video campaign, viewers were exposed to the miraculous effect that music can have on a patient who is normally described as mute. Mrs. Skelton feels that the opportunity is there to enrich the lives of seniors in and around our province. Any gently used electronic device donation would be greatly appreciated. First Biojet Test Flight Program to Use New Resonance™ Energy Feedstock Launches in Ottawa April 18 2012, Ottawa grisoma Biosciences Inc. today unveiled the first comprehensive flight program in the world to use biojet fuel produced from new Resonance™ Energy Feedstock. Resonance is a new industrial oilseed crop, derived from Brassica carinata, with an oil profile optimized for use in the biofuel industry, specifically biojet fuel. The program will evaluate Honeywell Green Jet Fuel™ refined from Resonance feedstock oil produced in Saskatchewan. The flights, conducted in partnership with the National Research Council of Canada (NRC) in Ottawa with funding from the Government of Canada's Clean Transportation Initiatives, will evaluate the Resonancebased biojet fuel under a number of flight conditions to provide the world’s first ever realtime, in-flight emissions measurements for a biojet fuel.

COUNCIL REPORTS TOWN OF ASQUITH Asquith Town Council held its regular council meeting on April 10, 2012. Notice has been given by the Potash Tax Sharing Board that the Town's estimate for 2012 will be $30,764.13, an increase of $4,893.75 over last year. Jim Stack was awarded the contract for cemetery maintenance for the 2012 season; Graham Contracting was awarded the contract for street sweeping. Bylaw No. 1-2012, a Bylaw which changes the title of Administrator to Chief Administrative Officer was passed. Bylaw No. 2-2012, a Bylaw which requires a criminal record check to be submitted along with Nomination forms for municipal election was passed. Council has proclaimed May 29, 2012 as the third annual "Day of the Honey Bee" to raise awareness of the plight of the honey bee. A community event license was issued to the Asquith Community Development Corporation for a beer garden to be held at the Pro Bull Riding event on Thursday, May 31, 2012 from 5:00 pm to 2:00 am. An extension to the Noise Bylaw was also given for this event. The 2012 school mill rate will be the same as 2011: Agricultural property 3.91 mills, Residential property 9.51 mills, Commercial property with an assessment of less than $500,000 12.25 mills and Commercial property with an assessment of more than $500,000 ranges between 12.25 mills to 18.55 mills. There has been formal notice also given by the Provincial Government that as of January 1, 2013 there will no longer be any discounts given on any school taxes paid. The sports grounds maintenance contract was tendered and all quotes have to be received by April 24, 2012. The Asquith Co-operative Association will be planting some trees at the Asquith Cemetery as part of a Legacy Project. The Town will also be planting some trees around Town on boulevards, in the sports grounds and in the cemetery. Once the streets have been swept and the Town Maintenance crew has cold mix asphalt delivered, pothole patching will occur throughout Town. The Community Garage Sale will be held on Saturday, May 5. Put balloons out by your driveway to indicate that you are participating in the garage sale. This is a good time to clean out treasures you no longer need so that others can enjoy them. The Seniors will also be holding a pie, coffee, soup and sandwich sale on May 5 from 9:30 am to 2:00 pm. This lunch will be held at the Asquith Seniors Center on Main Street.
A Recycling Stewardship Program will be in Town in a few weeks to do a cardboard audit on how much cardboard the Town is recycling thru its carts. This will be done by randomly picking carts to see how much cardboard is included with other recycling. While doing your spring cleaning, remember that the landfill hours are from 9 - 5 on Saturdays and Sundays and from 9-1 on Mondays.
The Committee will be gathering information from residents regarding emergency situations should they occur. A Recreation Committee has been formed to deal with the future of the Vanscoy Arena. If you missed this meeting and would like to sit on this committee or need more information, contact the Village Office.
TOWN OF DELISLE
A fire ban has been issued. Until further notice, Council is requesting that all ratepayers avoid controlled burns. This also means not even using burning barrels. As a reminder, the R.M. is participating in the Sask. Scrap Tire Corp. scrap tire clean up. The Pike Lake and Grandora landfills will be open from April 23rd to May 7th from 9:00 a.m. to 5:00 p.m. Both landfills will be closed on Sundays during this period. They will be accepting all rimless, clean tires free of charge. This is a one-time only free program. This is a great opportunity to remove all scrap tires on your land. The Vanscoy Multiple 4-H Club will also be having a community round-up day on Saturday, April 28th. You can call 221-1490 to have your tires picked up. Please remember that Bylaw No. 4-1998 states that “No dog shall run at large in the Municipality”. Any person who has been found guilty shall be liable to a penalty of $75.00 for the first offence and $150.00 for the second and subsequent offences. The assessment roll for the R.M. will be open from April 27th to May 28th. Assessment notices were mailed out to anyone who had a change in their assessment as well as any change of ownership. Council approved eight applications for development and building permits at their April 10th meeting. There were also two applications to subdivide that were approved. The next meeting of Council will be held on Tuesday, May 8th. Council will be considering implementing a bylaw regarding clubroot. Clubroot is a serious disease of cruciferous plants such as canola that can cause devastating yield losses. It is a soil borne disease that is easily transferred via contaminated soil residing on equipment, seed, etc. and there are limited options for controlling this disease. Clubroot was confirmed in Saskatchewan in October 2011 to be present in two different locations in north central Saskatchewan. It has been declared as a pest under The Pest Control Act. Delisle Town Council held a regular meeting on April 10. Council acknowledged that no individuals wished to address the issue of the proposed annexation of parcel ‘C’, Plan 101486796, Extension 19 (Parcel No. 147206279) and NE 19-34-8-W3, Extension 1 (Parcel No. 119279379) into the corporate limits of Delisle. The Town will equally split with the Recreation Association, the cost to purchase and set up an Atco trailer as an additional dressing room for the arena. Council approved and accepted the 2012 operating budget as presented with an anticipated budgeted surplus of $70. The 2012 municipal tax rate was set at 6.4 mills, no change from last year. As well, the school mill rates will remain the same as last year. Bylaw No. 2-2012, being a bylaw to establish a municipal base tax to be used in calculating property taxes was read three times and carried. Both residential and commercial base tax will increase by $50 to reflect the implementation of the new curbside recycling program. Capital projects included in this year’s budget: - finishing the storm sewer system on 1st St. East, 2nd Ave and Main St. - installation of water and sewer services in a new subdivision at the North end of Valleyview Dr. - installing new doors and windows on the east, south and west sides of the Town Hall. - purchase of a newer gravel truck.
VILLAGE OF VANSCOY Assessment Roll for 2012 is now closed and no further appeals can be made. Council will be finalizing the budget soon and a mill rate can be set. There is no change to the Prairie Spirit School Division mill rate. Tax notices will be sent out in July. Back lane pick up will commence in early May. Place your yard waste, leaves and tree branches for pickup in the alley. Don’t forget the EMO Meeting on Monday May 7 @ the Circle Hall at 7:30 pm.

Prairie Spirit (West) Band Students Receive Top Awards at Festival
A
udiences at the Twin River Music festival held in Dalmeny were entertained by a variety of performances. One of the most interesting performances was Groovesicles – a percussion ensemble written to be performed on kitchen items such as saucepans, spoons, a milk jug, an electric mixer and a pasta box. Six percussion students from the Prairie Spirit (West) Band program performed this for adjudication as well as at the final Awards Concert. These students are Jared Cook (Asquith), Connor Judkins (Delisle), George Hembery (Borden), Tyrell Sargent (Borden), Rylee Fyson (Perdue) and Matilda Vranjes (Borden). The Prairie Spirit (West) Band program, led by Ms. Kendra Worman and Ms. Heather Wolfe was well represented at the 11th Annual Twin Rivers Music Festival held in Dalmeny from March 26th to 30th. This year all of the bands – Beginner, Junior, Senior and Jazz participated in classes at the festival. Senior band entered the National Anthems class with performances of “O Canada” and “God Save the Queen” while Jazz band performed “Route 66” and “Latin Journey” in the Jazz Ensemble class. Prairie Spirit (West) Junior Band performed two selections in the School Band class– “In the Hall of the Mountain King” from Peer Gynt Suite and “Mystic Legacy”. The Beginner Band performed “Eagle
Summit March” and “Blues Adventure”. A number of duets and ensembles made up of members of the band from different communities also represented the band program. These included a saxophone duet performed by Jessi Gilchrist (Asquith) and Aryn Polischuk (Borden), a duet for tuba (Dayne Whelan – Asquith) and baritone saxophone (Jonah Krahn – Vanscoy), a duet for tenor saxophone (Rylee Fyson – Perdue) and trumpet (Jessica Nicholls - Perdue) and an ensemble for brooms and a large piece of plywood called “Brooms and Boards”. This was performed by the group called “The Janitors” made up of Asquith students, Dayne Whelan, Jared Cook, Emma Fleischfresser, and Nadia Jobs. The Whelan family from Asquith – Dayne (tuba), Liam (trumpet), Garrett (tenor saxophone) and Brynn (percussion) performed in the Ensemble Class. Students were also encouraged to participate in solo classes. This involves extra practice preparing a solo or solos and working with an accompanist to prepare their festival performances. Students performing solos at the festival this year were Sarah Blom (Vanscoy violin), Katherine Cole (Vanscoy -flute and violin), Amy Blom (Vanscoy -flute), Aryn Polischuk (Borden -alto saxophone) and Jessi Gilchrist (Asquith flute and alto saxophone). The adjudicator for the instrumental classes
was Gene Aulinger. Gene currently works with the North Battleford City Kinsmen Band, Battlefords Concert Band, and Light of Christ Roman Catholic School Division Bands. Previous to that, Gene was with the Living Sky Public School Division. He directed the high school band and choir and was the music consultant for the division for sixteen years. Previous to his time in the Battlefords, he was a full time Band director with the Kindersley School Division for fourteen years. The final Awards Concert was held on April 1st, in Dalmeny to recognize the achievements of the students. The top instrumental award – The Musical Distinction Rose Bowl and Scholarship was presented to Katherine Cole for her outstanding performance on the flute. Jessi Gilchrist (Asquith) was presented with the Senior Outstanding Musicianship Award, Aryn Polischuk (Borden) received the Open Instrumental Scholarship, Amy Blom (Vanscoy) received the Junior Outstanding Musicianship Award, Katherine Cole (Vanscoy) was presented with the Senior Sacred Music Scholarship and the Groovesicles percussion ensemble received the Centennial Legacy Scholarship. DELISLE COMPOSITE SCHOOL Happy Spring from Delisle Composite School! This last week, report cards were handed out and interviews were held on April 24 and 25. Term four has begun! The SRC put on a spirit week this month, finishing with a Gym Blast. The SRC is also putting on a wake-athon on May 4th, with proceeds going to the Friggstad family in Outlook. They are also running the concession at the local track meet. Thanks to the SRC for all their hard work! In terms of sports, badminton season is almost finished. The junior team first travelled to Duck Lake, then hosted the second round of playoffs, with a few teams making it on to Rosthern. Congratulations to Garth and Quyn (mixed doubles), Reid and Zach (boys doubles), and Evan (boys singles.) The senior badminton team went to Allan for their first round and hosted the second round as well. Congratulations to Maddie (girls singles) and Kaylee and Ashton (girls doubles). The track group has been busy training afterschool. The date for the local track meet has BEEN CHANGED FROM MAY 2 to MAY 8. Good luck to all our athletes at the many track meets in May!
A huge congratulations goes out to all of the grade 7 and 8 students who represented DCS at the Saskatoon Regional Heritage Fair at the Nutana Curling Club on April 19 and 20. Fifteen projects went in and everyone did an amazing job! Six awards were handed out to Delisle students: Destiny won the SK Archival Award for using original documents in her research; Natalie won the SK History and Folklore award; Shelby won the SK rural families award, and Morgan, Megan, and Bailey/Sydney progress to Moose Jaw for Provincials! Great job everyone! A reminder to grade 12 students, on May 1 local scholarships are announced. Deadlines for these scholarships is June 1. There are $10,500 worth of scholarships provided by local organizations and businesses. See Mrs. Kielo for details. In other news, the DCS travel club went to China over the Easter break for an exciting and culturally rich trip. The DCS choir class and extra-curr choir groups sang at the Twin Rivers Music Festival in Dalmeny, even winning a scholarship. The drama group is busy preparing for their musical "Unhappily Ever After". The Health Promoting Schools
group finished their healthy eating challenges, and are selling smoothies this week in the foyer. Upcoming events include the spring Coffee House, and prom, both slated for later in May. Finally, congratulations to the March and April Rebels of the Month! March Junior: Eliisa is a grade 7 student that has participated in many activities like curling and volleyball, handbells and band. Senior - Katherine is a grade 10 student who is active in band, jazz band, choir, handbells. The Group Rebel of the Month were the junior girls and senior mixed curling teams, for the Division championship wins. April Rebels of the Month: junior - Bailey and Sydney, very involved in many school activities but their awesome heritage fair project drew crowds of people! Senior Zach S. Zach is a grade 12 boy recognized for his leadership on and off the basketball court. He also played football and is a great all-around student at DCS. Group Rebel of the Month - our provincial wrestlers! They were great ambassadors for our school. Congratulations to Bret, Ashley, and Kamry. Great job to all of our students on their accomplishments!
Our Bingo Night fundraiser, on March 29, was a huge success! Thank you to all who came out to support our school. We raised a lot of money for the school and had lots of fun. Badminton season has now come to an end. Students attended division playoffs at Constable Robin Cameron Education Complex. Students had a successful day and all played
well. Our Track and Field season is now underway. Students will be practicing over the next few weeks in preparation for the division meet taking place on May 16th. Grades 5 to 8 participated in our annual senior Gym Blast, which was on April 20th. Fun was had by all and each team did an excellent job with the victory going to the Tiger Cats, good work! Students
are eagerly practicing as we are getting close to the date of our annual Fine Arts Performance that will be taking place on May 1st and 2nd. LORD ASQUITH SCHOOL
Spring has certainly sprung here at Lord Asquith School this month. On Wednesday the gym was full of hopping, jumping, springing children in the “Jump Rope for Heart” fundraising event for the Heart and Stroke Foundation. Thanks to all the participants and to Mr. Cook for overseeing the event. Mother’s Day is coming up soon and the elementary classes are working hard (and secretly) on surprises for their Moms. The elementary track and field day is scheduled for June 7th this year. Come out and cheer the athletes. Learning Journeys presentations were made by the Grade one class who reported on “Egg-Laying Animals” and the Grade three class who built bridges out of drinking straws, pins and tape, and then tested them for load
bearing strength and wind resistance. A lot of hard work was put into both projects. Grade four has almost completed their quilt. This year the theme was environmental concerns. The finished quilt will again be donated. Grade five has just finished up some intense AFL writing testing. All grade five and eight children in the province are tested and the results sent to the government. Grade five is also involved in a new health project about bullying. They are sure to come up with some innovative ideas to deal with this problem. Grade 6, 7, and 8 are in rehearsals for Junior drama. Their play this year is an ‘audience participation Whodunit’ titled “My Lips Are Sealed”. The Senior drama, grades 9 to 12, will be presenting the play; “Nothing But
the Truth”. Both plays will be performed in June. Watch for tickets to go on sale soon for the dinner theatre. Travel Club is working hard to raise funds for their trip to Germany, Italy, and Switzerland in the spring of 2013. They will be having a burger sale at Canadian Tire on Sunday, May 20th. They will also be running the booth at the PBR event held in Asquith on May 31st. The senior girls’ double badminton team are advancing to the next round of playoffs. Cassidy Oborowsky and Catherine Goyette will represent the school in Martensville this weekend. Track and field will be starting up soon; sign up for events is already underway. With the change in seasons, activities at the school are in full swing; keep an eye open for upcoming events.
PIKE LAKE SCHOOL Spring has sprung at Pike Lake School! Our young students are celebrating the arrival of spring most excitedly on our playground. It is a great pleasure to watch our students as they explore the excitement of spring; watching caterpillars and ladybugs wiggle around and taking note of the arrival of the Pelicans to Pike Lake. Indeed our students were extremely lucky as the Pelicans were kind enough to do a “fly” by our playground during recess time in the middle of April this year. The spring also brings the creation of fresh outdoor adventures for students demonstrated by the digging of trenches, and the building of sandcastles, and the preparation of sand cupcakes in the freshly thawed out sand. This being said having students explore and learn through the outdoors is extremely beneficial not only during recess times or during their free time at school but also during their academic instruction as well. Hands on learning with connections to the natural world will be guiding the students experience in the next few months at Pike Lake School. As students learn about the world
around them - bugs, plants, wildlife, and weather. They will be taking an active role in the learning process by exploring their own outdoor interests and wonderings. Thus students will be developing a new found knowledge or trust of the natural world along with a deeper understanding of the importance of the beautiful world around them. So exciting! Some of our current plans include classes occurring outdoors, nature club beginning, outdoor classroom spaces being researched and developed, watching larva turn into butterflies, hatching of chicks, bat house building, worm composting, presentations from guest speakers, outdoor yoga and relaxation, and an outdoor garden. We live in the most beautiful place with nature all around us. We are looking to explore it more and more in our classroom. In order to continue on this wonderful journey we would love input from the community. Please feel free to contact the school if you have an interest in speaking to our students about a unique experience that you have had in the natural world, an artifact
or collection that you possess. Moreover if you are looking to part with some natural treasures such as willow furniture, sculptures, First Nations artifacts, lanterns, sea shell collections or even large rocks or tree stumps our school would gladly accept these treasures to use in our indoor and outdoor classrooms. The students and staff of Pike Lake School are looking forward to our newest learning adventure as we further develop our “living” classroom. We will keep you informed of this amazing project! Police Patrol May is Missing Children’s Month Cst. Sheryl Raymond In Canada, thousands of children are reported missing every year. It is hard to imagine the fear, grief and despair of parents who do not know where their child is or if they will ever see them again. Child Find Canada is an organization that works cooperatively with Provincial Child Find offices and agencies involved in the area of child protection. Child Find Saskatchewan is a Provincial charitable organization for Saskatchewan that educates and advocates for the protection and rights of children and youth. They promote awareness of the issues relating to missing children and believe that "A Missing Child is Everyone's Responsibility". Their objectives are: - To locate and reunite missing children with their lawful parent or guardian - Increase public awareness of the need to protect children - Provide educational programs on personal and internet safety
- Support families of missing children through their Connecting Families program When a child goes missing, it becomes everyone's responsibility. Here is what YOU can do to help: Take time on a regular basis to talk to your children about safety. Child Find Saskatchewan encourages parents, guardians, and other trusted-adult role models to spend time talking to kids and teaching them ways to be safer. Repetition is key for kids to retain and remember safety messages. Donate to support Child Find Saskatchewan's programs and services. Vanscoy & District Early Learning Centre (cont.) The Center has a large recreation room used for active games to allow the children to run and play, and the large fenced back yard gives the children the opportunity to get fresh air and explore. Since September the children have had the opportunity to have the Delisle Fire Department, RCMP member and the public Health Nurse come to the center to do presentations for the children. Some of the children have also had the opportunity to experience outings, the preschool children went to the dinosaur exhibit and the Delisle vet clinic. The toddler children went to the Discovery museum and Pops coop’s exotic animals. The school age children
went sledding in Delisle and to the reptile show on non-school days. The summer program is looking very exciting with many activities going on. Our summer camps include Outdoor fun, Sports Week, Imagination week, and Science explorers. The Center is nonprofit and charitable, therefore the center is run by a Board of Directors that are parent volunteers. Volunteers are a big part of the operations of the center, parents volunteer for things such as cleaning, room helpers, and laundry duty, we would like to thank these volunteers for all they do. Parents are a large part of any child care program so we work together with parents by
offering a parent education program monthly, this program is open to all members of the community. A big thank you goes out to Agrium who has supported our center through donations each year. These donations go to extra expenses such as educational materials used with the children. The center is partial funded by the Early Years Branch of the Ministry of Learning but it only covers a portion of the expenses. Be sure to give appreciation to the hard work that your child care provider gives to your children, they are helping your children to become life-long learners .

2012/13 Prairie Spirit School Calendar Approved

t its regular meeting on Monday, April 2, the Prairie Spirit Board of Education approved the 2012/13 school calendar, as voted on by Prairie Spirit staff members. Students will return to school on Tuesday, September 4, 2012, following the Labour Day long weekend. Teachers return to school on Monday, August 27. The 2012/13 Prairie
Spirit calendar includes a February break for both students and teachers. The Prairie Spirit Professional Support (Calendar) Committee was given the task of developing the school calendar and presenting options to staff members. The Committee included Board of Education trustees, teachers, staff members, parents and students. At the end of March, all
Prairie Spirit staff members were invited to vote on the two calendar options presented by the Committee. The Board commended the Committee for its thorough and consultative approach to the development of the calendar. The calendar that was chosen received 90% of votes from staff.

At 8:30, a short program began with Stephen Norris, Avery’s uncle, as MC. Stephen outlined what Rett Syndrome is and spoke of what Kris, Mel, Avery and Colby have been through together as family. He spoke of the trips to the United States, the different therapies and the modifications needed to be made to their home to ensure Avery’s mobility is not restricted. He then introduced our local MP Kelly Block. She encouraged everyone to learn all they can, as she has, about this rare disorder and also to support the Norris family along their journey with Rett Syndrome. Darren Sekulich from the Delisle Coop then made a generous donation on behalf of the local board. Ron Jennings from Agrium Vanscoy Potash Operations then spoke and congratulated the Delisle on their level of community spirit. Last but not least, Kris, Mel and Avery said their heartfelt thank you's to all in attendance. A dance started at 9pm with music supplied by Absolute Entertain-
ment and generously sponsored by Len Hopkins of Integra Tire in Outlook. The silent auction wrapped up at 10pm followed by an awesome lunch of wings and ribs from

4 - H News Laura Multiple 4-H On March 30th we held our Supper and Silent Auction at the Delisle Composite High School. A huge bouquet goes out to everyone that made donations to this event as well as to everyone that came out to support. It was a fun evening and a good fundraiser for the club. In May we will be having a Murder Mystery supper as our Fun Activity. We will also be getting ready for our Achievement Day that will take place in June. On April 28, as a fundraiser, they assisted the RM in collecting scrap tires. The club opted to not participate in the PFRA tree distribution this year, freeing up this fundraising opportunity for another club. Judging day will be May 26, where all members will learn how to judge various types of animals.
Artistic Students Province-Wide Participate in Local Movement SASKATOON, SASKATCHEWAN tudents attending Delisle Composite School will be artistically working to reveal their interpretation of ‘local’ and are vying for Cover Page placement on the fall issue of the LocalSask Holiday Guide.

The local movement has become more prominent in recent years and LocalSask.ca is planning to further encourage and simplify the search for local goods by publishing twenty-five thousand Holiday Guides. ‘Made in Saskatchewan’ products and businesses will be displayed in a catalogue style setting, with complete details, photos and ordering information. ‘Involving the students in the design of the cover page and seeing what ‘local’ as a concept means to them is a natu-
ral extension of what we are trying to achieve,’ says Marsha Lemon, the entrepreneur behind LocalSask.ca. ‘The local movement includes more than just the foods we eat and also takes into account our artisans, crafters, authors and musicians.’ A total of twelve schools within Saskatchewan were randomly chosen to participate and will include submissions from Buffalo Narrows, Carrot River, Cut Knife, Delisle, Glentworth, Hudson Bay, Meadow Lake, Montmartre, Prince Albert, Warman and Young. One selected image will become the cover page of the guide, with the four runner ups guaranteed a ¼ page spread within the publication itself. Artists will retain their own copyright and will not be restricted when it comes to the future sales of
the image or original artwork. ‘The potential exposure for the artists is exceptional,’ says Lemon. Twenty thousand issues will be distributed though the Saskatoon Star Phoenix and the Regina Leader Post with the remaining five thousand to be direct mailed and distributed at tradeshows throughout Saskatchewan. The guide will also be available online. All images submitted will be posted to www.localsask.ca and the LocalSask.ca Facebook page after June 2, 2012. The public is encouraged to support the emerging artists by viewing, sharing and commenting on images shown . olf continues to grow in popularity every year. People of all ages enjoy the experience. Golf provides physical exercise (especially if you walk 18 holes !!), as well as the mental challenge of ‘getting in the zone’ to make the perfect swing. The time in between ball strikes is shared with the others in your group, providing an opportunity to enjoy the company of friends or family in a world where opportunities to be together are far fewer than one might like. The involvement of youth in golf has proven to be a tremendously positive place for them to burn off energy and learn the focus and discipline required to improve at the game. It also teaches the younger players good sportsmanship, after all it is a ‘gentlemens game’. Here in the RM of Vanscoy and surrounding area, we are blessed with access to many quality golf courses. We all know about the new Dakota Dunes course at the casino across the river. You likely have been to the Willows course or some of the many other courses available in Saskatoon. Moon River Golf Club Last spring the effects from the flooding of the river caused a long delay in the opening of the Moon River Golf Club. hey say gardening is the ultimate form of hope. You plant tiny seeds in the absolute faith that something grand will grow. No garden design is ever finished. Plants fail, tastes change & weather is unpredictable. Your garden may not have followed all the gardening basics or be designed on paper, but the more thought you put into what you want and what you like or dislike about your garden, the better your garden will be next year. Instead of resolving to eat healthier & exercise more, make some resolutions for your garden: 1. Learn from Last Year’s Mistakes At the end of every gardening season I look over my list of disappointments and make notes of what not to plant next year or what to watch out for earlier in the season. Then I open up my seed catalogs and order things that I know very well will struggle for survival in my area. Just this once, I think I’ll show myself some respect and actually listen to the cautions I took such pains to jot down. 2. Start off on the right foot Now that I’ve reviewed what worked and what didn’t, I’ll take a moment to consider what plants will be happy in my sunny, sandy, humid garden. They say a healthy plant is better able to withstand diseases and pests, so my next resolution will be to keep my plants healthy and happy.

3. Mulch Early Every spring I wait to see what plants have self-seeded and which tender perennials made it through the winter and will be putting in an encore appearance. I’m always delightfully surprised, but I am also way behind in mulching my garden. Waiting for flower seedlings to emerge means I’m also giving weed seedlings time to pop up everywhere. This year I’m going to mulch early. If I lose a few self-seeders, I’ll make up for it with more time to plant because I’ll be doing less weeding. 4. Become Pro-actively Organic I've been gardening organically for several years now, but there are times when I've just thrown in the towel, because I didn't have an organic cure for black spot or wilt or Japanese beetles or whatever. Now that most of my garden is running pretty smoothly on the rich organic soil I've built up over the years, I'm going to start to focus more attention on the balance of integrated pest management (IPM) throughout my yard.

5. Plant More Shrubs

There was awhile there where new perennials were the holy grail of the gardening world. We went crazy every time a Hosta showed a new stripe. Trees and shrubs were for common landscapers, not cultivated gardeners. Well, have you seen the shrubs out there on the market recently? They're textured. They're colorful, They have flowers and berries. They don’t require months of endless pinching and primping. I'm resolving to add more shrubs to my borders and to simply learning more about the shrubs that are available.

Along the same line as planting more shrubs, I resolve to make better use of plants with interesting forms and texture and perennials with colorful foliage. No plant blooms incessantly all season, but there’s no stopping great foliage.

7. Plant more Fragrant Flowers There’s not been much point in stopping to smell the roses lately. Most of them have no scent at all. Like a flavorless tomato that was bred to ship without bruising, flower breeders fed out need for longer bloom periods and larger flowers, at the expense of fragrance. I want the same thrill I get when the lilac buds start to open, every time I walk into my garden. I’m going to be looking for seeds of old-fashioned flowers that perfume air. 8. Be More Daring with Containers Too often my containers are used to house plants that I couldn’t find a spot for in the border. There’s not much planning or thought behind my combinations when that happens. Even when I plan, I tend to hedge my bets with plants I know will perform long and well in a pot. This year I want to use a little abandon with my containers. I think I’ll allow impulse to point me toward brazen and potentially ridiculous plants, just to see how they work out. 9. Push my Vegetable Garden to the Limit Last year I finally convinced myself that 6 tomato plants were plenty for someone like me, who doesn’t particularly like fresh tomatoes. Well 2 of my plants succumbed to a blight early in the season and my Brandywine was mislabeled and turned out to be a cherry tomato. This year I’m going for bounty. Let’s face it, half the fun of vegetable gardening is harvesting baskets of produce. There are plenty of places to donate what I can’t use, so why am I holding back? 10. Plan for Fall in the Spring Fall bloomers are a hard sell in the spring. We want instant gratification after a long, dull winter and a bunch of plants that languish for 3 months of the growing season just don’t have that great an appeal. But fall is such a beautiful season and the garden can really come back to life as the cooler weather sets in. Hunt out plants that bloom, fruit and flare into color in the fall. And to complement that plant pumpkins, winter squash, gourds and corn - just for the stalks.

elisle United Church marks a ‘Century of Faith’ in 2012. A 100th Anniversary celebration is planned for Sunday, May 27. It will begin with a Special Worship Service at 11am in the Delisle United Church, conducted by Rev. Jordan Cantwell. A light lunch and refreshments will be served at the Delisle Town Hall (1:30-5pm), followed by an afternoon of visiting, reminiscing, singing and a display of memorabilia. Supper will be served at 5pm. The Delisle United Church history began soon after the settlement of the district in 1901, when the Methodist and Presbyterian congregations were formed. These congregations held services in various buildings, such as homes, the Grand Plans, Avondale and Frontenac schools and the Gracious Rooming
House. Between 1908 and 1912, services were also held in the first school which was west of the present United Church. In 1912, the congregations decided to build a church in town on a lot
and approval. The agreement was ratified by the Methodist and Presbyterian churches. The cost of the new church was $4,400. Pews, pulpit and 3 big chairs were purchased from the “3rd Avenue
previously purchased by the Presbyterians. In Saskatoon, on May 28, 1912 at the meeting of Presbytery, student and representative from Delisle, stated that the Presbyterians and Methodist congregations were entering into arrangements to build a Union Church in the Village of Delisle. Presbytery expressed appreciations
Little Brick Church” in Saskatoon for $400. In 1912 the Church was dedicated at a Sunday Service. In 1960 a Memorial Fund was set up and a caraillon was installed in the church belfry. A CGIT group was organized. The Women’s Missionary Society was a study group that raised funds to do practical work for the Canadian
and Overseas commitments. The ‘Ladies Aid’ worked for the upkeep of the local Church. In 1962, Ladies Aid and WMS became one United Church Women (UCW). On Dec 31, 1997 the UCW disbanded and now the Outreach & Fellowship Committee has their agenda. Fall suppers, Christmas Teas and March 17th suppers were annual events that are still carried out. Youth groups included Excelsior Club, Tuxis Boys, Mission Band, Young Adult Groups, CGIT, Sunday School, Junior and Senior Choirs. Today there is a very active Youth Group. Vanscoy Multiple 4-H Easter Petting Zoo

ell, it’s spring and that means the Vanscoy Multiple 4-H Club has held its annual Easter petting zoo at the Mall at Lawson Heights. Over one
thousand kids visited the zoo on April 6th and 7th. They met baby chicks, chickens, lambs, piglets, miniature goats, rabbits, turkeys and kittens and took part in the
fish pond and facepainting. This event is an important community service opportunity for the members in the Vanscoy 4-H Multiple Club as well as a

fundraiser for the club. As part of the zoo, the club held raffled off an Acer tablet, a print by Nathan Pinsent and a food hamper. The club would like to thank Jennifer Redekop for organizing the petting zoo again this year, the families who loaned their animals to the club for this event, Nathan Pinsent for donating the print and the Mall at Lawson Heights for continuing to partner with us on this amazing event. This was the 29th annual petting zoo that the Vanscoy Multiple 4-H Club has held at the Mall.

April 26, 2012 Randy Weekes, MLA Saskatchewan’s always had a unique place in Canada. The thing that sets us apart this year is that we have the only balanced provincial budget in the country. Newfoundland and Labrador announced its deficit budget this week – and that’s the last budget announcement of 2012. We know that this was made possible by all hard work that you do – and as legislators, we commit that we will continue to take action that protects the Saskatchewan Advantage you have created. The Saskatchewan Advantage is about more than just growth for growth’s sake. It is about taking the benefits of having a strong, growing economy and putting it to work for the Saskatchewan people. Investing in affordable housing is one of the ways we’re doing that. Our government recently announced that we have redesigned two programs that improve and maintain affordable housing. The Saskatchewan Home
Repair Program and the Conversion Initiative were both redesigned this past year to ensure they reflect Saskatchewan's current housing environment and unique housing needs. The Saskatchewan Home Repair Program will assist moderate-income homeowners and rental property owners housing low-income tenants to repair and/or adapt their dwellings so they are not lost from the market. The Conversion Initiative will focus on encouraging development of new rental housing by private and non-profit groups by converting non-residential space to residential use. Regina was honoured to host the second Housing and Development Summit this week, which focused on the continued planning for growth in Saskatchewan and the need to ensure that housing is affordable and accessible for all Saskatchewan citizens. This summit is important because it provides stakeholder an opportunity to learn from the experts and exchange ideas on current housing planning.
Through consultation with stakeholders we will find the solution for the tight housing market that economic growth brings. Housing is not the only area that our government is seeking and implementing innovative ideas, surgical care is another area we are seeing results. Guided by the Patient First Review, our government recognizes the need for reliable and efficient health care. This is why we set a target that all patients requiring surgery will have the option to receive surgery within three months by 2014. To achieve this goal, we are investing $60.5 million in the 2012-13 budget for the Saskatchewan Surgical Initiative, which will allow the Regional health authorities to complete an additional 4,380 surgeries across Saskatchewan. Saskatchewan will provide approximately 86,000 surgeries in 2012-13. As spring turns to summer, the second highest Highways and Infrastructure budget in the province’s history will be put into action, in the form of orange zones across the province. This year there are more than 1,200 kilometers of major improvements and planned maintenance throughout the province. We have invested more than $2.2 billion in our highway system since 2007, but there is always more to be done. So when you and your family hit the road this summer, make sure you keep an eye out and slow down to 60 in the orange zone.for our province.

he practice of targeting particular ethnic, cultural or economic groups for attention during an election campaign has become a standard practice in Canada. There is probably nothing wrong with this election strategy except that the string between the heat of the campaign and the actual follow-up when a government takes the reins of authority is not at all transparent. There is no paper trail to examine promises made and actions taken. The then Prime Minister Jean Chretien’s famous “Red Book” was a brave attempt to change the approach to the electorate by printing the
platform at the outset of the campaign. It was well received but there has been no follow-up in subsequent elections. The electorate has a right to know what policies a party is intending to pursue if elected and how they will play out in terms of regulations and costs. Winning an election is not a mandate to introduce whatever might have been part of a hidden agenda. It is true that the Throne Speech and the Budget are opportunities to become more specific about legislative intentions; however they have evolved into promotional pieces rather than bringing
more specifics to the public attention. That the Budget does not contain much new substance is evidenced by the purposeful leakage of its content beforehand. The stock market that once waited anxiously for the Budget release has now incorporated any significant issues and barely notices the formal lock-up. The Canadian electorate is the loser in the deterioration of the formality of the processes of governance. We should again have firm campaign promises, have budgets that are thorough and confidential, and legislation that goes through full debate.
