Crops for Community Harvest

n September 10, Delisle’s Crops for Community organization hit the field for it’s inaugural harvest. Area farmers volunteered 7 combines for the harvest as well as the initial seeding on May 23. The seed, fertilizer and other inputs were provided by Agrium’s “Growing Together” program, which will to supply the organization for the next 4 years. The Crops for Community project began in August 2012 with a seven member committee secur-

ing 193 acres of land from the Town of Delisle, as well as the sponsorship of Agrium and other corporate sponsors. The program kicked off in March 2013 with three objectives. The main goal is to generate funds to build recreational facilities in Delisle. They encourage residents to bring forward ideas for, and help plan projects. The first funding will take place this February. Another goal of the committee is to promote community support for the project, such as the

partnering with Agrium and the Town of Delisle. The third goal is agricultural eduction. They have twice given talks at schools already and students from Delisle were on hand to watch the harvest. Like most farmers in the area, it was a banner year with a wheat yield of 59.4 bushels/acre which will generate over $68,000 for the project. Celebration of Sporting Excellence in Delisle Contributed by Nancy Durham

T

he achievements in sports in the community of Delisle is really amazing. Not only are they represented in the NHL Hall of Fame, Delisle has also made it into the Saskatchewan Sports Hall of Fame for softball, hockey, baseball, curling, trap shooting, golf, as well as the Legends of Curling. The Delisle Sr. Bruins hockey team recently set out to put together a community sporting calendar for 2014 including all the teams and individuals that have competed in and won provincials, westerns or nationals, as well many school sports. They realized, early on, there was a great number of teams and individuals (70 or more) that needed to be recognized for these

high levels of achievement. To accomplish this they decided this would have to be a 4 to 5 year project, as it was impossible to include everything in a one year calendar. This years inaugural calendar will include all Delisle provincial winning hockey teams and individuals who

played at the NHL or semi-pro level, from 1926 to 2013. Extra pages were added to the front and back of the calendar just to fit it all in. The calendar cover features NHL hall of fame hockey brothers Max and Doug Bentley. Upon seeing all the achievements of Delisle

residents the calendar printer commented `what`s in the water out there!` A dinner to launch the calendar and celebrate the achievements of the teams and individuals in this years calendar will be held at the Delisle Town Hall on Saturday, October 19th starting at 5pm with

dinner at 6:30 and a short presentation and social to follow. The calendar will first be available at the dinner for $20.00 but the Bruins ask that you to preorder them to help them decide on how many to produce.The $15 dinner tickets are advance sale only and are available at Delisle

Agencies as well as Nancy Durham`s in Delisle, where you can also pre-order your calendar. The Bruins will share each years proceeds from the calendars with other organizations in the sporting community. This years partner is the Delisle Recreation Board.

ow many times do we need to read about a teenager taking their own life due to bullying before we wake up to the real problem. A week or two ago I saw a headline that a 15 year old boy from North Battleford had taken his own life. I could have predicted every word I was about to read below that headline, and yes it was yet another Facebook bullying incident. Like many tragedys that have preceeded this latest one, it started ‘in the playground in grade 5 or 6’ and eventually evolved into ‘on-line bullying’ on his Facebook page. On-line bullying ?? Look, let’s call it what it is, and always is... Facebook Bullying !! I accept that Facebook can serve some useful purposes. I have a page for the RM Review that we use to update the community on news and events. Some people like portable access to such

“ Bring Back the Schoolyard Bully” information. It can also be used by families to keep in touch and share photos and experiences. This function is poorly understood and I continually see pages full of family photos, childrens activities, etc that are out there for anyone in the world to view. These parents do not understand public and private posting or why both exist. (think pedophile) Now lets look a step further at what many parents also seem ok with, and that is setting kids up with their own Facebook pages. Just because Mark Zuckerberg has a minimum age of 13 for getting a facebook page doesn’t mean every 13 year old should be signed up. This serves no social purpose for kids of this age, and obviously can play a major role in many tragedies. Schools now promote ‘zero tolerance’ for bullying. They supervise the children in the playground. When incidents arise, and

they will, they have an opportunity to deal with them. Parents can and do also deal with such things when they happen, if they are happening out in public, where they can be seen by everyone. Kids are being taught about bullying and encouraged to report it. I don’t think any of this has eliminated schoolyard bullying by any means, but it can address escalading incidents before they get out of hand. This is not possible online. If they expel a bully, he stalks you on-line. If you move, the bully follows you on Facebook.

Delisle Community Health Centre BBQ & Open House

n partnership with the Delisle Composite School, the Delisle Primary Health Care team would like to invite residents of Delisle and area to join us for a BBQ & Open House. The Service Club from the Delisle Composite School will be hosting a BBQ fundraiser in the parking lot. There will be cake and coffee offered in the health centre facility, along with a tour and opportunities to connect with the Primary Health Care team members to learn about their roles and services. We would also like to hear from YOU about what you believe makes a community healthy! There are several new faces on the Primary Health Care team, and there are also team members who have been providing services in the community for years. Many people are aware of the health facility, but not all are aware of the range of services they can access. The Primary Health Care team consists of a

hen it comes to protection of the native prairie grasslands it is” now or never”. You get “one kick at the can” and then it is wishful thinking of those that regret not having made the right decisions. It is necessary to put the remaining native grasslands into protection in perpetuity now because it is the last chance. We have statements from Saskatchewan Agriculture that ranchers are good stewards and on average that is true, but there will be some who will not always voluntarily meet that high standard and the chain is broken forever.

It is important that the provincial government puts a protection codicil on all the lands it releases to individuals, but more important the PFRA pastures must be put into permanent preserve. The failure of the federal government is no excuse for the provincial government to not pick up the responsibility. It is not often that I find myself on side with those that “ are against everything”, but the simple fact that there is no second chance to get it right makes protection of the remaining natural grasslands and the associated wild life an easy

issue to support. Of course there are established ranchers that want to get their hands on some of these parcels, although there are others that need access to managed pastures. The pasture management committees are not always perfect in their practices so some overview is desirable. It all proves that ranchers, large or small are not always perfect stewards of the public’s land. It is hoped that this small missive and any responses that readers may provide will stiffen the back of Saskatchewan Agriculture in order to act for all citizens.their skills.

TOWN OF ASQUITH

Asquith Town Council held its regular council meeting on September 10, 2013. Attending the meeting were Mayor James Maddin, Councillors Gail Erhart, Karen Gamble, Garry Dumont and Don Lysyshyn. Also attending were Foreman Darren Kraft and C.A.O. Holly Cross. Council resolved to accept the treasurer’s statement of receipts and expenditures for August, 2013 and the July 2013 bank reconciliations. Resolution was made to accept accounts paid of $25,858.75 and accounts payable of $51,424.70. Mayor Maddin, in conjunction with Town Council, has proclaimed the month of October to be Breast Cancer Awareness Month within the Town of Asquith. Members of the Asquith Fire Department and the Asquith First Responders attended the Council meeting. Training for the Jaws of Life has been done, but much more training needs to be done. As well, there are more tools that will be needed in order to ensure the safety of both the victim and the emergency services volunteers.

Fire Prevention Week is the week of October 6th12th, 2013. The Asquith Fire Department will be planning an Open House and other activities. Please watch for a poster at the Asquith Post Office and for announcements on the Town’s digital sign. The Town of Asquith has contracted Prairie Wild Consulting to assist in the preparation of an Official Community Plan for the Town of Asquith, as well as a Zoning Bylaw. Consultations have occurred between Prairie Wild and Town personnel and Town Council. Now is the time for the public to have their voice. A public meeting will be held at the Asquith Seniors Center on Wednesday, October 23, 2013, starting at 6:30 p.m. An open discussion will be held regarding the pros and cons of Asquith, and where the community “sees” the Town of Asquith in 25 years. We need the WHOLE community to come out to participate in this exercise. Refreshments will be served after the meeting. This office hopes that everyone is enjoying the cooler, crisp air and all of the beauties of this season. Have a Happy Thanksgiving!

TOWN OF DELISLE Delisle Town Council held a regular meeting September 10, 2013. Council approved the proposed plan of subdivision creating Lots 17, 18 & 19 in Block 18 as shown on plan dated July 19, 2013 prepared by Meridian Surveys Ltd. The following Change orders were approved to the Hall Renovation contract with Canadian Trade International: 1) Creating access to the Recreation Office handicapped washroom from the main hall $9,314. 2) Replacement of kitchen cabinets & countertops $20,594. Then Town will apply to have these works added to the Community Infrastructure Improvement Fund Grant. The Town Office now has a debit machine. Customers can use debit cards without fees. Credit cards may also be used but there will be a 2% surcharge. The Tax Lien List was approved and will be advertised in the ‘RM Review’ newspaper.

Council approved 8 applications for building and development permits at their September 10th meeting. The fall mowing has begun. The maintenance staff is also trying to complete as much of this year’s road construction and maintenance proj-

ects as time permits. Please remember that all registration of claims under the Provincial Disaster Assistance Program must be returned by November 7, 2013. The next meeting of Council will be held on Tuesday, October 8th.

VILLAGE OF VANSCOY Council of the Village of Vanscoy is in support of the Government’s Seniors Home Security Program; and has application forms for home security improvements. Eligible seniors must be over the age of 65 years; own or rent a home, have an annual household net income of $35,000 or less and have been a victim of a break and enter or home invasion. Seniors can pick up their application form from the Village Office @ 109 Main Street in Vanscoy. Council has passed the Sump Pit and Surface Drainage System Bylaw that states a sump pit and surface drainage system shall be installed on every new building, and that discharge shall be directed to the front yard of any property that has curbing on the front street. The system must be installed by a journeyman plumber in such a manner as to comply with all bylaws and without causing ponding or icing on public or private property. The cost associated with the installation will be the responsibility of the owner. This bylaw will be enforced on all new buildings approved after the passing date of the bylaw (September 11, 2013) Please call the Village Office for more information. Although building permits are not required for the installation of new driveways, Council is asking that all residents, prior to pouring a driveway, contact the Village Office to inform of their desire to do so. This will ensure that the curb stop will be located and protected prior to the install. Back lane pickup will be completed for the year by October 15. Please have your yard waste, tree branches and leaves in the alley for pickup no later than the long weekend in October. A tax discount of 4% will be allowed for October, and a 2% discount for November. There is no discount for any tax paid in December, and any tax remaining unpaid at December 31 will be assessed a 10% penalty. Police attended and spoke with a man who advised that he was crossing the street at an intersection with a stop sign when a vehicle pulled up to the intersection and instead of coming to a complete stop, slowed down and then started to proceed. The vehicle came into contact with the stroller, which had a two year old child seated in it. The child was uninjured. The driver stopped and apologized and provided his identity to the pedestrian. Police later located the vehicle’s driver and issued him a violation ticket for failing to yield to a pedestrian in a crosswalk. This offence underscores the need for driver’s to come to a complete stop at intersections so that they provide themselves with the time to process all of the information before proceeding. Vehicle Hits Powerbox On September 25 at 10:45 a.m. police were called to the alley behind the 500 block of Redwood Cr., Warman for a report of damage to the Sask Power green box. Police attended and determined that a vehicle had struck the box, causing extensive damage, requiring the entire pedestal to be replaced. It is unknown exactly when the box was struck. Police are seeking any information that would identify the vehicle or driver that is responsible for the damage. Impaired Driver On September 26 at 4:00 a.m. RCMP were travelling on Circle Drive in Saskatoon when a 2003 GMC Envoy was observed driving erratically. Police stopped the vehicle on Edmonton Avenue and spoke with the driver, who displayed obvious signs of alcohol consumption. The driver, a 23 year old female from Big River First Nation, was arrested for impaired driving and taken to the police detachment where she provided breath samples that were in excess of double the legal limit. The woman was later released on charges of impaired driving and is scheduled to appear in Provincial Court in November. Collision on Hwy 11 On September 27 at 6:39 p.m. police responded to a motor vehicle collision at highway 11 and Central Street in Warman. A northbound GMC Sierra collided with an eastbound Chevy Cavalier as the driver of the Cavalier attempted to cross the highway. The driver of the Cavalier was injured and first responders, Warman Fire Department and MD Ambulance attended. The injuries were not life threatening. The 83 year old female driver, from Morwayne, Alberta, was issued a violation ticket for proceeding into the intersection before it was safe to do so.

PIKE LAKE SCHOOL

Welcome back to another school year! We are already getting into many different types of activities. Girls and boys volleyball has already started. We had our Terry Fox Run on September 26th, and everyone did very well. Thank you to everyone that participated in the run and to those who turned in donations. On the topic of running the Cross County Club had a meet in Langham and Delisle and they represented our school very well. During the month of October we will be collecting money for the UNICEF campaign. Students will be going around collecting donations. Our fall Book Fair will be held during the week of October 21st to 25th. We are looking forward to the months ahead! By Sara Langston and Jonah Krahn

DELISLE ELEMENTARY SCHOOL Delisle Elementary School- We are back in school. Our school has been to crops for community. The grade 5’s also went to Vanscoy for farm safety day. The grade 4 class has taken a trip to the WDM (Western Development Museum). All of the classes have been doing Math, PE, Social Studies, Science, ELA and Fine Arts. The grade 6’s in Mr. Reis and Mr. Normands class have also been doing leadership class. We are happy to welcome our new kindergarten students and new students that have moved here from other schools. PIKE LAKE PRESCHOOL With only 2 weeks of preschool under our belts, we are slowly settling into a routine. The students are excited to be at preschool and love playing outside! Hopefully this warmer weather stays for a few more weeks. With 6 boys and 1 girl in the 4-year old class, and 1 more boy still to come, the classroom is a very busy, noisy one. The students are learning to print their names, and we have talked about who is in our families and what we like to do with our families. They have also learned about the number 1 and we will talk about the colour brown next week. There are only 2 students in the 3-year old class right now, but 3 more will be registering in January. That class is very quiet and calm and I’m loving having the one-on-one time with the students! These students made a fingerprint caterpillar on a leaf rubbing on the first day and a Number 1 book to learn about the number 1. We will explore the colour brown next week by our clothes, snacks, craft, and games. In October, both classes will learn about the number 2, the colour orange, and Thanksgiving. We will also be having our Halloween party, hopefully with a parade at Pike Lake School! The 3-year olds will be learning about basic shapes, while the 4-year olds will be learning about better classroom behaviour and their phone numbers. We will again be having our indoor drive-in on Saturday, November 16th. Look for more information at a later date. Wow! September is flying by and we’re off to a great start. A special thank you goes out to our dedicated staff and our extremely supportive community. We had several “beginning of the year” activities over the past couple of weeks. We began by celebrating with the Welcome Back Community BBQ. The BBQ was attended by many, and enjoyed by all! It was a great opportunity for school and community members to enjoy a beautiful evening, meet and greet the staff of Pike Lake School and its SCC, and register for community activities. Thank you to everyone who came out to meet our new staff and say hello to returning staff members! We were blessed with beautiful weather to enjoy an evening together as a community. It is always nice to chat with parents and community members. Our school has been privileged to receive some donations to our school from some generous community members. We would like to extend our thankfulness to: following individuals. Irene Purcell from the Huddle who donated some food goodies to our school. They will be used towards a special meal and treats for the students in the upcoming month. Kevin Kinzie of Priority Printing who very generously printed and donated the pens for our 100 Year Celebration in June. We were grateful to have a community member give back to his old school. Mariah Sullivan for donating a plentiful amount of office and paper supplies for our school use. We appreciate having these supplies as they are basic consumables used for everyday school operations. Although Pike Lake School is now in its 101 year, we have one last item to wrap up in regards to our 100 year celebration. As part of our 100 Year Celebration, we have attempted to collect pennies from every one of the 100 years of our existence. Appreciatively with many donations, we have almost completed this feat. We are still in need of pennies between 1913 and 1932 inclusive with the exception of 1917. If you or anyone you know might still have one of those penny years that they would like to donate to our school, please give us a call. It would be great to complete the pennies for our hundred years! This fall Pike Lake students were part of the millions of students who will participate in the nationwide Terry Fox Run. The students of Pike Lake School will be walking to the boat launch within the Pike Lake Provincial Park and back. In the past nine years that our school has participated in the Terry Fox Walk, our school has raised close to $10000!! The students came up with some interesting incentives this year to help reach our goal of $1500.00. Indeed it will be a cold jump into the lake for a few staff members as a result of students surpassing their goal of $1500.00 for the Terry Fox Foundation to further the cause of cancer research. Hot Wheels Night Returns to Vanscoy F

or many local families, Hot Wheels Night is one of the highlights of the year. Calendars are marked and the days get counted off in anticipation by boys and girls from preschool to seniors. The Delisle-Vanscoy United Church is once again hosting this annual event in Vanscoy on Oct 11th at the Vanscoy Circle

Hall. Children can wear their Hot Wheels clothing, bring their favorite Hot Wheels cars and enter in draws and raffles. Many games are played and many prizes are won. One of the most popular activities is a visit the Hot Wheels Car Lot where new cars are available for purchase. The Used Car Lot offers many additional choices to help

fill in your collection. The insurance agency will once again be open for Hot Wheels Licenses & Registrations to be aquired or renewed. Snacks and drinks are served during the event and the night is made complete with a lunch. This is aways a great way for families to start off the Thanksgiving weekend.

Farm & Acreage Safety Day Contributed by Linda Wright

s you know, the farm/acreage is many things to rural children. It's their home, their playground, and where they help with chores. The farm/acreage also has unforeseen hazards associated with it. To help children recognize these hazards and promote safety on the farm/acreage, the Vanscoy and District Agricultural Society sponsored a Progressive Agriculture Safety Day. This safety day was held Tuesday, Sept 17th, from 9:00 am until 2:00 pm at the Vanscoy Fair Grounds. We had 3 public schools participating (Delisle, Pike Lake and Vanscoy). The schools bused all of their Grade 4 and 5 students (approx 130) to the Vanscoy fair grounds. At the safety day, students learned about the potential dangers on the farm/acreage at each of 8 stations which

were: Fire safety, ATV Safety, Animal Safety, Bicycle safety, First Response, tractor and lawn mower safety, PTO’s and Chemical Safety. Demonstrations and activities were planned to help reinforce farm/acreage safety rules. Each station did a presentation or demonstration for 20 min to each of the 8 groups. Each child also received a Tshirt and a take home bag with additional safety information, games and goodies from sponsors. The Vanscoy and District Agricultural Society also fed the students lunch and a snack. The children were very attentive at each of the stations and were very eager to learn about the different equipment. Thank you to the many sponsors that helped to make the day a great success: Delisle Fire Commission, Delisle CO-OP, Orchard Transport, Kabota

Funding and support was also received from the Minister of Agriculture and from the Saskatchewan Association of Agricultural Societies and Exhibitions (SAASE). We would also like to thank all of the other volunteers who helped with stations, setting up, preparing food and all of the other odds and ends. Also a very grateful Thank You to the Schools that participated, their teachers, volunteers’ and students for coming to learn.

ast week, I was honoured to be named Parliamentary Secretary to the Honourable Joe Oliver, Minister of Natural Resources, by Prime Minister Stephen Harper. I have received a number of questions on the history, the role, and the responsibilities of Parliamentary Secretaries in Canada’s Parliament which I would like to answer for you today. As the British Westminster model of Parliamentary democracy became entrenched (where a Minister has the primary responsibility for the management of his/her department), a need developed for an elected Member of Parliament to assist the Minister in his Parliamentary duties should the Minister be absent or simply unavailable. Early Canadian governments assigned a Parliamentary assistant to a Minister to assist him/her with his/her duties. This role continued in an ad hoc manner until it became formalized in 1958 when the Government of Prime Minister John Diefenbaker passed the Parliamentary Secretaries Act. The role of the Parliamentary Secretary is described in Section 3 of the Act as: The Parliamentary Secretary

or Secretaries shall assist the Minister in such a way that the Minister directs. During the debate on the Bill, Prime Minister Diefenbaker stated: “the system is one that will bring about a degree of apprenticeship for members who are chosen to occupy this high and important position.“ Today, a Parliamentary Secretary is responsible for representing the government in committee, answering questions during Question Period on behalf of the Minister, and leading the government side during debates on matters relating to his/her portfolio. Parliamentary Secretaries can, along with Ministers, introduce government legislation. A Parliamentary Secre-

tary is also an important spokesperson for the government in the daily political panels and is expected to meet regularly with stakeholders.

W

e are a government who keeps our promises. Six years ago, Saskatchewan was facing some of the longest surgical wait times in Canada. We promised to do something about that – and we have. The latest report from the Saskatchewan Surgical Care Initiative shows that today 8 out of 10 patients are receiving surgery within three months of referral from a surgeon. Due to improvements in the planning and delivery of surgical care, we are on track to meeting our goal that no one waits longer than three months by the spring of 2014. While there’s still more to do, we are taking action to improve the quality of life for you and your family. Timely access to surgeries is another way we’re doing that. A great resource on the Saskatchewan Surgical Initiative, can be found at www.sasksurgery.ca. This website features the Specialist Directory and information on surgical wait times, allowing patients and primary care providers to compare options for surgical care.

Saskatchewan’s health care needs are unique throughout the province which is why we are looking for innovative solutions to meet the needs of residents. To that end, our province’s first Collaborative Emergency Centre (CEC) has recently opened in Maidstone. With improved stability and access to services, the CEC is now providing extended hours of primary health care and 24/7 emergency care. During the day, the CEC will see urgent care provided by a Registered Nurse and Licensed Practical Nurse with support from a local primary care physician. At night, an RN and Primary Care Paramedic will lead assessment, minor treatment and urgent care, in consultation with a STARS physician. The Ministry of Health intends to take this collaborative model of care to other Saskatchewan communities in the near future. Working closely with health regions, care providers and communities to determine other potential CEC sites, similar facilities will open in the coming months. One of the benefits of a strong, growing economy is the growing list of employment oppor-

tunities our province has to offer. Saskatchewan’s economic strength is reflective of recent data from Statistics Canada that shows Employment Insurance beneficiaries dropped by 3.6 per cent in July. Yearover-year there were 10,160 beneficiaries receiving regular EI benefits in the province in July 2013, a decrease of 7.1 per cent from July 2012. Since January, Saskatchewan has had the lowest unemployment rate of all provinces. Another benefit of a growing province is the ability to invest in recreational facilities throughout the province. After a successful launch, the Community Rink Affordability Grant will once again provide communities, schools, non-profits and First Nations who register with a $2,500 grant to improve indoor ice surfaces, used for small capital improvements or to help offset operating costs. In 2012, $1.7 million were provided to 387 communities to improve 554 facilities. The Saskatchewan Parks and Recreation Association will administer the grant, for more details please visit www.spra.sk.ca/crag.

New Cell Tower at Pike Lake

T

he new cell tower at Pike Lake is up and going! Passers-by will notice the structure immediately west of the lake and across the road from the community hall. Murray Hill, a cottage owner in Pike Lake Provincial Park, has long advocated for better service in the area. Over the past several months, SaskTel set a plan for the tower. Hill was on-site with SaskTel staff on September 18 and made an initial phone call using the new tower. “It's going to be a real boon to all of us at Pike Lake,” said Hill. He has forwarded a letter to Mr. Ron Styles, CEO

of SaskTel, thanking the company on behalf of area residents and

visitors who will benefit from the tower.

omen of all ages gathered at Valleyview Delisle Golf Course on September 7 for the 6th annual ‘Golf fore Life’ Cancer Fundraiser golf tournament. This year’s tournament was an especially emotional one for many as we lost past Volunteers and Golfers since last year’s event. Danny Arntsen (July 2013) was sadly missed from the first Tee Box as he performed the initial ‘tee off’ in past years. Gib Henderson (March 2013) left a void on Hole # 5, an avid Volunteer for the first 5 years where he thoroughly enjoyed the antics of the women. This year, $425 raised on that hole was donated to Golf Course Improvement in his memory. Judy Funk, a partici-

The dinner program included a very inspirational address from guest speaker Meagan Wells, a very young, 26-year old new Mom struggling with Oral Cancer. She touched the hearts of all present with her humble and honest account of her experience, tempering it with humour and positive attitude. How-

ever, missing from the program this year was Joanie Arntsen, Danny’s wife, Breast Cancer survivor who attended every year sharing words of wisdom and comfort to many. Joanie was recovering from a broken femur at Parkridge Centre in Saskatoon but is now doing very well back at home but broken-hearted in not being able to attend the tournament. Our tournament, this year, raised $8182 bringing our 6-year Cancer Fundraiser ef-

forts to a Grant Total of $30,182! Through Choc’laCure, a Saskatoon organization, our tournament funds will be used for equipment used in treatment at the Saskatoon Cancer Centre.
