Harold French of Delisle Inducted into the Saskatchewan Horse Federation Hall of Fame

T

he Saskatchewan Horse Federation Hall of Fame held it’s inaugural induction ceremony on March 14, 2020 in Regina. Nominations were open to residents of Saskatchewan who “promoted growth and awareness of the role of horses in our culture, agriculture history, industry and equestrian sport”. Harold French of Delisle was inducted posthumously, along with four other nominees at the ceremony in Regina.

Harold was a horseman, dedicated to enhancing the ability of the horse in a six or eight-horse hitch or any work involving the horse. He became known for his abilities and was often asked to show other people’s outfits, and he did so nationally and internationally. He drove teams in field work from age 13, pitching bundles, seeding and summer fallowing. He taught his sisters to drive four-horse outfits so they could haul the grain to town. I addition, Harold held his license to drive Standardbred Horses, working as an exercise man in Dauphin, Manitoba. He also respected the necessity of the horse in opening up the country in pioneer times and taught many children, at local fairs, what horses meant to the province’s history. May Harold’s love of horses and horse traditions be appreciated by future generations. Submitted by Janet Norrie

This too shall pass... sort of...

o... it turns out that introducing bats into the food chain is a bad idea. Go figure ! Idiots !

But here we are... like the Fresh Prince, “our lives got turned upside-down”. Everyone is scrambling to make changes to deal with the urgent situation. We know that people don’t like change, but most of us do like a challenge, being creative, innovative, goal driven... and just look at us go now ! Faced with a seemingly uncontrollable situation, people are stepping up to deal with the things that they can control. Governments are dealing with the big things that any one person cannot... economics, enforcing restrictions, etc. but we, as individuals, are also stepping up here in our own communities. People are staying home, businesses are changing protocols, teachers are developing online solutions, churches are streaming services and workers are creating an environment to work from home. In my case, I already work from home, but the best part of every month is traveling to our communities and distributing the paper to our pick-up locations. Sadly most are temporarily closed or restrict public access, so we decided to increase our direct mailing numbers so everyone will find us in their mailbox. This ‘change’ comes with additional financial cost but also has the benefit of reaching more people. We have also cancelled our annual Mother’s Day contest. Sorry, it’s just not feasible at this time.

A well known method of dealing with stress is to look past the current situation and picture yourself on the other side. Keeping looking into the future because things will get better and back to normal. But what will that ‘new’ normal be ? Many things that we are now changing were kind of already changing anyway, just a lot slower. I figured more people would be working from home by now. We’ve had the technology for a generation. Commuting, office buildings, etc. all cost time, money and resources. But for us to take advantage of the opportunity required, you know... change. Consumers are now ordering on-line, shopping less frequently, maybe wasting less, buying bigger, less packaging, driving the car less... yup, change. Maybe we will all get back to growing a garden in our yards again this spring. You know you should be, but to do so would require, you know... change. The change, whatever it will end up being, is upon us. Best to embrace it now ! Our Easter celebrations teach us that, not only do rabbits lay eggs, but Jesus rose from the dead and briefly returned to a world that would be changed forever... and that was a good thing... donkey. COUNCIL REPORTS RM OF MONTROSE (Next Meeting April 9, 9:00am)

R

M of Montrose Council held a regular meeting on March 12, 2020. February conditions proved to be mild offering up time for our operating staff to finish the transfer of tools and materials from our old shop to our new shop. The municipality was approached by SaskTel regarding the erection of an additional cell tower. This cell tower is proposed to be erected near Swanson on SW 03 32 08 W3. The RM of Montrose has approved the erection of the tower subject to proper public consultation as required by legislation and the advertising of the proposal in our three local newspapers. With recent heightened concerns of cyber-attacks and fraud the Municipality has decided to increase our cyber liability insurance to ensure adequate protection. Our annual ratepayer letter has been issued to all ratepayers. If you have any questions arising from the letter, please contact our office and we will be happy to answer any questions or concerns. With spring approaching, we advise ratepayers and through traffic to watch for road ban announcements. We will be updating our website to advise of road bans and weight restrictions. The Montrose Volunteer Fire Department is set to host their annual pancake breakfast on April 25 at the Fire Hall in Donavon. Posters and further information will be released closer to the date. On June 27, 2020 the RM of Montrose will be hosting a community lunch for the official unveiling of our new Municipal Shop. Community members can expect to see further updates and details in the upcoming months. With regards to the recent outbreak of COVID-19, the RM of Montrose is taking all precautions to avoid transmission of the virus. In saying so, our upcoming events may face postponement as a safeguard for the community’s health and safety. With the growing concerns the Municipality may be required to close our office. At this time, we are advising all individuals who plan to visit the office to please call ahead to confirm office hours as they may change suddenly due to COVID-19 concerns.

TOWN OF ASQUITH (Next Meeting April 8, 7:00pm)

squith Town Council held a regular council meeting on Wednesday, March 11, 2020. Attending were Mayor Gail Erhart, Councillors, Sue Sawicki, Dylan Claypool, Jeff Eide, Harold Edwards, and Ted Goodnough. Also attending was CAO Kathy Picketts and Foreman Darren Kraft. The meeting was called to order at 7:00 p.m. A motion was made to accept the February 12, 2020 regular council meeting minutes as presented. Council made a motion to accept the February 2020 financial statements and February 2020 bank reconciliations as presented to them at the meeting. Accounts Paid in the amount of $27,547.24 and Accounts Payable of $13,989.36 were accepted as presented. Daryl Jorgenson was appointed to the Asquith Recreation Board as their representative for 2020. Canadian Heritage awarded the Town of Asquith a grant in the amount of $1,100.00 for the Canada Day Celebration for 2020. The Town of Asquith will once again be supporting the Royal Canadian Legion by purchasing an advertisement in their next edition of their Military Service Recognition Book. The Asquith Fire Department and the Asquith First Responders will once again be holding their Annual Pig Roast on Saturday, June 6, 2020. Keep in mind that donations for the Silent Auction are very welcome! A Show and Shine, that is growing every year, will also be held during this event! It is so very important that all of us in our community support our very important emergency services and all their endeavors! Asquith Town Council resolved to pay for the security for the Street Dance to be held the evening of the Pig Roast, on June 6, 2020. A community event license was issued as well to the Asquith Fire Department for holding a beer gardens at the event. To accommodate the Street Dance, Asquith Town Council is allowing the closure of the 400 block of Main Street for the day and is also extending The Noise Bylaw to 12:00 a.m. A Spring Clothing Swap will be held on March 29, 2020 at the Asquith Senior’s Centre (a.k.a. New Horizon’s). More information regarding this event will follow. The Asquith Town Council decided to hold Spring Waste Clean Up Days on May 23rd, 2020, and May 24th, 2020 and is open ONLY to the residents of the

Town of Asquith. These days allow residents to dispose of large refuse in bins and to dispose of metal items in a recycle bin. More information will be made available to the public closer to the actual date of the event. The Town Council has also set the days that residents within the Town of Asquith can dispose of “clean waste” such as tree branches, unpainted and untreated wood, leaves, gardens, refuse, etc. The disposal area will be at the old Asquith Landfill site and will be supervised. A notice with the dates will be sent out in the March utility billings and it is suggested that individuals keep the notice for future reference. If you are an individual in town who does not pay utility bills (i.e. you live in the trailer court or your landlord pays the utilities) please stop at the Town Office to receive a printout of the dates, rules, and regulations of “Clean Waste Days”. Spring is here and of course with spring comes issues of water and drainage. It is suggested that all residents ensure that there are no ice dams on their roof tops and that their eavestroughs are working correctly and that they are pointed away from the foundation of the home. Due to the unforeseen circumstances surrounding COVID-19, the Asquith Town Office will be closed to the public until further notice. Payments can be done through online banking or etransfers. Cheques can be mailed or cheques and cash can be submitted through the slot in the Asquith Town Office door.

TOWN OF DELISLE (Next Meeting April 14, 7:00pm)

elisle Town Council held a regular meeting on March 10, 2020 and a special meeting on March 16, 2020. A $1,000 donation will be made to the Stars Ambulance service. Cary Brunett has been appointed Deputy Mayor for the months of May & June. Ryan King has been appointed Deputy Mayor in the event that both the Mayor & Deputy Mayor are not available. If deemed necessary, council and committee meetings will be held electronically. The operation of the water & sewer utility was deemed an essential service and the Town Foreman will be tasked with creating a plan to ensure its operation during a crisis. The skating rink, curling rink and town hall are closed to the general public until further notice. In conjunction with Prairie Spirit School Division, all playgrounds in Delisle will be closed to the general public until further notice. The Town will immediately set up Facebook, Twitter and Instagram accounts to provide notices to the public. The Town Office is closed to the general public until further notice. Office staff will still be at work and can be contacted by telephone @ 306-493-2242 and by email delisle@sasktel.net . VILLAGE OF VANSCOY (Next Meeting April 8, 7:30pm)

anscoy Village Council held a regular meeting on March 11, 2020. Council would like to inform that, as of March 18, the Arena, Circle Hall and Archery Range have been closed to the public; as well all playgrounds are now closed to the public, as per recommendations of Prairie Spirit School Division and the Government of Saskatchewan. Sask Water Agency is cautioning residents that, with the shortage of supplies such as toilet paper, other items such as paper towel and disposable wipes are NOT TO BE FLUSHED DOWN THE TOILET. This can and will create costly issues for your plumbing and consequently our lift stations. Products like paper towel and wipes need to be thrown in the garbage. This is not a situation we want to deal with right now. The Village Office has been closed to the public for a while now; any inquiries can be dealt with over the phone – 306 668-2008 The Assessment Roll for the Village is open for inspection from April 1 to April 30. Appeals will be dealt with over the phone and forwarded to the appropriate agency for review. Notices will be mailed out on Monday March 30. LOCAL COVID-19 UPDATES Local Communities

ll Towns and Villages have now instituted the same measures as required by Provincial and Federal Health orders. Check for updates on their Website, Facebook Page, Twitter or Instagram. - Municipal Offices are closed to public traffic but most still operating with restricted hours. - Civic Facilities are all closed. (community halls, arenas, curling rinks, museums) - Wheatland Library locations are closed. - Medical Services (Dental, Optometrist, Chiropractic, Massage Therapy and Podiatry clinic are closed. - Daycares are limited to 8 children. - Churches are closed but many are offering phone, social media and video services. - Canada Post locations are open with limited access to in store services and reduced operating hours. - Retail Stores (clothing, gift shops, etc.) can not offer public services but many are available on-line. - Banks remain open with many access restrictions. - Insurance Offices are closed in some communities. You can still access SGI insurance at MySGI.ca or call your local insurance office for more details. - Bars and Restaurants are now closed to public use, but can offer take-out food and alcohol with twometre distancing between customers. Any licensed restaurant or lounge can now offer off sale alcohol. - Grocery Stores are open but many have restricted access, limited hours, seniors hours and delivery. - Gas Stations are open with limited hours, access restrictions and pay at the pump where available. - Family Gatherings are no longer allowed except with members who reside in the same house

WORK-SHARING PROGRAM Extended maximum duration of the Work-Sharing program from 38 weeks to 76 weeks for workers who agree to reduce their normal working hours.

GST BENEFIT One-time payment in May for low income families of close to $400 for individuals and $600 for couples. If you are eligible, you will get it automatically.

WAGE SUBSIDIES Three month wage subsidy of 10% of remuneration paid during that period, up to a maximum subsidy of $1,375 per employee and $25,000 per employer.

MORTGAGE SUPPORT Six monthly mortgage payments deferral may be available from your lenders. Deferred payments are added to the outstanding balance and repaid throughout the life of the mortgage.

SUPPORT FOR FARMERS Farm Credit Corporation (FCC) has put in place: - Deferral of principal and interest payments up to six months for existing loans; or - Deferral of principal payments up to 12 months - Access to an additional credit line up to $500,000, secured by general security agreements. PEOPLE FACING UNEMPLOYMENT Taxable benefit of $2,000 a month, up to 4 months to: - Workers who must stop work due to COVID19 and do not have access to paid leave or income support. - Workers who are sick, quarantined, or taking care of someone who is sick with COVID-19. - Working parents who stay home without pay to care for sick children or because of school/daycare closures. - Workers who have employment but not being paid because insufficient work/asked not to come to work. - Wage earners and self-employed individuals who would not be eligible for Employment Insurance. Accessible through web portal, automated telephone line or via a toll-free number starting in early April. SENIORS SUPPORT Reduced minimum withdrawals for RRIF’s by 25% STUDENTS & RECENT GRADUATES 6 month interest-free moratorium on student loans.

INCOME TAX PAYMENT All businesses can defer, until after August 31, 2020, the payment of any income tax amounts owing on or after March 18 and before September 2020. No interest or penalties accumulate during this period. March 3, 2020 at 12:49 a.m. RCMP and Delisle fire received a call in Vanscoy. House fire. Nothing suspicious and minimum amount of damage to the home.

March 13, 2020 at 8:47 a.m. RCMP received a call in Asquith. A blue Honda Fit drove past the school bus with the stop arm extended and lights on. 53-year-old female was charged with, ‘Pass a school bus with safety lights in operation’.

March 17, 2020 at 11:26 a.m. RCMP received a call in the R.M of Corman Park. Suspicious person. Unknown male tried to open the doors on some vehicles. Male was seen leaving in a black SUV. Still under investigation.

March 24, 2020 at 12:57 p.m. RCMP and Corman Park Police received a call on highway 14 by Saskatoon. Unknown male walking along the highway and stepped in front of a semi. Corman Park Police attended and located the 28-year-old male, transported to Saskatoon.

All Black Walker on Highway 16 March 3, 2020 at 7:11 p.m. RCMP received a call on highway 16 by Ruddell. Young person wearing all black walking along the highway. Members attended, were unable to locate.

Delisle Responds to Fire at a Business in RM of Vanscoy March 7, 2020 at 9:59 p.m. RCMP and Delisle fire received a call in the R.M of Vanscoy. Fire at a business. No injuries. Still under investigation.

Insulation and Knife Display Stolen near Asquith March 10, 2020 at 3:39 p.m. RCMP received a call in the R.M of Asquith. Theft. 150 sheet of white Styrofoam insulation and a CUTCO knife display have been stolen. Some out buildings were broken into as well. Still under investigation.

March 13, 2020 at 5:50 p.m. RCMP received a call on highway 16 by Pike Lake. Two youth boys running in front of a vehicle. Members made a patrol and located two boys and were given a strict safety talk about being careful and not running out into traffic.

ment would not have had to answer to the people of Canada for almost two years. This plan was an incredible breach of our democratic tradition and an unprecedented and unconstitutional power-grab. However, the Conservatives and NDP refused to grant unanimous consent to this plan. As a result, Parliament was suspended shortly after noon on Tuesday. After hours of negotiations, the Government backed down on those demands. Parliament resumed shortly after 3 AM on Wednesday morning to debate and pass the amended legislation. I am very proud of the leadership of Andrew Scheer, Conservative House Leader Candice Bergen, and Shadow Minister of Finance Pierre Poilievre in ensuring that the constitutionally mandated role of Parliament was protected and that your voices would continue to be heard in Parliament. With their leadership, we were able to pass a clean Bill with the Government’s previously announced initiatives to provide assistance to those who need it. We can never allow a crisis to be an excuse for surrendering our rights to Government under the guise of “protection”.

Vanscoy ELC Celebrates 10 years and Opens New Location in Delisle

pril 1, 2020 marks 10 years in operation for The Vanscoy and District Early Learning Center (Vanscoy ELC). The center has been an important part of the community of Vanscoy since opening its doors. The center is open 6:30am- 6pm to accommodate the varying schedules of parents in the community. Over the years the Vanscoy ELC board and management have taken on community recreation such as the soccer and learn to skate programs. The center offers a music program by Sylvia Chave and has been included in the Vanscoy school presentations offered. There has been an outpouring of support from businesses and individuals in the area, in forms of donations and fundraising aid. Without this funding the

n March 1, the Laura Multiple 4H Club held its annual public speaking event. 11 members each presented a speech to be judged. The top two in each age group were able to advance to districts in Outlook on March 6. Those members were: Cloverbud - Barret Isley, Clayton Zoerb. Junior - Evan Kielo, Colby Isley. Intermediate - Mitchell Kielo, Addison Bardi. Senior - Eryn Kielo. Evan Kielo won at Districts and advances to Regionals in Maple Creek, however it has been postponed. We would like to thank the families for continuing to use this service and the community for the continued support. The COVID-19 has taken a toll on the business this past month. Unfortunately wonderful staff of many years had to be laid off recently. Our doors remain open although may close at anytime. The Ministry of Education recently released that funding will continue, even if a closure is necessary. Families will be able to keep their space at the center for the duration of the COVID-19 pandemic without having to give notice or make payments while they are off work. The parents who need childcare for work on an essential basis during the pandemic will have access to childcare for April with limited hours, on a week to week basis. The health and safety of the staff and children are our number one priority during this time therefore, we have strict guidelines by the government

On a positive note the Delisle location is still in the building phase and funding remains in place. The center has a tentative opening date of July 1, 2020. There has been some amazing support and donations from businesses and families in the community. The sponsorship information is available on the Facebook page for Delisle Early Learning Center or go to the website vanscoy.weebly.com. Charitable receipts available. Recently the board has hired Dawn Pollard as the Director of the Delisle Early Learning Center (Delisle ELC). Shelby Swirdeski has also been hired to start at opening date as the preschool teacher at the new center. Hiring for level 1, 2 and 3 Educators will continue closer to opening date. Tobi Torresan will remain as Executive Director of both centers and Andrea Friesen as Director of the Vanscoy location. participate in Denim Day. Throughout the day there were completed denim projects on display, Tie Dye demonstrations, as well as project templates and worn out jeans to play with. Everyone went home with finished or in-progress denim creations, as well as a bundle of memories made in the positive social environment. Partakers left wondering ‘When will the next Denim Day be?’ The Vanscoy & District Agricultural Society hopes to go forward with the Perennial Exchange. This has been a longstanding event that our community looks forward to each spring. We are monitoring the situation with COVID-19 very closely, as your health and wellbeing are our top priority. We are hopeful to go ahead with this event but will be following our local health region to make the final decision by late April. However, we will reach out to you before the event if we do need to cancel. Currently, we will be accepting any door prize or raffle prize donations from local business. Please don’t feel the urge to donate as we under-

stand that everyone is going through stressful times. We offer tables for individuals to sell produce and merchandise for a fee of $15 per table. Until later specified, we’d love to see gardeners of all ages, interests, and experience come out to Vanscoy Circle Hall on May 13th, 2020. There will be a guest speaker, an exchange of perennials, as well as goodies to eat. Doors will open at 6 pm and the event will begin at 7 pm. The winner of the contests will have their masterpiece on the front cover of our fair catalogue and will receive $15. 2nd place will receive $10 and 3rd place will receive $5. The Vanscoy & District Agricultural Society would love to support your future endeavors with our $1000 bursary! This bursary is available to anyone in the RM of Vanscoy who is completing Grade 12 and furthering their education at a post-secondary institution in the fall of 2020.
