Rodeo - It’s in our Roots
I
n the days of modern and advanced agriculture and ranching, it can be hard to believe that the sport of rodeo in our roots. From the old days of the wild west, to today’s action packed horsemanship events, rodeo has defined and shaped our western culture of gathering community, fostering hard working values and a love of horses and cattle.
Today, rodeos, like the Nutrien Delisle Rodeo being hosted on July 13-14, 2019, have a variety of events from team roping, bull riding, to barrel racing, all accompanied with great showmanship and entertainment thanks to talented announcers, half time shows and Saturday night cabarets. The circus big tents may not be our present day reality, but the setting the show and gathering hun-
dreds of spectators is very much so the norm with modern day rodeos.
What captures the crowd may not be obvious answers like the high energy, action packed environment, but the fact that rodeo may speak to us all, in a very special and unique way - it is in our rural roots. Continued on Page 3

Summer STAY-cation
s summer time in Saskatchewan truly wonderful, or is our winter so hard that any summer at all seems fantastic ? Either way... it’s here to be enjoyed again. By June we should have our gardens in, lawns revived, boats tuned up, campers cleaned and our kids graduated (page 8). Now we focus on enjoying the coming days. There’s a local Slow Pitch Rec League underway, the Coachman Pike Lake Car Show goes ahead on June 2, the annual Asquith Fire Department Pig Roast and Street Dance is back on June 8th and the annual Highway 60 Market takes place June 15th.

Rodeo - It’s in our Roots

t is believed that rodeo was born in 1864 when two groups of cowboys from neighbouring ranches met in Colorado to settle an argument over who was the best at performing everyday ranching tasks. That gathering is considered to be the first rodeo and it started the evolution of the true community sport. Through these daily chores, the sport of rodeo evolved. It can be said that rodeo is the only sport derived from an industry, and probably the only one that ever will. Today's rodeo cowboy and cowgirl is a bit different from their predecessors, but the ideals and showmanship of long ago are still valued by today's competitors. Each rodeo event has it’s roots from the agriculture industry: BARREL RACING: In the 1930’s, barrel racing was scored on rider’s outfit and horsemanship as demonstrated by maneuvering through the designated pattern - similar tasks one might need to navigate a busy ranch. By 1948, an all women’s rodeo association formed, and the event became all about speed and precise horsemanship. TEAM ROPING: Today’s high speed team event came from tasks of working ranches where it was necessary to capture, restrain and doctor a steer that was too large to handle by a single man. Handicap systems have been developed to even the competition. STEER WRESTLING: Historically, steer wrestling was not a part of ranch life. The event was claimed to have been started by an individual named Bill Pickett in the 1930’s, a Wild West Show performer said to have caught a runaway steer by wrestling it to the ground.There are several versions of the story, some claiming that he developed the idea after he observed how cattle dogs worked with unruly animals. BRONC RIDING: Bronc riding stems from the tradition of breaking a wild horse for use on the ranch. Cowboys would gather sturdy-looking mounts from the herd and place them in the corral. The chosen horse was fitted with an old saddle and the cowboy would climb aboard and hold on for dear life. It could take weeks to break a single horse, and even the bravest cowboys often ended up with a face full of dirt. (source: Wikipedia) BULL RIDING: The taming of bulls has ancient roots in contests dating as far back as Minoan culture. Bull riding itself has its direct roots in Mexican contests of equestrian and ranching skills now collectively known as charreada. Many early Texas rangers learned and adapted Hispanic techniques and traditions to ranches in the United States in the mid 1800’s. The sport went back and forth over the centuries from the use of steers to bulls. In 1935, a rodeo in Mississippi produced Canadian brothers Earl and Weldon Bascom with Jake Lybbert and Waldo Ross, was the first to feature a bull riding event at a night rodeo held outdoors under electric lights. A pivotal moment for modern bull riding, and rodeo in general, came with the founding of the Rodeo Cowboy Association (RCA) in 1936, which later became the Professional Rodeo Cowboys Association (PRCA). (source: Wikipedia) Come July, these rodeo sports, defined by their roots and sharing the historical values and showmanship will be coming to Delisle, with the community gathered to cheer on their favourite cowboy and cowgirls and celebrate the western lifestyle at the Nutrien Delisle Rodeo (July 13-14, 2019). squith Town Council held a regular meeting on May 8, 2019.
Attending were Mayor Gail Erhart, Councillors Dylan Claypool, Harold Edwards, Jordan Claypool, Ted Goodnough, and Jeff Eide. Also attending was CAO Holly Cross, Administrative assistant Kathy Picketts and Foreman Darren Kraft. The meeting was called to order at 7:00 p.m. A resolution was made to accept the council minutes from the April 10, 2019 regular council meeting. Council made a motion to accept the April financial and April bank reconciliations as presented to them at the meeting. Accounts paid in the amount of $26,785.91 and accounts payable of $68,467.65 were accepted as presented. Street sweeping occurred in Town at the end of April. It was nice to get some of the dirt and grit off the streets. Now we just need a good cleansing rain to brighten everything up! Two building permits were issued within the Town of Asquith for the building of decks. There was a water break in the 600 block of Cory Street; it has been repaired. April was a very dry month and a very busy month for our dedicated volunteer fire department and first responders! Fire bans are on until such a time that we have received a significant amount of moisture to negate the fire danger. Speaking of the Fire Department, the Asquith Fire Department and First Responders are holding their annual Pig Roast/Show & Shine/Street Dance in Asquith at the Elks Hall on Saturday, June 8, 2019. The day promises to be a fun filled one, with lots for all ages to enjoy. There will be a bouncy castle set up for the little ones, and other activities. As always, there will be the auction held as a fundraiser after the supper. This has proven to be a fun, raucous time! Any individual, business, group that would be interested in donating an item for the auction please contact an AFD member or the Asquith Town Office. Any donation would be greatly appreciated. Of course there is the street dance afterwards ! Remember that our emergency services in our community consists entirely of volunteers…these funds that they raise go towards bettering their equipment that is used to potentially save one of our lives in the event of a motor vehicle accident or save a property from burning to the ground. We ALL have a vested interest in ensuring that they have the best equipment that they need to provide these services! Support our local AFD and FR!! Councillor Dylan Claypool and Councillor Ted Goodnough attended a SREDA meeting. There was much useful discussion and it was interesting to hear what other communities are doing. The Town of Asquith will host a SREDA meeting in Asquith in November of 2019. Councillor Ted Goodnough also attended a SUMA Workshop in Prince Albert. The topic was Workplace Harmony. He reported that it was a very educational and interesting seminar. Spring is now well upon us, and individuals are doing spring cleaning around their houses and businesses. A reminder to all that there will be a Spring Cleanup Weekend on May 25th and 26th, with Loraas and Recycle bins available for taxpayers to use. The old landfill will be open for Clean Waste Days that same weekend, for individuals to deposit their tree branches, leaves, grass clippings, clean wood (non painted/non treated wood). For more dates that the Town will be holding a Clean Waste Day please contact the Asquith Town office. Happy Spring!!

he RM of Montrose Council held a regular meeting on May 9, 2019.
The Assessment Roll closed on May 8th and there were no appeals. Tax Liens will be placed on properties with outstanding balances as of December 31st by the beginning of June. The Municipality has sold the Mack Fire Truck and the proceeds have been placed in the Fire Capital Account for future capital expenditures. The Montrose Volunteer Fire Department raised over $4300.00 at their annual pancake breakfast as well as donations received from BASF in the amount of $5,000.00. This will allow for the purchase of the “Jaws of Life” to be used in their emergency response vehicle. Since the purchase of new fire truck last year, the Fire Department has generated over $12,000.00 in revenue by responding to accidents which are paid by SGI. The Municipality has increased their rates for custom work for ratepayers as well as non-ratepayers which will take effective June 1st. The price of aggregate was also increased from $22.00 to $25.00 per cubic yard. The Administrator was directed to apply to the Saskatchewan Municipal Board to apply for approval for funding in the amount of $300,000.00 which will be over a 15-year period of time for the construction of a new shop. A Bursary in the amount of $500.00 has been established for the 2019 Graduation Class of the Delisle Composite High School. The beneficiary must be from the Rural Municipality of Montrose. Order to Remedy are being issued on properties in the Buffalo Springs subdivision because of tall grass which has been identified as a fire hazard. During periods when a fire ban is in effect, we urge everyone to monitor any dry grass areas which could pose as a potential fire hazard. We advise our ratepayers that they are liable for any fires which would ignite on their properties. Order to Remedy are being issued in Laura for “junked vehicles, dilapidated buildings and untidy lots” as per our Nuisance Bylaw 2009-01. Any junked vehicles must be removed from the Hamlet itself not moved from one property to another. The Council discussed implementing a bylaw regarding the disposal of grain bags in the new Zoning Bylaw. This will be done sometime in the fall. In the meantime, we are asking the ratepayers of the community to utilize the Grain Bags Program which has been established in the Rural Municipality of Milden. The Rural Municipality of Milden is in the process of purchasing a grain bag roller for the sole purpose of proper disposal of grain bags. There was first reading of Bylaw No. 2019-02 for the sale and closure of Parcel A, Plan 63S01875 on SE 2933-09 W3. Currently, this parcel is under water and SAMA had assessed it as waste land valued at $10.00 per acre of which there is approximately 4 (four) acres and is being sold for $200.00. The Administrator, Desiree Bouvier, has been appointed as the Designated Officer, as the Municipal Inspector with regards to the Nuisance Bylaw 2009-01. The Saskatchewan Municipal Hail forms will be sent out by the end of May and we ask that they be completed and returned to the office by June 15th. The Administrator is licensed to sell additional hail insurance for anyone who is interested. The Transfer Station has new hours. The Transfer Station is open its regular hours Saturdays and Sundays from 9:00 am to 4:30 pm. and is now also open on Wednesdays from 5:00 pm to 9:00 pm from May 1st to September 30th. We encourage you to use the facility for regular household bagged garbage and recycle as much as possible. Council has approved the erection of a Sasktel Cell Tower in the Rural Municipality of Montrose subject to public consultation and approval done by SaskTel. The recommended location is NW 21-32-06 W3rd. To acknowledge the 100th year celebration of the Norris Family Farm, the Council will be naming TWP Road 322 East as Norris Road. All fees related to signage posted by the Department of Highways will be at the expense of the Municipality. The RM would like to remind ratepayers that according to Bylaw 1997-5 which states that dogs running at large may result in fines. We ask all dog owners to keep their pets within their property boundaries in order to be respectful of their neighbors. Dylan Isley and Max Major were hired as arena employees for the upcoming season. Off Road Exterior’s quote of $6,058.50 plus taxes to supply and install new eavestroughs on the arena complex was accepted. Suer & Pollon was hired to supply and install a new water heater and storage tanks at the arena Zamboni room. Town Council offered to renew Wayne Ward’s contract as Transfer Station Supervisor for another year.

Warman, Martensville, Delisle, Radisson Detachments April 22 - May 27, 2019 Detachments Received 675 Call for Service
Farm Equipment needs Lights April 22, 2019 at 11:10 p.m. Police received a complaint of farm equipment on Highway 16 near Langham and the farm equipment did not have enough lights. The caller felt that this was a hazard. Before police could attend, the caller advised that the vehicle had pulled off onto a grid road and was no longer on the Highway.
Delisle Female found Safe & Sound April 23, 2019 at 10:00 a.m. Police received a request to do a well being check on a female in Delisle. The caller was concerned about the 43 year old female as she did not arrive at her destination at the specified time. A short time later the police were able to contact the female and found that she was safe and sound.
high Speed Driver near Borden April 26, 2019 at 4:30 p.m. Police received a complaint of an erratic driver on Highway 16 near Borden. The caller reported that a vehicle passed them at a high rate of speed. Police were not in a position to intercept the vehicle and advised North Battleford Detachment of the call as the vehicle was travelling in that direction.
Suspicious People Ran Out of Gas April 28, 2019 at 2:30 a.m. Police received a complaint of 2 suspicious people in a vehicle on Highway 16 near Langham. Police attended the scene and located the vehicle and the people. They had run out of gas. They were provided a ride to a safe location in Saskatoon. There were no charges.
STARS Called to 2 Vehicle Accident April 29, 2019 at 6:00 a.m. Police received a complaint of a 2 vehicle accident on Highway 16 near Fielding. Police attended the scene along with the Borden Fire Department and STARS air ambulance. A 33 year old female from Warman was issued a ticket. She was transported to hospital for treatment of her injuries. The vehicle required towing from the scene. The 44 year old driver of the second vehicle from Borden was not injured.
Ticket Issued for Passing School Bus May 3, 2019 at 3:55 p.m.
Police received a complaint of a vehicle passing a school bus with the emergency arm extended. Police issued a ticket to a 28 year old male from Martensville.
Disturbance at Langham home May 7, 2019 at 11:30 p.m. Police received a complaint of a disturbance at a residence in Langham. The caller reported that he was having an argument with a female in the residence and was concerned that it was going to escalate. Police attended the residence and found the 31 year old female outside the residence waiting for a ride. There were no charges or injuries.
Missing Person from Radisson Located May 8, 2019 at 9:25 p.m. Police received a complaint of a missing person in Radisson. The caller reported that they had not heard from their 83 year old male neighbor in a few days and were concerned for his safety. Police conducted a number of inquires regarding the males whereabouts. He was located the following day at a family members residence in Saskatoon.
Items Stolen in Vanscoy Break-in May 10, 2019 at 6:55 p.m. Police received a complaint of a break in to a building in Vanscoy. A number of items were taken in the break in. Investigation into this matter is ongoing.
Goose Make Lousy hood Ornament May 12, 2019 at 7:35 a.m. Police received a complaint of a accident involving a goose. The caller reported that they struck a goose and it was stuck in their grill. They were requesting members attended and remove the goose. Police were not in the position to assist in removal of the goose and the caller advised they would remove the goose themselves. There were no injuries.
highway Speeder on hwy 7 near Vanscoy May 23, 2019 at 12:40 p.m. Police received a complaint of an erratic driver on Highway 7 near Vanscoy. The caller advised that a vehicle was speeding near his property, but was not there now. Police did patrols of the area, but did not locate any vehicles matching the description provided. There were no charges.

Sober Driver near Maymont
May 23, 2019 at 6:45 p.m. Police received a complaint of theft from a property in the RM of Corman Park. The caller reported that someone attended their property and stole some items. Investigation into this matter is ongoing.
May 24, 2019 at 5:30 p.m. Police received a complaint of a possible impaired driver on Highway 16 near Maymont. The caller reported that the vehicle was swerving all over the road. Police located the vehicle and spoke with the driver. They were not impaired. There were no charges.
Masked Bandit at Pike Lake Property May 24, 2019 at 4:50 a.m. Police received a complaint of a possible break and enter in progress at a residence near Pike Lake. The caller reported hearing noises coming from the property next to them and knew that no one resided there. Police attended the residence and found that a raccoon had broken into the residence and was eating the garbage. Police scared the raccoon away and secured the residence.
Vehicle Stolen from Borden Residence May 24, 2019 at 8:25 a.m. Police received a complaint of theft of an all terrain vehicle from a residence in Borden. The caller reported that the vehicle was parked in front of their residence when it went missing. Investigation into this matter is ongoing.
Male Injured near Langham, 2 Vehicles not Located May 26, 2019 at 8:30 a.m. Police received a complaint of an injured male near a residence in Langham. The caller reported that they located an injured male. The caller also advised that 2 vehicles left the scene a short time before they located the male. Before police could attend the caller advised that the male victim had left the scene before they could obtain a name. Police conducted patrols of the area, but were unable to locate any injured persons.

Asquith Fire Department Annual Pig Roast
O
n June 8, 2019 the Asquith Fire Department, along with the Asquith First Responders, will be holding their 6th Pig Roast and Auction event at the Elk’s Hall in Asquith. The first pig roast was held in 2011 as a fundraiser to acquire the jaws of life, again in 2014 for additional equipment and in 2016 it became an annual event that people in the community look forward to. The car show has grown every year with 50 entrants in 2018, a kid’s area has been added and expanded, the beer gardens are always a welcome attraction and the pig roasting out front puts the hunger in everyone’s belly! Along with the pig roast and auction getting bigger and better every year, our fire department has grown and evolved too; we’ve added a three-bay addition to the fire hall and have acquired some ‘new to us’ equipment. The same can be said of our response area. Due to our unique location, and through agreements with bordering RM’s, AFD provides first call coverage of approximately 650 square kilometers for four municipalities. This coverage includes the Town of Asquith, the RM of Vanscoy, the RM of Eagle Creek and the RM of Perdue. First call coverage, in this case, means when a call is placed to 911
for an emergency in any of these defined areas the call is routed to AFD to respond. While the Asquith Fire Department has a mutual aid agreement in place with the RM of Corman Park to respond when requested, we do not provide first call coverage for any residents of Corman Park that live close to Asquith. Coverage for this part of the RM of Corman Park is provided by the Langham Fire Department. To put this into perspective, a 911 call from a residence 2 km north of Asquith would get routed to Langham Fire to respond. Once Langham Fire responded and determined the location of the incident, more than likely they would ask dispatch to request Asquith Fire to respond through mutual aid. This can add precious minutes to the most critical time of an emergency. The attached picture is provided for a visual impact of the distances involved. While not the ideal situation to be in it is, unfortunately, the one members of our community who reside in Corman
Park must deal with. We forgot to mention, Asquith Fire has recently acquired a new piece of equipment that will allow us to better service our response area and will be an asset for all our emergency service partners in the immediate area. Pike Lake Provincial Park is 20 minutes from Saskatoon and a million miles from the city. Pike Lake is a recreation park characterized by aspen, poplar and Manitoba maple groves; manicured lawns with two picnic areas close to the main beach; desert-like sand dunes a short hike away and a popular outdoor pool with a waterslide. Add to this a diverse array of plants and wildlife owing to its location on a flood plain of the South Saskatchewan River and you can see why Pike Lake Provincial Park offers a delightful change of pace for people wishing to recharge their batteries without having to travel for hours. Pike Lake is a shallow body of water that's called an "oxbow" - it's a loop of the South Saskatchewan River that became cut off from the main channel. A barrier-free trail that starts at the main beach and runs southward to the creek that feeds the lake includes observation decks that provide a good view of the aquatic life and waterfowl in the vicinity. A 1.5km nature trail that begins at the interpretive centre, meanwhile, provides a fine opportunity to experience the surprisingly diverse ecosystems contained within this small park.
Eagle Creek Regional Park is located on the picturesque Eagle Creek, nestled down in a verdant valley of trees and foliage. The park is a jewel in the crown of the surrounding area, and offers year round fun for the whole family. The park has electrified and nonelectrified sites, a church and a hall for weddings and anniversaries, a nine-hole golf course, a water spray park, playground equipment, a new washroom/shower house and a new floating dock for swimmers. Beach volleyball can also be enjoyed at the park. A riding arena is available where bull riding and trail rides have been held in the past. Plan to take in the Free Kids Fish Derby on June 2 from 10-3.

A Conservative Plan to Protect the Vulnerable
I
t’s a horrific fact that while progress has been made in this country in reducing many different types of crime, sexual violation of children is on the rise. Sentences for these horrendous crimes are grossly inadequate, with some offenders serving as little as a few months in the most disturbing cases. Yet over the past four years the Liberals have not introduced any new legislation for child sexual offences. Earlier this week, Andrew Scheer announced our Conservative plan to combat child abuse which includes ensuring these offenders face the full weight of Canada’s justice system. We will ensure that survivors’ voices are heard and that sentences for sexual crimes against children take into account the length and severity of the abuse. We will also ensure that anyone convicted of a serious sexual offence against a child will serve at least five years in prison.
The Toronto Police have referred to human trafficking in Canada as “an epidemic,” with over 1,000 cases in the past five years. 72% of victims are under the age of 25, and a quarter under 18. Indigenous Canadians are also disproportionately victimized, making up at least half of all human trafficking victims. The current Liberal government has failed to combat human trafficking. For the last three and a half years, human traffickers have received the message that fighting their heinous crimes isn’t a priority.

· Renewing the National Action Plan to Combat Human Trafficking · Updating the Criminal Code to reflect the international definition of human trafficking in the Palermo Protocol and help our justice system secure convictions · Ensuring that human traffickers receive consecutive sentences for their crimes · Ending automatic bail for those charged with human trafficking offences
Unfortunately, sexual violation of children isn’t the only heinous crime growing in our society.
Conservatives have a strong plan to put survivors first and keep traffickers off our streets.
From our small towns to big cities, there’s a concerning and disturbing rise in human trafficking. Of course, many of the victims are children. Preying on society’s most vulnerable is truly despicable.
It’s time to take swift action to end human trafficking for good and equip organizations with the resources they need to rescue and protect survivors.
The wounds of sexual abuse last a lifetime and the penalty should fit the crime.

he Vanscoy & District Agricultural Society was proud to provide another successful Perennial Exchange event to the community. This year we had over 80 passionate gardeners come out and attend an enjoyable evening of social events. Viewers were treated to an inspiring and informational presentation by remarkably experienced and educated gardener Sandy Cook. After learning about common perennials and rare exotic plants, the exchange of perennials began, accompanied by a causal social that was enjoyed with an assortment of dainties and drinks. The evening was brought to a close with the presentation of lucky raffle ticket winners and silent auction winners. The Vanscoy & District Agricultural Society would like to thank Jeremy Czank for coming out and
selling his tomato plants at the exchange. We'd also like to give thanks to our many sponsors and Vanscoy Multiple 4-H Club volunteers that helped make the event happen.
