enovations at the Delisle Co-op began in midApril and are expected to be completed by midJuly. The current building first opened in 2002 and manager Darin Sekulich is excited that they are modernizing the store. “We will not only be changing the look of the exterior of the store and replacing the gas pumps with more modern equipment”, says Sekulich, “but we will also be updating the interior of the store, replacing the lighting and display fixtures, and expanding our food and product selection”.
The Co-op will continue to provide all fuel services and the car wash bays will still remain open during the renovation. Limited convenience items will also be available in a temporary retail space. The weekly Friday BBQ fundraisers will also continue their annual tradition through the summer. “We have an increase in demand from local organizations each year”, says Sekulich, “ We are happy to support them and have even booked extra BBQ’s on some Saturdays and Sundays this year”.

Sports Celebrity Dinner in August
A
Sports Celebrity Dinner will be hosted in Delisle this August. The event is part of a fundraising campaign to replace the Zamboni at the Delisle Arena. The organizing committee has confirmed three of the celebrities that will be attending.
They have secured appearances by NHL veteran greats Dennis Hull, Theoren Fleury and Georges Laraque. The event will take place at the Delisle Arena on August 14th and tickets are expected to go on sale in May for $130 per person.

very April Mother Earth ‘springs’ to life.
She wraps us in a warm blanket of sunshine. She bathes us with cleansing warm showers. She beautifies our home with colors and sweet scents. She provides us with a diversity of foods to nourish us. She provides us with clean spaces in which to grow. In return, we celebrate her on Earth Day. This year Earth Day was held on April 22nd.
You would feel terrible if you missed the opportunity to show your mother how much you appreciate all she does for you. Luckily you have many local options to help you celebrate your mother this year. Any of our Mother’s Day contest sponsors are a great place to go.
Appropriately, we also celebrate Mother’s Day in the spring, to show appreciation to our own Mothers.... They wrap us up in warm blankets when we are born. They bath us until we are able to do it ourselves. They decorate our homes with flowers and fashions. They feed us with meals that no one can replicate. They create clean, safe spaces for us to grow in. In return we celebrate them on Mother’s Day. This year Mother’s Day is on May 12th.

There are many rules for disposing of various items and materials that you need to be aware of. There can also be additional fees for some items. pring Clean-up Weekend will be held on Saturday May 25 and Sunday May 26, 2019 and will be open to Town of Asquith residents only. You can use the provided bins to dispose of large dimensional waste (i.e. couches, mattresses, etc.) BN Metals will also provide a bin for white metals (washer, dryer, fridge, etc.). The doors should be pulled off these items. Batteries, BBQ’s, bikes, chairs white metal, couches with metal, electronics, lawn mowers, old tools, swing sets, tin, wire, or anything metal will also be accepted. Posters have been distributed to businesses in town for more information.

Clean Waste Days for 2019 have been set for the Town of Asquith for Saturdays, April 27, June 15, June 29, July 13, July 27, August 10, August 24, September 14, September 28, and October 26. The old Asquith Landfill site will be open from 9 a.m. to 3 p.m. to receive “clean” waste such as tree branches, unpainted/untreated wood, grass clippings, leaves and garden waste. Bagged waste needs to be emptied and loose loads need to be tarped. For more information please read posters that have been posted at businesses in town. This is also for Town of Asquith residents only.

squith Town Council held a regular meeting on April 10, 2019.
Attending were Mayor Gail Erhart, Councillors Harold Edwards, Jeff Eide, Dylan Claypool, Ted Goodnough and Sue Sawicki. Also attending were CAO Holly Cross, Administrative Assistant Kathy Picketts and Foreman Darren Kraft. The meeting was called to order at 7:00 p.m. A resolution was made to accept the March 13, 2019 regular council meeting minutes as presented. The March 2019 financial statements and the March bank reconciliations were presented to the Council and a motion was made to accept them as presented. Council made a motion to accept the accounts paid report of $30,361.47 and the accounts payable report of $34,405.70 as presented. Saskatchewan Association of Rural Municipalities announced Potash Tax Sharing Distribution for 2019. Asquith will be receiving $22,063.80 for 2019. The Town of Asquith will be sponsoring the Spring Clothing Swap this year, as requested by Bethany Drapak. Council has approved paying the rental of the senior hall and will be providing coffee and refreshments. Minister of Government Relations sent a notice that Asquith will be receiving $132,406.00 in 2019 Revenue Sharing. Education Mill Rates were set for 2019 as Agricultural Property – 1.43 mills, Residential Property – 4.12 mills, Commercial/Industrial Property – 6.27 mills, Resource 9.68 mills. Graham Contracting was awarded the contract for street sweeping in the Town of Asquith. The Asquith Fire Department and the Asquith First Responders will once again be holding their Annual Pig Roast on Saturday, June 8, 2019. Keep in mind that donations for the Silent Auction are very welcome! A Show and Shine, that is growing every year, will also be held during this event!! It is so very important that all of us in our community support our very important emergency services and all their endeavors! Have a wonderful Spring!

elisle Town Council held a regular meeting on April 9, 2019.
EMO Co-ordinator Desiree Bouvier was added to the list of designates who can issue alerts on the Sask. Alert system on behalf of the Town of Delisle. The Town approved temporary street closures on Sept. 7th to accommodate the Fall Fest parade and downtown festivities. The skating rink ice rental rates for the 201920 season were set as follows: 1) $190/hr. (GST included) 2) $130/hr. (GST included) for Mondays to Fridays, midnight to 3:00 p.m. 3) $880 (GST included) for a daily tournament. In 2019, water lines for the remainder of the South Industrial subdivision will be completed. Construction of roadways for all of Cominco Avenue and that portion of Potash Trail from Elevator Road to Cominco Avenue will be completed as well. The Town will enter into contract with Gold Standard Engineering for the preparation of an Asset Management Plan for our road infrastructure (i.e. curbs/sidewalks, pavement, base work, water & sewer lines, etc.). Expressions of Interest will be submitted under the “Investing in Canada Infrastructure Program” for the following 2 projects which we hope to complete within the next 5 years: 1) Replacement of Lift Station #2 and the accompanying sewage force main at an estimated cost of $1.92 million; and 2) Provision of water & sewer infrastructure to the East Railway Avenue Highway Commercial District with the water line looping back to Valleyview Drive at the Fairway Drive intersection at a total estimated cost of $1.345 million. The Budget meeting will be held on April 25th starting at 7:00 p.m. Penny Starling has decided not to renew her lease of the arena kitchen booth. The search will begin for new operators of the arena booth for the 2019-20 season. Compost pickup will begin Tuesday, May 7th and will follow every 2 weeks on a Tuesday for the rest of the summer. Garage Sale Day is Saturday, May 11th.

Warman, Martensville, Delisle, Radisson Detachments March 25 - April 22, 2019
Erratic Drive in Rush to Delisle March 25, 2019 at 12:55 p.m. Police received a complaint of an erratic driver on Highway 7 near Delisle. The caller reported that the vehicle passed them at a high rate of speed. The caller did not provide a license plate number for the vehicle. A short time later the caller advised that the vehicle had pulled into the town of Delisle. There were no further calls received. Well Being Check on Langham Female March 26, 2019 at 8:10 a.m. Police received a request to do a well being check on a female in Langham. Police were enroute to the residence when the caller advised they had spoken to the female, who was advised she was safe and sound. Vehicle Abandoned in Corman Park March 29, 2019 at 3:50 p.m. Police received a complaint of an abandoned vehicle at a rural property in Corman Park. Police checked the vehicle and found that it was previously reported stolen from Saskatoon. The vehicle was towed back to Saskatoon for further investigation. Impaired Driver near Grandora Charged April 1, 2019 at 5:55 p.m. Police received a complaint of an erratic

driver on Range Road 3080 near Grandora. Police located the vehicle and spoke with the 41 year old male driver, who appeared to have consumed alcohol. He was taken back to the Detachment to provide a breath sample. He was released a short time later on documents for an upcoming court date on impaired driving charges. Asquith Driver Ends Up in Slough April 2, 2019 at 7:55 p.m. Police received a complaint of a single vehicle accident in the RM of Corman Park. Police attended and spoke with the 24 year old male driver from Asquith who advised he swerved for wildlife, lost control and ended up in a slough. The vehicle required towing from the scene. There were no charges or injuries. Langham Man gets Impaired Charge April 5, 2019 at 11:15 p.m. Police received a request from Corman Park PS to assist with a possible impaired driver. Police arrested a 43 year old male from Langham. He was taken back to Detachment to provide a breath sample. He was released a short time later on documents for an upcoming court date on impaired driving charges. There were no injuries.
Truck Stolen from Asquith Recovered April 5, 2019 at 12:45 p.m. Police received a complaint of theft of a truck in Asquith. Police located the vehicle and charged a 41 year old female from Saskatoon with a number of theft related charges. Vehicle Fire on Hwy 16 near Borden April 6, 2019 at 5:10 p.m. Police received a complaint of a vehicle fire on Highway 16 near Borden. Police attended with Borden Fire, who extinguished the fire. There were no injuries. The vehicle was towed from the scene. Kids Drinking in Langham April 5, 2019 at 7:55 p.m. Police received a complaint of underaged youths drinking in a back yard in Langham. Police attended the location and found that the youths were being supervised by adults. There were no charges. Driver Hits Tire near Vanscoy April 8, 2019 at 8:50 a.m. Police received a complaint of a single vehicle accident on Highway 7 near Vanscoy. The caller advised that they struck a large tire that was in the driving lane. The vehicle received mechanical damage and was not driveable and was towed from the scene. There were no charges or injuries.
Vehicle Stolen from Borden Residence April 9, 2019 at 8:20 a.m. Police received a complaint of theft of a vehicle from Borden. The caller advised the vehicle was parked in front of their residence when it went missing. Investigation into this matter is ongoing. Safe Stolen from Borden Business April 9, 2019 at 8:35 a.m. Police received a complaint of a break and enter to a business in Borden. The caller advised that someone entered the business during the night and broke into a safe on the property. Investigation into this matter is ongoing. Female Leaves Langham Business April 10, 2019 at 10:05 p.m. Police received a complaint of a suspicious person at a business in Langham. The caller advised that a female was at the business and did not have anywhere to go. They were concerned as they were closing soon. A short time later, the caller advised that the female had obtained a ride. There were no charges or injuries. Hitch Hiking from PA to Swift Current April 12, 2019 at 9:20 p.m. Police received a complaint of a hitch hiker on Highway 7 near Delisle. Police attended the location and found a 37 year old female from Prince

Albert. She was attempting to walk to Swift Current. She was provided a ride back to Saskatoon to ensure her safety. Attempted B&E in Corman Park April 16, 2019 at 12:10 p.m. Police received a complaint of an attempted break and enter to a residence in the RM of Corman Park. The caller advised that someone attempted to enter a house under construction. Nothing was missing. Investigation into this matter is ongoing.
Suspects Detained by Homeowner in Corman Park B&E April 20, 2019 at 5:20 p.m. Police received a complaint of a break and enter in progress in the RM of Corman Park. The caller advised that they had 2 males detained at the location. Police attended and arrested a 20 year old male from Moose Jaw and a 26 year old male from Quebec. Both men were held in custody to appear in court on Break and Enter charges.
Fire Season is here and so are $150 Fines Section 249(2) of the Traffic Safety Act deals with throwing a burning substance from a vehicle. This section deals mostly with people throwing cigarettes out the window.
This is how wild fires get started. Occupants of a vehicle are reminded to not throw their cigarettes out of their vehicle. The fine is $150.00.

Saskatchewan Crime Watch Advisory Network Officially Launched
he Ministry of Corrections and Policing for the Province is pleased to announce the establishment of the ‘Saskatchewan Crime Watch Advisory Network’. Supported by Everbridge Mass Notification Systems, the new network provides the RCMP and its Provincial Response Team partner agencies (Saskatchewan Highway Patrol and Saskatchewan Conservation Officers) with the ability to communicate directly with the public on matters of crime prevention. Citizens can sign up at www.saskcrimewatch.ca to receive crime watch advisories from their local RCMP Detachments. As situations might be occurring, Detachment Commanders will have the ability to send important advisories by text message, email or phone. Those who sign up or register online will have the ability to choose how they would like to receive these advisories. The new network is designed to ensure that ALL people of Saskatchewan can play an important part in public safety. If you have information about an advisory, the advisory itself will include information about what to do and or who to contact. Supporting Local Crime Prevention Programs: The new system also allows the RCMP and its partner
agencies to communicate directly with existing or developing crime prevention groups, such as: Rural Crime Watch Indigenous Peace Keepers (or like programs) Citizens on Patrol, or Neighborhood Watch To find out more how your local crime prevention program can be supported by the Everbridge mass notification technology, please contact your local Detachment to be put into contact with Saskatchewan RCMP’s Community Policing Branch. The RCMP can arrange for a presentation and to have your group further added to the new network as a special group. These groups, approved at the local level by their Detachment Commander, will be provided access to the system to send their own unique crime prevention communications. How will this new Network help? The new Network acknowledges that crime prevention can be the most effective when the greatest number of people can participate. Residents can help by being the ‘eyes and ears’ of their communities, and by reporting crimes or suspicious activities to the police. The more people who sign up for the advisories, the more effective we can be at preventing crime. Criminals will literally have ‘no place to hide’ as we all work together to
keep our communities safe. Imagine someone is spotted breaking into a cottage or a home. The witness calls 911 to report the crime and describe the suspect’s vehicle. Police go to the scene, but the suspect is often gone. Now, with a Saskatchewan Crime Watch Advisory sent directly from the RCMP, the description of the suspect’s vehicle can be immediately sent to hundreds, if not thousands, of people in the area. People who receive the advisory can call police when they see the vehicle. This gives the police a better chance of catching the offender(s) sooner. The Saskatchewan Crime Watch Advisory Network, along with existing crime prevention programs, helps create the right environment and culture where everyone can contribute to and be a part of community safety. The network itself sends a strong message to would-be offenders that people are watching and that we all care about community safety. System Expansion: The new Network is available for all residents, companies, and organizations in Saskatchewan. Initially only registrants for the Southern Saskatchewan Detachments would receive these advisories but the system has now been expanded for the rest of Saskatchewan.

Vanscoy Multiple 4-H
O
n April 19 &20, the Vanscoy Multiple 4-H Club successfully held the annual 4-H Petting Zoo at Lawson Heights Mall. On these two days, 4-H families were very busy running the club’s Easter fundraiser event. There was a large variety of animals that were showcased; from goats to rabbits to pigeons, the Petting Zoo seemed to have it all! Alongside showing animals to the public, 4-H’ers busied themselves by running a face painting station, a Fish Pond, and selling raffle tickets. As a main component to the fundraiser, the raffle draw was very big this year. For third prize, members of the Vanscoy Multiple 4-H Club donated items to form two separate Easter hampers. For second prize, the winnings consisted of two tickets to a Roughriders game and a Saskatoon Leisure gift card. As for first prize, there were two West Jet tickets to be given to the winner. This event would not be possible without their numerous sponsors. These

And finally, the Vanscoy Multiple 4-H Club would like to thank Joanne Richmond for playing a major leadership role and taking initiative to make this event happen.
The Petting Zoo has been going on for more than 30 years. The Vanscoy Multiple 4-H Club will continue to organize this event for many years to come, and they will never stop attracting the big crowds.

PST ON USED VEHICLES
he recent provincial budget has resulted in all used vehicles being taxable for PST effective April 11, 2018. This change applies to all vehicles sold whether at a dealership or privately, new or used, light or heavy are now taxed at 6% regardless of the date on the bill of sale. SGI administers the collection of tax on behalf of the government, for more information you can also phone the Ministry of Finance 1-800-667-6102. Following the recent budget rules, used vehicles purchased privately in Canada for personal or farm use only with a purchase price of $5,000 or less are now exempt from 6% PST. This $5,000 tax exemption applies to private sales only for cars, SUVs, light vans, light trucks 1 ton or less, motorhomes and buses, campers, leisure vehicles such as ATVs or boats, motorcycles and snowmobiles. Private or farm use utility or transport trailers are also exempt under $5,000. In essence, the former $3,000 PST deduction has been replaced with a $5,000 PST exemption for personal or farm used private purchases only. For example, if you purchase a used car today for $9,000 then 6% PST will apply to the entire $9,000 (not only on the $4,000 above the $5k base exemption) or the Red Book value (whichever is greater). Red Book value is an industry valuation tool that is used to determine wholesale value of vehicles. If there is no Red Book value available for your vehicle then determination of tax will be based on purchase price as indicated on your bill of sale. The trade-in allowance has been reinstated, whether purchased new or used for light personal and
farm vehicles. This means PST will be calculated less the trade-in value. For example, if you bought a vehicle for $10,000, and traded in another previously PST paid vehicle for $4,000, the PST will be calculated on the difference of $6,000. The trade-in allowance is not taken into consideration when determining if the $5,000 exemption applies. It is the full purchase price or the Red Book value whichever is greater. These rules allow an exemption for the gifting of used vehicles between qualifying family members (provided tax has been previously paid). Qualifying family members are defined as spouse and common-law spouse, parent and step-parent, child and step-child, grandparent and step-grandparent, grandchildren and step-grandchildren, brothers, sisters, step-brothers and step-sisters, legal guardian, foster-parent, fatherin-law and mother-in-law and son or daughter-in-law. Saskatoon, SK – Kelly Block, the Conservative Shadow Minister for Transportation, released the following statement regarding her attendance at the Senate hearings on Bill C-69, being held in Saskatoon: “The testimony heard by the Senate committee today from so many industry experts shows clearly that Bill C-69 is a flawed piece of legislation that ignores the role of science and is a step backward for Canada’s natural resource development. Industry experts have repeatedly stated that Bill C-69 will result in significant regulatory uncertainty across nearly all natural resource sectors. The oil and gas industry has warned that, if Bill C-69 is passed into law in its current form, no further pipelines will be built in Canada. This does not mean that oil production will cease, but instead that oil and gas will be transported to market via alternative means.

Already, we are seeing a dramatic increase in the use of rail and trucking to transport heavy crude. There are significant consequences to this development. While our Conservative Caucus has the greatest respect for the rail and trucking industries, there can be no doubt that transporting oil and gas by those means is less safe than transporting the same product by pipelines. Furthermore, the transportation of oil and gas via rail and trucking displaces other products that need to be shipped to market as our infrastructure has finite capacity. Canadian farmers have recently faced difficulties in shipping their grain to market due to capacity issues. Should C-69 pass, such difficulties will become more commonplace. Witnesses also testified that Bill C69 makes dramatic and shortsighted changes to the Navigation Protection Act. These changes will significantly increase red tape for municipalities and businesses by

These new rules apply to any project that seeks “to construct, place, alter, rebuild, remove or decommission a work . . . in, on, over, under, through or across any navigable water”. These rules can be invoked by anyone, even if there is no reasonable expectation that they will be affected, thereby delaying a project significantly. It has been clear for some time that C-69 is a damaging piece of legislation for our economy. The Senate hearings in Saskatoon have only served to reinforce that fact by highlighting the uncertainty that has been created, the $100 billion of cancelled investments, and the loss of jobs over the last two years. A Conservative Government would repeal C-69 and implement an evidence-based approval process which removes politics from consideration while protecting the environment and developing our economy.”

e are very excited to announce that an AED has been permanently installed at the Delisle Town Hall. “An AED, or automated external defibrillator, is used to help those experiencing sudden cardiac arrest. It's a sophisticated, yet easy-to-use, medical device that can analyze the heart's rhythm and, if necessary, deliver an electrical shock, or defibrillation, to help the heart re-establish an effective rhythm.” (redcross.org) The total cost of the AED was $1900 and we raised the funds over a period of the past three years through donations from participants attending our exercise program. “Forever…in motion is a health promotion initiative that helps older adults become physically active through volunteer-led physical activity groups.” (www.in-motion.ca)
Delisle became a Forever… in motion site in the Fall of 2014. Our group exercises at the Delisle Town Hall from October 1st – the end of April on Tuesdays and Thursdays from 9am – 10am. This program is open to the general public. It is free to attend, but donations are accepted. We have a variety of volunteer leaders who have been trained by Forever… in motion. Our average attendance is between 16 – 22 people (men and women). All supplies are provided so there is no need to purchase anything to become active. Supplies for our program (weights and stretch bands) have all been purchased through grants which have been provided by Saskatchewan Parks and Recreation. A huge Thank You to the Town of Delisle for providing the space at Town Hall for this program.
