A
$66 million twinning project is nearing completion on Highway 7. The third and final phase of newly twinned highway around Vanscoy was opened to traffic on September 23rd. The 12 kilometres (km) of new lanes around Vanscoy will complete 31 kms of Highway 7 twinning between Saskatoon and Delisle.
About 13 km of newly constructed lane east of Delisle to Vanscoy opened to traffic in July 2018. In October 2016, nine km of twinned highway opened to traffic between Saskatoon and Vanscoy. “Our community is excited about the completion of the highway project,” Vanscoy Mayor Robin Odnokon said. “It will provide safety for our local commuters and all residents who travel the highway. We are very pleased to see this twinning project complete.”
“Highway 7 is a busy corridor for commuters and shippers who transport goods to national and international markets,” Health Minister Jim Reiter said on behalf of Highways and Infrastructure Minister Greg Ottenbreit. “This twinning project, and the new passing lanes between Delisle and Kindersley, provides more opportunities to pass safely which helps traffic flow efficiently.”

“It will prove to be a major safety improvement for our residents and future residents who travel to Saskatoon for work and appointments,” Delisle Mayor Dave Anderchek said.
The Government of Canada has provided funding of $27.5 million toward the twinning project.
When the new lanes are opened, be cautious, alert and aware of signs directing traffic. Some additional work including signing, pavement marking and landscaping will still be required. Please slow to 60 km/hr through the work zone and pay close attention to the people and machinery working in the area.
Highway 7 is a key trade route for the province and connects communities such as Kindersley, Rosetown, Delisle and Saskatoon, as well as Calgary and ports on the west coast. Over the last 10 years, traffic volumes along the entire highway have increased by about 20 per cent, from nearly 3,000 vehicles per day to more than 3,500 per day today.
The Government of Saskatchewan has invested $9 billion in transportation infrastructure since 2008.

Hindsight is 2020... and the Election is 2019
ith the Federal Election just a couple of weeks away, we once again have the luxury of going to the polls to select the people we want to hire to, hopefully, run the larger things that affect our lives in Canada. Some of the people I have talked to in this neck of the woods seem to be disappointed in the past 4 years of Justin Trudeau being in power. .... well good news ! No matter what government we put into power; Federal, Provincial or Municipal, we have the luxury of having a do-over every four years. Contrast this to countries like North Korea where you either like the government... or your like the government! We should count our blessings that we have the options that we do. (November 11 maybe ?) Not only can people in every democracy change their minds, but they can even ‘take a mulligan’ and recall or impeach the leader... just as our neighbours to the south are finally doing. ....Thank God !

Other people I talk to seem to not like the local candidates on the ballot or the party leaders. There are those that will always vote for the same party, regardless of reality (kinda like Ford owners) but many voters can be persuaded by the circumstances of the day or the message from a certain political party or leader. These ‘undecided’ voters tend to also be people that bitch about the current government because they didn’t get the result they wanted when they did vote last time. They also tend to be people that have done absolutely nothing to influence, not only the outcome of that election, but the choices that were available at the ballot box. It is too late for those people to do anything now other than go vote, which we all certainly should do ! .... but good news ! There is a simple opportunity for you to more likely have the next election go the way you want !
Get involved at the grass roots. Inform your neighbours about the issues and encourage them all to support your views. Together select someone to run for local office or (God forbid) take the bull by the horns and run yourself ! Then you are in a position to help form the direction of your party and ultimately decide who will be it’s leader that you will run in the next election. Then casting your ballot shouldn’t be confusing at all. Obviously we don’t all get to have who we want the ballot, but if you haven’t effectively made your views known, in the past 4 years, you are not very likely to see any of them represented at the ballot box. So pick your poison at the ballot box on Monday the 21st, but then start working on the next election. Otherwise... suck it up, buttercup. Happy Halloween !! Ken Sowter - Editor

Registered electors should receive their card by October 4th
lections Canada is mailing a personalized voter information card to each registered elector. The card tells electors when and where to vote and has information about the accessibility of their polling station. Electors who do not receive a card by Friday, October 4, or whose card shows the wrong information, can register or update their address online or by contacting their Elections Canada office.
Electors should contact the Elections Canada office in their electoral district if: - the name on their card contains an error - they receive a voter information card for a deceased person or someone who does not live at their address If, due to unforeseen circumstances, like a fire or a flood, the location of a poll changes after the voter information cards are mailed, the electors assigned to that poll will receive another voter informa-
tion card with the words “Replacement Card” printed on the bottom right corner. To vote, electors must show proof of identity and address. The voter information card may be used as a proof of address at the polls. Electors must use it with another piece of accepted ID to prove their identity. View the list of accepted ID. Electors do not need to bring their voter information card to the polls in order to vote, but we encourage them to bring it with them for faster service at the polls.

Kelly Block was first elected to the House of Commons representing the riding of SaskatoonRosetown-Biggar on October 14, 2008 and re-elected on May 2, 2011. Prior to being elected as a Member of Parliament, Kelly was a town councilor in Waldheim, Saskatchewan for three terms, serving two of those terms as Mayor. At the same time, she was a member of the Saskatoon Regional Health Authority and the Director of Administration at Forest Grove Community Church. Kelly has served on several Standing Committees during her career including Access to Information; Privacy and Ethics; Procedure and House Affairs; Finance; Human Resources and Skills Development; Health; Government Operations and Estimates and Natural Resources. Additionally, she has served on a number of Special Committees including Violence Against Indigenous Women, the subcommittee studying a Code of Conduct for Members and a legislative committee studying amendments to the Copyright Act. In 2010, she was voted the ‘Rising Star’ by her colleagues in the Maclean’s annual Parliamentarian of the Year Awards. Kelly also served as the Chair of the Saskatchewan Conservative Caucus between 2011 and 2013. In September of 2013, the Prime Minister appointed Kelly to serve as the Parliamentary Secretary to the Minister of Natural Resources. In 2015, Kelly was elected to represent the newly created riding of Carlton Trail-Eagle Creek. Following the 2015 general election, Kelly was appointed the Conservative Shadow Minister for Transport and serves as the vice-chair of the Standing Committee on Transport, Infrastructure and Communities. In 2017, Kelly was named Co-Chair of CANFoRB, the Canadian Branch of the International Panel of Parliamentarians for Freedom of Religion and Belief (IPPFoRB). Kelly and her husband Milton currently reside in Warman, Saskatchewan. They have four married children and ten grandchildren.
Jasmine Calix is a community builder who works for the Saskatoon Police Service creating safe neighbourhoods through housing and community awareness. She has a Master’s in political studies and has worked for the Canadian embassy in Washington DC, as research analyst for the University of Saskatchewan and managing the needs of municipalities at the Saskatchewan Municipal Board. A keen community advocate, Jasmine has served on the Saskatchewan Arts Board, was national equity and diversity committee for her union, and the Martensville Housing Authority, working to advance the needs of communities and working people. Jasmine is fighting to make life more affordable, with better access to healthcare, universal pharmacare, affordable housing, and a strong rural economy that supports farmers and creates good, green jobs so that all Canadian families can thrive.
Green Party - Dean Gibson Dean Gibson was born in Calgary and moved around a lot as a child as his father was an RCAF reconnaissance pilot. The family finally settled in Saskatoon, making this his hometown since 1960. Dean studied music and the fine arts, including musical theatre at The Banff School of Fine Arts. In his earlier years, he also traveled across the country with a variety of folk singing acts. The environment has always been front and center with Dean, and remains at the core of his political values and action. He believes the world economy needs to readjust how it thinks of prosperity, and to include the cost of environmental impact in our assessments of “successful” projects. Dean believes that the Green Party is the only party that will take the action necessary to avoid the worst of the climate crisis, and wants to be part of the movement to build a more resilient and sustainable country.
Liberal - Rebecca Malo I grew up in Alberta in a single-parent household. After high school I moved to Yellowknife where I lived for eight years and gained an appreciation for Aboriginal governance. In 2002, we moved to Warman where I ran a licensed daycare for ten years. My work in daycare has made me very aware of the supports that are needed for young families to succeed. Once my children reached school age, I closed my daycare to pursue my accounting degree. Because of the Canada Child Benefit, along with the federal Skills Boost grant program, I have been able to return to school. These are Liberal initiatives and some political parties do not support these programs. I want to everyone to have the same opportunities as me to recreate themselves. First priority – health, physical and mental Second priority – education, young and old Third priority – transportation, to access health, education, and work
PPC - Cody Payant I have spent my political life as a conservative but now follow another course. The annual spending of our government has exceeded 420 billion dollars, while our nation's federal debt has surpassed 680 billion. I want to cut down public expense. I want the people of Saskatchewan to work less for the federal government, and more for themselves. To have the rewards of their own industry. Until we can reestablish a condition under which the earnings of the people can be kept by the people, we are bound to suffer a very severe and distinct curtailment of our liberty.
Carlton Trail - Eagle Creek Constituency Map Independent - Glenn Wright I am running because we deserve better. I want to help restore trust in government. Restoring government trust begins with electing people who are trustworthy. Personally, I don’t trust Trudeau, or Scheer, and I’m not sure that I can trust any organized party. Many people have told me that they don’t align with any one party’s stance on all of the issues. I agree. Ultimately, I feel that the major parties have eroded our trust in government. They do this with their attack campaigns, scandals, broken promises, succumbing to corporate influence, and political patronage. The two major parties have polarized Canadians. But we are all in this together and we need to reconcile in order to address the major issues – issues like affordability, equality, the environment, and our strengthening democracy. Choosing your candidate should be about building Canada – not about parties or people who lust for power. So why an independent campaign? I am motivated for 2 reasons. I want to be able to speak freely, without being muzzled by a central campaign and I want to conduct research through my voter contact in the campaign asking the key question: what will it take to restore trust and confidence in our government? I want to hear from you – I have a research survey that I would like every voter to answer. Its only about 7 questions so it is not difficult. Truly, the environmental crisis needs attention. The scale of human enterprise is dramatically altering the planet and we must respond or the consequences will be dire. However, without public trust in government and public policy, without cooperation between all parties, without reform of our politics, we will not respond appropriately. We either choose to cooperate and work through the problem, or we face escalating conflict. I assure you that business as usual is more risky and more costly than pursuing sustainability. I speak from experience: Our family has invested in solar on our farm, we’ve done a big home insulation project, and we’ve been driving electric cars for 18 months. These initiatives save you money and make life better. In fact, we now save about $5000/year on fuel and power that we used to buy. This is happening around the world. What we really need to do is stop playing petty politics over pipelines, carbon pricing, and denial. We need people who care about leading a just transition. I am one of those people. COUNCIL REPORTS RM OF MONTROSE (Next Meeting October 10, 8:00am)
M
ontrose Municipal Council held a regular meeting on September 12, 2019.
A bylaw to regulate and control alarm systems and a bylaw to establish penalties for contravention were given first readings at the regular meeting. Council also reviewed the Asset Management Policy and decided that no changes are required at this time. Lots 3-5 Block 02 G290 in Swanson were tendered in August and have sold for the amount of $5000.00. Council will not enforce the construction of a building due to the fact the property is not large enough to house a residence. Council will be selecting an Electrical contractor for the completion of our municipal shop. We are anticipating the shop to be finished by the end of October 2019. Taxes have been rolling into the office at a steady pace. We just want to remind ratepayers of the discounts in place for each month. Discounts are as follows of 5% if paid by September 30, 4% if paid by October 31 and 2% if paid by November 30. We recommend sending cheques or internet payments at least three days prior to the end of the month to ensure the payments are received in the office before the end of the month. Discount rates are only applicable for payments received in that month, there will be no exceptions for late payments. The RM of Montrose is currently seeking a Pest Control Officer. TOWN OF ASqUITH (Next Meeting October 9, 7:00pm)

squith Town Council held a regular meeting on September 11, 2019.
Attending were Mayor Gail Erhard, Councillors Dylan Claypool, Sue Sawicki, Harold Edwards, Ted Goodnough, Jordan Claypool, and Harold Edwards. Also attending was CAO Kathy Picketts and Foreman Darren Kraft. The meeting was called to order at 7:01 p.m. A resolution was made to accept the council minutes from the August 14, 2019 regular council meeting. Council made a motion to accept the August 2019 financial and August 2019 bank reconciliations as presented to them at the meeting. Accounts paid in the amount of $30,566.32 and accounts payable of $62,938.52 were accepted as presented. Paving of Lunn Street has been postponed. Patching/repairing streets in town began week of September 9, 2019. The Town of Asquith is looking for volunteers for a fundraising committee to fundraise for a possible spray park in the town. Posters will be displayed throughout the town. There will be “Autumn Clean Up Weekend” October 5 & 6, 2019. A reminder that there is another “Clean Waste Day” this month on the 24th, from 9:00 a.m. to 3:00 p.m. Council would like to remind all residents that if you see something that is a crime or looks criminal, to call the RCMP at 306-975-1670. If you see individuals driving dangerously, speeding, or if you see something that just doesn’t look right, please call the RCMP. It does not do any good to come into the Town office the next day to report it to office staff. It is extremely important that the RCMP have a handle of how much crime, no matter how petty, is occurring in town. Recently a family in Asquith lost two of their beloved dogs to possible poisoning, as they were previously healthy dogs, and this is the only solution they came up with. They got out of their back yard for a brief 10 to 15 minutes, then were retrieved only to have them die within the next hour. Please be reminded not to leave out any poisonous substances of any kind, not only can this happen to animals, it could be potentially harmful to small children. A reminder goes out to all individuals that the Town of Asquith has A Burning Bylaw which dictates that one can have a fire in town for recreational use only. VILLAGE OF BORDEN (Next Meetings October 14 & 28, 7:00pm)

t seems as though autumn is upon us early this year. I’ve heard stories of frost at night already, not a good story at the end of August! Perhaps an early fall will bring a mild winter? We have been busy planning for our annual Fall Clean Up Weekend, which we have scheduled for October 19th & 20th, watch for the posters. If you have been given a notice from our bylaw officer to do some yard clean up, this is a great opportunity to get it done! We plan to rent a stump grinder at the end of this month, contact the office at 306-997-2134 or email office@bordensask.ca to be added to the list. The cost is $75/hr. We have a bin being dropped off beside the Town Shop across from the Co-op from B & N Metals to help with clean up in Borden. If you have any metal such as appliances, propane tanks, or any type of scrap metals please throw it in. The bin will be dropped off on Monday September 23 and picked up on Monday September 30 giving us a full week to get all the unwanted metal out of our yards! Our new sewer line cleaner has arrived and has been busy. Below are the rates for service: Regular Maintenance Regular Hours - $75/cleaning Emergency Call Out Regular Hours - $75/hour Emergency Call Out After Regular Hours/Holidays $112.50/hour *Regular Hours: Monday-Friday 9:00am - 5:00pm If you are interested to have us come and clean your sewer line, please call the office to schedule a time. Depending on the amount of trees in your yard, yearly or every 2 years is recommended to keep roots down to a minimum and prevent blockages. Friendly reminder, if you are spraying weeds in your yard please ensure you are doing it on a day with no wind and that you are very careful that there is no overspray that may transfer to a neighbouring yard. The Bylaw Officer has been out to help our community maintain its vitality. If you have received a notice and it is for weeds and trees we are happy to wave the 14 day deadline so you can benefit from the Fall Clean Up Weekend, see the attached poster. We are grateful to everyone in the community doing their part to better Borden. If you haven’t driven through the village at night, take a tour around, we have added new street lights along the service road, on 2nd Avenue and a few other spots to brighten some dark areas. Also, I’m sure it doesn’t need to be mentioned, you have probably all been watching the much anticipated cell phone tower being erected behind the SaskTel building on Main Street. I’m told we should be ready to roll with increased service before the year is done! The phone has been ringing with questions regarding the annual Thresherman’s Day, please mark your calendars for Saturday, September 28th, and please give a hand if a volunteer coordinator calls, this event is not possible without the help of many! elisle Town Council held a regular meeting on September 10, 2019.
Council approved the Vanscoy and District Early Learning Center discretionary use application for the construction of a day care center on Lot 7 to 10, Block 14, Plan G11. The Tax Lien List was approved and authenticated and will be advertised in the “Clark’s Crossing Gazette” newspaper. The sound system at the Delisle Arena was replaced at an estimated cost of $10,000.00.
VILLAGE OF VANSCOY (Next Meeting October 9, 7:30pm)

anscoy Village Council held a regular meeting on September 11, 2019.
The new highway has been opened and with that we have seen an increased amount of traffic on Main Street in front of the School. With increased traffic comes concerns regarding the children crossing the street to arrive at the school. Council has decided to change the intersection at Olauson Crescent and Main Street to a 3-way stop. This may or may not be a temporary situation. The service road will become a yield street to traffic entering the old #7 highway. There will be Stop signs for all traffic entering the old highway. Traffic coming from Pike Lake or South of the tracks will see a decrease in the speed limit to 40km from Grid 762 to the end of the pavement in front of the Tempo. The lighting on the new highway will be installed within 2-3 weeks, making the access into the Village safer. There will be several lights installed. Back lane pick-up is coming to an end. This service will be done by October 15. Please have all yard waste and branches placed in the alley prior to that date. Anything placed in the alleys after that date will be left until spring. Discounts of 4% will be applied to any municipal taxes paid in October, and 2% for taxes paid in November.

Vehicle Collides with Moose on Highway 16 September 10th, 2019 at 9:15 p.m RCMP attended to a motor vehicle accident on Highway 16 near Fielding- truck vs moose. The driver was not injured and vehicle was towed.
28 Year Old Male Charged with Impaired at Pike Lake September 10th, 2019 at 10:54 p.m. RCMP were patrolling the area of Pike Lake, Sask, when Officers observed a suspicious vehicle. Further investigation into the vehicle resulted in a 28year old male from Saskatoon arrested and charged with Impaired Operation.
Gas & Dash in Borden, gas was then paid for September 14, 2019 at 1:30p.m. Police received a report of a gas and dash at a business in Borden. Through investigation the registered owner of the vehicle was identified and paid for the gas in full.
Speeder near Delisle is Caught in Rosetown September 16, 2019 at 12:30 p.m. Police received a report on highway 7 by Delisle of a Red Caravan speeding that had Alberta plates. A Rosetown traffic member located and stopped the vehicle where a 34-year-old driver was warned.
Silver Mitsubishi does Gas & Dash in Vanscoy September 16, 2019 at 6:18 p.m. Police received a call on a gas and dash in Vanscoy. Silver 4 door Mitsubishi left with $60 worth of gas. Suspects are seen on video surveillance and investigation is ongoing.
Two Vehicle Accident with Rail Crossing September 17, 2019 at 2:50 p.m. Police received a report of a 2 vehicle accident on highway 7 by Saskatoon. Damage to the CN crossing gate, no injuries reported.
Arrest Made from Report of Suspicious Vehicle September 18, 2019 at 6:20 p.m. Police received a report in the RM of Corman Park. An unknown male parked on a property. Member made patrol and vehicle was gone on arrival. Prince Albert Crime Reduction RCMP Team later located the suspicious vehicle. The 43 year old driver from Saskatoon was found to be a Prohibited Driver and was charged accordingly.
Elderly Woman in Borden Victim of Online Fraud September 19, 2019 at 4:00 p.m. Police received a report from a resident in Borden. The elderly female had been defrauded some money through an online scam. Luckily no personal information was released to the potential scam. Still under investigation
Windows Smashed with Rocks at Corman Park Business September 20, 2019 at 1:37 p.m. Police received a report of a mischief to a business in the RM of Corman Park. Rocks where thrown through the window. Still under investigation.

Delisle Early Learning Centre
T
he Vanscoy and District Early Learning Center Board and management have been working on the building plans and are excited to get going with the new Delisle Early Learning Center. The plans have been approved in collaboration with the Ministry of Education and the Prairie Spirit school division. The builder of the center is Evco along with the Architect firm of Oxbow. The center will accommodate 2 preschool classrooms, along with a fully functional Infant and Toddler room. The center will hold 33 children and up to 6 staff. There will be a preschool program class for children ages 3-4 and a class for ages 4-5 twice per week. There are a variety of care options including full time, part time, casual, drop in and preschool program. The waitlist will be available January of 2020. The Ministry of Education approved the spaces in 2018 and they are hoping to have it open spring of 2020. The center will be located on the school property in Delisle directly beside the tennis court. The building will be approximately 3000 square feet on one level with a fenced playground . The Prairie Spirit school division was generous enough to lease the property for the building. The Town of Delisle has been very supportive of this venture and has agreed to donate the hook up of the services for the project. The Vanscoy Early Learning Centre has been in operation since 2010 and follows the curriculum put forth by the Ministry of Education. Play and exploration is a Reggio inspired approach to learning, there are 4 domains, that the educators focus on, Physical, Social/Emotional, Spiritual, and Intellectual. The educators are mindful of all areas of development as they support children in their play and plan for additional learning experiences. The educators are also trained in Early Childhood Education and have background checks as well as training in Cpr and First aid. Sponsorship and Fundraising efforts will be starting in October. Sponsorship will be recognized in advertising as well as charitable receipts will be given for income tax. reschool is back in full swing! We've started off the year with 7 3-year olds with the potential for 3 more after Christmas, and our 4-year old class has grown to 5! The 3s come on Tuesday mornings and the 4s come Tuesday afternoons and Friday mornings. Both classes have settled in nicely. We had our "first day" where the kids and I get to know each other, and they made pictures of themselves to hang on the walls. We also had our "Number 1" day where the 3-year olds painted a sun and the 4s learned how to print a 1. Picture Day was this past week and it went really well. Rose from McMaster Photography always does a great job getting awesome smiles from the kids! In October, we will have yellow day and orange day, learn about the number 2, and celebrate Thanksgiving and Halloween. Time is flying by! Vanscoy Montrose Asquith Delisle (VMAD) Emergency Regional Planning Committee
his committee was formed in December 2017. It includes the RM of Vanscoy, Village of Vanscoy, Town of Asquith, Town of Delisle and the RM of Montrose. The purpose of the committee is to establish an Emergency Measures Organizational Plan for the region in the case of a disaster such as a wildfire, derailment, windstorm, tornados, dangerous goods or hazardous material release, extended utility outage, infrastructure failure, severe weather, aircraft crash, flood, or other such disasters to mention a few. They are currently establishing EOC committees for the VMAD Regional Plan. Anyone wishing to be part of a pro-active action for protection of their community are encouraged to contact their RM or Town Office for additional details. There is a small amount of time commitment required.
They are setting up reception centers, evacuation process and protocol and reentry process for evacuated individuals in cases of disaster and emergencies. The committee is also establishing emergency phone lists, collections points for pets in emergencies, collection points for large animals, phones trees, team leaders for door to door assistance with the RCMP for notifications. Anyone interested in participating in these needs of collection of data or being part of a committee responsible for any of these areas, contact your municipal office. They are also looking for people who can volunteer any equipment that could be used in the case of an emergency. The committee is hoping to engage the communities in desiring to be part of something that could someday save their community. This plan is an active and living plan which will need con-
tinual updates and some training. There is no charge for training opportunities and anyone wishing to find out more about the trainings, can contact your municipal office. Knowledge and awareness can save lives. In the next month they will post an Emergency Preparedness Plan for the municipalities. They encourage you to read over the plan to find out how you will need to be prepared in the case of an emergency. The wildfire last year in Southern Saskatchewan and the bush fire this spring in Biggar, has made it more evident than ever that being prepared in an emergency assists in dealing with the situation and makes us more aware of our surroundings. We are then able to be proactive and remain calm in the state of an emergency.
There is a surmountable amount of work and many volunteers are needed in the case of state of emergency. You can be a valuable asset to the Regional Planning Committee. They are also working with the local businesses in each municipality, finding out how they are prepare for emergencies and the plan they have in place. As they move forward, there will be monthly reporting in the RM Review of the activity in the community. They hope these articles will keep you informed and encourage you to be an active part of something much larger than ourselves, that keeps us safe and prepared.

Fire Prevention Week October 6 - 12 • Your local fire department is made up of volunteers throughout the community. • The Pike Lake fire department is part of the Delisle Fire District which includes 3 fire halls: Delisle, Pike Lake and Montrose. • Pike Lake’s Fire Department currently consists of only 8 active members but combined with Delisle and Montrose there are over 50 volunteer firefighters. • The firefighters meet twice a month to train and learn the most effective and efficient ways to fight fires. • Pike Lake houses 3 fire trucks and a side by side gator at their hall, but in total there are 11 firetrucks and 3 side by sides operated by the three halls in Delisle Fire District. Each of these trucks are unique and serve an important roll on the force. • The Delisle Fire District consists of approximately 1900 Square Miles to be covered. • When the fire department issues a fire ban it isn’t to ruin your fun but instead to protect your-self and everyone around you. • Should you decide to have a fire when a fire ban is in effect it could results in a $1500 fine. • Cooking is the leading cause of fires in the home. • Every home should have at least 1 fire extinguisher on hand. • Fire alarms should be tested every month. When was the last time yours was tested ? • A working smoke alarm can cut the risk of dying in a house fire in half. • Firefighters are there to help, you should never be afraid of them.

Food, Technology and the Election By Cam Dahl, President of Cereals Canada
W
e love technology. Apple brings out a new cell phone and there are line-ups around the block. We are talking to our own houses these days as our homes become “smart”. And our houses are talking back (I think the Irish Rovers had a song about that). Yet, when it comes to technology and agriculture, the same people that stand in line for the latest phone seem to want to go back to the technology of 1950. We had pesticide-free, grown without fertilizers, and non-GMO agriculture in Canada once. The result was an environmental disaster, with the soils of Saskatchewan blowing into Ontario and year after year of crop failure. Technology free agriculture also delivered poverty and hopelessness for farm families across Canada. We can’t go back to those days. What does this discussion have to do with the current federal election? Governments are under pressure from many activists to move away from science and risk-based regulations to limit the adoption of agricultural technology. For example, I have participated in the discussions surrounding the creation of a National Food Policy in Canada. Several well-meaning people in these debates want Canada to turn back the clock and become fertilizer and pesticide-free while implementing regulations to limit or even eliminate new plant breeding technology.
These arguments have traction. Over time governments have become more and more urban. Most of today’s politicians don’t have an inherent understanding of agriculture and need to be reminded what the industry means to the Canadian economy and the number of jobs in our cities and towns that depend upon the industry. The Advisory Council on Economic Growth ("Barton Report") recognized agriculture and agri-food as one of the key drivers of the Canadian economy, establishing the goal of increasing the value of our exports to $75 billion by 2025. We will not accomplish this goal unless Canada is at the forefront of defining an international regulatory environment that has a foundation of sound risk-based science. Farmers across this country depend on access to international markets for their livelihood. A farmer in a small rural town must have access to Japan, Indonesia, Algeria, and about 100 other countries to ensure they are economically viable. If countries are free to set up trade barriers in response to the latest internet fad, with no reference to risk-based evidence or health and safety concerns, farmers will soon find themselves without any markets to sell into. There is pressure within some of our trading partners to move away from predictable risk and science-based regulations. For example, we see extensive, unpredictable and non-science, and at times politically motivated, regulations
Hunting Access on Private Land
I
n addition to harvest, fall marks the start of the province's popular hunting seasons, and this means deciding whether to post hunting instructions on your land. While the laws governing land access and posting of land are quite simple, there are a number of misconceptions around what these signs mean. Landowners and lessees have the legal authority to post land access instructions in a manner that best suits their needs. Historically, there has been a strong relationship between landowners and hunters. In order to maintain that relationship, hunters are encouraged to continue asking for landowner approval before hunting on unposted land. If the land is posted, a hunter must find out who the owner is and obtain permission before accessing the land. A landowner may hunt on his own land or
allow other people to hunt on the land even if it is posted. Landowners often put their phone number on the signs so hunters can easily contact them for permission. Posting instructions on private land provides clarity for hunters and landowners alike on what requires permission. In Saskatchewan, individuals exercising Treaty or Aboriginal rights to hunt for food require prior permission to hunt on private land in all situations. If access is granted, there may be specific requirements such as Access Restricted - Hunt on Foot Only. Signs need to be placed prominently along the boundaries of the land in question. Signs are required at each corner, access points and sides of any quarter section to advise hunters who come in from the back of the property. The sign

on plant technology. Existing and emerging European pesticide regulations, which are not based on appropriate risk models, are limiting trade. Canada can, and should, become a leader in countering these trends through the adoption and promotion of risk and science-based rules of trade. This will require adjustments to our domestic regulatory environment on plant technology and farm inputs. A survey of Canadian plant breeders indicates nearly half alter or scale-back their research because Canada’s regulatory system has not adjusted to new techniques, like gene editing. When plant breeders pull back on innovation Canada loses out on opportunities to develop small and medium technology businesses and to open up the opportunity to deliver a broader selection of food products to consumers. Holding back innovation also makes Canadian farmers less competitive in the international marketplace. Pesticides are an important component of modern agricultural practices that are allowing Canadian farmers to reduce fuel use, increase soil health, reduce erosion, and sequester carbon. Preventing farmers from using these tools because of pressure from activists and without science and risk-based analysis, has unintended negative environmental and economic implications. This brings us to the question of resources available to our regulatory agencies, both human and financial. We need to ensure that there is the capacity within departments to support the growing demands on our regulatory system and to extend the mandate of must be 600 square centimetres in size (8” x 12”) and can be a variation of No Hunting, No Trespassing, Hunt with Permission Only, or Hunt on Foot Only. Specific vehicle control regulations also apply to certain areas of the province. Near Saskatoon and in the southeast portion of the province, big game hunters must have written permission to drive vehicles off roads and trails. In hunting areas
agencies and departments to include the promotion of science and risk-based trade. New resources should be allocated across the whole of government, including departments like Agriculture and Agri-Food Canada and Global Affairs Canada as well as regulatory agencies like the Canadian Food Inspection Agency and the Pest Management Regulatory Agency. Farmers need to be challenging candidates and their parties to outline their plan to encourage the growth and development of Canadian agriculture and to allow our farmers to compete in international markets. Here are four questions that every candidate should face in the ongoing federal campaign: Does your party support modern Canadian farmers’ access to new plant breeding techniques and will your party review Canadian regulations to ensure that Canada can become a destination of choice for plant breeding innovation? Will your party commit to making additional resources available to regulatory agencies to allow them to meet the growing need for sound science and risk-based decision making? Will your party commit to explicitly extending the mandate of regulatory agencies and departments to include the promotion of science and risk-based trade? Will your party commit to challenging regulations brought forward by our trading partners when they are not science and risk-based?

September 19, 2019 SaskTel Expanding Wireless Coverage Saskatchewan’s economy is strong and more people are working in the province than ever before, despite economic headwinds. August marked the 13th consecutive month of job growth in Saskatchewan with 13,000 new jobs year-over-year. Saskatchewan’s unemployment rate was the third lowest in the country at 5.1 per cent. Fast and reliable access to today’s digital economy contributes to strong communities. Better wireless service, particularly in rural areas, is a priority of the Government of Saskatchewan. Rural residents require access to fast and reliable services that are on par with urban areas, and SaskTel is working to fill in coverage gaps where they exist. As part of our government’s Wireless Saskatchewan initiative, SaskTel has been able to add 15 new macro towers, providing better coverage in places like busy provincial parks, along major highways, and in areas with little to no cellular coverage. These new macro towers are in addition to the previously announced 103 small cell sites. Since 2010, SaskTel has completed more than 3,200 initiatives to enhance its wireless network that now boasts more than 800 cell sites across the province. SaskTel will continue to evaluate further expansion to better serve Saskatchewan. Children’s Hospital to Open on September 29 The new Jim Pattison Children’s Hospital (JPCH) in Saskatoon is a spectacular, state-of-the-art facility that will soon see Saskatchewan children and expectant mothers receive exceptional health care closer to home. Earlier this month, representatives from the provincial government, Saskatchewan Health Authority and the JPCH Foundation gathered with donors and community members to celebrate its completion, and the fact that Saskatchewan is no longer one of two provinces in Canada without a dedicated maternal and children’s hospital.

This brand-new 176-bed facility puts Saskatchewan at the forefront of research and innovation, provides hope and healing, and marks culmination of a decade’s worth of hard work and determination that started with a simple vision: providing world-class health care for children and families for generations. JPCH will offer neonatal intensive care, pediatric intensive care, general pediatrics, pediatric emergency and ambulatory services. Maternal services will include labour and delivery, antepartum and postpartum care. Almost 60 pediatric specialists, sub-specialists and surgeons will be working in more than 20 specialties. This year’s budget provides $9.6 million to finalize information technology needs and an additional $23 million to support operations when the hospital opens later this month. The total capital cost for the hospital is $285.9 million. The province provided about $257 million in capital costs, while the JPCH Foundation and donor contributions totalled about $75 million for capital costs, hospital equipment and furniture. The words thank you never seem enough to adequately express our gratitude for thousands of individuals and hundreds of community groups who have contributed to the hospital project in some way. They have hosted every kind of fundraiser imaginable and in doing so, displayed the very best of what our province has to offer. I am pleased to see that the tireless efforts of volunteers, donors, community members, the Jim Pattison Children’s Hospital Foundation, Brynn Boback-Lane, Jim Pattison, and countless others all came together to make the dream of the new Jim Pattison Children’s Hospital a reality. The Jim Pattison Children’s Hospital will officially open to patients on September 29, when all pediatric and maternal inpatients will move in from Royal University Hospital and new admissions will be accepted. Thank you, Saskatchewan for supporting the work of the JPCH Foundation and for providing a home for hope.
Vanscoy & District Agricultural Society Progressive Agriculture Safety Day
anscoy & District Agricultural Society organized and planned the 4th safety day held on Sept 17, 2019 in the Delisle Curling rink. Grade 3, 4, 5 and 6 students from Asquith, Delisle, Perdue and Vanscoy attended this learning day. We had a total of 196 students and 50 volunteers. Twelve safety stations and one station for making thank you cards kept the children busy and learning.
The stations were Tractor, Electrical, Rail, Grain, PTO, Chemical, Fire, Animal, Bicycle, Disability Awareness, First Aid and Water Safety. A big thank you to all the volunteers/educators/EA’s and parents for helping make the day a success, and to all the children for attending and being so excited about all the safety stations.
Thank you to all our sponsors for providing the funds, volunteers and in-kind donations to support this safety day. Many national and international sponsors are huge supporters of the Progressive Agriculture Safety Days as well. A huge thank you to the Town of Delisle for donating the use of the curling rink and the hall for this event, it is another example of “community coming together”.

Vanscoy Community Playground Committee Completes New Playground Project at Vanscoy School
n September of 2016 the Vanscoy Community Playground Committee was formed when a need for an accessible playground for all children in our community was identified. In conjunction with there was essential upgrades to the early grades playground to be done and an additional playground area for the older grades to be added. Now, 3 years later we have installed a beautiful new playground structure at the Vanscoy School for everyone to enjoy. The playgrounds have been getting plenty of use during the school day along with a steady stream of kids and families making their way to the playground each and every evening and weekend. It has taken a plethora of time, resources and funds to build this amazing addition and we would not be here today without the generous support of some incredible sponsors. We would like to thank each and every one of you who have helped us reach our financial goals. The Vanscoy Playground Committee would also like to thank the many people and businesses who made monetary donations or supplies for various events we hosted through-out this journey. To the many volunteers,community members, parents, grand-parents, relatives, friends, the committee members, businesses, and school staff who helped with our two days of playground build and help it come to life, a big thank you. And last, one final dedication. To the committee members who saw this amazing project through to the end, thank you for helping us turn this dream into a reality and for striving to better our community for generations to come.
