COVID-19 Rules for Fall Activities
he Provincial government has released guidelines for upcoming fall activities. In general people should not participate in fall activities if they are sick or experiencing COVID-19 symptoms. If you think you may be sick, use the online Saskatchewan COVID-19 self-assessment tool and follow the directions. •Private indoor and outdoor gatherings may have a maximum of 30 people if there is enough space to maintain two metres between individuals who are not in the same household/extended household. •Where it is difficult or uncertain to maintain two metres of physical distance, people are encouraged to wear non-medical masks (e.g. cloth or other materials). •Where possible, limit holiday gatherings to household/extended household groups only. •Where possible, consider virtual gatherings. •Where possible, plan for all or part of the celebration to be held outdoors and ensure two metres of physical distancing between participants who are not a part of the same household/extended household. •If you plan on hosting a gathering or meal, you and your guests should consider the risks involved and take the necessary preventative measures: - Exclude people who are sick or experiencing COVID-19 symptoms. - Recommend that individuals at higher risk, including seniors and those with compromised immune systems or other underlying medical conditions, not attend. - Stagger the time of arrivals and departures. - Increase access to alcohol-based hand sanitizer approved by Health Canada (DIN or NPN number). - Frequently clean and disinfect surfaces that are touched often.
Thanksgiving / Private Gatherings Shared meals between non-household members or members who are not in the same extended household are discouraged. Any private indoor or outdoor event that includes food service may have a maximum of 30 people, provided there is enough space to maintain a two-metre separation between individuals who are not in the same household. Gathering sizes should be smaller if there is not enough space to maintain a physical distance of two metres at all times between non-household/extended household members. Potlucks are discouraged and there should be no shared platters of food or buffet service. All served food should be plated by a single person. One person should handle the preparation of food and drink following proper food safety protocols. Vulnerable individuals, such as seniors and those with underlying health conditions, should receive their food first to minimize cross-contamination. Consider having individual portions delivered from a restaurant or caterer. Guests and hosts should wash their hands with soap and water or use a hand sanitizer approved by Health Canada (DIN or NPN number) prior to eating, as well as before and after handling food or food packaging.
Fall Suppers and Similar Events Suppers are permitted and must follow the gathering limits in the current Public Health Order (30 persons or fewer), provided there is enough space to maintain two metres between individuals who are not in the same household or extended household. Fall suppers and other similar events must align with the Banquets and Conference Facilities Guidelines when hosting food service. Meals can be offered as takeout, but organizers must ensure that no more than 30 people are in attendance at any one time and physical distancing is maintained in lines. Markers/tape may be used at two-metre intervals to ensure physical distancing can be maintained in lines. No self-serve or buffet-style meals are permitted.

Trick-or-Treating
Trick-or-treating is permitted with the following measures in place: Two metres distance must be maintained between individuals who are not in the same household/extended household at all times. No direct physical contact should occur between trick-or-treaters and people distributing Halloween treats. Participants should consider using tools (e.g. tongs) to distribute candy at a distance. Physical distancing must be used when approaching houses (i.e. wait until group ahead is gone, take turns). For houses or neighbourhoods anticipating a high volume of trick-or-treaters, people distributing candy are encouraged to place tape markers every two metres between doorways and sidewalks/driveways to promote physical distancing. Due to the number of people potentially touching the treats prior to being handed out, consider cleaning candy wrappers with disinfectant wipes or holding the treats for 72 hours before consuming. Only wrapped, store-bought treats should be distributed. Common touch areas (e.g. handrails, doorbells, doorknobs, etc.) should be frequently cleaned and disinfected while distributing candy. Trick-or-treaters should practise frequent hand hygiene by carrying portable hand sanitizer approved by Health Canada (DIN or NPN number). People distributing candy should practise frequent hand hygiene while handing out Halloween treats. Trick-or-treaters should consider incorporating non-medical masks (e.g. cloth or other materials) into their costumes, while ensuring their eyes are not covered for safety reasons. Individuals handing out candy should consider wearing non-medical masks (e.g. cloth or other materials) where two metres of physical distance cannot be maintained. Where possible, only one household member should hand out candy. Alternatives to trick-or-treating may be considered, such as: Costume viewing from windows/virtual/photos. Decorating households and yards for viewing from afar. A costume parade where physical distancing can be maintained. A minimum of 10 minutes apart to avoid congestion in a haunted house.
Remembrance Day Ceremonies In recognition of the importance of observing Remembrance Day, the following guidelines have been developed for event organizers and participants to help ensure the safety and well-being of everyone involved. Wherever possible, organizers should provide an option for virtual attendance using online streaming services. Organizers are responsible for managing the positioning and directional flow of attendees to encourage physical distancing and minimize crowding. Provide enough time for attendees to arrive prior to the ceremony in order to minimize lineups. Where lineups may form, provide markings to ensure physical distancing while waiting in line. Attendees should be provided instructions for safe entry and exit from the event using public address systems, where possible. Provide hand sanitizer approved by Health Canada (DIN or NPN number) at entrances and outside of washrooms. Non-medical masks (e.g. cloth or other materials) are recommended where two metres of physical distancing is unpredictable or cannot be maintained, including organizers, event staff, volunteers and those participating in the ceremonies. Contactless payment options for poppy sales should be considered, where possible. Enhanced cleaning and disinfection of any common touch items is required. Food service, where provided, must follow the Restaurant and Licensed Establishments Guidelines. Musical performances, including The Last Post, must follow the Performing Arts Guidelines.

squith Town Council held its August regular council meeting on Wednesday, September 9th, 2020. Attending were Mayor Gail Erhart, Councillors, Sue Sawicki, Dylan Claypool, Jeff Eide, Harold Edwards, and Ted Goodnough. Also attending was CAO Kathy Picketts and Foreman Darren Kraft. The meeting was called to order at 7:00 p.m. A motion was made to accept the August 19th, 2020 regular council meeting minutes as presented. Council made a motion to accept the August 2020 financial statements and August 2020 bank reconciliations as presented to them at the meeting. Accounts Paid in the amount of $20,491.99 and Accounts Payable of $81,455.68 were accepted as presented.
he Village of Vanscoy will not be having a civic election for 2020. The Present Mayor and Council have all submitted nomination papers and there were no others received. Congratulations Mayor Robin Odnokon and Councilors Brent Lensen, Denise Robert, Nadine Seguin and Nelson Chovin! Discounts for Tax Payments made in October is 4%. Payments made in November will receive a 2% discount; there is no discount for Taxes paid in December. There is a 10% Penalty added where Tax payments have not been received by December 31. The Vanscoy Community Recreation Board Annual General Meeting will be held Wednesday October 21 at the Circle Hall at 7pm. The business for the AGM will be appointing members to the Board (President, Vice President and community members), as well as discussing the recreation facilities. The regular meeting of the board will follow immediately after the AGM. The Rec Board had made a resolution that there would be no Fall Supper this year. Back lane pickup for yard waste will be completed this year on October 15. Anything left in the alleys after that date will not be picked up until spring. Barbecues and other materials that were placed in the alley must be dealt with by the resident. The Village will be following the Provincial Guidelines for Halloween this year. Trick or Treating can still happen, but everyone still needs to keep a twometer distance and there should be no contact between the trick-or-treaters and people handing out candy. The recommendations from the province are as follows: ➢ Using tools such as tongs to hand out candy and kids should wait until the group ahead of them are gone ➢ Due to the number of people touching treats prior to being handed out, consider holding on to the treats before consuming ➢ Only wrapped, store-bought treats should be distributed ➢ People distributing candy should practice frequent hand hygiene while handing out treats ➢ Where possible, only one household member should hand out candy Please respect any households that do not wish to participate in Halloween for this year. Their outside lights will remain off or they may have a sign on their door indicating they will not be participating this year.

The Town of Asquith Nomination Day is set for October 7, 2020. The Town of Asquith Advance Election Poll will be held at the Asquith Elk’s Hall on Thursday, October 22, 2020 from 4:00 p.m. to 7:00 p.m. A new sign of Cemetery Regulations will be ordered and posted to replace the old worn out sign at the Asquith Cemetery. Northern Blacktop has been contracted to pave Clark Avenue to Charles Street and Charles Street to South Avenue at a cost of $103,620.00. $91,842.00 of this money was received in a grant called Municipal Economic Enhancement Project (MEEP). This project will commence the week of September 21, 2020. Reminder that there is another “Clean Waste” day this month on September 26th at the old landfill from 9:00 a.m. to 3:00 p.m. You can only dispose of “clean waste” such as tree branches, unpainted and untreated wood, leaves, garden refuse, etc. “Fall Clean Up Weekend” was on Saturday, September 12th and Sunday, September 13th, 2020. Everything ran smoothly and was another success. There was a “Family Cleaning Day” in the Town also on September 12. A few families showed up and got through the whole town picking up garbage! A reminder goes out to all individuals that the Town of Asquith has a Burning Bylaw which dictates that one can have a fire in town for recreational use only. Only clean wood/firewood can be burned in your fire pits - no painted/treated wood, refuse, leaves, etc. should be burned. Be kind to your neighbor and to the environment and burn only clean wood materials. Also, no bonfires are allowed - please keep the size of your backyard fires moderate. Stay safe everyone!!

The Town will purchase new hardware and software from Flocor in order to read water meters. The Town adopted an Arena Covid-19 Protocol which can be found on the town website. The 2 Person Best Ball was officially completed on Sunday, September 13th. This event was created to fulfill the lack of tournaments this season due to the restrictions. It was a learning curve in many ways, but was meant only for a fun side activity this season. On the Mens side, we had 10 teams in 2 pools. Pool A - Jason Drury & Jeff Lee won by sudden death against Lance Morrison & Barry Martin. Pool B - Wayne Sandbeck & Glenn Annand swept the pool. On the Ladies side, we had 6 teams in 1 pool. Terry Orban & Judy Ellis won by sudden death against Marlene Rittinger & Barb Johnston. Congrats to all and we hope that everyone enjoyed this format. The Clubhouse and Course will close on Monday, October 12th for the season. We will continue to leave the Compound & Lockers open until Friday, October 16th for members to remove their personal carts & clubs.

My name is Michelle Linklater. I am honoured to be running for Reeve in the RM of Vanscoy election on November 9, 2020. I have a family and a genuine compassion for the community and its people and its future success. that is safe and affordable, while offering the amenities families require. I am a paralegal in a Saskatoon law firm, an advocate, a mediator, a Commissioner for Oaths and am working towards an arbitrator designation. I have been successful in making many policy changes and love to help others and can effectively communicate their needs. I chose to run in this election because I believe my education and experience has provided me with skills and insights that would be useful at the council table in serving the public. I conduct myself with integrity and commitment. I intend to be true to those values in all that I do for the RM of Vanscoy. I am running for Reeve to represent your views and your voice on council. Provincial Voting Requirements To vote in the 2020 election you must: Be a Canadian citizen; Be at least 18 years old; Have lived in Saskatchewan for at least 6 months before the day the election is called; Ordinarily be a resident of Saskatchewan. Climate Emergency? In Saskatchewan?
askatchewan people know how to pull our weight. We work hard and play hard. We also know how to adapt to drought, floods, blizzards, and even plough winds. We always manage through anything. We dig in and we persevere. What does climate emergency mean anyways? When the barn is on fire, that is an emergency. A heart attack is an emergency. Why are people saying there is a climate emergency? Nowadays people here are saying “sure the climate might be changing but we will just adapt.” Well, maybe we can adapt. We have always done so before. Then again, how well did the Titanic adapt to icebergs? And when did the Titanic situation become an emergency? After striking the iceberg? Before setting sail when she was labelled unsinkable? Maybe an emergency only becomes an emergency when we realize that the time needed to react is greater than the time required to intervene and avoid irreversible damage. The Earth is a much bigger ship than the Titanic, so it is understandable that it will take decades to change course and avoid a crisis. Many Saskatchewan people have been reluctant to act on climate change. Saskatchewan generates the most carbon pollution per capita in Canada (and is nearly the worst in the world). We can do better. Our government has been skeptical of climate mitigation policies. They would rather blow smoke and pursue court challenges than reduce our provincial emissions here. The Saskatchewan government has not yet declared a Climate Emergency even though hundreds of other jurisdictions and local governments have. Worldwide, nearly 1 billion citizens live in jurisdictions that have declared a climate emergency and more declarations are made daily. Perhaps there is something to this after all.
Electric vehicles (particularly Teslas) are becoming the top selling car in places like California and western Europe. Major manufacturers are now selling electric vehicles and more models are coming each year. Oil prices have stagnated for over 5 years and COVID19 has caused a significant drop in demand for refined fuels. People are working from home and attending online meetings. The world is transitioning transportation from oil to electric. To ignore these trends will bring grave consequences for our energy economy. Cities like Edmonton and Saskatoon are beginning to pilot electric buses on their streets. China already had half a million electric buses running at the end of 2019! Rather than debate the legitimacy or causes of climate change, the world is moving on and embracing clean energy, energy efficiency and electrification. Saskatchewan is just beginning to step up with climate action after decades of pretending this climate craze will blow over like a prairie storm. We need to remember that Saskatchewan is an export economy. We should pay close attention to world trends in energy, efficiency, and climate policy. We must participate in that transition. Let’s demonstrate that we can pull our weight in reducing emissions and becoming more efficient. Saskatchewan has world class solar and wind resources. We should develop these renewable energy sources with haste. We need to stop investing in the old energy like coal and oil and shift that support to building a sustainable economy. Why? To protect our economy, our environment, and our children. Otherwise we will create an economic emergency in our province because we will have dirty exports that no one will buy! Saskatchewan Safe School Plan
S
chool beginning across the province was delayed until September 8, to allow for additional training and preparation time for school staff. To support families with the transition to school, the ministries of Health and Education have created a Parent Package with information on how you can prepare students for the return to school, information on masks, testing options, notification process and the thresholds for changes to in-classroom learning. In order to reduce transmission risk of COVID-19, parents, staff and students can expect to see measures in place to minimize physical contact, encourage proper physical distancing, and increase the cleaning and disinfecting of high-touch surfaces when schools resume in-class learning.
On August 26, the Government of Canada announced that school divisions across the province will have access to additional funding as Saskatchewan is set to receive $74.9 million as a result of this a new funding commitment by the Government of Canada. On August 4, the Government of Saskatchewan announced the Saskatchewan Safe Schools plan. This plan guides the return to in-class learning throughout the province by providing direction to the education sector as students and staff prepare for their return to the classroom. The eight areas of focus of the Saskatchewan Safe Schools plan are:

The Saskatchewan Safe Schools plan was developed by the Ministry of Education in collaboration with Saskatchewan Education's Response Planning Team and Saskatchewan's Chief Medical Health Officer. Under the Saskatchewan Safe Schools plan, there are four phases of education delivery in the province: •Level 1 – Full in-class learning with some additional measures to ensure student and staff safety. •Level 2 – Full in-class learning – Mask usage for students and staff, per guidance provided to school divisions by Saskatchewan's Chief Medical Health Officer. •Level 3 – Reduced in-class learning. •Level 4 – Transition to alternative learning opportunities offered by divisions. On August 11, the province and Saskatchewan's Chief Medical Health Officer, provided additional guidance for school divisions to support the safe return of children to school.
To support the Safe Schools plan, the Government of Saskatchewan has allocated $40 million. The application-based funding will provide school divisions with access to PPE, learning supports (including online options) for immunocompromised and special needs students, and other pandemic related activities such as staffing and sanitation supplies.
For those divisions exploring measures in Level 2 of the Safe Schools Plan, the following guidance has been provided by Saskatchewan's Chief Medical Health Officer: •Students in grades 4 through 12 and school staff, wear masks in high traffic areas, such as in hallways and on buses. •Masks may also be required for students in grades 9 through 12 and staff, in classrooms where it is not possible to maintain physical distancing or if a student has to attend a class outside of their cohort.
This funding is in addition to the approximately $40 million in savings that school divisions had between March and June that they can use towards one-time pandemic-related costs.
The Chief Medical Health Officer also directed the following additional measures to be included in all school division plans: •teacher and class cohorting, with a focus on cohorting teachers to a limited number of students and keeping students in one cohort as much as possible; •in elementary school settings, students' cohorts will be the classroom; •in high school settings where cohorting is more complex, school divisions will be encouraged to find creative solutions to move students in cohorts where possible; •front-facing instruction for students, any exceptions will be identified for approval by public health; and staggered start times, breaks and end times, where possible The Government of Saskatchewan is increasing COVID-19 testing for all Saskatchewan residents with schools being a key focus. The school testing plan includes targeted monitoring, testing of students with parental consent and priority testing for teachers and school staff ahead of and during the school year.

School divisions have developed local plans for use in their school communities and these are available on their websites. These division plans adhere to the Primary and Secondary Institution Guidelines that were distributed to divisions in June and align with the direction of the Saskatchewan Safe Schools plan. It is important to note that these division plans will continue to be updated as the situation in our province changes and on the advice of the Chief Medical Health Officer. Worldwide literacy has been steadily rising as education has become accessible to more and more people.

Adele Emilie Sowter nee Schindel) With heavy hearts, we wish to announce that our Mum has recently changed her residency to heaven, having passed away peacefully in her sleep on September 12, 2020. Adele was born on June 23, 1934 in the Bergheim, Saskatchewan area. That same year her family moved to a farm near Glenbush, Saskatchewan where she attended school. Upon graduation she worked in North Battleford at a bank and also as a respected and loved substitute teacher. Her family enjoyed listening to her fond memories of all the fun, along with the hardships, of being raised on a farm.
Adele was an avid gardener, with beautifully manicured flowers in her yard and home and all plants responding favourably to her green thumb. Adele had a great sense of humour and a passion for fun and adventure. She and Ray loved camping and travelling the world. In her retirement Adele took pride in her many years of volunteerism at the Saskatoon Western Development Museum. Adele was devoted to her faith and enjoyed her lengthy involvement with Bethel United Church and most recently at St. Martin’s United Church. During the past thirteen years of her retirement Adele greatly enjoyed her residency at Circle Drive

We are now witnessing one of the longest stretches of world peace in recorded history. In fact, by almost every metric, humans are living more prosperous, safer, and longer lives. As Canadians, we are particularly blessed. We live in a beautiful, prosperous nation with a strong tradition of freedom, democracy, human rights and the rule of law. Though our celebrations may look very different this year, it is important to transform our current experience into thanksgiving. It is also important to be mindful of those less fortunate and look for opportunities to be a blessing. I hope you and your family stay safe this weekend, and have a very joyous Thanksgiving!
OBITUARIES She met her husband Raymond in 1956 while his electrical crew was in the Glenbush area installing electricity across rural Saskatchewan. They were married in 1957 and moved to Saskatoon where Adele worked at the Bank of Montreal and later at CIBC. They raised 3 children, Claire, Kenneth, and Joan.

Adele will be laid to rest at a private family gathering. A celebration of her life will be announced at a future date. Our family would like to extend our heartfelt ap-

Saskatchewan Crop Report for the Period of September 29 to October 5
arvest continued to progress throughout the province this week, with 96 per cent of the crop now combined. This is up from 89 per cent last week, and remains well ahead of the fiveyear (2015-2019) average of 76 per cent for this time of year. An additional three per cent of the crop is swathed or ready to straight-cut. While there was limited rainfall this week, cool and damp conditions along with scattered rain delayed harvest in parts of the central and northern regions.
barley, 36 bushels per acre for canola, 39 bushels per acre for field peas and 1,487 pounds per acre for lentils. The yields are around average and are relatively similar to estimates reported in early September. There were some reports of yield loss caused by lack of moisture and high temperatures earlier in the summer. Spring wheat grades are estimated as 64 per cent 1 CW, 29 per cent 2 CW, six per cent 3 CW and one per cent CW feed at this time.
Harvest is most advanced in the southwest region where combining is virtually complete with 99 per cent of the crop in the bin. The southeast and westcentral regions both have 89 per cent combined. The northeast region has 93 per cent combined, the eastcentral region has 92 per cent and the northwest 91 per cent.
There was very little rainfall received throughout the province this week. The Kelvington area received the highest amount this week with seven mm. The St. Walburg area has received the most precipitation in the province since April 1 with 486 mm.
Ninety-nine per cent of chickpeas and barley, 97 per cent of spring wheat, 95 per cent of oats, 92 per cent of canola, 86 per cent of flax and 81 per cent of soybeans have been combined. Estimated average crop yields at this time are 46 bushels per acre for hard red spring wheat, 38 bushels per acre for durum, 66 bushels per acre for

Most of the province reported a shortage of topsoil moisture again this week, with a slight reduction in moisture conditions. Cropland topsoil moisture is rated as 31 per cent adequate, 41 per cent short and 28 per cent very short. Hay and pasture land topsoil moisture is rated as 22 per cent adequate, 36 per cent short and 42 per cent very short. Once combining is complete, high amounts of rain are needed throughout most of the province to replenish subsoil and topsoil moisture for next year. Most of the crop damage this past week continued to be caused by wind blowing swaths around, waterfowl and wildlife. Farmers reported symptoms in harvested crops caused by earlier dry conditions, frost and hail, with some of the later maturing crops being in fields that were previously affected by hailstorms. Farmers were busy combining, spraying, applying fertilizer, hauling bales, cleaning corrals and moving cattle home.
