National Silver Medal follows a Provincial Gold Medal
ongratulations to the Warman Poly Plus Pride U16 Bantam Fastball team for winning the Silver Medal at the Canadian Nationals U16 Bantam Fastball Tournament that took place in Owen Sound, Ontario on August 15. The boys qualified for Nationals by winning a Gold Medal at Provincials in Saskatoon on July 10. In Round Robin play at the National tournament the Pride finished in 3rd place with 4 wins and 3 losses. After two consecutive playoff wins they were headed to the Championship Final. They met the Ontario Host team and lost a close game with a score of 5 to 4 with the tying run on 2nd base and 2 out. Throughout the tournament they played tremendously well and had an exciting week of ball, enduring hot temperatures and high humidity.

Three of our young men were chosen for the All-Star Team: Matt Ikert -- Short Stop; Kobey Clarke -- Catcher; and Errin Rousell -- Fielder. Each of these young men were presented with an All-Star Award. Thank you to the coaches, Roger Malgram and Ryan Ray, for all their hard work.Thank you also to Wade Harris for acting as Manager, and Jon and Leanne Yellowlees for acting as Secretary/Treasurers and Austin for being an amazing “Bat Boy”. Thank you also to the parents for all their efforts in organizing and participating in fundraising events, transportation to/from games and being great cheerleaders and support for the team. Delisle Harvest Festival

he Delisle & District Women in Business (WIB) group is hosting another Delisle Harvest Festival on September 8th in Delisle, running from 2pm - 8pm. After two previous annual events, they are joining forces with the Delisle schools and moving the event from downtown to the school grounds. The schools are hosting community open houses the same day. At the Elementary school you will find representatives from local organizations who
will explain the activities they provide and get you registered in them. The Composite school is hosting a Free Hotdog BBQ, Both school’s events run from 5pm - 7pm. As well, the schools invite you to come and see what is happening in the schools this year and to meet the staff at each school from 4pm - 6pm.
The Women in Business group in a non-profit organization dedicated to promoting local business women through internal networking and exposure through local events such as this.
The WIB Marketplace includes fun for the whole family with a kids bouncy castle, food vendors, ballons and tattoos, along with live music from “One Eyed Cat”.

Then I read a news story about the Salvation Army providing over 1,000 backpacks of school supplies for ‘students in need’ in Regina. Not that long ago we used to fill backpacks with school supplies and send them overseas to the real ‘students in need’ in third world countries with crappy schools ?
But wait, there’s more... CBC just ran a news story about St. Bernard School in Saskatoon. For the second year in a row, the school has gone out and bought all the school supplies that students need and charged the parents only $60/student. No fuss, no muss. Probably got bulk pricing too !

Today I received a nice glossy card in the mail. It attempted to explain how Prairie Spirit School Division is the lowest funded division in the province. This expensive mailer was produced by the CUPE Union, claiming they are concerned about students. Well maybe that fancy mailer money would have been better spent on school supplies then !

COUNCIL REPORTS

squith Town Council held its regular Council meeting on August 10, 2016. Attending were Deputy-Mayor Don Lysyshyn, Councillors Garry Dumont, Ross Beal, Leen Van Marion and C.A.O. Holly Cross. The meeting was called to order at 7:04 p.m. by Deputy-Mayor Lysyshyn. A motion was made to accept the minutes from the July 6, 2016 council meeting. The treasurer's statement of receipts and expenditures for July 2016 and the bank reconciliations for June, 2016 were accepted as presented. Resolution was made to accept the accounts paid in the amount of $98,548.37 and the accounts payable in the amount of $24,884.66 as presented. A motion was also made to pay the Asquith Co-operative Assoc. invoice in the amount of $774.12. A building permit was issued for the construction of an attached garage on Clark Avenue. More work will be done on three driveways on Charles Street to accommodate for the height of East Avenue. Lake Construction has been contracted to repair a gate that was ruined from the alteration of slopes on East Avenue. Orders were issued to some residents who were non-compliant with Town bylaws. The 2016 Waterworks Information Sheet was presented Council and is available at the Asquith Town Office. A new pump was ordered for Pumper #5 fire truck at a cost of $6,891.39. Rempel Engineering was contracted to engineer the addition on the Town's Fire Hall for a cost of $9,500.00. Kathy Picketts has been hired as a new office assistant and will be taking the Local Government Administration course. Mrs. Picketts will be eventually moving into working part-time and will eventually replace C.A.O. Cross when she retires. This office hopes all are having a wonderful summer!

A letter will be sent to the Minister of the Environment requesting the establishment of a provincial Household Hazardous Waste program. The 2016 Waterworks Rate Policy and the 2016 Waterworks Capital Investment Strategy were adopted and are now available to the public. Beckie Hydrogeologists Ltd. has been hired to perform hydrogeologic work for the new well. The Valleyview Drive/6th Avenue East intersection will be rehabilitated. Klassen Trenching will be coming in immediately to install a storm sewer. After they are done, Northern Blacktop will be coming to install new curbs and prepare the street base. In 2017, Northern Blacktop will return to lay a fresh coat of pavement. Driving through this intersection will be limited to one lane and will occasionally be closed altogether. In that circumstance motorists will have to use the back alley to the east to get in and out of the north section of town. Please bear with us as we go through these road repairs.

ouncil held a regular council meeting on August 10, 2016.
Council of the Village of Vanscoy is accepting tenders for the supply and installation of a fence adjacent to the Village Office. The fence is to be constructed with similar materials to the one that divides the office and the house at 101 Main Street. It is to be approximately 130 feet in length to the back of the property. Tenders will be received until Monday September 12 @ 5pm. WARMAN/MARTENSVILLE RCMP REPORT
Borden Post Office Vandalized On July 26th at 1:40 pm the Borden Post Office reported damage to some of the mail boxes in the area. Borden Health Centre Robbed On July 28th at 7:10 am the Borden Health Center reported a break and enter. The Pharmacy was entered and some items taken. Investigation is ongoing. Vehicle Stolen from Langham July 30th at 9:40 am a KIA Sorento was reported stolen from a residence in Langham overnight. The vehicle was recovered in Saskatoon later in the day. Asquith Man on Walk is Beaten On July 28th at 11:50 pm a resident of Asquith was jumped and beaten while out for a walk. He was taken to hospital in Saskatoon with injuries. Investigation is on-going. Vehicle Rollover near Langham August 2nd at 3:20 pm a vehicle rolled on a grid road west of Langham after swerving to miss a deer. Minor injuries occurred to the driver of the vehicle.
Vehicle Rollover near Asquith On August 4th at 6:18 pm a single vehicle rollover occurred on Highway 14 near Asquith as a result of a blown tire. All occupants were taken to hospital with minor injuries and released. Gas & Dash at Delisle ESSO On August 7th at 3:20 pm a vehicle left the Delisle Esso without paying for gas. Vehicle left heading eastbound towards Saskatoon. Investigation is on-going. Calves Fall onto Highway On August 8th at 4:30 pm, a report was received of three calves on the Dalmeny Highway, west of Saskatoon. They had fallen out of a trailer. The owner returned a short time later to round up his calves. Drunk, Not Driving, and Charged August 10th at 12:10 am members attended to a call of a vehicle parked at the end of a driveway on the Dalmeny Grid. Members attended and located a 45 year old male sitting in his vehicle, intoxicated. Charges were laid.

Stolen Truck in Cedar Villa Estates August 11th at 2:20 am members assisted Saskatoon Police Service with a pursuit of a stolen Ford truck. Truck was located near Cedar Villa estates and followed back into Saskatoon. Saskatoon Police Service took over investigation. Truck ends up Borden in Slough August 12th at 5:50 pm a report was received of a truck in a slough in a rural location north of Borden. The truck drove through a fence and ended up in the slough. Break-in at Borden Farm August 13th at 8:40 am a report of a break-in to a shop on a farm located north of Borden was received. Vehicle in Ditch near Vanscoy August 11th at 9:26 am members attended to a vehicle located in the ditch near Vanscoy. The 37 year old driver was slumped over the wheel. Male found to be in medical distress.
This leads me to my policing message for this month which you probably recognize as one that I have written about in this column previously. This is an issue that I deal with on almost a daily basis in my duties as the peace officer serving the Rural Municipality of Vanscoy. What I am referring to is the issue of dogs running at large in the RM. Some of you may not fully understand what "running at large" means. It is when one of your dogs decides to visit your neighbour's acreages or farm where, surprisingly for some of you, the person who lives next door doesn't think your dog is cute and cuddly and isn't as interested in knowing about your dogs 'wouldn't hurt a fly reputation', as you would like to imagine. Your pets are not as welcomed over there as you might like to think they are.
The BC Provincial Parks where we camped during our trip are meticulously maintained, although, as we learned during the trip, none of these parks offer full RV hook up. So don't expect to run your A/C while you are sweltering under the constant 35c temperatures. It was 30c when we got up in the morning and 35c when we went to bed at night. The Chief found it was a little tough sleeping under those conditions. But hey, you're on holidays and the daily swims in the crystal clear cool waters of Lake Okanagan more than made up for that issue.
In just two days since I returned from holidays I have already had to deal with four dog running at large complaints. These complaints are generally minor and in most cases, most people would view them that way. But often, by the time the person decides to call me about a dog that is not welcome on their property, the issue has gotten to the point where they can't take it anymore. In many cases these people have actually spoken to their neighbour dog owner about the problem, and yet it continues. Sometimes there are other, more serious, issues occurring with the neighbours and speaking directly to them about the dog at large problem is not something they want to do.
Dogs in general are not particularly welcomed in the Kelowna region. This consensus was confirmed by speaking with many locals who have dogs of their own, and were apologetic for the perceived unfriendliness towards dogs there. Basically the message is... it would be best to keep them at home, or leashed at all times. Most definitely dogs are not to be on the beach, outside of the wineries or any place that serves food. Remember to also keep your dog away from any place of interest, such as historic sites like the famous nut tree farm, which we visited. Admittedly, these strictly enforced dog rules were a surprise for us Saskatchewan folk, who treat our dogs as family members and generally take them just about everywhere with us, usually without issue. As many of you have asked, when I meet you (and possibly your pets) for the first time... yes, I am a lover of any type of pet, be it a cat, dog, pig, goat, horse, donkey, llama, or any other creature, I love them all. In fact we have three furry little creatures of our own at home who allow us to live with them. The problem with pets, and usually with dogs, is that not everyone is as enamoured with our pets as we are, and sometimes we forget that.
New Tractor Stolen from Field August 15th at 10:50 am, a report was received of a new Holland 4 wheel drive tractor taken off a field west of Radisson. The tractor was later located north of where the tractor was taken. Fuel, Wiring Stolen near Langham August 17th at 1:12 pm a theft of fuel and wiring was reported from the Langham area. Investigation is on-going. Mystery Bridge Walker August 20th at 5:30 pm a call was received of someone walking up on the old Borden Bridge. A patrol was made but no one was located in the area. Golf Tournament Cancelled The Warman/Martensville RCMP Golf Tournament scheduled for September 14th has been cancelled. We hope to try again in spring. he Chief is now back from his summer vacation which he spent touring and camping throughout the Okanagan Valley. My wife and I covered a long distance starting in Saskatchewan and travelling two Provinces west to BC. We began in the northern region of the Okanagan Valley, at Revelstoke, and travelled all the way down through Kelowna to Osoyoos, and then back again. The thing I enjoyed most about our wonderful holiday was of course the beautiful scenery. The glorious hot sunny weather wasn't bad either. The majestic mountains are something to behold and the emerald green waters of Lake Okanagan below are outstanding. I highly recommend this trip to anyone who loves camping and the great outdoors.
One thing that wasn't as pleasant for us during our travels were the inordinate amount of signs we saw posted almost everywhere. It seems BC has a sign for everything and lots of them. Private property truly means private there. Trespassing is taken very seriously by the property owners. Those signs I can appreciate and understand. But unfortunately most of the signs we were repeatedly faced with regarded dogs. You can't go anywhere without seeing a sign telling you what your favourite four legged friend can and can not do, and we have two. Charley and Rambo were our main travelling companions on this trip.

throughout the RM, reminding us about our responsibility for maintaining our dogs and keeping them on our own property. I saw enough of 'signs' while I was on holiday. Instead, let's try to be respectful of our neighbours and mindful that our dogs not be a nuisance to them or anything else, including farmer's livestock, other domestic pets and wildlife. When off leash our dogs should remain at home and under our care. There are dog collars which have GPS systems built into them that you can program for a certain area like the boundaries of your acreage. The collars offer an electrical reminder to the dogs to remain within these boundaries. They are fairly inexpensive and work very well. If your dog poses a problem with running at large, then I recommend you look into purchasing one of these collars. They are a lot cheaper than putting up fences or dog runs and they are more humane than placing the dog in a cage or tied by rope to a tree, both things which I hate to see any dog subjected to. This type of collar is also a great way to protect your favourite pet from going missing. Stay Safe! The Chief
This is why the Rural Municipality of Vanscoy has a specific by-law in place for our canine pets which is called: The Dog Running at Large By-Law, 4-1998. Fines under this by-law start at $75 and if there are subsequent offences the fine amount doubles. The ByLaw is also there to protect other wildlife which include deer, elk, and all of the other domestic farm animals we see in the RM. This includes cows, donkeys, chickens, llamas, horses and anything else that I may have overlooked. I have received many complaints in the past year about dogs chasing and injuring cattle, surrounding and harassing horses, and killing other farm animals including, chickens and roosters. Obviously, in those cases the dog running at large issue is much more serious than just an unwelcome visit in someone else's yard, however in each case where a dog is running at large while off of it's own property, there is one common denominator; the potential for the dog to be causing some sort of damage to someone else's property, and/or animals. As a dog owner, I think it is a primary responsibility for you to ask yourself; where is my dog, what is my dog doing and what is my dog potentially capable of doing, especially if it is running at large? Then, ensure that you follow up with the answers to each of those questions. Like one of my old slo-pitch friends from way back in my Ottawa days, Les Emerson, of Five Man Electrical Band fame, wrote in his aptly titled '70's hit song, “Signs”... "Sign, sign, everywhere a sign, blocking out the scenery breaking my mind". Lets not allow the situation with dogs running at large to get to the point where we have to post signs

elcome back to another school year! As I am writing this in the middle of August, it's hard to believe that school starts in 2 weeks. Pike Lake Preschool starts on Tuesday, September 6th. We have only three 4year olds this year, but five 3-year olds, with another 3-year old starting in January. Grain Storage What is the Cost ?

A
s marketing strategies change, the need for farmers to have adequate (and usually increased) on-farm grain storage has become more essential. However, on-farm grain storage does have a cost attached to it, regardless of the type of storage being used. The capital cost of a typical steel bin can range from $2.50 to $4.50 per bushel depending on the size of the unit, type of floor and any attached equipment such as aeration. To calculate the cost of storage we must consider the depreciation, investment cost, insurance and repairs. The depreciation cost reflects the loss in value of the asset as it ages. It can be calculated by taking the original cost minus any expected salvage value and dividing by the expected lifespan of the bin. Depreciation = (Original cost – salvage value) / Expected lifespan in years Eg. ($20,000 - $8,000)/30yrs = $400 The investment cost reflects the cost of having capital tied up in the steel bin and therefore not earning interest. It is calculated by taking the average investment cost times a reasonable interest rate. Investment cost = (Original cost + Salvage value) /2 x Interest rate Eg. ($20,000 + $8,000)/2 x 3.3% = $462 Insurance and repair costs reflect actual expenditures. Repairs are often estimated as a percentage of the original cost. In the case of steel bins this percentage is low – about one half of one percent. Eg. Annual insurance premium = $60 Eg. Annual repair cost ($20,000 x 0.05%) = $100
Adding all these costs together will give you a total annual cost which can be divided by the bushel capacity to obtain a cost per bushel. Total annual cost = $1,022 These calculations are also useful for estimating rental rates for grain storage. In most cases grain bins are only filled once per year so the full yearly cost is charged to those bushels. Multiply the bushel rate times the bin capacity. If a bin is generally filled more than once, it would drop the per bushel cost of storage. In addition, the full yearly cost for the bin is typically charged regardless of how full the bin is because the cost is the same whether it is full or half full. Other forms of storage will have different costs attached but can be calculated in a similar fashion. Grain storage bags for instance have a one-time use and so the full capital cost is charged to that year. The cost associated with equipment needed to fill and empty the bags is also a consideration although any type of storage will require some equipment. Grain bags are also subject to a greater risk of grain loss due to factors such as wildlife damage. Temporary storage of grain in piles on the ground also has a cost as a result of the loss due to spoilage. Farmers have developed many strategies to reduce this loss but some is inevitable.

SGI CANADA INTRODuCES WATER PROTECTION COVERAGE
N
ew optional "Water Protection Coverage" available October 1, 2016, with 90% of current SGI CANADA customers being eligible! Water damage is now the number one insurance risk in Canada, with weather changes in recent years resulting in more homes at risk for flooding due to heavy rain, spring run-off or overflow of lakes and rivers. Water Protection Coverage is now SGI CANADA’s most comprehensive level of coverage for water-related events: • Surface water – water on the surface of the ground such as heavy rainfall or rapid snow melt, where it doesn’t usually build up under ordinary circumstances • Flood – the rising of, breaking out or overflow of any body of water, or watercourse, whether natural or man-made • Ground water – water in the soil beneath the surface of the ground; coverage will be provided only when sudden and accidental and tied to a flood or surface water event • Sewer Back Up – water or sewage backs up, escapes or overflows from the sewer line, sump or septic tank Water Protection Coverage is available on eligible Prestige, Home Pak

and dwellings under Agro Pak with various deductible and protection limits. It is not currently available for Tenant or Condo Pak along with rented or seasonal dwellings and Mobile homes. At this time, farm use buildings or barns are also not eligible. Coverage is based on risk zones, with low, medium and high risk zones mapped out based on expected losses in those areas. While coverage is not available to customers located in a high risk zone, they remain eligible for Sewer Back Up coverage. Keep in mind a heavy rainfall can happen in urban, rural or higher elevation areas that quickly creates a flood, regardless of your zone! Note Water Protection Coverage excludes continuous and repeated seepage and leakage as these are considered a home maintenance issue. It also does not cover damage caused by flood, surface or ground water to sidewalks, driveways, basement walls or foundations along with trees, shrubs, plants, lawns or other landscaping. SGI CANADA has also changed Sewer Back Up Coverage. If any other water (surface water, flood or ground water) comes into your home at the SAME TIME as your

1. Tackle the obvious repairs If you want to sell your home this summer, start by tackling all the necessary and obvious repairs. The idea is to prevent potential buyers from being distracted by chipping paint, scuffed-up floors, and leaking gutters as they tour your home. Instead of making a mental list of what needs to be fixed, they’ll be able to focus on your home’s positive qualities. You’ll save time (and money) by eliminating needless negotiations over minor repair issues. Handling repairs ahead of time saves you from the estimated, and often overinflated, cost of repairs the buyers claim. Your actual cost will almost always be less than a buyer’s post-inspection estimate.
2. Remove your clutter and junk now Clutter eats equity and kills deals. Period. It’s time to declutter and free up space in your home. Evaluate each item in your house and either save, store, scrap it, or sell it. Remember: less is more to make a home sellable. Once you’ve thrown out unused items, organize the rest. Living space is a precious commodity; play it up to give your home a sense of expansiveness. Buyers will be naturally drawn to a home that feels bigger.
3. Depersonalize your home It’s time to take down the personal collectibles, family heirlooms, and school pictures. Not that these treasures aren’t amazing — I have a house full of family heirlooms, but now is not their time in the spotlight. When it comes to selling your home, a blank slate will appeal to potential buyers. They want to visualize themselves in the home, and to them, your memorabilia could be getting in the way of that.
4. Remove anything polarizing When preparing your home for sale, remove any controversial elements such as religious or political items. These items tend to elicit a strong emotional reaction — don’t give the buyer a chance to prejudge your home because of your political or religious beliefs.
5. Pump up the curb appeal
First impressions are everything, and a polished facade is sure to bring buyers in the front door. Take advantage of the summer season, have your flower beds in tip top shape, cut the grass and don’t forget to trim the trees and bushes.

Provincial Cross Country Meet in Delisle You too Have the Opportunity to Be Involved in Hosting this Event

elisle Composite School will be hosting the Saskatchewan High Schools' Athletic Association Provincial Cross Country Meet in Delisle on Saturday, October 15. Approximately 600 runners from across the province will participate that day. There are six different races starting and finishing at the high school, with the majority of the race run on the Delisle Valley View Golf Course.
Athletes who qualify to race in this meet must be in at least Grade 9 and place in the top ten of their own district.

he Valley Harvest Art Show & Sale takes place at Floral Acres on Valley Road on September 9 - 11, from 10am - 6pm daily.
A group of the following six local artists will be presenting their work. Betty Aasen Betty is a self-taught artist living near Saskatoon. She grew up on a farm east of Spalding, Saskatchewan. Her rural upbringing is an inspiration for her artwork. She incorporates actual wheat stems and heads into some of her pieces. Plaster and metallic paints are also used to create a stunning effect. Susan Rayburn-Wells Susan was born and raised and lives near Vanscoy, Saskatchewan. Her amazing fused glass pieces will brighten up any home. She is a member of the Saskatoon Glassworkers Guild. Shelley Kaszefski Shelley is a multi-media artist born in Burnaby, British Columbia. She moved to Saskatoon area in 1993. She is a graduate of the Emily Carr University of Art and Design and has been a practicing professional artist for over 25 years. Linda Skibinsky Linda was born and raised in Carrot River, Saskatchewan. In her late teens, she moved to Saskatoon, which has been home ever since. From a young age, Linda always wanted to be an artist and specialize in landscape paintings. When she began painting in 2005, it became a daily activity. She has worked with watercolours, oils and acrylics as she enjoys exploring different mediums. Linda now paints in a variety of styles and belongs to the Mayfair Artist Group along with her favourite artist, Jerry Arnell, both of which continue to inspire her.

She lives near Saskatoon. Sheri Cole Sheri Cole has been designing jewelry for 20 years. This creative pursuit began as a hobby, first learning to make dream catcher earrings. Loving the shimmer, colour and feel of beads she pursued her interest in making unique jewelry for women. Largely self taught, Sheri has worked with wire, stained glass, alcohol inks, metals, cold connections and chain maille. She has sold her jewelry at craft and artisan shows in Saskatchewan, and more recently is featured by the Artist Loft and the Black Spruce Gallery. She was recently the featured “artist” at Nosh Eatery and Tap in May and June showcasing her Shimmer Line.
