ponsors, funders, participants, spectators, performers, instructors, volunteers and seasonal staff - the 15th Annual John Arcand Fiddle Fest was a great success and you all played an important role in it! With each year’s presentation it is so amazing to see the camaraderie, the talent, the support and the appreciation.

Overall attendance was about the same as last year, with a noted increase in “first timers” and young families! This is great to see and their response to the programming was very positive. This increased the numbers in the children’s activity area, the workshops and the novice and junior categories of the fiddle contest. Our new workshop ini-
tiatives (square dancing, themed fiddle workshops on Friday and additional cultural classes) all met with much approval. Once again the high numbers in Youth participation in workshops reassures us that our mandate of passing on the traditions is being served. Based on the feedback from our survey we will certainly be trying some more new
Culture Days Weekend September 27, 28, 29th

Animateurs will be travelling across Saskatchewan this summer engaging people in creative activities and encouraging participation in Culture Days Weekend September 27,28, 29th. Animateurs are paid by SaskCulture so there is no charge to libraries,

schools, communities or groups to have them out to do their presentations. They can help groups brainstorm ideas for their own culture days events or do their workshops during events, communities have going on during the summer. The daytime programming, evening concerts and music breaks during the competition presented a wonderful array of genres. From vocal performances to jazz and classical, we really mixed it up this year and the feedback was great.

We can see where this is a much needed service as the campground grows, and we will begin work immediately to try to offer the service throughout the entire day for future presentations. Vanscoy Summer Fair
he summer fair was held Aug 11 & 12. Both the Circle hall and the Seniors Center were very nicely displayed with lots of exhibits in a variety of categories. The Country Quilters who live in the RM of Vanscoy also displayed the beautiful quilts and quilt projects they have made as well had a tea room Sat afternoon with lots of homemade goodies. The much anticipated “larger” dance floor was well broke in during the Friday and Saturday night’s old time dances. The popularity of these continues to grow and it is so great to see the young people taking part. Even with a lot more “swing your partner” space, the floor was packed both nights! The free shuttle service from the city increased
for children as well the Early Learning Center of Vanscoy worked the ‘Kidsville’ which was sponsored by Sask Tel. There was face painting, coloring, fish pond and games. The Balloon Mann was also kept busy sculpting many things including penguins, butterflies and even a John Deere tractor and an International tractor. was interactive learning at 2 computer stations as well the children were able to plant sunflower seeds to take home. The ball tournament unfortunately was cancelled due to low registration. Also due to the water situation in the vicinity of the riding arena the Light Horse and Gymkhana events had to be postponed as the alternate arena was not available. (cont’ on page 3)

‘Let’s talk Turkey’
With the Municipal Elections looming next month, we will soon see some of our fellow residents willing to sacrifice thier time, and probably a few good nights sleep, to represent us in our towns, villages or rural municipalitys. Could one of these people be you? Shouldn’t we each take a turn? Think about it... power, fame, wealth... ?? Once the nomination process closes later this month, the candidates will be asking for your support in the election. I encourage you to take the opportunity, before the election, to find out who is running and ‘talk turkey’ with them. You know the old saying... people get the government they deserve. To get the best government, we need to find out who the best candidate is. Who knows, maybe it is you ?? Now seriously.... let’s talk turkey! It has been months since I last had to move my belt over one notch to the Christmas setting. I must say, the summer activities have really helped get me back to the scant whisp of a thing I once was ;) Camping, swimming, golfing, lawn mowing (have I mentioned I do a lot of lawn mowing?) have all played a roll. Well summer’s nearly over, fall is on the way, and with fall comes, what else, but... Fall Suppers !! or Fowl Suppers as some chose to call them. Fall, Fowl, tomato, tomato (you fill in the accent)... a feast by any other name would taste as sweet. Now is the time we get to start practicing for the inevitable Thanksgiving and Christmas calorie cramming fests. (Like anything else, you should warm up before you start.) So take advantage of the upcoming Fall Suppers and work on finding that holiday setting on your belt. I will be attending as many as I can (again) and look forward to seeing you there. The Vanscoy Recreation Board is considering hosting the Annual Fall Supper and needs your help. Tentative date for the Fall Supper is Sunday October 21, 2012. To successfully achieve this huge undertaking, commitment is required from the community. Volunteers are required for setting up, organizing throughout the day, working the take out service and clean up (to name only a few of the tasks involved). Assistance would be required prior to, during and after the supper. Without the commitment the VCRB cannot possibly host this event. Responses are required prior to September 10th to allow time for preparations to begin. TENDER LANDFILL SUPERVISOR CONTRACT TOWN OF ASQUITH The Town of Asquith invites individuals to apply for the Landfill Supervisor Contract position at the Asquith Landfill. This position involves being at the Landfill Saturdays and Sundays from 9:00 am to 5:00 pm and Mondays from 9:00 am to 1:00 pm. These hours may be subject to change. TOWN OF ASQUITH
Asquith Town Council held its regular Council meeting on August 14, 2012. Some of the Asquith Volunteer Fire Department attended a training session in Biggar, SK. The Department has responded to a bale fire, as well as a fire caused by a Sask Power line coming down. Rural individuals are reminded that if you are planning a controlled burn you must call 1-866-822-8522 to report it, along with your land location. Failure to do so would result in you receiving an invoice for a Fire Call if the Fire Department is dispatched unnecessarily to your location. The 2012 Water Works Information sheet was presented to Council. This information is available to the public, and can be picked up at the Asquith Town office, or can also be accessed on the Town's website at www.townofasquith.com October 24, 2012 will be the General Election Day for municipal councils throughout Saskatchewan. Nomination Day in Asquith is September 19, 2012, but nominations will be received at the Asquith Town Office during business hours between August 27th, 2012 to September 19th, 2012. For more information regarding the upcoming nomination day or election, do not hesitate to contact the Asquith Town office. The advance election this year will be held on Thursday, October 18, 2012 from 7:00 p.m. to 9:00 p.m. The Town of Asquith will be holding a Town Clean Up Day on Saturday, September 15, 2012 from 10:00 a.m. to 3:00 p.m. Residents can put bagged leaves, garden waste, etc. in their back alley and Council will be driving around to pick it up. Any refuse left in the alley after 10:00 a.m. cannot be guaranteed to be picked up. This day is the community's chance to spruce up Asquith! Council will also be sponsoring a BBQ at the Asquith Senior's Center from 12 noon to 1:00 p.m. to thank those helping with the clean-up. The Town of Asquith also invites individuals who are interested in serving on a local appeals committee to apply at the Asquith Town office. The Town will be appointing three residents of the Town of Asquith to a Local Appeals Committee. This committee would be hearing the appeals of local individuals who have been served orders/notices due to Bylaw infractions. Those interested in these positions are invited to contact the Asquith Town office.
TOWN OF DELISLE Delisle Town Council held a regular meeting on August 14. Council approved the proposal of Delisle Community Ag Lands to use the newly annexed farmland east of Town as a means of fundraising for recreational infrastructure. The Town accepted a quote of $28,943.58 plus GST from Sask Energy for the provision of natural gas services and a quote of $22,000 from Sask Power for electrical services to the new 20 lot residential subdivision. A business card advertisement in the Royal Canadian Legion Saskatchewan Command ‘Military Service Recognition Book’ will be purchased for $195. The Council adopted and attached to the minutes, the 2012 Waterworks Capital Investment Strategy (available at the Town Office) 2011 Waterworks Financial Overview: Total water & sewer revenue: $213,571. Total water & sewer expenses: $231,047. Total debt on waterworks system: nil Comparison of revenues to expenses plus debt expressed as a ratio: $213,571/$231,047 +0 = .92 Water and sewer revenues covered 92%
of water and sewer expenses in 2011 Compost will be picked up Sept 11 and 25. The next meeting of Delisle Town Council will be September 13 at 7:00 pm in the Delisle Town Office.
VILLAGE OF VANSCOY The Village has applied for Disaster relief, as reported last month; however we still have heard nothing from the program. As well, reported last month it is Municipal Election time. Nomination forms can be picked up at the Village Office. They will be available for pickup Tuesday September 4 until September 19; but must be filed with the Office no later than 4pm on September 19. Nominations forms are for Mayor and four Village Councilors. The election will be held October 24; Advance polls will be advertised once the call for nominations is completed. Council has requested engineers to provide quote estimates for the construction of roads in the Industrial Area across the tracks; as well as quotes for water and sewer service to the industrial lots.
RM OF VANSCOY The R.M. has been designated as an eligible assistance area under the Provincial Disaster Assistance Program. Application forms are available on our website at www.rmvanscoy.ca as well as the R.M. office. Registration of claims must be returned by December 26, 2012 and all work must be completed by June 26, 2013. Nominations of candidates for the offices of Reeve and Councillors for Divisions 1,3and 5 will be received at the municipal office until Wednesday, September 19th, 2012 at 4:00 p.m. Nomination forms may be obtained from the municipal office. Should an election be required it will be held on October 24th. New this year is the requirement that voters must provide election officials with proof of identification and residence. Government photo ID or 2 non photo ID will be required. Council approved five applications for development and building permits at their August 14th meeting. The next regular meeting of Council will be held on Tuesday September 11th.

A
n emergency situation constitutes a sudden, unexpected crisis (usually involving danger to you or other people) that needs action right away. Parents should ensure that their children know what to do in an emergency. Here are some tips to remember and/or share with your children if you or they are faced with an emergency: Call 911 for help immediately. Remain CALM and do not panic. Be able to describe the situation and where you are to the dispatcher. Carefully listen to all instructions from dispatcher and emergency workers (police, fire, ambulance). Be patient and wait until the situation is dealt with by emergency workers. Afterwards, check with emergency workers to be sure that they have all the information
they need from you prior to leaving the scene. Here are some frequently asked questions about using 911: 1. Can you call 911 from a payphone? Yes you can. 2. Do you have to pay to call 911 from a payphone? No, it's free. 3. What happens if you are calling from a land line and you do not know the address? When calling from a land line, the call-taker will automatically see the phone number and address. It is helpful, however, if you can confirm the address or give the person a description of the house. If you live on an acreage, it is especially important to be able to provide directions and description
of the house due to the number of acreages that can be found within the same land location. 4. What kind of questions should you be able to answer if you call 911? Common questions include: What is the problem (do you need police, fire or ambulance), what is the address or land description, what is the telephone number from where you are calling, what is your name, do you know the name of the road you are on or roads nearby, can you think of any landmarks close to the location of the emergency? Stay safe!

The 2020 Farmer
arm Management Canada has released a report pertaining to business management for the farmers of 2020. They report that Canadian farmers are woefully reluctant to take training or hire business assistance, and are clearly unprepared for the changes in the industry. Basic to planning ahead is to have some sense of the shape of the industry in 2020 and what changes will have to be
made through business management in the intervening ten years. There are two factors that seem to dominate: first is farm size and second is market structure. The small lifestyle farm (farm sales of $100,000 or less) may persist based on off-farm income, while the medium farm ($100,000 to $500,000 farm sales) are most likely to disappear, and the large operations will dominate. But the large farms
will need professional input through training, business advisors, sharing knowledge with successful operators or hiring managers. This must occur now to prepare for the future. The changes in the market’s structure are harder to envisage. It is clear that the value chains will be controlled by ever larger firms which will require assured supplies and specific quality with timely delivery. That situation simply

(cont’ from page 1) Culture Days occurs across Canada every year, it began in Quebec 15 years ago and this will be the 3rd year for Saskatchewan and we have embraced it wholeheartedly! Activities should be free to the public and engage them in some aspect of culture. "that's what I love about it", Sylvia says, "you get to learn how things are done in a theatre or try to make your own clay pot, get close up and personal with artists, dancers, and the wide range of cultures that make our province so amazin... the ideas and creative things happening this weekend are endless! I'll be doing some concerts in Saskatoon on Friday and then it's off to Delisle.” Delisle will be having it's first Culture Days this year and while we are still in the planning stages it's going to include the library, a
Singing with Sylvia performance, the Seniors centre and the school. Activities are going to happen on Friday September 28th, throughout the day. It will be capped off with a Friday Night Concert Series Revival. There will be a Songwriters Circle with Sylvia Chave, Farideh and one other artist still to be confirmed. This event is free to everyone and will certainly be a family event. Watch for posters and plan to attend. If anyone is interested in participating they are free to call me, the more the merrier. Sylvia is then off to celebrate in Regina for the rest of the weekend at the Mini Bow, this is a celebration of the entertainers that have been nominated for a Western Canadian Music Award in the category of Children's Recording of the Year and Sylvia has been nominated.
The WCMA awards ceremony is on Sunday night. “One other thing that I've done” says Sylvia, “ is write a special Culture Days song that I am hoping communities and groups will play during the weekend and sing along to. Not only that, but they can write their own lyrics to it and sing it to an accompaniment track that I can provide. It is an exciting project that I hope lots of schools will take hold of and run with.” Anyone with questions about Culture Days can contact Sylvia at frodo@sasktel.net or 493.2955. West Nile Virus in Horses
The Saskatchewan Ministry of Agriculture has reported that this year three horses in the province have tested positive for West Nile Virus. The cases were found in the RM of Tecumseh #65, RM of Moosomin #121 and RM of Humboldt # 370. There are vaccines available for horses to prevent contracting the virus. To date there has only been one positive human case this year along with four positive mosquito pool tests. The provincial government website offer the following guidelines.

When there are reports of infected dead birds, or other animals in the area, it means there are likely infected mosquitoes too, and people should take action to reduce the risk of exposure to mosquitoes. What signs do infected animals have? Some may have no signs at all. Others may have a range of signs including fever, muscle spasms, weakness, lack of coordination, seizures and changes in temperament or personality.
For horses, signs of West Nile virus infection may include stumbling, weakness in hind limbs, inability to stand, paralysis of the limbs, listlessness and head shaking. In severe cases, horses may die or need to be euthanized. Can people become infected by touching or being around animals infected with West Nile virus? There have been no recorded cases of animals passing West Nile virus infection to other animals or to people. However, people who handle dead birds or animals should still follow standard health and safety practices. For example, cover any open wounds, and wear protective gloves and a mask. These health and
safety practices are also important for people who work with animals at risk for West Nile virus infection, such as horses and flocks of domestic birds. Health Canada has issued an Occupational Health Advisory for people whose jobs may put them at risk for West Nile virus infection.
Is there a treatment for animals infected with West Nile virus? There is no specific treatment, but supportive therapies may reduce the severity and duration of clinical signs. People who suspect that horses, other animals or pets have become infected with West Nile virus should contact a veterinarian for information and advice. Are there vaccines to protect animals from West Nile virus? Currently there are two West Nile virus vaccines registered for use in horses in Canada. For the most recent information about West Nile virus and horses, visit the Canadian Food Inspection Agency Web site. There is no vaccine at this time for other animals or pets. Can people get West Nile virus from eating birds or animals that are infected with West Nile virus? There is no evidence that people can get
West Nile virus from eating infected birds or animals, however, it is important to follow standard health and safety practices when preparing food, to prevent the risk of foodborne illnesses. Meat from birds and animals should always be thoroughly cooked before it is eaten.
Are wild game hunters at risk for West Nile virus infection? Hunters who spend a lot of time outdoors may be exposed to mosquitoes. This would put them at risk for infection if there is West Nile virus activity in the area. To reduce the risk of exposure to mosquitoes, hunters should wear protective clothing and use insect repellents that contain DEET or other approved ingredients. For more information on other approved insect repellants, visit the Pest Management Regulatory Agency Web site or call 1-800-2676315 (toll-free in Canada). Although there is no evidence that West Nile virus can pass from animals to people, hunters should use standard health and safety practices when they handle, clean, or cook wild game. For example, they should wear gloves to prevent direct contact with animal blood and should always cook game thoroughly before they eat it.

John Arcand Fiddle Fest
The fiddle contest had 37 competitors and the Jigging contest had 22. This resulted in over $9,900.00 in prize money going to almost every province across Canada. A new initiative in 2010; our daytime programming on Thursday and Friday afternoon was offered again this year with a noted increase in attendance, and will definitely become an addition to each years programming. With the high increase of youth in attendance, the children’s activity area was a “beehive” of activity – and we added some special guests on Saturday afternoon! Roger Dallaire and Daniel Gervais (Trad’badour) con-
ducted mini-workshop on spoon playing, call and response songs, dance and storytelling and these proved to be a most welcome addition. Fundraising for the Capital Campaign this year included a recently published cookbook, as well as 50/50’s and a raffle. As a result the completion of Phase One of our Capital Campaign grows nearer and nearer. A complete list of competitors in the fiddle and jigging contests is attached. A new investment from the Harper Government will support research into an innovative substitute for antibiotics in livestock feed. Member of Parliament Kelly Block on behalf of Agriculture Minister Gerry Ritz, announced this week an investment that will help Prairie Plant Systems Inc. deliver benefits to livestock producers and consumers. "This is a good example of how government and industry can partner to harness research and help industry fill a need in the marketplace," said MP Block. "This is the kind of innovation that's keeping Canada's agricultural sector strong and sustainable." This investment of more than $101,000 will help Prairie Plant Systems develop new technologies that have the potential to replace antibiotics in animal feed using healthboosting properties of plants like mustard seeds. The goal is to develop feed supplements that would stimulate an animal's own immune system to resist infection. "This is the first step in finding alternatives to the use of antibiotics in animal feed," said Brent Zettl, CEO of Prairie Plant Systems. "The long-term goal of our research can have benefits for farmers and consumers alike." Researchers have discovered that the use of antibiotics in feedstock is beneficial partly because of their anti-inflammatory properties and not just because of their anti-bacterial properties. The development of new feed supplements has the potential to improve herd health while reducing losses and costs. This can improve the
bottom line of livestock and poultry producers and also open other opportunities for farmers to diversify their crops and capture new niche markets. This project is funded under the Agricultural Innovation Program - a $50-million initiative announced as part of Canada's Economic Action Plan 2011 and part of the Government's commitment to help Canadian producers benefit from cutting-edge science and technology. The Program boosts the development and commercialization of innovative new products, technologies, and processes for the agricultural sector. PM highlights economic benefits of Responsible Resource Development in the North Prime Minister Stephen Harper this week visited Minto Mine, a copper-gold mine in Yukon, to highlight the economic benefits of responsible resource development in the region and to witness the signing of an agreement that will help Yukon further benefit from resource development. The visit took place during the Prime Minister’s seventh annual Northern Tour, taking place from August 20-24,
2012. “Our Government is committed to ensuring that Northerners benefit from the tremendous natural resource reserves that are found in their region,” said the Prime Minister. “For the benefits to flow, it is necessary to get resource projects up and running in an effective and responsible way and to put agreements in place with territorial Governments to ensure that revenues generated by these initiatives stay up North.” While in Minto, the Prime Minister witnessed the Honourable John Duncan, Minister of Aboriginal Affairs and Northern Development and the Honourable Darrell Pasloski, Premier of Yukon, sign amendments to resource revenue sharing agreements which will ensure a greater portion of the revenues generated from the mining and resource economy in Yukon will be available for use in the territory. These amendments to the resource revenue sharing provisions of the Yukon Northern Affairs Program Devolution Transfer Agreement and The Canada-Yukon Oil and Gas Accord, will allow Yukoners to benefit from arrangements similar to those recently agreed to in principle with the Government of the North-

west Territories. These amendments will provide the Government of Yukon with an immediate improvement in its resource revenue provisions, and the option to adopt arrangements consistent with those agreed to in principle with the Northwest Territories. The Harper Government believes that reviews for major resource projects must be based upon sound science, balanced input and that they must have clearly defined timelines. The Harper Government's aim is a Northern regulatory regime that is more effective and predictable while safeguarding the environmental health and heritage of the region and providing meaningful Aboriginal consultation. Greater predictability, timelier reviews, reduced regulatory burden and duplication, are improvements we are working towards that will position the North for job creation and long-term economic growth. In addition to improving regulatory processes, the Harper Government is also undertaking other initiatives, such as developing geological maps of the North to help prospectors find energy and minerals, and the resource revenue sharing agreement signed today, which will help ensure the prosperity of Yukon for years to come. Under its Northern Strategy, the Harper Government remains committed to promoting social and economic development, and ensuring that Northerners have greater control over their economic and political destinies.

What we heard was that Saskatchewan people are overall pretty happy with the direction our government has taken, but there are still challenges. They heard about the need to continue to invest in the infrastructure a growing economy needs – highways, healthcare and education. They heard about the ongoing labour shortage that is a byproduct of Saskatchewan’s historic growth. They heard about using post-secondary education as to get to let
more people benefit from the economy. But this plan needs to be about more than just the economy. It’s got to have goals for improved healthcare and education ways that we can help those who need help. There will be a day in the future when we have paid off the provincial debt. When that day comes, we need a plan for what to do next. You have laid the foundation for this plan through the feedback you gave to your MLA over the summer and for that I thank you. Together we will keep the Saskatchewan Advantage. So enjoy the rest of your summer – and don’t forget that this year, school doesn’t start until after Labour Day!
