NETWORK RAIL OPERATIONS MEMBERS SPECIAL BULLETIN

THE FACTS

1. Network Rail’s latest offer will mean you will be taking a real terms pay cut amounting to thousands of pounds. (SEE TABLE)

periods, candidate pools and other matters

2. There is also now a direct threat to your pay and conditions and to national rostering principles which have been won over the last three decades in hard-fought disputes and painstaking negotiations.

• Increased Flexibility – including employer justified retirement age, MOMs, National Rostering Principles and working other links and locations

3. Network Rail are seeking to impose changes that will worsen conditions for your fellow RMT members in the maintenance grades and are making any pay conditional on these changes. If the company are allowed to get away with this, they will then be able to impose change on Operations members, including scrapping hard-won working conditions. That’s why it is vital that Operations and Maintenance members stand together.

• Competence Management - including promotion and progression, managing your own competence and a Signaller JD

4. The changes Network Rail will want to impose include scrapping the Promotion Transfer Redundancy & Resettlement agreement (The PTR&R) which all Ops staff outside of Role Clarity contracts rely on. This gives you protection during resignalling schemes, job protection and a fair and transparent method of re-deployment. It also crucially compensates staff who have to increase the distance they travel through the Personal Daily Travelling Agreement or those who have to move home and be resettled. Other attacks on conditions include the below and some of these issues relate to ECRIOS too. • Adverse changes to recruitment and Training – covering probation, starting salaries, fixed-term contracts, notice

• Signalling Technology – including mandatory adoption of traffic management • For Stations members – no sign of the promised new deal for these low-paid staff and instead the threat of an assault on conditions. • B5-8 The issues of 5-8 pay banding have not been resolved and the current proposals do not address them. They will seek to impose these changes in Operations if we don’t successfully fight off their attacks against the rest of the Network Rail workforce. 5. So beware management’s words of reassurance. They are designed to placate Operations staff and try to split you from your colleagues. The government and employers have not been able to break your solidarity and the negotiations and dispute are at a critical stage. Now more than ever we need to stay strong and united.
