New RMT report shows need to insource rail cleaning Covid-19, cleaning and public transport The Covid-19 pandemic has brought the work of cleaners into public view as never before. From the outset, their work was recognised to be essential to public health and particularly to safe use of public transport. It has also become clear that cleaning is vital to the future of public transport use. Research by Transport Focus has shown that passengers now value visible cleanliness more than before the pandemic: “All our insight now suggests greater levels of concern about cleanliness are likely to persist well beyond the pandemic – with a cultural shift towards greater care over hygiene and health. Passengers do not want to see the standard of cleanliness slip for the foreseeable future.”1 In the light of the Covid-19 pandemic, the railway industry has been on a PR offensive over its cleaning regimes, but RMT’s report ‘Cleaning Up the Railways’ reveals the dirty truth behind the publicity, that effective cleaning is hampered by an outdated and dogmatic attachment to outsourcing which leads to cost-cutting in the search for profits.2

Outsourced cleaning on the railways RMT research found more than 30 cleaning operations on the rail franchises and open access operations that had been outsourced. In addition to this, manufacturers of newer rolling stock like Alstom, Bombardier and Hitachi, who have contracts with the TOCs to maintain their vehicles, outsource the deep cleaning of rolling stock in their depots. Cleaning is also outsourced at Network Rail stations and estates buildings. The companies that won these contracts read as a familiar roll call of outsourced facilities management firms: Mitie Group, Interserve, ISS, Axis, Carlisle and Churchill.
