commencement regalia Significance of the Hood The hooding portion of the Commencement Ceremony dates back to the 12th and 13th centuries and signifies special recognition of master’s and doctoral degree candidates. Faculty members place the hood over the heads of the graduates, recognizing their success in completing the program and symbolically welcoming them as fellow scholars. The hood identifies the owner’s academic institution, degree, and field of study through the length and the colors of the lining and binding. Each graduate’s field of study is designated by its corresponding color as listed below.

Military Veterans Rocky Mountain University of Health Professions would like to recognize our graduates who are veterans. As members of the military, these students have demonstrated their commitment to the RMU core values of collaboration, authenticity, trustworthiness, inclusiveness, and service, especially that of selfless service. In addition to what these graduates will do as health professionals, they have already given service to our nation, our state, and our community. Military veterans received a commemorative red, white, and blue cord to be worn at this commencement ceremony, signifying the University’s gratitude for their service and sacrifice. featured biographies Bill Hulterstrom President & CEO of United Way of Utah County Commencement Address Bill Hulterstrom is the president and CEO of United Way of Utah County and has been working to improve communities for more than 40 years. He also teaches nonprofit management in the Romney Institute of Public Management. Over the years, Bill has distinguished himself as a recognized leader and trainer in the areas of volunteering, board governance, nonprofit leadership, technological innovation, and community building. During his tenure at United Way, he led the creation of several initiatives to address local needs, including the medical needs of low-income populations, literacy rates in young students, and youth anxiety and depression. He has conducted hundreds of workshops and trained or consulted with thousands of individuals in over 35 states and in Canada and Ghana. Bill is the recipient of an honorary doctorate degree from Utah Valley University and the Utah Valley Chamber of Commerce’s Pillar of the Valley award.

Kelsey Campbell Hopkinson, PT, DPT, GCS DPT Assistant Professor Rising Star Teaching Award Recipient Dr. Kelsey Campbell Hopkinson has been with RMU since 2020 and is an assistant professor in the entry-level Doctor of Physical Therapy (DPT) program, where she instructs in courses relating to cardiovascular and pulmonary PT, ethics and physical therapy practice, and professionalism in patient management. Dr. Hopkinson graduated from Utah State University with a Bachelor of Science in Human Movement Science and is an alumna of RMU, where she earned her Doctor of Physical Therapy degree in 2017. Dr. Hopkinson has contributed to the growth and development of the Physical Therapy Department through her work on the Inter-Professional Education (IPE) committee and in the Parkinson’s Wellness Program. She is board certified in Geriatrics and completed the HPE Teaching Certificate to advance her knowledge about current and best practices in higher education. She consistently demonstrates her desire to continue growing and learning as an educator. A faculty nominator stated, “Dr. Hopkinson offers students the opportunity to spend the day with her as a clinician in a skilled nursing facility and an acute care hospital. This wonderful opportunity allows students to see the setting and receive mentorship on all aspects of being a PT, from chart review to patient management to documentation. This experience helps students feel more comfortable before they leave for their clinical rotations.”
Leah I. Fullman, MBA, ScD, CCC-SLP ClinScD-SLP Alumna, Board of Trustee Outstanding Alumni Award Recipient Leah I. Fullman is a graduate of RMU’s Doctor of Clinical Science in Speech-Language Pathology (ClinScD-SLP) program. Dr. Fullman also serves on RMU’s Board of Trustees, using her experience in administration, accreditation, and assessment to serve and help provide oversight to University operations. In her current leadership position, she’s developing a speech-language pathology school and a College of Health Sciences at Pepperdine University in Malibu, California. Previously, Dr. Fullman was the Founding Dean of the College of Health Sciences at Faulkner University in Montgomery, Alabama. For seven years at Faulkner, she guided the strategic planning and development DECEMBER 15, 2023 | 9
of six health science programs and oversaw the construction of an 85,000-square-foot Health Science Center. Clinically, Dr. Fullman worked for medical centers, private clinics, school districts, and skilled nursing facilities. She served a diverse caseload — from NICU infants to geriatrics. She has shepherded regional and specialty accreditation processes, managed financial planning, acquired grants, and acted as a legal consultant. Dr. Fullman has published and presented widely on topics pertaining to her clinical specialties. Along with a doctoral degree from RMU, Dr. Fullman earned a Bachelor of Science in Liberal Studies at California State University, Fullerton; a Master of Science in Communication Disorders and Sciences at Southern Illinois University Carbondale; and a Master of Business Administration at Faulkner University.
Tim Hughes, PT, DPT, GCS DPT Alumnus Early Career Alumni Award Recipient Tim Hughes is the owner and CEO of Elevate Physical Therapy clinics in Southern Utah. Dr. Hughes graduated from Rocky Mountain University of Health Professions (RMU) in 2019 with a Doctor of Physical Therapy degree. He earned dry-needling certification through the American Academy of Manipulative Therapy. Dr. Hughes’ post-graduate clinical experience began as a staff physical therapist at the Uintah Basin Medical Center in Roosevelt, Utah, for two years. Following that, he opened and grew his Cedar City, Utah, clinic to three therapists and expanded to a second location in St. George. In his clinics, Dr. Hughes emphasizes providing high-quality, one-on-one work with patients along with providing an improved quality of life for clinicians. In addition to improving lives through his physical therapy practice, Dr. Hughes is a devoted family man. He and his wife, Stephanie, are proud parents of five young daughters. They live in Parowan, Utah. While earning a Bachelor of Science degree in exercise science at Southern Utah University, Dr. Hughes was Magna Cum Laude and qualified for the Dean’s List in 201516. He was a three-sport athlete at Escalante High and played collegiate basketball at Snow College in Ephraim, Utah.
