As the incidence of COVID-19 increases in Georgia and in surrounding cities, and as the pressure on our medical system grows, we all need to act aggressively to avoid overwhelming the system – to ‘flatten the curve’. The City had implemented some decisions on the 16th of March, which when combined with the quick responses of our local businesses, have had the City in compliance with the CDC guidelines for well over a week. Based on what I’ve seen, my guess is that the level of self-initiated compliance with those guidelines in our City is probably higher than anywhere around us – kudos to our citizens, businesses, churches, and charities for that. Even so, it became apparent yesterday that it would be necessary to declare a State of Emergency in the City to access some levels of emergency support from the County and State, to further focus our minds on the severity of the issue at hand, and to tighten up our community’s safety response. With that in mind, I have implemented the following policies, with the full support of the Chattahoochee Hills City Council, staff, and Public Safety Team, effective immediately. It is hereby ORDERED: 1. The City of Chattahoochee Hills hereby declares a public health state of emergency within the City because of the proliferation of COVID-19 in the United States and the State of Georgia, which will remain in force and effect through May 1 or until the State of Georgia and United States Federal Government’s States of Emergency are lifted, whichever is later; 2. That the regularly scheduled meetings of the City Council, Planning Commission, the Parks Commission, the Historic Commission, and all of their committees scheduled for the remaining days of March and for the entire month of April are hereby cancelled; 2
3. That all gatherings of any size which have been permitted by this City for the remaining days of March and the entire month of April 2020, are hereby cancelled; 4. That ANY AND all other gatherings of ten (10) or more persons on any property owned or controlled by the City are hereby prohibited through April 30, 2020, unless each person in the gathering can maintain at least six feet of separation from others in attendance. To avoid confusion, the following definitions shall apply under this Section: a “public gathering” shall mean the organized gathering or assembly of ten (10) or more persons at ANY specific location; “property owned or controlled by the City” shall include any FACILITY, BUILDING, BUSINESS, park, public square, public space, playground, recreational area, or similar place of public gathering, but nothing herein shall prohibit individuals or families from using streets, sidewalks or designated pedestrian areas for walking, bicycling or other exercise if they are not participating in an organized gathering; 5. THAT ALL CITY OWNED PARKS ARE CLOSED UNTIL APRIL 30; 6. That public access to City buildings is restricted until April 30, 2020; 7. That the City Manager establish procedures so that City business can continue including the issuance of permits, payment of fines and other monies due to the City, and permitting the inspection of records and documents in a manner that does not place City personnel, citizens or others at risk and, to the extent practical, encourage all transactions to occur remotely; 8. That all essential operations of the City will be maintained, including Fire, EMS, Police, and Public Works, in support of all citizens; 9. That the deadline for business license renewal be extended to May 15, 2020; 10. That all businesses located inside the City are REQUIRED to organize their operations to follow item 4 above, and to take appropriate measures to protect the help and safety of the public and their employees; 11. That restaurants in the City close to inside dining, and implement curbside take-out only policies, including allowing the sale of unopened beer and wine in conjunction with food purchases, SUBJECT TO ALL RESTRICTIONS DESIGNATED IN ITEM 4 ABOVE, through April 30; 12. That the citizens of Chattahoochee Hills are encouraged to follow all relevant CDC guidelines, shelter in place to the extent possible, and to contact neighbors and friends who may be housebound, elderly, or in ill health to help ensure they are safe and well taken care of; 13. That the provisions of this Declaration may be extended

CITY NEWS based on the continuation of States of Emergency at the Federal and State levels; and 14. That if one or more of these provisions contained in this Directive shall be held to be invalid, in violation of the Georgia Constitution, in violation of Georgia law, in violation of City Ordinance, or unenforceable in any respect, such invalidity, violation or unenforceability shall not affect any other provision of this directive, but, in such case, this directive shall be construed as if such invalid, illegal, or unenforceable provision had never been contained within the directive. The provisions of this directive shall become effective immediately and shall expire on April 30, 2020, or as directed by the Mayor. Rodale Institute Launches Southeast Organic Center When Rebecca and Ross Williams shuttered their cheesehouse at Many Fold Farm in Chattahoochee Hills in 2017, it was with a heavy heart but a determination to work towards a new agrarian economy in the South. One that allows farmers to prosper while supporting the good food movement and being responsible stewards of the soil and environment. “We believe that healthy soil is the key to human health and our ability to survive on our planet,” said Rebecca Williams. They’re not the only ones. The Williams’ vision will soon become a reality because of a new partnership with Rodale Institute, a global leader in regenerative organic agriculture. Rodale Institute just opened the Southeast Organic Center, a new regional resource center focused on the unique challenges of farmers in the southeast United States, at Rebecca and Ross’s 300-acre Many Fold Farm. Why the focus on this region? Despite organic having grown to a $50 billion/year industry in the United States, Georgia has only 135 certified-organic farms, representing just 0.5% of organic farms in the United States. Historically, organic production has been low in southern states, where warm weather makes it harder to deal with pests, disease and weeds without synthetic chemicals like pesticides and herbicides, which can be unsafe to the health of plants, soil and people. “It’s time for us to invest in our southern farmers,” said Jeff Moyer, executive director of Rodale Institute. “This region is ripe for opportunities and explosive growth in organic agriculture.”
Serenbe first brought Rodale to Chattahoochee Hills in 2016 when its Organic Life magazine built a wellness showhouse in Mado, one of the first homes in Serenbe’s newest neighborhood. This sparked a relationship with the Institute arm of Rodale, which continues as Serenbe joins their Chattahoochee Hills neighbors as a key partner of the Research Center. With its own certified organic farm, Serenbe will offer a unique opportunity for community engagement such as connecting farmers, visitors and residents with educational programming, healthy culinary events, seed and soil workshops and more. “The Southeast Organic Center will allow Chattahoochee Hills to be an incubator for major movements in the food and organic industry,” said Steve Nygren, Serenbe Founder and CEO. Serenbe knows the power of bringing like-minded groups together for impactful partnerships. The Southeast Organic Center will only be 2 miles up the road from Serenbe and serve as a research and education hub focused on: • Increasing the number of farms and acres in organic production in the region • Establishing a long-term research trial to determine changes in soil health, yields, economic models, and more in this unique climate & soil type • Solving challenges for organic farmers in the region, including pests, disease, weed management • Farmer training and pathways to market

Georgia Organics, Southern SARE and The Conservation Fund are also partnering with the Southeast Organic Center, bringing increased name recognition to the project along with their extensive outreach and research efforts. Rebecca hopes that having these partners and the Center “will validate and expand truly sustainable agricultural practices in order to save our food system, our planet, and ourselves.” The Rodale Institute is a nonprofit dedicated to pioneering organic farming through research and outreach. For 70 years, the Institute has been researching the best practices of organic agriculture and sharing findings with farmers and scientists throughout the world, advocating for policies that support farmers, and educating consumers about how going organic is the healthiest option for people and the planet. Sam Murray announces the soon to be released 123 Birds of Serenbe Field Guide There’s no sound quite as sentimental as the song of the cardinal following a cold, long winter. When I hear the first male cardinal blare its superb anthem in late February or early March, I can’t help but smile. It’s as if the cardinal’s song has melted away the winter’s ice. The cold has given up its reign, and we can finally look forward to months of warmth and a plethora of life! One of the most exciting elements of this time of year is spring migration. Every spring, billions of songbirds from the southern US, Central America, and South America fly north, many passing through Palmetto. These little warblers, vireos, and flycatchers risk their lives on thousand-mile flights just to take advantage of the blossoming insect populations, budding plants, and their favorite breeding territories. Simply put, birds migrate north to move from areas of low or decreasing resources to areas of high or increasing resources. From late March to early May, a whole new wave of unfamiliar faces will be present on the leaf litter and treetops of Palmetto, as these exhausted birds touch down for food or rest. It is essential to take advantage of this short window, as this is the only time of year you will get an opportunity to see or hear these marvelous migrants boasting their breeding plumage, in your own backyard! Once we reach the 1st week of May, most of these spectacular little birds will have already moved through Palmetto, although some will stay here all summer. From late August to late October, these birds will migrate back down South, but will not be donning their brilliant colors like they do in the spring. Spring is truly the most incredible time of the year, so get outside and experience it! Naturalist and photographer Sam Murray has been visiting Serenbe perennially ever since his grandparents Dr. Herndon and Wendy Murray moved to the community in 2007. He is currently working towards a major in Biology at Sewanee: The University of the South. Birding since 2012, he is the current Richmond County (GA) record holder for species seen all-time and was awarded eBirder of the month in 2017. He hopes this guide will teach residents of all ages to get outside and experience the wonderful world of birding!

Local Fine Artist Couple purchases the Masonic Lodge Building In 2005, Gail Foster and Thomas Swanston were living the life most of us only dream about – they lived AND worked in Chatt Hills. The talented and acclaimed fine artists had previously lived and worked just up the road on a 650-acre farm off Cascade Palmetto Hwy for 25 years, but when that area became overrun by development, they sought a new home. “We discovered Serenbe when it was only a dirt road in the middle of the woods,” Tom said, “and we soon developed a live-work building there.” All was well until the recession forced the couple to close their Serenbe gallery and consider other options. They eventually took up residence in the Rico Lake community of Chatt Hills and moved their studios to the King Plow Arts Center in west midtown Atlanta. While King Plow was an exciting opportunity, Gail and Tom often dreamed about finding a work space closer to home to reduce their daily two-hour commute. A few months ago, they found an opportunity to fulfill that dream when the masonic lodge building in the Rico Community went up for sale. The building was perfect for the couple, offering enough space for their studios and offices, and a three-mile commute to their home. By the end of May, the couple made the purchase and will soon, once again, be living the Chatt Hills dream.
About the Artists Gail is a painter, photographer, and mixed media visual artist who focuses her attention on the issues of the feminine and women in today’s culture: violence, neglect, sexism and gender bias – always from an optimistic perspective of overcoming and succeeding. Tom’s focus is on raising awareness of cranes and their beauty – their long-term conservation and strategy for actions for their major threats, such as habitat loss. As a company and couple, they give back: they donate each year roughly $50,000 in artwork to nonprofit auctions that are close to their missions; Chattahoochee River Keepers, Captain Planet, Audubon Society and a host of visual cultural institutions.
