You’ll be reading this message the week after I wrote it, so folks who joined us for the community picnic this weekend will have already enjoyed the fellowship and fun (including an amazing performance by Public Works Director Darold Wendlandt’s band!), but I wanted to take a moment to single out our Councilperson Ruby Foster for all her determined work to reignite the City’s community engagement events. Planning these sorts of events is hard work. Finding sponsors, getting entertainment and the like coordinated, finding and managing volunteers, praying for good weather—it’s a lot, and probably more than folks realize. But it’s so important. Ruby feels strongly (a feeling I share) that it’s so important for the different communities sharing Chattahoochee Hills to have opportunities to get to know each other in light, social settings. On behalf of the City and all of its residents, I want to send a huge thanks to Ruby and all of the folks that are helping her for making these opportunities a reality—and also a huge thank you to our Public Works team, who makes sure that the venues are in perfect shape each time. This past Saturday, we had a great community planning meeting at the new RiverLands Park (on Campbellton Redwine Road at the South side of Chatt Hills), hosted by Walt Ray of the Trust for Public Land and some of the consultants from Pond & Co., who are helping in the planning efforts for that park. You may remember that right after the City was formed, a group of citizens came together to buy all of the park lands in the City from Fulton County because the City just didn’t have the funding at the time to do that itself (huge shoutout here to Dave McMurrain, Diana Wilson, Laurie Searle, and the rest of the team that I worked with back then to make that happen, and the hundreds of donors who stepped up to join us in providing the funds). One of those pieces of parkland was on the river but buried deep inside of private landholdings, miles from the nearest road – a spot that would have taken millions of dollars just to access, much less turn into a useful park in the City. It took several years,

but I was able to talk a generous landowner into swapping that land for a larger parcel a couple of miles further south, a parcel that is immediately accessible because it’s bisected by Campbellton Redwine Road. In the meantime, we’ve also been working with Trust for Public Land’s RiverLands project, which came out of a conversation we were having years ago about preserving land along the river—part of a planning process to do just that—by buying and protecting park land and providing recreational access to the river that makes up our entire western border. RiverLands envisions an eventual string of parks and trails along either or both sides of the river, all the way from Buford Dam to Chattahoochee Bend Park; these spaces will be forever preserved for future generations. The high-level planning effort for these parks has been ongoing for the past couple of years, and a part of that process was finding places that could be demonstration projects for what that system might look like. Chattahoochee Hills’s enthusiastic participation has earned us almost a million dollars ($1,000,000!) for planning and implementing improvements in TWO of our parks: Campbellton Park, which already has an amazing boat ramp, will get a pavilion and bathrooms, and the new RiverLands ark is also slated for a pavilion and bathroom facilities, as well as a canoe and kayak dock. Just imagine: soon you’ll be able to put in up at Campbellton and paddle all the way down to almost the Coweta County Line! Also keep in mind that our unique zoning will limit development to about 10,000 of our nearly 40,000 acres. My vision is that another 20,000 will always be forest, field, and farm, while the remaining 10,000 acres would be public parks (ranging from active uses to preserves). Can you imagine how different that will be from the sprawl that now surrounds us on every side? How much better? Be on the lookout for upcoming meetings, as we home in on the details for both the river side and the east side of the new park, in anticipation of the work that will allow us to finally open it to the public. Announcing the New Nature Trail at Huttcheson Ferry Park By: Laurie Searle

A ribbon cutting ceremony on April 30 marked the official opening of the new nature trail at Hutcheson Ferry Park. The ceremony was scheduled during the Chatt Hills “Drivein Movie Night” event at the park, offering residents the opportunity to attend. Mayor Tom Reed opened the ceremony by thanking Parks Commission member Roland Alston for his vision and hard work in designing and building the trail. He also thanked Parks Commission Chair Diana Wilson for the support she and the Commission provided. Mayor Reed gave high praise and thanks to Parks & Rec Director Darold Wendlandt and his team for their efforts in maintaining the beautiful park. Council members Laurie Searle, Ruby Foster, and Camille Lowe participated and offered their congratulations. About the Park and Nature Trail Hutcheson Ferry Park is located at 9774 Hutcheson Ferry Rd., in Chattahoochee Hills, and is open from sunrise to sunset (30 minutes before and after). The park offers 103 acres of large open pastures ideal for concerts and events, nature walks to explore the flora and fauna, and picnic tables for family events or a quiet afternoon lunch. The park offers visitors the opportunity to experience what so many residents of Chatt Hills experience – a quiet

nature preserve in their own back yard. From the wildflowers that grow in the meadows and the mossy-covered granite outcrops, to the birdsong that fills the air in the spring time, Hutcheson Ferry Park and its natural beauty proves that oftentimes less is more. The new nature trail offers two options for a one-mile hike, both of which begin at the northeast corner of the field near the parking area. The first option follows the woodland trail to the wetlands sign where it continues along Cedar Creek for about half a mile. It comes out on the hay field, which is typically filled with wildflowers this time of year. The trail continues to the back gate, then follows the park’s road north to the parking area for a total length of 1.35 miles. The second option follows the woodland trail to the hay field sign where it continues along a different wooded path with slightly more elevation. An estimated 300 friends and neighbors enjoyed the first ever, Chatt Hills Drive in Movie Night, at Hutcheson Ferry Park on April 30.

Chatt Hills "Drive-in Movie Night" and More! By: Laurie Searle Chattahoochee Hills rolled out the “green carpet” for residents and guests at the premiere of its first ever “Drive-in Movie Night,” at Hutcheson Ferry Park on April 30. Mother Nature set the perfect scene for this special event. With no rain in sight, the sky was a still blue as the setting sun painted golden highlights behind billowy clouds. The acres of lush green grass blanketed the open field, offering the perfect backdrop for the colorful picnic blankets and camp chairs to come. By 7 p.m. guests began to arrive. Greeted first by cheerful parking volunteers, then by the “hostess with the mostest,” city councilmember and community outreach coordinator, Ruby Foster, guests were offered free treats of popcorn, sodas, and glow sticks to kick off the pre-show activities. As the adults selected a grassy spot and unloaded their picnic fairs, the kids explored and discovered the bouncy house and the face painting artist – both of which were big hits. Once their picnic areas were set up, families were anxious to see what was on the food menu. An accident with the Smooth and Groove Food Truck delayed the food, but Southern Region Hospitality came to the 4

rescue with a seafood feast made earlier in the day. Having this extra time gave guests time to visit with friends and meet their neighbors. When twilight dimmed the lights, Mayor Tom Reed welcomed the guests and introduced Ruby, who opened the program. She thanked the guests for attending, and acknowledged the many volunteers and staff who worked for months to make this event special, and the event’s vendors and the sponsors. Then she called for the movie to begin. The feature film was Disney’s “Jungle Cruise,” an action-packed family movie filled with slapstick comedy. It was displayed on a rented theater screen large enough to be seen from the full length of the event field, and included an audio option to listen on a radio channel for those who remained in their vehicles. By the time dusk turned the daylight off, stars began to appear in the famous Chatt Hills dark sky. Neighborly chat dropped to whispers, and folks settled into watching the movie. As if to say “thank you for this special event,” guests waved their glow sticks, creating a mini light show that resembled a happy dance. Prism Star Chatt Hills Barn Quilt By Laurie Searle

Announcing the “Prism Star” barn quilt, hosted by Daron “Farmer D” Joffe & Stephanie Bernstein on their Farmers Shed at 10975 Hutcheson Ferry Rd, Chattahoochee Hills, GA 30268. A ROAD TRIP LEADS TO A NEW HOME Daron Joffe & Stephanie Bernstein loaded up their RV and kids in 2020 and embarked on an extended trip to visit their families and scout for a new home. Their wanderings brought them back to Chattahoochee Hills where Daron had established the Serenbe Farms in 2002. Travel-weary and ready for a break, they rented a home for a few months. Then a chance meeting of a new friend offered them a 5 acre-farmstead and a new home in Chatt Hills. The couple requested a barn quilt that would inspire 6

them and pretty up their place as they planned and created their new farmstead. They selected a "Prism Star" pattern for its many colors and multi-dimensions. FARMER D AND FAMILY HIT THE ROAD Daron "Farmer D" Joffee shared his Citizen Farmer Adventure that brought him and his family to Chatt Hills. In his 2020 blog he wrote. . . After 6 years rooted down in Encinitas at Coastal Roots Farm, we moved up north to Sonoma County and have been living at Green Valley Farm and Mill for several months, which has been a wonderful experience. Friends, farming, and community. However, work and family were calling us to the East Coast. Once fire season arrived and we knew school wasn’t happening, we decided to uproot and go for an epic cross-country adventure in our RV, Daisy.

The decision to leave happened quickly. I was getting ready to travel East to visit many of my agrihood consulting projects through my business, Farmer D Consulting, when I realized I couldn’t leave my family in such a precarious situation next to massive fires. On top of that, our kids were being homeschooled. A blessing in disguise as it gave us the opportunity to make a decision to get on the road, together. There’s a part of us that longed for an adventure and a taste of the nomadic lifestyle. With fires, bad air quality, floods and earthquakes looming, we felt it would be a good idea to have some backup options to our beloved, yet precarious, California life. It’s a journey to figure out what the next chapter of our life looks like. Some of the questions we are asking ourselves are: Where is our agrihood? What does it mean to be more nomadic? How do we design our life for optimal community and resiliency? Additionally, we value family above all else and believe this trip will allow us to get closer as a family unit, while also getting some good, old-fashioned family time with our relatives. This year is rough, but we

are trying to look for opportunities to make the best of it. Our situation is similar to what a lot of people are experiencing right now. Many are asking themselves how they can re-design their life, better educate their children, and make the best out of this changing world (or better yet, this opportunity). This is our first step on our journey. After many months, their journey ended in the Serenbe Community of Chattahoochee Hills, where Farmer D had been hired in 2002 to be the founding farmer and establish the Serenbe Farms. They rented a home there and enrolled their children in school, hoping to take some time to consider their next steps. As luck -- or fate -- would have it, they met a neighbor who lived on a 5-acre farmstead across the street from Serenbe. The neighbor had been thinking about selling his property, and after meeting Farmer D and Stephanie, he offered it "off-market" to them. The couple purchased the farmstead and moved their family there in 2021. Their new-old farmstead has everything they dreamed about including an older home with char-

acter, enough acreage to cultivate and teach citizen farming, a nearby diverse community where their kids attend school and Stephanie teaches yoga, and a small town that values agriculture. Hoochberry Launches in Chatt Hills with Thoughfully Curated Goods for Your Dog Chatt Hills residents Eric & Angela Brown and Whit & Maddie Collmus opened the virtual doors to their e-commerce dog goods company, hoochberry.com on Saturday, May 14th. The tag line for Hoochberry is “thoughtfully curated goods your dog doesn’t need.” After the founders spent months curating the right selection of high-quality, durable, attractive goods, they were stuck trying to concisely communicate their brand values in a unique way without artificially inflating their brand. They settled on the irony that dogs need vey little; you can put food and water in any old bowl and use some cord for a leash. “Because we deeply cherish our pets and see them as an extension of us, our aesthetic, and our interests, we want products that align with those values. Maybe you’re an avid outdoors person, and you know the importance of durable, reliable products; you want that for your dog’s adventures. Maybe you have a clean, simple aesthetic, and you want your products to speak through the material and quality; your dog’s accessories should do the same. If your style has punctuation, we wanted to curate products that would allow that for your dog’s style as well.” The business venture was months in the making, after developing business plans for several other categories that hit roadblocks. The founders were drawn to the pet market for several reasons. They grew up with dogs themselves, and the pet products market is continuing to grow, seeing a lift recently due to pandemic pets. However, the primary 8

focus was to take a risk and start something of their own in order to create the exceptional brand experiences the founders appreciate via their favorite companies. Whit contributed, “We’re aiming to redefine what retail looks and feels like. By maintaining a personal voice and amplifying the storytelling of the brands we carry. We want to promote and tell the story of artisans that are making products you love, because they started by making them for their own dogs.” One of Hoochberry’s larger brands, Buster + Punch, is a premium home fashion company out of London. B + P is inspired by London’s fashion, music, and sub-culture scenes where they collaborate with street artists, bike builders, and fashion designers to inject attitude into our crafted products. Many may recognize B + P for their eye-catching, industrial-styled light fixtures, switch plates, and door/drawer pulls found in many of the homes in the area. Because Maddie is in the architectural and residential design space, she was familiar with Buster + Punch. When she discovered their beautiful solid brass and gun metal dog bowls, she knew they were a perfect fit for Hoochberry. Hoochberry is launching with a curated selection of collars, leashes, harness, and carriers, as well as treats, supplements, and bowls. The South Fulton Institute is partnering with Grow-Link United and the Chattahoochee Hills Charter School on their School Garden. We recently sat down with Grow-Link United’s CEO, Jennifer Baker, and Co-Founder Darius Acker, to discuss their company and the work they plan to do in the Chattahoochee Hills Community.

Grow-Link United is Partnering with the Chattahoochee Hills Charter School A new skills-and-sustainability training organization is pairing up with the Chattahoochee Hills Charter School to provide instruction and guidance for children, as the school strives to fulfill its chartered mission as a “farm school” in our rural community. Describe a little bit about Grow-Link United and give some examples of things that you do. “Grow-Link United’s mission is growing communities by linking opportunities,” they stated. Grow-Link provides technical skills training, specifically geared towards agriculture, environment, and building communities. “We believe that sustainability is a big factor – self-sustainability, environmental sustainability, and everything in between,” they added. Grow-Link United is aimed towards training the youth, adults and seniors with skill sets that help them to become self sustainable. They are working with the youth specifically to integrate environment and agriculture into the core curriculum (math, social studies, sciences, etc.) of school systems, by focusing on skills, trade tips, and increasing social awareness.

Who is your programming primarily geared towards – students, teachers, the general Chattahoochee Hills community? “The program is geared towards students of all ages,” they stated. Darius, who is the co-founder and has been in agriculture for over 10 years, discussed that it’s a niche market to understand and teach where food comes from. “Community education is very powerful and impactful,”.

Jennifer and Darius also discussed how they believe middle aged people are community drivers, and that communities are formed when everyone is empowered. They believe that helps the community to become self-sustaining.

How did you get started in this space? How did you identify this need, and how did you get started on working to meet this need? Jennifer and Darius discussed how they recognized that Agriculture is a $76 billion dollar industry that is very diverse and covers a lot of fields. They chose Chattahoochee Hills Charter School because the principal of the school is an agriculture specialist and farm manager, and the school is known as a “farm school.” Chattahoochee Hills Charter School’s programming has a unique, important and special skill set with focus on equitable space, placemaking, hands-on education, etc. In terms of demographics, Jennifer and Darius thought about the impact of children getting involved and how they could assist with continuing this knowledge and interest. They realized that starting with younger generations allows for parents to be involved, as well, and children can assist with spreading knowledge to older generations. They stated, “Family knows what the kids are putting in their brains, hearts, daily life, and it rubs off on you. If you can reach a child, you can reach anybody.” Grow-Link feels that children take what they learn home, spread it to their household, and deepen understanding for everybody.

How has the community embraced your projects and mission? “When we first started, kids would come home very dirty, and parents were concerned about this and had some questions,” they shared. “They were hesitant initially but quickly accepted the program. Once they saw the enjoyment that the children had and heard how excited they were to come home and talk to them about the garden, parents started to get onboard. Parents could see their interactions with Grow-Link and programming, and they could see how happy it made their kids.” This built trust in Jennifer and Darius, as well, which is very important. They further discussed how most parents and teachers may not have grown up in an agricultural environment themselves, but once they saw it and it was explained to them, teachers and parents were more open to opportunities.

What do you hope for the community to get out of the garden/programming? What lasting impressions do you hope for them to take away? Jennifer and Darius believe that Grow-Link United will offer self-empowering opportunities. They believe “if you empower yourself; you spread it, if you feel good, you pass it on.” They want to focus on the inner energy of the individual, stating “this little light of mine – let the light shine,” and they hope to become a beacon in the community. They also hope to highlight the senior community and share how important they are to the community. They discussed how elders have information and want to give their knowledge, and that historically they started as stewards of the earth/ 10

What is your ultimate hope and dream for this organization? If given unlimited resources, where would you take it? Jennifer and Darius discussed ideas of developing an app, having an institute or physical building to serve as a headquarters where people can come and see the agricultural practices, train on pedagogy and curriculum, and be able to enroll students at Grow-Link Ambassador. Congressman David Scott highlighted the role of regenerative organic agriculture with Jeff Moyer, Rodale Institute, Steve Nygren, Serenbe, and Ian Giusto, Serenbe Farms.

Congressman David Scott It was a pleasure meeting with the farmers and researchers right here in #GA13 at Rodale Institute and Serenbe Farms, who are at the tip of the spear when it comes to regenerative organic agriculture. It is imperative for our nation’s food supply that we continue to implement policy at the federal level that not only bolsters sustainable farming practices, but also mitigates the effects of climate change. Regenerative Organic Agriculture Robert Rodale, J.I. Rodale’s son, coined the term “regenerative organic” to distinguish a kind of farming that goes beyond sustainable. Regenerative organic agriculture not only maintains resources but improves them. With only about 60 years of topsoil remaining at current practices, nothing less will do. The number one priority in regenerative organic agriculture is soil health. Soil health is intrinsically linked to the total health of our food system. Soil health affects everything from plant health to human wellbeing and the future of our planet. Regenerative prioritizes soil health while simultaneously encompassing high standards for animal welfare and worker fairness. The idea is to create farm systems that work in harmony with nature to improve quality of life for every creature involved.

It has been an interesting adventure to this place of being an artist. And it is a fascinating way to see how all the journeys and dreams during your life are now reflected in the images you create. My life has been filled with movement and change, for our family was transferred almost every year. But creativity has always been a stable element, although it has moved from collage with found objects/ garbage, to photography, and ultimately to an art medium of wax called encaustics. It is ironic that with torches, knives, and wax heated to 180 degrees, I can simulate the peaceful movement of floating through the clouds, and over the oceans — this is where I want to be. City Government FY2023 Capital Budget Is Under Review In June, the Mayor and Council will adopt the Fiscal Year 2023 Budget, which runs from July 1, 2022 to June 30, 2023. The first Public Hearing on the budget will be Tuesday, June 7th at 6:00 PM. We have scheduled the second Public Hearing for Thursday, June 30th at 5:00 pm which is virtual only on the Zoom platform. Those details will be posted on the City’s website as we get closer to that day. The revenues and expenditures that will be shared will change between now and the end of the fiscal year. So while we have a general idea where we will end up, we still have anticipated revenues and expenditures that will affect what our fund balance will be in each fund. As we get closer to adoption, we will have budget documents such as the Statement of Revenues and Expenditures, Revenue Sources, and Capital Budget available on the City’s website under the Finance Department tab. The City of Chattahoochee Hills initiates its formal budget process in mid-February to ensure time for an inclusive and transparent process while allowing the governing body the time to review projected revenues and anticipated expenditures prior to adopting the annual budget. That adoption takes place before the beginning of the fiscal year, July 1. Public meetings are also held to inform the citizenry, and to provide opportunities for public input. We had our first public discussion at the April 28th City Council Work Session. Each department director met with the City Manager to review their respective budget requests. Each request was evaluated by the City Manager according to the priority specified by the department director and available funding. Goals and strategies identified by the governing body during the annual retreat held February 11th were emphasized and incorporated in these departmental discussions. The Mayor and City Manager met with Council members individually to review and make modifications to the budget, with each member of the governing body having access to the same information and discussion items during this process. The FY2023 Budget actually reflects a decrease in overall revenue from FY2022 from $8,574,287 to $8,383,983 (-2.219%). The only funds that show an increase are the General Fund, Grants Fund, and Capital Fund. The General Fund is increasing from $3,702,636

to $4,040,301 (9. 12%). This primarily attributed to a higher anticipation in property taxes as well as sales and use taxes. The Capital Fund is increasing from $803,244 to $1,036,715 (29%). The Grants Fund is increasing due to the State and Local Fiscal Recovery Funds (SLFRF) in the total amount of $1,239,062 from the Federal government. We received $619,531 in June of 2021 and anticipate the second and final payment of $619,531 in June of 2022. Some of these funds, $81,100 have been allocated to a recruitment and retention program which provides quarterly bonuses to eligible staff approved by the Mayor and Council. These bonuses have been approved through FY2023 which will provide quarterly bonuses to eligible staff in July 2022, October 2022, January 2023, and April 2023. That estimated expenditure is $324,400. This will leave $830,562 as unrestricted. The Federal government just released an update that allows any jurisdiction that received less than $10M to use these funds on almost any governmental service. These funds have to be obligated by December 31, 2024 and spent by December 31, 2025. The table below illustrates increases and decreases in each fund category.

Event We will be scheduling Special Called City Council meetings as dictated by circumstances. These will be virtual and open to the public. The City will take the following safety precautions: • The City Council room will be set up so that the council and staff are all at least 6’ apart. • Any citizen attendees that want to attend in person will also be separated by at least 6’; capacity will be limited to the number of seats that can fit in the room under those conditions. • The meeting will be streamed live.
