Slow Down! It’s been another big month in Chattahoochee Hills, and as we swing into fall, I wanted to offer a few quick updates and remind folks of several opportunities to participate in the City in meaningful ways! First, some really wonderful news. The young Public Works employee who was struck by a car earlier in the month is finally home and recovering well. The Public Works crew, the whole city team, and especially the employee’s family, all appreciate the prayers and well wishes of the City and its residents. While she’ll have some real work ahead of her in the rehabilitation process, doctors are confident that she’ll make a full recovery – truly the best possible outcome of a scary day. However, do take a moment to think about this accident, which easily could have had a tragic outcome. If you see road crews working (or if you see the signs but no people), please, slow down because they might be just around the next corner. Their important work necessarily brings them close to cars, so traversing the area slowly enough to have to stop if someone is around the corner is just the right thing to do. I’d suggest that the last thing any of us would ever want on our conscience is to be the cause of an accident like this, or worse, to be the one responsible for injuring or killing someone; saving 30 seconds on your drive just isn’t worth that. Same thing with the bikers. Good weather brings out even more cyclists than normal, and while I understand that they can sometimes be an irritant to drivers, the best bet is just to slow down and give them some space until it’s absolutely clear and safe to pass carefully. Like it or not, bicycles have as much right to be on the road as cars do, and their owners pay taxes just like the rest of us do. Best to be proud of our beautiful hometown and as 2

accommodating as possible—and maybe slow down a bit and enjoy the scenery yourself! And, as always, if you see a violation of traffic laws, call 911. Our PD tickets bicyclists for breaking the law just like they ticket drivers. Please take a moment to mark your calendars for October 9th! We’ll have a citywide roadside cleanup that morning to pick up the trash that sometimes makes it past our crews. And I’d like to offer a related reminder from those who have taken time for cleanups and long walks: please just sneak those beer cans, water bottles, fast food bags, and energy bar wrappers into your own garbage rather than tossing them onto our roads. And if on a beautiful day you are driving with your windows open, or you have stuff in your truck bed, please make sure any loose papers and the like are secured. That seems to be the source of 90% of the minor trash on our roads. Larger dumping is rarely by Chatt Hills locals, and we catch those folks (who either get a huge ticket or do some serious state-mandated cleaning!), but the little stuff adds up and is just as easy to put in a trash can. Later on that same day, join us for our Fall Festival and Community Brickworks Open House at City Hall. Partake in good food, fun for the kids, and great fellowship with your neighbors—it’s a community event not to be missed! As the fall season commences, I do hope that you’re able to get out and enjoy the cooler weather. Be safe, and be well! – Mayor Tom Reed

OUR COMMUNITY With Grace and Passion By Maribeth Wansley

Is she a nurse, a business owner, or a competitive equestrian? Beth Clymer, busy Chatt Hills resident, is all three. Her love of horses led her and husband Josh Holt, who works in cybersecurity, to their 7-acre farm three years ago. Growing up in Lilburn, Beth started hanging out at a barn as a young girl. She did any chores asked of her so she could be around her newfound love—horses. Learning from trainers, Beth advanced to giving lessons to children, and as time marched on she managed a barn in Alpharetta and taught 50 lessons per week. While earning her Rhetoric and Composition degree from Georgia State, she started an equestrian club at the university. In 2017 Beth started competing with Andy, a retired racehorse, but that came to a pause in 2019 when she had an accident. In December of that year, Beth was in her paddock when she suddenly felt an intense pain on the side of her face. She thought a tree branch had broken and hit her, but it was Andy. He had run by and kicked her while being frisky, breaking both her orbital bones and mandible on her right side. After a hospital stay that included surgery, Beth fought her way back physically, mentally, and emotionally and is now able to compete with Andy again. Last year her lifelong love of horses led Beth to start her own business, Firefly Farm and Pony Lessons. As for now, she is focusing on teaching children and hopes one day to expand to adult lessons. As if her busy equestrian life isn’t enough, Beth decided she wanted to follow in her mother’s footsteps and become a nurse. At the age of 31, she started nursing school, finishing her classroom work and starting her clinical education just as COVID began. She was placed in the ICU of a local hospital and has been drinking from the fire hose since Day #1. On her first day in ICU, she worked with a patient who died before her shift ended. She has seen the ebb and flow of the number of patients needing intense care. “The is not the flu. I have seen the range from a full ICU, to few COVID patients, and then back to overflowing,” she told me. When asked how the staff was handling the stress, her eyes became teary. She said she is so proud of how well everyone works together, and they are all so tired and frustrated. When asked what message she would like to send involving COVID, Beth said to look at the numbers of unvaccinated 4

Generally speaking, you don’t see vaccinated patients in ICU, and we’ve never had a patient who had a reaction to a vaccine.” Beth is in the ranks of the tired and frustrated, yet she says there is no other area of the hospital she would want to work. She is proud of her work in the ICU and plans to make that a career. Nurse, business owner, and competitive equestrian, Beth Clymer does it all with grace and passion.

OUR COMMUNITY Chatt Hills Barn Quilt at Valley Creek Farm By Laurie Searle

Here is a new addition to the Chatt Hills Barn Quilt Trail: “Sunflowers,” hosted by Rob Vincent of Valley Creek Farm, 6095 Campbellton-Redwine Rd, Chatt Hills, GA 30268. A Hunter's Paradise Rob Vincent had been visiting Chattahoochee Hills for years, enjoying the camaraderie of local hunting clubs while participating in his favorite sport. When a special property came up for sale in 2017, he envisioned creating hunting land and a farm his family and friends could enjoy. When selecting the pattern for his barn quilt, Rob was delighted to find a cluster of sunflowerss. Growing up in Clarksdale, MS, it was a tradition to grow sunflowers to enjoy during the month of July and to harvest dove in the fall over Labor Day. Rob has continued that tradition by planting fields of sunflowers for his dove hunts, creating a hunter's paradise and a spectacular view for all to enjoy. A Window With a View Two centenarian barns flank the east side of Rob's property, offering a panoramic view of the sunflower fields and meadows. Built in 1915, both barns had fallen into disrepair, but Rob appreciated their historic value and "good bones." He painstakingly refurbished both structures, creating his office space in the old mule barn and a welcoming guest suite in the main barn with a picture window overlooking the stunning view. Improvements that preserve and

enhance the rural heritage are Rob's vision, as well as the vision of Chatt Hills. During his many visits over the years, he has grown to appreciate the city's unique concept for development that preserves 70 percent of the land while allowing denser growth in villages and hamlets. As part of that vision, Rob has placed his property into conservation. Rob's land includes nearly 80 acres of rolling hills with three creeks

running through it. When considering a name for his farm, he thought of those creeks and also the Creek Indian Tribe that once inhabited the area. With his Atlanta home on Valley Creek Drive, his family all agreed the perfect name for their country property was Valley Creek Farm. OUR COMMUNITY Finding Serenity in Chatt Hills By Amber Lightsey

When Scott Grey returned home in 1990 after 7 years in the US Army 82nd Airborne, he had his work cut out for him. As a single dad with two children, ages four and seven, he moved his family into a house just across from a farmhouse that would later become the Farmhouse Restaurant and Serenbe Inn. At the same time, Scott was trying to make the difficult recovery from a badly broken leg he sustained while in the Army, when he had become entangled with an airplane during a parachute jump gone awry. Scott’s return to health is a story that ties rural life to the origins of Serenbe. To aid his recovery, Scott acquired a therapy riding horse named Serenity. His neighbor, owner of the house that later became the Inn at Serenbe, had a granddaughter who loved horseback riding. Scott 's 98 or 99 year old So in traditional local fashion, grandfather riding sweet Scott and he bartered riding Serenity. privileges for the granddaughter in exchange for permission for Scott to ride the much larger property south of the farmhouse. That’s where Serenbe comes into the story. Scott and Serenity rode the property regularly during those years, and when Steve and Marie Nygren purchased the farmhouse and its property, they asked Scott to continue riding the place to keep up the appearance that it was occupied. Later, after the Nygrens and their daughters came there to live full time and began the community

Scott lived in this house from 1990 thru 1994; this was from the blizzard in 1993. named “Serenbe,” they shared with Scott the origins of the distinctive name “Serenbe” and how it was influenced by Serenity the therapy riding horse. “I told Steve I was honored,” Scott recalls. “How great a way to honor this therapy animal which had helped me and taught me so much.” Today, Scott runs Chatt Hills Heating and Air, a small HVAC company he started after 21 years “troubleshooting and servicing equipment all across this great nation and Puerto Rico” for Delta. He lives just down the road from the Inn, and his 43 years combined experience in the HVAC and GeoThermal service industry have paid off, making him a sought-after installer of geothermal, heat pump, and gas furnace systems. But it isn’t all work. “I like camping, boating, and fishing,” he says, but he still enjoys working, so “I stay just busy enough that any attempt at a vegetable garden becomes more of a cultivated weed field.” He still enjoys the challenge of “sorting out the gremlins in a misbehaving system,” and he stays current with new tech like wi-fi controls and air purification systems. An upcoming small-but-significant project for Scott Grey will be to install a new heating and air conditioning unit for a room renovation at City Hall. The Chatt Hills Artist Co-op, LLC is a 501c3 launching the fundraiser to refurbish the space. This will be the home of future arts programming in Chattahoochee Hills, fostering creative opportunities for artistic and therapeutic work, experiences not unlike the kind Scott had riding Serenity all those years ago.

LOCAL HISTORY Around the World on Whiteside Road

Some years ago, a friend who lives on Whiteside Road asked me if I knew how the road got its name. I told him that Mr. George Whiteside used to live in the area. His home (no longer standing) was on Garrett’s Ferry Road, about a quarter mile from its intersection with Whiteside Road. I assumed that the Whitesides were an old, historical Rico family and that the road took its name from their long ownership of land in that area. I was wrong. It turns out that Mr. Whiteside was a relatively new comer to the Rico community. A while back, while scanning old photos to be used for a Rico historical presentation, I came across an interesting item saved by Evelyn Mauldin years ago. It was an obituary article published in the Atlanta Journal or Constitution on August 31, 1960, about Mr. George Whiteside. To summarize the article, Mr. Whiteside moved to the Rico community in the early 1930s, buying several hundred acres of timberland, after retirement from a career in the automotive industry. He was a founder of the Packard Motor Co. and before that was a production manager for the E. R. Thomas Motor Company. The article goes on to state that “He planned the famous 1908 ‘Thomas Flyer’ that won the race with five other cars from New York to Paris.” Let that last line sink in for a while. 1908. New York to Paris. In a car. The Thomas Flyer was the only American car in the race, which began from Times Square in New York City on February 12,1908, and spanned across 22,000 miles, taking a total of 169 days to complete. For a detailed account of the race, you can do a Google search on “Thomas Flyer.” Basically, the route was from New York to San Francisco, on to Yokohama by ship, then across Japan, and by ship again to Russia, and finally across Russia and Europe to finish at Paris. From information on the Internet, the originally proposed route had the racers going to Alaska, intending to cross the Bearing Strait while it was frozen over, to get to Russia. This route evidently proved impossible. Evidently, Mr. Whiteside retained considerable national fame. As recounted by Kenny Smith, the 1950s television program, I’ve Got a Secret, wanted Mr. Whiteside to be a guest on the show. He refused because of a fear of flying, offering to go only if they guaranteed him a plane “with all Rolls-Royce engines.”

During his life in Rico, Mr. Whiteside became a very respected member of the community, as evidenced by Evelyn choosing to save the obituary article. This respect came despite one major difference between himself and every other member of the community. I remember John Smith, whenever speaking of Mr. Whiteside, would always mention that he “was the only Republican in Rico.” So the next time you’re rolling down Whiteside Road, remember it was named for a man who made his name in a 1908 race around the world. The 1908 New-York-to-Paris was covered daily in American and European papers, and proved that the new technology of the automobile was a reliable form of transportation. The effort led to calls for improved roads and eventually to the American highway infrastructure we enjoy today. Kind of ironic such an effort and such a man are remembered in the name of a gravel road in rural Chattahoochee Hills.

LOCAL HISTORY This Postage Stamp of Native Soil: An Oral History Project of Chattahoochee Hills William Faulkner often told of an evening sitting at a New Orleans bar drinking Sazeracs with fellow author Sherwood Anderson. Anderson’s book, Winesburg, Ohio, had become one of the most talked about works of fiction of the past decade while Faulkner’s first two novels had gone largely unnoticed. Anderson turned to his friend and told him that he should write about his own “Postage Stamp of Native Soil.” Faulkner soon headed north to his hometown of Oxford, Mississippi, where he based his Nobel Prize-winning career on the many layers of history in that small southern town. At the heart of Sherwood Anderson’s advice is the idea that by focusing narrowly on a small town, one can uncover truths that apply to all of us. Meg Fleming Artist-in-Residence October 1 - 31 Little Shop of Stories Focus Fellowship awarded to a picture book artist. Meg Fleming is an award-winning children’s book author, a fan of all dogs and a big-time laugher. Also, a voice teacher and former music educator, Meg draws on her love of rhythm, rhyme, and lyricism to create and imagine stories. As a kid, Meg was always “wondering about.” She wondered out the car window and up the branches of trees. She wondered along beaches and deep into crackling campfires. At some point she wasn’t able to keep all of her wonderings to herself. Luckily, at a friend’s birthday party in fifth grade, she reached into a grab bag and pulled out a journal. Something about it seemed to whisper, "What if?" The answers to a few of these what-if’s can be found in her books at the library, in your schools, and on bookshelves around the world. In 2019, Meg’s book Sometimes Rain, illustrated by Diana Sudyka, was named an ALA Top 10 Picture Book for Sustainability. Ready, Set, Sail!, a jaunty sailing adventure, illustrated by Luke Flowers, was named a 2019 Illinois Reads Book. In 2017, Meg won the Children’s Fiction Honoree Award from the Society of Midland Authors for her text in her debut picture book, I Heart You, illustrated by Sarah Jane Wright. Your TSPLOST Dollars At Work Before I update our readers on our current TSPLOST, first allow me to provide some background on what TSPLOST is and what it does. TSPLOST stands for Transportation Special Purpose Local Option Sales Tax. This is a sales tax that is approved by voters in a referendum. This sales tax is a version of a traditional SPLOST (Special Purpose Local Option Sales Tax). A SPLOST is also approved by voters on a referendum and allows local governments to collect an additional percent of sales tax, usually one penny on each dollar spent to be dedicated to three areas: (1) Public Safety, (2) Parks and Recreation, and (3) Streets, Roads, and Bridges. It is required for the local governments to identify specific projects in which those sales tax dollars are spent. These sales tax dollars can be spent to purchase a large fire apparatus such as a ladder truck, build a playground or new park, or expand a roadway to address capacity issues as long as these projects fit the aforementioned three categories. Unfortunately Fulton County does not have a traditional SPLOST. So funding capital issues like I just described must come out of the General Fund which is primarily supported by - you guessed it - property taxes. This means those who pay property taxes serve as the primary funding mechanism for capital improvements. So having another source of revenue like a SPLOST, TSPLOST, or ESPLOST is extremely helpful. Back in 2016, all the Mayors in Fulton County, with the exception of Atlanta, got together to pursue a TSPLOST in order to address the myriad of transportation issues. The difference in TSPLOST and SPLOST is that TSPLOST must be spent on transportation-related projects that are approved by voters on a referendum. All the cities worked together to get a TSPLOST on the November 2016 ballot. This was/is a five-year TSPLOST in which ¾ of one cent on every dollar collected at the point of sale and distributed to each City to be used towards their designated projects. The City of Chattahoochee Hills recognized that it has over 88 miles of paved roadways which all require some degree of maintenance. And it costs, on average, $500,000

to pave one mile of roadway. With a General Fund of just over $3,000,000, which is designated entirely for municipal operations, it would take decades to generate funds to pave and/or repair all these roadways. So it was critical for the TSPLOST to get voter approval. Fortunately, the TSPLOST only needed a majority of the cities to pass this referendum as opposed to 100% of all cites. Passage meant all cities would get their share of the sales taxes collected even if the receiving City voters did not support the referendum. As an aside, the 2016 referendum failed in only two Fulton County cities - Palmetto and Chattahoochee Hills; but because of the way the TSPLOST law was written, these two cities still received their share. It should also be known that no matter where the sale is made in the entire County, each city would still get their allocated portion of ¾ of a penny on each dollar. And this share is based on population. Since our population is low compared to other cities in Fulton County, we receive .4% of ¾ of every sales tax penny spent in the entire County. Fast forward to present time. We have been collecting these TSPLOST funds for 4 ½ years beginning in April of 2017 with the first deposit received in June of 2017. To date, TSPLOST has provided $2,030,600 to be used for roadway maintenance and improvements in the City of Chattahoochee Hills. Of that amount, the City has spent $1,166,891 plus an additional $892,286 from the General Fund for a total of $2,059,177 on roadway projects. These have included paving a portion of Rico Road, all of Wilkerson Mill Road, Rivertown Road from Cochran Mill Road to South Fulton Parkway, and Atlanta Newnan Road from Hutcheson Ferry Park to the Coweta County line, as well as making deep patching repairs to Rico Road from South Fulton Parkway to Hutcheson Ferry Road, a portion of Rivertown Road, and a portion of Cochran Mill Road. Within the next month, we will use the remaining TSPLOST funds collected in the amount of $1,179,257 for yet another roadway repair and maintenance project. This project has been awarded by the Mayor and Council to E.R. Snell. Very briefly, this project includes: (1) crack sealing South Fulton Parkway from the bridge east for 3.5 lane miles, Hutcheson Ferry Road from Selbourne Lane to Cochran Mill Road for 6 lane miles, Campbellton-Redwine Road from South Fulton Parkway to Rivertown Road for

City Government 8.6 lane miles, (2) striping of Campbellton-Redwine Road from South Fulton Parkway to Rivertown Road for 17.2 lane miles, Hutcheson Ferry Road from Selbourne Lane to Cochran Mill Road for 12 lane miles, Rico Road from South Fulton Parkway to Hutcheson Ferry Road for 14 lane miles, Rivertown Road from Campbellton Redwine to Cochran Mill Road for 11 lane miles, Cochran Mill Road from Hutcheson Ferry Road to South Fulton Parkway for 10.8 lane miles and South Fulton Parkway from the bridge east to Campbellton Redwine Road for 1.75 mile, and (3) resurfacing of South Fulton Parkway from the bridge over the Chattahoochee River east to Campbellton Redwine Road and Cochran Mill Road from Old Cochran Mill Road north to 0.1 mile north of Wilkerson Mill Road. This project is scheduled to be completed with 90 days of the mobilization. The 2016 TSPLOST is up for renewal and on the Ballot on November 2nd, 2021. If approved, this roadway maintenance and improvement funding source will continue for another five years from April 2022 to April 2027. The City will take the following safety precautions: • The City Council room will be set up so that the council and staff are all at least 6’ apart. • Any citizen attendees that want to attend in person will also be separated by at least 6’; capacity will be limited to the number of seats that can fit in the room under those conditions. • The meeting will be streamed live.
