The mental images from that day of them running in—in, to their deaths—as they were sending everyone else out to safety are still seared into my consciousness. It just seems unimaginable, and it demonstrates a part of our humanity that is awe-inspiring; it is the very best part of us. We will soon once again have the opportunity to remem ber and honor those heroes and the innocent people whose lives were cut short, to make sure they are never forgotten. And it’s also a good time for us to honor all of the men and women who are in service to their country and their neighbors – whether it be our soldiers abroad, or our amazing and selfless public safety team right here in Chattahoochee Hills. The thing that I'm personally reminded of most often is the absolute selflessness of the various public safety officers who were on duty in Washington, D.C. and Manhattan that day. As someone who feels a personal responsibility to our own Public Safety team, I often talk about the special peo ple who run toward trouble while everyone else is running away – the people who give of themselves daily to ensure our safety. 9/11 is the ultimate example of that for me. That day gave us amazing stories of heroism, like the two F-16 pilots who took off in unarmed jets to intercept United Flight 93, ready to ram the jet in a kamikaze mission; or the five unarmed strangers on that same flight who charged and overwhelmed the terrorists at the front of the plane barehanded to prevent it from hitting its target, saving many hundreds of lives at the US Capital; or the 24-yearold junior trader on the 104th floor of the south tower, who, rather than exiting, helped twenty trapped people get out before returning inside to help others; and the many, many others who ran into the towers to help as the walls collapsed aroundMorethemthan anyone else, we recall the hundreds of New York City firemen who ran up those stairs to rescue people, who brought people to safety, and who were on their way back up for more when the towers collapsed around them.

Every one of us will probably remember where we were on the morning of September 11, 2001, when we saw in real time the senseless murders of more than three thousand Americans as they were going about their normal daily lives. It’s something that seemed so incomprehensible at the time, and still seems so to me. In the weeks and months after wards, we returned to some semblance of normality, but I think we all realize that things just are not the same.

School of Coco – Creating a “Fur-Ever” Home

On August 2, 2021, the City of Chattahoochee Hills signed an agreement with Coco’s Cupboard to assist with protect ing stray dogs by locating their owners or rehoming them in a humane and compassionate way.

A tour of the School of Coco’s Campus The future home of Coco’s Cupboard, located at 22599 Hwy 85 in Gay, GA, is in the old McCrary Elementary School. Built in the 1950s, this Meriwether County school must have been state-of-the-art in its time. Other than hearing updates from Councilmember Camille Lowe, who spearheaded the initiative and serves as the city’s liaison, and Police Chief Little, who reports the number of dogs his department assists with each month, I didn’t know much about Coco’s Cupboard.

On March 27, 2001, volunteer Laura Markovic King wrote about the first day of the “School of Coco” in her following post. “For more than 10 years, Suzanne H. Aaron (presi dent of Coco’s Cupboard) had been driving past this old school and dreaming about all the things it could be…an animal sanctuary, a training center, an education center to teach kids about animals, etc. Well, this week they bought it and now the hard work begins. Fortunately, she’s surrounded herself with people who see the vision as well. She found a place that, much like the animals and people we help, needs us as much as we need it. This will be our rescue home for Coco's Cupboard, our training facility for TAO K9 Unleashed and Tails of Hope to include a dock div ing pool and outrageous agility course. When we're done, we will have inside and outside training areas, a storefront for Coco's Closet and food pantry, kitty adventure rooms, and more!! This campus is our dream as we continue with our mission to Rescue the Mistreated, Save the Injured, and Love the Abandoned. Today was Day 1 in a long line of days. This is a huge project and we know that. Getting quotes, being fiscally responsible, seeing the transformation – we're going to be BUSY! Please follow our journey and open your hearts to our mission. I recalled seeing a sign on a building in Gay, GA, that read “Future Home of Coco’s Cupboard.” I asked Camille about it, and she said volunteers had been working on renovations for more than a year. The building would be opening soon, and a tour was scheduled for the following week. I asked if I could come along and she said, sure. Before going on the tour, I browsed the Internet to see if I could learn a bit more about Coco’s Cupboard. It is a 501C3 nonprofit humane society that began in 2011 as a food pantry for pets so that people in need could keep their pets instead of surrendering them. It has two companion organi zations that will be co-located in its new facility: Tails of Hope provides service dog training for disabled individuals, special needs children, wounded veterans, and first responders; TAO K9 Unleashed provides dog training in group settings as well as private lessons, and service dog work.

Suzanne Aaron, Coco’s Cupboard president, led the facility tour on August 10. She said, “The flag pole and its rock foundation in front of the building was one of the first projects completed. We wanted to honor a long-time veteran and volunteer who had been suffering from an illness.”Asshe

Suzanne said that currently Coco’s Cupboard relies on a huge network of fosters. Although it will still depend on fosters, most dogs will be housed at the school. The school will also be the home base for dog training, and will eventually be made available for bordering and events.

The Phase 1 soft opening has begun with TAO K9 Unleased offering its August group class at the new School of Coco. Additional services will be announced on the websites.

the north wing, and oversized classrooms and full-sized restrooms for the upper-level classes in the south wing. Its large cafeteria and commercial kitchen served all of the children; plus, separate offices housed administration functions.When Coco’s Cupboard purchased the property in March 2021, the building had been vacant for decades and had fallen into extreme disrepair due to vandals and ne glect. To be functional, the interior would need gutting, with new electrical and plumbing installed, and repairs made to the ceiling, walls, and floors. The exterior would need a new roof and windows, plus landscaping and fences. Once this foundational work was completed, then the school rooms could be repurposed for pet rescue, boarding, and training services. With a plan in place, volunteers rolled up their sleeves, supporters donated funds and resources, and working together they completed the first phase of the School of Coco in sixteen months.

continued her introduction in the lobby area, Suzanne pointed to the prayer room on the left featuring restful blue walls, encouraging works printed on posters, and a statue of St. Francis of Assisi, patron saint of animals. I found it enduring that patriotism and faith are foundational to their work. Across the hall was a room slated to become an apart ment. Suzanne said that as part of their work to prepare rescued animals for adoption, they are socialized to live in an apartment and spend time in crates. We toured the south wing of the building where the larger classrooms had been renovated and transformed into spacious dog kennels, kitty condos, holding areas, and bathing facilities. Then we toured the outdoor facilities with several fenced in dog runs in the back, and a three-acre fenced in play area in the front, which included a full-sized swimming pool and diving platform under construction.

By: Laurie Searle Morgan Lindros and her fiancé Justin Phommasith had a plan: live with her grandmother while they saved for their first home, then move near their families in Senoia and Carrollton. Unfortunately, by the time they were ready to purchase a home last year, so was everyone else.

Three and a half minutes later, they made an offer, and soon joined those who own a little slice of heaven in Chatt Hills.Last month, Justin shared his story about his new business “n3 Meals.” This month we asked Morgan to share a few of her favorite things.

After twenty failed offers, the couple was ready to give up, then they heard of a home for sale in Chattahoochee Hills. They had both spent time hiking and biking in Chatt Hills when Morgan worked in Serenbe years ago, and had dreamed of one day owning a home with some acreage close to

Theynature.made a mad dash to Chatt Hills hoping to arrive before the competition. One look at the house and its three wooded acres sparked Morgan to do a “happy dance.”

Morgan said the Atlanta Painting Company is a family-owned business that was started by Chris Camp in 2006. Its homebase is in Roswell with a second location in Peachtree City. The company offers residential and com mercial painting services for both interior and exterior, plus a variety of home improvement services, such as masonry projects, decks & fences, flooring, and gutters, fascia and sofit repairs, and wood repair. Many residents in Chattahoochee Hills report chal lenges in finding painting and home repair contractors that are reliable, insured, do a professional job, and are willing to travel to Chatt Hills. One recent post on social media was from a frustrated resident who had several no-shows by contractors and one outragious quote of $27,000 to replace all of the fascia boards and some sofits on her ranch home. Another resident cautioned visitors to step around the portion of her deck that needs repair. She then asked if anyone knew of a reliable handyman.

Most recently, Morgan explored Boudoir photography and found she had a passion for capturing intimate images that make women feel beautiful and comfortable in their skin. Morgan loves adding this genre to her portfolio, and her clients praise her for putting them at ease and creating fun and creative photographs.

Upcoming Wedding – Long-time couple prepares to tie the knot Morgan and Justin have been together for eight years, so it’s no surprise that their upcoming nuptials would be on their list of favorite things. The couple announced their en gagement last year and have set the date for their wedding as December 3, 2022. They both come from large families and want their wedding and reception to be a celebration for all, so Morgan is approaching the wedding planning with the same meticulous and creative skill set she uses in her vocation and avocation.

Early on, Morgan’s favorite subjects were landscapes and flowers. She was drawn to the earthy pallet of nature, with its calming shades of blues, browns, and greens; and its brilliant pops of bold colors. As she matured, she took school photographs and transitioned to weddings. While clients commission Morgan for a variety of reasons, many hope to capture pivotal moments in their lives.

Freelance Photography – A passion for helping people feel beautiful Morgan developed a fascination with photography at a young age. She remembers when she was 15 years old; her father worked for Panasonic which had a camera with a floppy disk. That was likely in the early stages of digital cameras that would change the field of photography by offering more sophisticated tools for professionals and amateurs alike.

“She is Art" is a Boudoir collection that captures the inner beauty of 10 women. One participant said, “I showed up, got down to my knickers (in full confidence and comfortability) and preceded to have the most incredible and empowering photo shoot I’ve ever done.”

Short Term Rentals: Not What They Used To Be

The City of Chatt Hills enacted an ordinance last year regulating vacation rentals for periods of less than 30 days, commonly known as short term rentals. The number of short-term rental permits will be limited. This is a welcome change from the unfettered number of unregulated rentals and the occasional problems that had resulted from over use, noise, parking issues, and failure to pay the required taxes.For example, a special administrative permit and business license must now be obtained from the City after meeting all the requirements in the ordinance: occupancy is limited to no more than two guests per bedroom; onsite parking must be provided; the noise ordinance must be complied with; and the property must be inspected annual ly. Perhaps the most helpful change is the establishment of a hotline for residents to call in the event a vacation rental violates the regulations. Repeated violations can result in the revocation of the permit to rent.

The Serenbe Showhouse is open to the public for self-guided tours beginning September 23, 2022. The 2022 recipient of the Decorative Arts Fellowship is Lyall Penley, a wildlife and landscape photographer in Atlanta, Georgia. Having grown up the son of two pro fessional artists, he began his lifelong passion for art and photography early on. Drawing and painting since he could hold a pen, he has developed a keen sense of perspective, composition, and eye for detail. After a trip to Wyoming in 2019, his love for landscape and wildlife photography was born. Local photographer Dale Niles will be coming soon to the Chatt Hills Gallery for a book talk, and you can also see her work at Slow Exposers exhibit in Zebulon this month. Willie Guy "Scoot" Rainey August 23rd, 1983: Willie Guy "Scoot" Rainey died in College Park, Georgia at the age of 82. Rainey was born on April 17th, 1901 in Calhoun County, Alabama and moved to the tiny town of Rico, Alabama at age 5. His mother was an organ player, and Rainey began playing organ that same year. By the age of 9, Rainey was playing organ, guitar, fiddle and a pie pan banjo that his mother's boyfriend made for him. He used to entertain local children by playing the organ with his toes. He played music at parties and on the streets of small towns near Atlanta, but rarely played in the city and was not acquainted with the blues recording artists of Atlanta. He did, however, claim to be Ma Rainey's thirdIncousin.his70s, he finally began playing bars in Atlanta and was "discovered" by music teacher, Ross Kapstein. Guy recorded one album, "Willie Guy Rainey" in 1978 and with the help of Kapstein, toured Europe before his death.

Engaged citizens filled the council chambers at the August 2 council meeting. Citizens turned out in significant numbers to hear the first read of the Kane Studio application and to have the opportunity to ask questions and voice their concerns in the town hall meeting that followed. The applicant stayed until nearly 10 p.m., making himself available for anyone who had questions. Later in the week, the city manager received a notification from the applicant that they were withdrawing the current application, and intended to reapply for the entire project rather than a smaller initial phase. And, while the applicant continues to explore sites both inside and outside of the City, his location preference remains Chatt Hills.

TUTORING Brickworks is happy to announce that we will begin a tutoring program for kids in September. We will provide once per week tutoring (Tuesday after school) for elementary age children in the library. Our volunteers will give one-on-one or one-on-two tutoring to help get your kids back in the swing of the school year. Stay tuned for details!

Demand is High – Challenge Accepted

The Community Development Department is responsible for the City’s Comprehensive Plan, zoning, land use activities, code enforcement, building inspections, permitting, and economic development activities. With preservation in mind, this critical City department is not only following the wishes of the governing body and citizens but are also creating an asset that will competitively differentiate the city’s develop ment practices from those of surrounding municipalities. This will improve property values, City revenues, and quality of life. In Chattahoochee Hills, we strive to ensure people will be able to enjoy the agrarian appeal of the community in perpetuity because the City has made a deliberate choice to preserve and maintain its bucolic character. In its current state, the City has a very limited tax base. In order for the City to be able to continue to provide acceptable levels of services in the future without significant property tax increases, the City’s revenue streams will have to be diversified. The fact is, there is a need for controlled development that can be permitted and concentrated. A careful and controlled approach to permitting these devel opments will allow the City to maintain its scenic roadways and viewscapes using strategic buffering and preservation policies.Inorder to serve our citizens in a more efficient and effective manner, we have expanded our offices at City Hall.

We know that the community often hears about potential developments. What we want everyone to know is that the only real developments are those that have been through the permit application process, which may involve Public Hearings by the Planning Commission and City Council. This translates into an open and transparent government in which the citizens can and do have a voice. Also, please know that no matter how busy we are, we are ready and looking forward to serving you and those who are working on your behalf in the development world.

The Community Development Department, which is made up of a Community Development Director, City Planner, and Permit Technician, has experienced an increased workload over the last couple of years. Its previous office space in the administrative offices was just too small to receive and review the number of plans and permits received. So the Community Development Director, Mike Morton, and City Planner, Nathan Mai-Lombardo, have relocated just one door down from the main administrative offices to their new office space. Sandy Sargent, our Permit Technician, will remain in her current office space since she is the first point of contact for development customers.Youcan locate monthly department reports for the Community Development Department on our website at www.chatthillsga.us under the “document center” tab. Those reports illustrate the monthly activity compared to the same time in the previous year. For July of this year, the City has issued thirty-two certificate of occupancy permits compared to four this time last year. I have included a table in this article that illustrates the activity for the last four calendar years.The City of Chattahoochee Hills has a General Fund (operating budget) of $4M. Of that $4M, the Community Development Department’s Operating Budget is $342,010. This covers the salaries and benefits of the Community Development staff as well as their operating expenses that include professional services from outside consultants as needed. The revenues generated by this department for last fiscal year (which was from July 1, 2021 to June 30, 2022) was $367,648. What this means is that inspection fees and development permits are covering the costs of operations as opposed to property tax dollars. Needless to say, these professional staff members have been very busy and have been working hard to keep up with the demand.
