One hundred and fifty years ago, Rochester was a very different city in a very different country. The nation was in the throes of Civil War and on-lookers in the North took heart in knowing the Battle of Gettysburg might have turned the tide in favor of the Union. President Lincoln had signed the Emancipation Proclamation, affirming beliefs long held by Rochester’s well known social reform movement under the leadership of Susan B. Anthony and Frederick Douglass. American’s first boom town had supported the ideals of this great struggle, but its citizens were weary of war and looked forward to brighter days. This year’s River Romance Celebration pays tribute to this significant period of Rochester’s history by honoring our past while celebrating our future. Events include tours of the new Heritage Trail in Downtown and the future home of the proposed Garden Aerial and Eco District in High Falls, a model of 21st century sustainability. Civil War re-enactors will converge on the former site of Camp Fitz-John Porter along the river off Flint Street to demonstrate Rochester’s role as a staging area for fresh troops headed to the South. Meanwhile, tours of the Lower Gorge below Maplewood Garden will give visitors a chance to see how Rochester continues improve its access to the beauty of the Genesee.

And the staff at the Central Library will offer “River to the Roof” tours, creating a chance to learn about the sometimes ghostly history of this fascinating building while taking in a breathtaking view of the city’s changing skyline. The Landmark Society has put together a great self-guided tour titled “Inside Downtown,” demonstrating how some of the Center City’s oldest buildings are finding a new purpose for a modern era. As always, the highlight of the weekend remains the Genesee River. Returning favorites include the regatta in Genesee Valley Park, cruises on the Mary Jemison and Harbortown Belle and guided bike rides and hikes along the river’s edge. And of course, there will be romance. The weekend’s signature event kicks off Friday evening on the Pont de Rennes pedestrian bridge, where hundreds of married couples will honor their past and celebrate their futures by renewing their wedding vows.

The Canal Society of New York will open the historic Erie Canal Aqueduct below the Broad Street Bridge, providing a rare glimpse into this historic structure and its role in shaping Rochester early development. Rochester River Romance 2013

Fitz-John Porter Civil War Camp In 1862 Camp Fitz-John Porter, a Civil War training camp, stood along the bluffs overlooking the Genesee River’s west bank near South Plymouth Avenue and Cottage Street. One thousand recruits from Monroe County formed the 108th and 140th New York Infantry regi-

ments and Mack’s 18th Independent artillery battery when they departed for war. Soldiers from the 108th fought at Antietam, Fredericksburg, Chancellorsville, Pickett’s Charge and other major engagements. Rochesterian Col. Patrick O’Rorke, just 26 years old, commanded

Local Waterfront Revitalization Program

The Local Waterfront Revitalization Program (LWRP) is the official statement of land use and development policy for the city’s waterfront areas. It was prepared by the City Planning Office and adopted by City Council in 1990. The purpose of this project is to update the city’s LWRP and expand the boundary of the plan to include all of the city’s

waterfront areas along Lake Ontario, the Genesee River and the Erie Canal. The update will also identify new waterfront policies and recommendations that will serve as a guide for future development and infrastructure improvements and will help leverage potential funding opportunities. A consultant team (Ingalls Planning and

It is anticipated that the LWRP Update will be completed by December, 2013. Share your thoughts, take the survey at www.cityofrochester.gov/LWRP/

Port of Rochester enhancements

An idea almost 50 years in the making reached a critical milestone this summer when the City of Rochester began seeking firms to construct a deep-draft marina at the Port of Rochester with a harbor-side neighborhood beside the new waterfront amenity in Charlotte. The first phase of the project calls for constructing a deep-draft marina basin that can accommodate 85 slips immediately south and west of the Port of Rochester Ferry Terminal with a river opening near the current site of the City boat launch. The basin will be surrounded by a park and public promenade that will connect the Genesee Riverway Trail to the Charlotte Pier.

Community Partners

North River Street will be extended to the south to provide an additional northsouth access point into the Port from Latta Road, complete with sidewalks, lighting and on-street parking. In later phases of the project, a portion of the Port of Rochester Ferry Terminal will be renovated into a boater-service facility for boaters. The Marina design includes plans for future expansion of the basin to accommodate up to 157 slips.

Together, the Marina and associated private developments will strengthen the Port of Rochester’s reputation as a Great Lakes destination. These projects will transform an under-developed public waterfront area into a year-round resource that will complement other significant public amenities, including Ontario Beach Park, the Terminal Building, the Charlotte Pier and the Charlotte Genesee Lighthouse.

The City also began seeking proposals from developers interested building a harbor-side neighborhood between the Marina and Lake Avenue that could include condominiums with rights to Marina slips, retail and commercial space and a possible hotel.

Construction of the Marina is scheduled to begin later this year and be complete in 2015.
