Lock You Out of Remodeling EPA Lead Renovator Refresher & Training Courses For: REMODELERS, GENERAL CONTRACTORS, SPECIALTY CONTRACTORS, PAINTERS, PLUMBERS, ELECTRICIANS, MECHANICAL CONTRACTORS, WATER & FIRE RESTORATION COMPANIES, OR ANYONE DISTURBING LEAD PAINT. Rochester Area Builders in partnership with the University of North Dakota Environmental Training Institute is offering four-hour EPA lead renovator refresher courses and an eight hour lead renovator initial course. EPA lead certification and/or recertification is required for any renovation that disturbs more than six square feet of interior or 20 square feet of exterior lead paint in residential or child-occupied facilities built before 1978. The EPA has the ability to fine up to $37,500 per offense, per day to anyone who is not compliant. More details available at www.epa.gov/lead These courses qualify for Minnesota Department of Labor & Industry continuing education credits. EPA-Certified Trainers will teach these classes.

From The Director’s Desk Random thoughts by John: • One of my highlights each month is reading the “Remodelers Corner” column in Rochester Women magazine. All of the projects in the column are members’ projects and all are members of the Remodelers Council. Hey! What a great benefit from belonging to the Remodelers Council (hint, hint). The project in the November/December issue was a kitchen remodel by Diane Quinn and her team at Beyond Kitchens. Over 90 percent (11 out of 12) subs on the project were also members of Rochester Area Builders. Now, it may be because she is a Past President, but that is someone committed to working with members. Thank you for working with members Beyond Kitchens! • Speaking of Past Presidents, we hosted our annual Past Presidents’ Dinner at the Kahler Grand Regency Room. It’s amazing to have the President from 1962 (Bob Gill) mingling with the President from 2012 (Jennifer Maass). That is a spread of fifty years. 50 YEARS!! If you want to know what happens at these, you’ll have to become an RAB President (or get my job), but I will tell you that the conversation is always enlightening and a lot of fun. • On November 20, we held our Celebration of Leaders dinner at the Art Center, catered by the Kahler. We gathered our leaders and committee chairs to recognize and thank them for their efforts in making RAB the strong and successful. This is also the night we swear in our new officers and directors. To those of you who raised your hand (often more than once) to help lead your association, thank you! If you want to learn more about what happens at this dinner, join a committee and become the Chair of that committee. Let me know which one you’d like to join. • Our Tree designers outdid themselves with our 2014 Festival of Trees entry. They were: Karen Blissenbach, Christy Buchan, Jean DeWitz, and Jennifer Maass. They definitely captured the essence of who we are. Jean was quick to point out the inclusionary zoning represented at the base of the tree. I’ve been informed that they have already decided on the design for next year’s tree. Stay tuned. • Matt Limoges has been serving as Public Affairs Director for over one year. So, I’ve got that going for me, which is nice.

Are you interested in showing a design on the Runway? We’re looking for creative teams of designers to conceptualize and create stunning and unique looks for our show!
Design Entry Fee (non-refundable): $100 for RAB Member, $150 for non-member Details for Entry • • • • • • •

At least 50% of the design must be made using raw building materials (examples, but not limited to quartz, tile, glass, wood, metal, landscaping materials, or anything you might utilize in the construction of a home). Non-visible portions of your design are not required to be construction related materials, and do not count toward percentage. All materials costs are the responsibility of the design team. Design concept will be reviewed by Committee to determine eligibility of design. Designers will be contacted if their designs do not meet the criteria. Submit a minimum of 10 pictures by April 9th of the of ensemble from beginning stages through final stages of costume creation. (email Ryan Kling-Punt at rpunt@rochesterareabuilders.com in jpeg format.) Photos will be used for a slideshow during intermission of the show. Have fun with them! Maximum of 2 assistants per model will be allowed to accompany the model behind stage. Assistants will be required to wear identification provided by staff. The assistant will remain back stage for the duration of the show. Design teams will receive two General Admission tickets, to be distributed as you choose. Tickets can be upgraded to VIP for an additional fee of $35 per ticket. No paints, over-sprays or flammables allowed to be brought on premises. Designers must supply their own models. Award winning designers agree to allow their designs to be used to promote future shows. Hair & makeup will be provided for models.

Facing the Climate Resiliency Challenge Have you noticed that in recent years, there has been an increase in the size and intensity of spring and fall rainfall events? Have you noticed more localized flooding problems? Welcome to the effects of climate change! Rochester residents are learning that as more impervious (or hard) surfaces are constructed, more stormwater is discharged. Over time, the best management practices (BMPs) used to manage stormwater in Rochester have evolved, as follows: 1. Circa 1940: modern storm sewers were constructed to convey runoff away from property and into receiving waters like the Zumbro River. 2. Circa 1980: requirements were instituted to control the rate of runoff discharges to prevent rapid rises in water levels and mitigate flooding (BMP example: dry storm water ponds) 3. 1993: the Minnesota Pollution Control Agency (MPCA) added water quality treatment requirements to its construction stormwater permit to mitigate stormwater pollution (BMP example: wet storm water ponds) 4. 2013: the MPCA added volume control requirements to its construction stormwater permit to better manage problems caused by the increase in stormwater quantity (BMP examples: infiltration trenches, raingardens, filtration ponds) Since 1961, design engineers have relied upon rainfall data contained in the U.S. rainfall frequency atlas prepared by the US Dept. of Agriculture to properly size storm sewer pipes, stormwater ponds, and other best management practices. This “Technical Paper No. 40” (or TP 40) has been the premier reference source for identifying the expected amounts of rainfall over a given time period so that stormwater infrastructure could be sized to manage the rainfall generated during the most frequent storm events. The changing climate patterns we have been observing are not reflected in the TP 40 data, so a major effort was made by the National Oceanic and Atmospheric Administration (NOAA) to calculate current precipitation frequency estimates. In 2013, the National Weather Service Hydrometeorological Design Studies Center released “NOAA Atlas 14, Volume 8” (or Atlas 14). At Rochester’s International Airport, the rainfall event data shows the following changes: 24-hr Storm Event 2 yr 5 yr 10 yr 50 yr 100 yr

Just click on the green box, move the red cursor to Rochester, and view a complete table of precipitation frequency estimates. Given the significant increases in the sizes of the 10 yr, 50 yr, and 100 yr 24-hour storm events, it should be no surprise that our existing stormwater management system becomes overwhelmed during big storms. How will the City adapt to these climate changes? Looking forward, the City is already requiring the use of Atlas 14 data to size new stormwater infrastructure. It also anticipates changing the amount of freeboard required in floodprone areas. Whenever streets are reconstructed, evaluations will be made to determine the feasibility of increasing the capacity of storm sewers. Areas with chronic flooding issues will be evaluated on a case-by-case basis to determine if costeffective system modifications are feasible. Individual property owners should also take a proactive approach to protect their property from the effects of climate change. Here are some options to consider: • Add water proofing to the outside of house walls. • Remove basement windows or switch to waterproof basement windows. • Adjust yard grades to inhibit flow into the yard and encourage flow away from the foundation. Note: if > 50 cubic yards of dirt is moved, a grading plan will need to be approved by the City. • Purchase flood insurance or some other homeowner insurance policy that covers the replacement of damaged personal items or building structures. There is no way to fully outsmart Mother Nature, but preparedness planning will definitely help!

Elliot Eisenberg, Ph.D. + + + + + + + + + + + + + + + On the surface deflation sounds wonderful. Rather than rising prices, deflation results in declining prices. In this way, purchasing power rises, effectively giving everyone a pay raise. Better yet, deflation is accompanied by near zero interest rates making borrowing cheap. What on Earth could be better! It turns out, almost anything.
As a result, borrowers find that the real amount of their debts rise over time. In response they save more to compensate and in the process spend less. Of course, lenders are better off, but they do not increase their spending by as much as debtors decrease theirs. As a result, overall spending levels decline more.
When people expect falling prices, they wait as long as possible before making large purchases, such as a car or a house because the longer you wait the cheaper the item becomes. Similarly, deflation breeds a strong desire on the part of households and firms to hold cash as it continually appreciates. By contrast, inflation creates an incentive to spend since cash falls in value over time.
Exacerbating this problem, in a deflationary economy banks have little incentive to lend, as the only way to entice borrowers is to offer negative interest rates. But in this case, the more banks lend, the more they lose. As a result, banks do little lending, firms struggle to grow and many of both fail, causing wages to fall. In the end, consumers buy little more than essentials and everyone holds on to as much cash as possible. Not a pretty picture.
Deflation is not simply falling prices, which can be good, but is also characterized by falling wages, not so good. In a deflationary environment, due to a lack of demand for goods and services, firms fight for market share by slashing prices. By doing that, total revenue falls, forcing firms to pay workers less. However, since reducing wages of existing employees is hard, companies first hire fewer workers, then lay workers off, which leads to stagnant wages and eventually rising unemployment, which forces workers to accept lower wages. Deflation also creates a reluctance to borrow, since loans have to be repaid in future dollars that are worth more than those borrowed. Think about it - if you have a mortgage payment that is $750/month and inflation is 4%/year and your income keeps up with inflation, your mortgage payment becomes a smaller and smaller percentage of your monthly income. But if deflation is 4%/year and your income falls by that amount each year, that $750 mortgage payment can quickly loom large and dramatically crimp spending.
Lastly, deflation makes it essentially impossible for central banks to set interest rates low enough to stimulate demand. While central banks can set rates at 0%, it’s hard to get below zero. With inflation of 3%, a zero interest rate is a -3% real interest rate. But with -1% deflation, a central bank would have to offer an interest rate of -2% to achieve the same -3% real interest rate. While theoretically possible it’s impossible in practice. Because of chronic falling wages, reduced spending and limited lending, deflation is something to be avoided. Once it takes hold, it’s inordinately difficult to get rid of. Japan has been struggling with deflation for decades and is now employing desperate measures to eliminate it, with limited success and high costs. We don’t want to wind up like Japan.
