Don’t Let a Little Lead Paint

Lock You Out of Remodeling EPA Lead Renovator Refresher & Training Courses For: REMODELERS, GENERAL CONTRACTORS, SPECIALTY CONTRACTORS, PAINTERS, PLUMBERS, ELECTRICIANS, MECHANICAL CONTRACTORS, WATER & FIRE RESTORATION COMPANIES, OR ANYONE DISTURBING LEAD PAINT. Rochester Area Builders in partnership with the University of North Dakota Environmental Training Institute is offering four-hour EPA lead renovator refresher courses and an eight hour lead renovator initial course. EPA lead certification and/or recertification is required for any renovation that disturbs more than six square feet of interior or 20 square feet of exterior lead paint in residential or child-occupied facilities built before 1978.  The EPA has the ability to fine up to $37,500 per offense, per day to anyone who is not compliant.  More details available at www.epa.gov/lead These courses qualify for Minnesota Department of Labor & Industry continuing education credits.  EPA-Certified Trainers will teach these classes.

It seems like we’re seeing those words everywhere around town lately, and by and large that’s a good thing. While many of these new jobs are important, but lower-wage, service sector positions, it’s still terrific to see so many opportunities for people to obtain gainful employment.

Skilled trades jobs, however, are not entry-level positions. Though people working in our industries may not necessarily wear a suit and tie every day, they can earn more than many who do. We all know how strong the need is for skilled employees with a strong work ethic in our industries. So what are we going to do about it?

Well, we didn’t get into this position overnight, and we’re not going to get out of it quickly, either. Here are a few ideas, though, that come to mind: • Make sure that that teachers and school administrators understand the total career potential of working in the trades. Are our students getting the message of the full world of job options that they have? • Continue to increase general public awareness of job potential in the trades. The Commercial Builders’ Council deserves much credit for their PSA earlier this year. We need to do more.

• Lean on our local colleges to offer more trades-oriented programs. We’re getting graduates by the dozen, but need them by the hundreds.

• Tell our elected officials about our workforce needs, and how it will impact our community. “Jobs” seems to be the buzzword of this election year, so let’s make sure our elected officials know what we need. • Share your story! Host a job shadow student, give a career presentation- tell others how you got your start, and how it helped you get to where you are today. • Get more Builder’s Association teams on the field! If you have a connection with a colleague at another local Builder’s Association, or with our state or national organization, strike up a conversation on this topic. We’re all in this boat together, and combined efforts could have an incredible impact. • Welcome nontraditional employees and students. Mid-career changers, people of color, women (yes, they’re still under-represented) and others not historically identifying with our professions will comprise much of our future workforce. Are we doing all that we can to open the door for everyone?

What’s up with that?

For this month’s HMWUWT, we are going to touch public input, including input from the Rochester on a little of this, a little of that, but a whole lot of City Council. You can find the City Council’s what you have been asking me the past month. comments to the DMC team here. Look for public vetting of the plan to start around the turn of “Hey Matt, now that the new Building the year. The final step is for the City Council to Code is out, what do I need to know approve the plan after holding (I am assuming what will be multiple) public hearing(s). about it?” Well, fortunately for you, our friends at the Builders Association of Minnesota (BAM) have put together a list of the top 20 changes in the new building code. Because of copyright concerns, I cannot reveal the whole list to you. However, I encourage all of you to log on to BAM’s website: BAMN.org. You will need to log in, but if you don’t have your log in information contact BAM and they will set you up! There you will find all the information you need about the new code and how to build to it. Don’t think you are a BAM member? Guess what, if you are an RAB member, you are a BAM member! Look at that, you learn something new every day!

“Hey Matt, what’s at stake in the upcoming elections?” Picture this, you turn on the news at 6pm after a long day at work, and you do not hear a single campaign advertisement. Well, my friends, that time is near! Election Day is TUESDAY NOVEMBER 4. This election will determine city council seats, mayor of Rochester, school boards, county board of commissioners, Minnesota House of Representatives, United States Senator, and United States House of Representatives. While this is not a Presidential election, it is nonetheless important. Please do your part to get out and vote this November.

“Hey Matt, what is going on with that DMC thing?” Thanks to the members who sent me in these I am sure you all print these articles out and put them on your fridge so go back to the last article about DMC and compare it with this one. The DMC planning consultants are working (tirelessly, we’re told) on putting together the DMC plan (The Plan). They are reaching a critical point in their process because their initial plan was to have “the Plan” done by January, or February at the latest. Last month the DMC planning team gathered

questions for this month’s edition of Hey What’s up with That? As always, if you have a question about anything you find interesting/confusing during your work day, give me a call/email and hopefully I can find out the answer for you! Thanks!

Unintended Consequences+ + + + and Slower GDP Growth+ + + + + + + + +

Elliot Eisenberg, Ph.D. + + + + + + + + + + + + + + + + + + Over the past 60 years GDP growth has been spectacular, averaging close to 4%/year with GDP doubling every 20 years. More recently, GDP growth has been lackluster, averaging about 2%/year since 2000. As a result, GDP now doubles every 35 years. In part this slowdown is due to the recession, slowing population growth and a lack of corporate investment in plant and equipment. These are temporary problems that should not be overblown. By contrast, those who believe in “Secular Stagnation” ascribe the recent GDP slowdown to the fact that our economy is mature, that our best days are behind us and that technology can no longer deliver like it has. While I think the notion of Secular Stagnation is bunk, our GDP growth of the last century or century and a half has been, without a doubt, artificially inflated. This is because we have ignored the “law of unintended consequences.” Every time we invent something new, more often than not, something unexpected goes wrong. Burning coal, which brought about the industrial revolution, badly fouled the air leading to the premature deaths of millions. The automobile helped usher in acid rain, gaining access to cheap sugar created tooth decay, working at computers all day is making us fat, asbestos causes lung cancer, antibiotics create super bugs, aerosol almost destroyed the ozone layer, leaded gasoline lead to lead-poisoning, chemical dumping and the burning of fossil fuels releases mercury into the air and from there, rainfall washes it into the ocean and into fish. And now we face the enormously expensive issue of global warming. (And don’t even ask about Dodd-Frank). My point is not that technological progress is bad. Quite the contrary, it’s great, but it’s not

quite as great as we think because the negative consequences arising from it are never accounted for. The premature death of a coral reef, the rise in skin cancer rates and the eutrophication of coastal waters - to give just a few examples- are ignored when calculating GDP. And these costs, along with the costs of remedying these damages are both large and unknown. Moreover, monies spent cleaning up the messes caused by technological progress actually make GDP bigger. Now that we are more aware of “unintended consequences” we may be less optimistic about the future. And GDP growth going forward may be slower than in the past, but this is not due to Secular Stagnation. It’s simply a sign of economic maturation along with a better awareness of our impact on the planet. Moreover, this realization should not cause us to give up on technological innovation. As a matter of fact, the only way to fix the problems mentioned above is with more technology. Genetically modified food is the only way we are going to feed the fast growing population of the planet and the impact of global warming and rising sea levels will only be mitigated with new building technologies and improved energy sources, even though they will undoubtedly cause unintended consequences. Compared to 10, 20 or 30 years ago, GDP growth appears to be slowing. Some of the reason is cyclical, but some is because our estimates of earlier GDP growth were excessive because we did not take into account the unintended consequences of new technologies. What is for sure is that if we stop designing and applying new technologies to solve problems, GDP growth will slow further.
