The food and atmosphere were fantastic along with the weather. It was good to see such a great turnout supporting our members!

Happy May! Many of you have thoughts of warm weather and sun in mind! Our family is looking forward to the first weekend at the cabin where fun memories are made. Our daughter, who recently turned one, is finally starting to enjoy real foods and most of you who stay up-to-date with social media, Spaghettio night was a real blast, nevertheless, it ended up in a full bath. Exciting things are happening with our new software and website re-design! We are slowly implementing our new software which will help our builders and associates navigate our extensive company directory. Over the next 12 months, we will be working on updating our website to make it easier to navigate and explore the opportunities that Rochester Area Builders can provide. Stay tuned for exciting new oppurtunities to become more engaged with your local builders association! Thank you to all the golf participants this year as we have once again sold out. Townhouse Construction Up 7% Over Last Year BY ROBERT DIETZ on MAY 17, 2018 According to NAHB analysis of the most recent Census data of Starts and Completions by Purpose and Design, townhouse construction starts continue to post gains. Over the last four quarters (ending with the first quarter of 2018), townhouse starts totaled 105,000, 7% higher than the prior four quarters. Townhouses, or single-family attached housing, accounted for 21,000 starts during the first quarter of 2018, although that was a slight decline from 22,000 recorded at the start of 2017. Using a one-year moving average, the market share of new townhouses stands at 12.3% of all single-family starts. I expect future gains in the share as townhouses are a useful bridge from rentership from homeownership for younger prospective home buyers in high cost markets, among other market opportunities.

The peak market share of the last two decades for townhouse construction was set during the first quarter of 2008, when the share reached 14.6% of total single-family construction. This high point was set after a fairly consistent increase in the share beginning in the early 1990s. The share for townhouse construction is expected to increase in coming years – with occasional ups and downs. The long-run prospects for townhouse construction are positive given large numbers of homebuyers looking for medium density residential neighborhoods, such as urban villages that offer walkable environments and other amenities.

Project Build Minnesota is a state-wide construction workforce enhancement campaign that promotes a positive image of construction as a life-long career choice for young men and women of all races and ethnic backgrounds.

Project Build Minnesota is a movement, a vision and a vehicle to motivate our youth, parents, counselors,

teachers, administrators and policy makers to learn more about the many benefits of pursuing a life-long career in the building industry.

Project Build Minnesota was started in 2016 by a coalition of building industry associations who have developed a Project Build Minnesota represents the entire Minnesota construction and building industry. The movement is designed to foster career choice awareness across all lines of the residential and commercial building industry.

What is the vision? To create a movement to empower young men and women with choices and ensure a steady flow of qualified skilled labor into Minnesota’s construction market.

“Jump-Start” Housing Incentive Program New Construction PURPOSE: The purpose of this program is to act as a catalyst for the purchase of new or spec homes within the corporate city limits of Spring Valley. Townhomes and homes moved onto vacant lots qualify for this incentive. The Economic Development Authority (SV-EDA) is committed to satisfying the housing needs of Spring Valley. The SV-EDA realizes that adequate housing is a necessary tool to help foster a successful and growing community. PROGRAM INCENTIVE TOTALS $5,000 1. Applicants shall receive $1,500.00 in Spring Valley Dollars, a $500.00 certificate to the Spring Valley Green House and Floral for two trees and landscaping, $3,000 of City and Utility permit fees waived. 2. The $1,500 is paid to the applicant in Spring Valley Dollars as an incentive for buying a spec home, or building a single- family home or townhome in the City of Spring Valley. Homes moved onto City of Spring Valley lots within city limits qualify for the $1,500 in Spring Valley dollars. ELIGIBLE APPLICANTS 1. Eligible applicants include any individual or a family who builds a “new” home within the corporate limits of Spring Valley for the purposes of making it their primary residence. For the purposes of this program, “new home” means any single-family dwelling, including townhomes, (not including “mobile” homes) built after the date of adoption of this program. “Spec” homes which have not yet been lived in or homesteaded may be included as an eligible site in this program. Homes moved onto City of Spring Valley lots qualify for the incentive. APPLICATIONS included in this information sheet. PROGRAM DESCRIPTION 1. Interested parties shall obtain an application form from City Hall, 201 South Broadway, Spring Valley, MN 55975. Complete the application and return it to the same address. 2. All applicants shall have control of the subject property (i.e. a signed purchase agreement) prior to submitting an application, applicants must submit an application for the incentive prior to closing on their new construction home. 3. For New Construction: All applicants shall submit detailed construction drawings of the proposed home with their building application. All construction shall require a building permit from the city and be completed in compliance with local zoning and the State Building Code. 4. New houses must be a minimum of 1,000 square feet of livable space in size. Garages are optional and may be attached or detached. 5. Applications for newly constructed homes must specify the estimated cost of construction. 6. Once the house is completed, the transaction has been closed, and homeownership has been verified (HUD Statement) that the applicant has indeed made the new home his or her primary residence, the Spring Valley Economic Development Authority shall issue the incentive to the homeowner. Applicants will be responsible to provide the SVEDA with a copy of closing documents to show proof of ownership 7. The Spring Valley EDA reserves the right to reject any and all applications for any reason, specified or unspecified. 8. Alternative Landscaping: Planting for Pollinators and Clean Water This year I celebrated Earth Day by participating in Rochester’s Annual Earth Fest Expo. The theme for the expo was water and I was invited to present on alternative landscapes with a focus on lawn and garden management for water quality. I recently was able to attend a training on the same topic given by Blue Thumb, a clean water partnership organization based in the Twin Cities. I encourageyou to explore their website www.blue-thumb.org to get more information on how to implement these alternative landscapes in your upcoming projects. The majority of the alternatives require less maintenance, provide higher ecological value, and protect water quality. 1. Low Maintenance Turf a.

Fine Fescues are a mix of grass-like species, such as Hard Fescue, Sheep Fescue, Chewings Fescue, and Creeping Red Fescue that thrive in a Minnesota climate. This type of turf only needs to be mowed a few times a year and is less resource intensive.

Sedges are mix of grass-like species that thrive in a Minnesota climate and wet conditions. This is a better option for those wet areas of the yard. Pennsylvania Sedge, Fox Sedge, and Ivory Sedge to name a few species. This also only needs to be mowed a few times a year and is less resource intensive.

Native grass is another great choice, but can be costly to install. Species to consider are Buffalograss (Bouteloua dactyloides), Tufted Hairgrass (Deschampsia cespitosa), Blue Grama (Bouteloua gracilis), Western Wheatgrass (Pascopyrum smithii), Side Oats Grama (Bouteloua curtipendula), and Prairie Junegrass (Koeleria macrantha).

2. Pollinator-Friendly Lawns

A tight mix of grasses and low-growing perennials is a great alternative that adds colors to a lawn and attracts pollinators and wildlife. Mowing can be done as needed, but lawns should be kept around 3 inches tall. These lawns can handle high foot traffic and are less resource intensive. Some forb species to include are white clover, creeping thyme, self-heal, ground plum, and common violet.

Native plants are those species of plants that grew naturally at the time of European settlement in North America. In garden areas, choose natives whenever possible. Rain Gardens protect local waterways by preventing pollutants carried by stormwater from entering nearby streams, lakes,and rivers. This garden type is designed to have a depression where water can be temporarily stored as it is filter and absorbs into the ground.

Trade Wars: It’s All About Leverage Elliot Eisenberg, Ph.D

W

ith the US-China trade war looking increasingly ominous, two questions are on the minds of many: do trade deficits matter and which side has more to lose? Economists of almost all stripes agree that trade is good, that trade deficits don’t really matter, that the nation that imposes tariffs hurts itself, and that if it faces retaliation, the harm is made worse. That said, why is Trump threatening steep tariffs on Chinese imports? That relates to the second question: China has much more to lose economically in an all-out trade war than the US. But that is not the end of the story. Chinese exports to the US totaled $500 billion in 2017, 4% of its GDP. Our exports to China were just $130 billion, or 0.7% of our GDP. Moreover, US exports to China are not so easily replaced. China can easily stop buying planes from Boeing and instead buy them from Airbus, but then China has no leverage. And while China can stop buying soybeans or oil from the US, those markets are global, and the impacts would be minimal. China could conceivably sell US Treasuries that they hold, but, at a minimum, that would push up China’s currency, which would, in turn, hurt exports, and might plunge the US into a recession, further slowing exports. Finally, if China retaliates against US firms, global manufacturers might no longer consider China as a safe place from which to sell to the US. The resulting loss of foreign investment would hurt Chinese productivity growth and acquisition of foreign technology and industrial know-how.

If economically everything looks to be in favor of the US, what’s the problem? Politics. And there, things are very different. If the economic leverage is with the US, the political leverage rests fully with China. Chinese leaders do not have to worry about elections, constituents, critical editorials, or Sunday morning talk shows. On the contrary, when China was angry at South Korea for placing a US-owned anti-missile defense system on their territory, China simply shut down a whole chain of South Korean department stores and Chinese tourists stopped showing up in Seoul. And when China was mad at Japan, rioters attacked Japanese-owned factories and Chinese purchases of Toyotas and Nissans shriveled to nothing in remarkably short order. Now, the US is not Japan or South Korea, so things are much more complicated, but the Chinese are strategically ready. They are responding to our tariffs by, among other things, deliberately slapping import taxes on products made in states represented by key congressional Republicans, such as whiskey from Mitch McConnell’s home state of Kentucky, and Harley Davidson motorcycles, since they come from Wisconsin, the home state of House Speaker Paul Ryan. China’s strategy is to get enough constituents, farmers and business leaders mad at enough Members of Congress in general and Republicans in particular to pressure Trump to back down. Domestically, there is simply no way China can be seen as folding under US pressure. On

the contrary, President Xi faces pressure to project China as a world power. And true to form, the Chinese are quickly seeing and raising the tariff ante. As such, China is saying they will not back down, are prepared to suffer any financial costs, and are prepared to play a long game. For Trump to win under these conditions, he will have to be prepared to tolerate a great deal of political pain if his demands are not met, and convince the Chinese that his pain tolerance and endurance is greater than that of Beijing. My bet is that the Chinese either play to Trump’s ego and give him a series of symbolic but largely hollow victories, or that China makes concessions they have offered in the past, but (importantly) offer no timetable for implementation and skirt the core US complaints. That way Trump can claim he has won, but the status quo will essentially be maintained. And, in that case, the Chinese will have emerged victorious. Let the games begin.

New Home Building Employment Estimates by Congressional District

The new NAHB estimates show that the average congressional district has more than 8,800 residents working in residential construction but that number is often significantly higher. In Montana’s single Congressional district, close to 20,600 residents are in home building. The latest estimates of home building employment, including self-employed workers, by congressional district highlight the importance of home building to voting constituency residing in the district.

The heat map helps visualize the distribution of RC workers across the Congressional districts. Many areas that were once booming and consequently hardest hit by the housing downturn still show higher than average numbers and shares of residential construction workers. Montana’s lone Congressional district (Rep. Greg Gianforte – R) registers the record number of residential construction workers among all districts – 20,590. Colorado’s 7 (Rep. Ed Perlmutter – D) that encompasses parts of the Denver-Aurora metro area and Florida’s 19 (Rep. Francis Rooney – R) that serves an area on the west coast of Florida from Fort Myers to Marco Island come second and third with more than 18,000 employed in home building. Florida’s 25th (Rep. Mario Díaz-Balart – R) is next with just under 18,000 residential 18

construction workers residing there. Arizona 7th (Rep. Ruben Gallego – D) includes much of inner Phoenix and has more than 17,000 workers. California’s 29th (Rep. Tony Cardenas – D) has close to 16,500 residential construction workers. Florida’s 20th (Rep. Alcee Hastings – D) that includes precincts in and around Fort Lauderdale and West Palm Beach and Texas’s 29th (Rep. Gene Green – D) that serves the eastern portion of the Greater Houston area are next on the list with more than 16,300 and 16,200 workers, respectively. Three additional districts from Florida conclude the top twelve list – 27th in far South Florida (Rep. Ileana Ros-Lehtinen – R), 21st in South East Florida (Rep. Lois Frankel – D), and 17th in South Central Florida (Rep. Tom Rooney – R) – with around 16,000 residents working in construction. By design, Congressional districts are drawn to represent roughly the same number of people. So generally, large numbers of residential construction workers translate into high shares of RC workers in their district employed labor forces. The three districts from Florida register the top highest shares of residential construction workers in its employed labor force. The 17th District of Florida has the highest share, 5.8%. Florida’s 19th and 25th districts are next with 5.5% and 5%, respectively. Texas’s 29th and Arizona’s 7th register the share of residential construction workers just under 5%. At the other end of the spectrum there are several districts that contain parts of large urban areas: the District of Columbia (Rep. Eleanor Holmes Norton – D), the 12th of New York (Rep. Carolyn Maloney – D),

located in New York City, and Pennsylvania’s 2nd (Rep. Dwight Evans – D) that includes areas of the city of Philadelphia. Most residents in these urban districts tend to work in professional, scientific, and technical services. The District of Columbia stands out for having the lowest number of RC workers residing in the district, around 1,500. At the same time, it has a disproportionally large share of public administration workers. The 12th District of New York is home to a very large group of finance and insurance workers. Meanwhile, in Pennsylvania’s 2nd more than a third of residents work in health care and educational services. The NAHB residential construction employment estimates include self-employed workers. Counting self-employed is particularly important in the home building industry since they traditionally make up a larger share of the labor force. According to the 2016 ACS, over 23% of construction workers are selfemployed, while an economy-wide average does not reach 10% of the employed labor force. The new NAHB home building employment estimates only include workers directly employed by the industry and do not count jobs created in related industries– such as design and architecture, furniture making, building materials, landscaping, etc. As a result, the estimates underestimate the overall impact of home building on local employment.
