T

he true dog days of summer are here! The Fourth of July was a joyous time to spend with family and friends. Laura, Hallie and I spent five days at our family cabin up in East Gull Lake. We enjoyed golfing, boating and laughing around camp fires. We hope that each one of you had a great Holiday as well, now let’s get to work and finish the year strong. We want to first issue a big thank you to Premier Bank for hosting the latest networking night. As always, there was a great turnout. We also had a few guests and new members to introduce to the group. We are always striving to provide beneficial networking nights for our membership and always encourage fun and new ideas! As most of you know by now, the City of Rochester is working to implement its Broadway Reconstruction project that will start later this year. Member Appreciation Night will be held at the Mayowood Stone Barn once again this year on July 31st at 4:30pm. We promise that this night will be full of fun and laughter. Please help us make it a success by showing your appreciation to the staff and taking advantage of the great networking event! I would like to end by giving a sincere appreciation to our membership. Without the membership that we have, we would not be able to provide the services we offer. Not only are we able to provide some fun events for the members, but we are able to stand up on your behalf to tackle the issues that are affecting your industry. Remodeling Confidence Increases Despite BY CARMEL FORD on JULY 19, 2018 Rising Costs The Remodeling Market Index (RMI) rose one point to 58 in the second quarter of 2018, according to the National Association of Home Builders (NAHB). A RMI reading above 50 indicates that more remodelers report market activity is higher than report it is lower compared to the prior quarter. The RMI has been above 50 for 21 consecutive quarters (Figure 1).

The RMI is a composite measure of current market conditions and future market indicators. In the second quarter, current market conditions decreased one point to 57. Among its three major components, major additions and alterations waned one point to 55, minor additions and alterations decreased two points to 58, and the home maintenance and repair component rose two points to 59. Meanwhile, future market indicators gained four points to 59 in the second quarter. Among its components, calls for bids fell two points to 55, amount of work committed for the next three months increased two points to 56, the backlog of remodeling jobs jumped nine points to 66 and appointments for proposals rose seven points to 61. The increase in this quarter’s RMI reflects a strong remodeling industry supported by continued economic growth. While the market is strong, remodelers are still facing supply-side challenges such as rising material costs and labor shortages. For the full RMI tables, please visit www.nahb.org/rmi. Project Build Minnesota is a movement, a vision and a vehicle to motivate our youth, parents, counselors,

Project Build Minnesota was started in 2016 by a coalition of building industry associations who have developed a Project Build Minnesota represents the entire Minnesota construction and building industry. WHAT YOU NEED TO KNOW ABOUT THE 2018 TAX REFORM ACT The tax reform bill signed into law in December 2017 changes tax incentives for 2018. Specifically, tax reform expands “bonus depreciation” to allow small businesses and Fleet customers to deduct 100% of the cost of qualifying property placed in service in 2018, including certain vehicles (generally vans and larger trucks and SUVs). The section 179 deduction is still available, but is subject to a $25,000 per-vehicle limitation for many GM SUVs, crossovers and pickup trucks. Also, passenger automobiles (i.e., sedans, coupes, and SUVs/crossovers/trucks weighing 6000lbs or less) are still subject to per-vehicle limitations on total depreciation (section 179 plus bonus depreciation) deductions ($18,000 for both cars and trucks placed in service in 2018). Given the changes in the tax laws, bonus depreciation now provides the greatest benefit to customers purchasing trucks and vans for business use. Although section 179 and its per-vehicle limit still technically apply, they do not affect customers’ ability to immediately deduct 100% of the cost of certain vehicles. In summary: •

Rochester Area Habitat for Humanity seeks new partnerships to serve more homeowners Staff expands to launch new Aging-In-Place Repairs Program Rochester, MN — Rochester Area Habitat for Humanity is excited to announce the launch of our new Aging-InPlace Repairs Program. This program will be run along side our home building efforts and will allow us to help even more people achieve or maintain their dream of home ownership. To enable us to assist as many homeowners as possible, our AIP program will depend largely on paid contractors doing the work, with Habitat assisting the homeowners with the initial payment, enabling those who might not otherwise be able to afford their repairs to continue living in a safe, healthy and affordable home. To facilitate our new program, we are very happy to welcome Cora Jensen to the Habitat staff as our new AgingIn-Place Coordinator. Cora is a recent graduate from Minnesota State University with a Bachelor's degree in Urban and Regional Studies. After interning with Rochester Area Habitat for Humanity throughout the summer of 2017, she is excited to be rejoining our team. In her role as Aging-in-Place Coordinator, Cora will be giving leadership to all aspects of our AIP program, including family communication, schedule coordination, and developing relationships with contractors and community partners that serve older Americans. “Jump-Start” Housing Incentive Program New Construction PURPOSE: The purpose of this program is to act as a catalyst for the purchase of new or spec homes within the corporate city limits of Spring Valley. Townhomes and homes moved onto vacant lots qualify for this incentive. The Economic Development Authority (SV-EDA) is committed to satisfying the housing needs of Spring Valley. The SV-EDA realizes that adequate housing is a necessary tool to help foster a successful and growing community. PROGRAM INCENTIVE TOTALS $5,000 1. Applicants shall receive $1,500.00 in Spring Valley Dollars, a $500.00 certificate to the Spring Valley Green House and Floral for two trees and landscaping, $3,000 of City and Utility permit fees waived. 2. The $1,500 is paid to the applicant in Spring Valley Dollars as an incentive for buying a spec home, or building a single- family home or townhome in the City of Spring Valley. Homes moved onto City of Spring Valley lots within city limits qualify for the $1,500 in Spring Valley dollars. ELIGIBLE APPLICANTS 1. Eligible applicants include any individual or a family who builds a “new” home within the corporate limits of Spring Valley for the purposes of making it their primary residence. For the purposes of this program, “new home” means any single-family dwelling, including townhomes, (not including “mobile” homes) built after the date of adoption of this program. “Spec” homes which have not yet been lived in or homesteaded may be included as an eligible site in this program. Homes moved onto City of Spring Valley lots qualify for the incentive. APPLICATIONS included in this information sheet. PROGRAM DESCRIPTION 1. Interested parties shall obtain an application form from City Hall, 201 South Broadway, Spring Valley, MN 55975. Complete the application and return it to the same address. 2. All applicants shall have control of the subject property (i.e. a signed purchase agreement) prior to submitting an application, applicants must submit an application for the incentive prior to closing on their new construction home. 3. For New Construction: All applicants shall submit detailed construction drawings of the proposed home with their building application. All construction shall require a building permit from the city and be completed in compliance with local zoning and the State Building Code. 4. New houses must be a minimum of 1,000 square feet of livable space in size. Garages are optional and may be attached or detached. 5. Applications for newly constructed homes must specify the estimated cost of construction. 6. Once the house is completed, the transaction has been closed, and homeownership has been verified (HUD Statement) that the applicant has indeed made the new home his or her primary residence, the Spring Valley Economic Development Authority shall issue the incentive to the homeowner. Applicants will be responsible to provide the SVEDA with a copy of closing documents to show proof of ownership 7. The Spring Valley EDA reserves the right to reject any and all applications for any reason, specified or unspecified. 8. The Spring Valley EDA will award up to a maximum of three (3) applications for housing incentives, and up to two (2), $400 early bird Rochester Area Builder’s Spring Show case entries.

Time Needed to Build a Single-Family Home BY NA ZHAO on JULY 9, 2018 in 2017

T

he 2017 Survey of Construction (SOC) from the Census Bureau shows that the average completion time of a single-family house is around 7.5 months, which usually includes almost a month from authorization to start and another 6.5 months to finish the construction. The average completion time in 2017 was the same as it was in 2016, but it was longer than the time needed in 2015 (7 months). The time from authorization to completion varies across the nation and depends on the geographic location, metropolitan status, and whether the house is built for sale or custom-built. According to the 2017 SOC, it takes anywhere from less than a month to 77 months to build a single-family home from obtaining a permit to completion. Among all the single-family houses completed in 2017, houses built for sale took the shortest time, 6.9 months from obtaining building permits to completion, while houses built by owners required the longest time, 12.3 months. Homes built by hired contractors normally needed around 9 months. A large proportion of single-family homes built for sale and custom homes built by contractors on owners’ land began construction within the same month after obtaining building authorizations. However, custom homes built by owners serving as general contractors had a one-month lag between obtaining

permits and construction start in 2017.

The average time from authorization to completion also varies across divisions. The division with the longest time was New England (10.4 months), followed by the Middle Atlantic (10.3 months), East South Central (9.4 months), East North Central (8.2 months) and Pacific (8.5 months) in 2017. These five divisions had average time from permit to completion exceeding the nation’s average (7.5 months). The shortest period, 6.4 months, is registered in the South Atlantic division. The average waiting period from permit to construction start varies from the shortest time of 17 days in the Mountain division to the longest one of 39 days in Pacific.

Houses in metropolitan areas, on average, took nearly 7.3 months to completion, which was 2 months shorter than those in non-metropolitan areas. This pattern was quite consistent across the nation, except for the West North Central division where the average time to completion in metropolitan areas was longer than in non-metropolitan areas in 2017. The SOC also collects sale information for houses built for sale, including the sale date when buyers sign the sale

contracts or make a deposit. Looking at single-family homes completed in 2017, 31.6% was sold before construction started, 28.8% sold while under construction, 11.3% sold during the month of completion, and 16.6 % sold after completion. The percent of single-family houses completed in 2017 and remaining unsold as of the first quarter of 2018 was 11.6%. www.RochesterAreaBuilders.com

“WannaCrypt” ransomware scam demands payment in advance!

W

hat’s worse than ransomware that scrambles all your files and demands money for the key to unlock them and get them back? Well, WannaCry certainly added a new dimension to the ransomware danger, because it combined the data-scrambling process with self-spreading computer virus code. As a result, WannaCry could worm its way through your network automatically, potentially leaving you with hundreds or even thousands of scrambled computers in a single attack, even if only one user opened a booby-trapped attachment or downloaded a file from a poisoned website. The crooks behind the SamSam ransomware have also latched onto a rather different approach: instead of trying to reach thousands or tens of thousands of victims around the world with a hard-hitting spam campaign, and squeezing each of them for hundreds or thousands of dollars each, the SamSammers seem to attack one organization at a time. Indeed, the SamSammers generally keep their hand hidden until they have broken into the network and figured out, using similar techniques to penetration testers, a list of computers they know they can encrypt all at the same time. Then they let fly on all of those identified devices at once, giving them a much higher chance of scrambling at least some computers that are critical to the workflow of your company, Finally, they make a payment demand, typically charging a few thousand dollars for each individual computer you want to unlock, but also offering an all-you-can-eat deal of $50,000 to decrypt everything But now there’s a back-to-front approach – a bunch of scammers who aren’t saying, “If you don’t pay we won’t fix your files,” but instead saying, “If you do pay we won’t scramble them in the first place.”

Simply put, it’s a protection racket, where you’re being stood over to prevent bad things happening, rather than a ransom-based racket, where you are being squeezed to recover from bad things that already happened: From: WannaCry-Hack-team To: ************** Subject: !!!Warning Wannacrypt!!! Hello! WannaCry is back! All your devices were cracked with our program installed on them. We have improved operation of our program, so you will not be able to regain the data after the attack. All the information will be encrypted and then erased. Antivirus software will not be able to detect our program, while firewalls will be strengthless against our unique code. Should your files be encrypted, you will lose them forever. Our program also covers the local network, erasing data on all computers connected to the network and remote servers, all cloud-stored data, and freezing website operation. We have already deployed our program on your devices. Deletion of your data is scheduled for June **, 2018, at **:** – **:** PM. All data stored on your computers, servers, and mobile devices will be destroyed. Devices working on any version of Windows, iOS, macOS, Android, and Linux are subject to data erasion. With an eye to ensure against data demolition, you can pay 0.1 BTC (~$650) to the bitcoin wallet: **************** The bad news is that this WannaCrypt “demanding money with menaces” threat email is very widespread – we’ve had people worried about it from all over, which is why we decided to write up this warning. The good news is that these particular crooks don’t actually have any malware to

Indeed, their claim that “antivirus software will not be able to detect [the] program” is one of the few truths in this scam, for the simple and fortunate reason that, in this case, there is no program to detect. Just to be clear here: disk wiping malware – think of it as ransomware with no decryption key, so you can’t buy your files back from the crooks even if you want to – most certainly exists. So, these WannaCrypt scammers could, in theory, have been telling the truth, giving you just a few hours to hunt down and turn off their attack code before your data was destroyed. In this particular case, however, the whole thing is a fraud, right down to the existence of the malware in the first place. What to do? Don’t pay up. As far as we can see from the Bitcoin blockchain, no one has yet sent any funds [2018-06-22T12:00Z], at least to the Bitcoin address in the spam samples we’ve seen so far. Don’t contact the scammers “just in case”. Letting them know you’re there and worried is giving away information about yourself that you dont need to. Make sure you’re patched and protected. To pull off an attack like this would mean infecting you first but then giving you a fighting chance to track down the malware before it went off (ransomware, in contrast, only alerts you after it has triggered), so be prepared. Remember that ransomware, disk wiperware, protection racketware and other malware that destroys your data is only one of many ways to lose your precious digital stuff – software bugs, fire, flood, loss, theft, and plain old hardware age can all result in abrupt and catastrophic data loss, too… …so get those backups sorted, and do it today! www.RochesterAreaBuilders.com


Apartment Construction Times Lengthened BY NA ZHAO on JULY 13, 2018 in 2017

T

he average length of time to complete construction of a multifamily building, after obtaining authorization, was 15.7 months according to the 2017 Survey of Construction (SOC) from the Census Bureau. The authorization-to-completion time has been on an upward trend since 2013, increasing by approximately one month each year.

The 2017 SOC data also shows a significant regional variation in the average construction duration of multifamily buildings. The Northeast had the longest time from authorization to completion, 17.8 months, followed by the West, 17.1 months, and the South 14.4 months. The shortest permit-to-completion period happened in the Midwest with 13.5 months.

The average time to build multifamily homes varies with the number of units in the building. In 2017, buildings with 20 or more units took the longest time (17.6 months) to build after obtaining authorization. Properties with 5 to 9 units required 15.7 months. 10 to 19 unit buildings finished in 15.1 months, and, lastly, 2 to 4 units came in at 13.5 months. Compared to 2016, it took longer to complete multifamily buildings with less than 9 units in 2017. It took additional 1.7 months to finish 5 to 9 unit buildings, and additional 1.1 months for 2 to 4 unit buildings.
