Letter from The President August 2018,
August has arrived! It has been my pleasure to serve as the President for Rochester Area Builders over the last 8 months. During this time frame, it has shown me how passionate our members are about our organization and the willingness to volunteer and step up without asking any questions. We are excited to finish out the year strong with plenty of activities to go around. Now, what would this letter be without a little personal life! This past weekend, Hallie and I were able to spend Sunday at the Plainview Corn on the Cob Days. For those of you that don’t know, there is free sweet corn served starting at 11:00 until it is gone. Lakeside Foods generously donates the corn and the Lions Club makes sure there is plenty of butter and salt to go around. It is by far the best sweet corn in Southeast Minnesota! It was so much fun that my sweetheart was all tired out from the morning’s festivities only to be awaken by the fire trucks’ sirens at the start of the parade! In addition to a busy summer with the family, we have been busy canning fresh fruits and vegetables on the farm. The favorite recipe for us is my Grandma’s spaghetti sauce recipe. It’s so good, that we somehow canned over 20 pints of sauce for this winter! We tried a first this year as well by preserving fresh peaches, which will be a great treat during the cold winter months! We had the recent pleasure to host a panel of experts from the City of Rochester at our Development Council Meeting this past week. During the discussion, members of the audience were able to ask questions as they saw fit. All the panelists did a great job answering the questions from John Eischen. Most of the discussion was centered around how to get all parties to act more cohesively and how some of the recent and proposed changes would help this effort. Thank you to all the panelists for participating! We should give a big thank you to Levi Kaiser from Benike Construction for representing Rochester Area Builders at the Yearly NAHB Meeting that was held recently. He brought back an update to share with the Board of Directors last Tuesday. It is mind blowing all the work that NAHB is doing behind the scenes to make homes affordable to the consumer. Without their tireless efforts in lobbying at the National Level, we would not be able to provide affordable homes to first time or even second time home buyers. The economy truly revolves around home ownership and without that, we don’t have new home construction loans or even the services that are involved in building homes. If you see Levi around, please give him a big thanks for representing us on the National Level! We would like to see a big turnout for the August Networking Night this month! It will be held right outside of Charlie’s Eatery as they are collaborating with KNXR on August 28th, 2018! Be sure to stop by for a fun filled evening with great food and beverages. Dale Fagerlind - RAB President 1981 - 1982 Our loving husband, brother, father, grandfather, great-grandfather and friend passed away peacefully at his home in Rochester, surrounded by his family on Wednesday, Aug. 8, 2018, at the age of 88. Dale Leroy Fagerlind was born on Dec. 3, 1929, to Melvin and Jennie Fagerlind in Iowa City, Iowa. He graduated from Waterloo (Iowa) East High School, where he played football and baseball, in 1949 and served in the U.S. Army from 1950 until 1952. Dale met his one true love and soul mate, Mary Calvert, in 1955. His sister, Virginia, set them up on a blind date and five months later Dale and Mary were married. They would be celebrating their 63rd wedding anniversary on October 30. Dale and his family moved to Rochester in 1963 and he began his life-long profession as a home builder. In 1975, he founded Fagerlind Construction and worked until he retired at age 75. He served as president of Rochester Area Builders from 1981 to 1982, and as National Director of Rochester Area Builders from 1982 to 1989. He received Recognition of Distinguished Service as President in 1982, and was honored as an Honorary Member in appreciation for outstanding contributions to the Rochester Area Builders, Inc., in 2003.

Dale is survived by his wife, Mary; sons, Ken (Char) Fagerlind of Rochester, Dan (Traci) Fagerlind of Dover, and Tim (Jennifer) Fagerlind of Kasson; daughters, Linda (Dennis) Haakenson of Pine Island, Becky (Dan) Swartz of Rochester, and Pam (Jim) Engels of Owatonna. He is also survived by 12 grandchildren, Christopher (Kate) Fagerlind, Rochester; Carl Haakenson, Rochester; Kari (Brad) Rain, Pine Island; Kelly (Rodney) Davis, La Crescent; Kerstin (Brandon) Goranson, Mazeppa; Christy Haakenson, Richfield; Brian (Heather Kraling) Donaldson, Rochester; Eric (Erin) Sime, Waseca; Jacob (Chayene Anguita) Sime, Ramstein, Rheinland-Pfalz, Germany; Kyle Fagerlind, Dover; and Elizabeth and Eric Fagerlind, Kasson; as well as six step-grandchildren, Carmen (Tim) Kubista, Lakeville; Missy (Jason Feldman) Hendrickson, Rochester; Erick (Christy) Engels, Meridian; Amber (Ted Ireland) Engels, Spirit Lake, Iowa; Katie Tangen, Rochester; and Travis Holmes, Dover. Dale is also survived by 13 great-grandchildren and 15 step-great-grandchildren; one sister, Virginia (Jerry) Holbach of Gilbertville, Iowa; and many nieces, nephews and cousins. He is preceded in death by his parents; two brothers, Carl and Howard Fagerlind; three sisters, Thelma Egner, Ruth Klaus and Edna Mae Fagerlind; and one stepgrandson, Alex Engles. Dale and Mary enjoyed escaping the Minnesota winters and being snowbirds in Texas. Dale was a member of Christ Lutheran Church in Rochester and enjoyed being outdoors and spending time with his family. He loved to attend stock car races, in particular to watch many family members race. He also loved fishing trips to Canada, bowling, traveling, camping with family and friends, playing 500, and being able to watch his children’s and grandchildren’s activities. Dale’s family wishes to express its gratitude to Lexi Biedermann, Seasons Hospice and Mayo Clinic’s Palliative Care Homebound Program, for outstanding care and compassion. Memorials will be divided among local charities. Visitation will be at noon on Saturday, Aug. 11, at Macken Funeral Home in Rochester. A celebration of Dale’s life will follow, at 1 p.m. Saturday, also at Macken Funeral Home. Burial will be at Grandview Memorial Gardens, 1300 Marion Rd. SE, Rochester. Single-Family Built-for-Rent Housing Expands BY ROBERT DIETZ on AUGUST 21, 2018 The number of single-family homes built-for-rent increased over the last four quarters. During this time period, construction starts of this type of housing totaled 42,000 homes, compared to 29,000 for the prior four quarters. There were 13,000 single-family built-for-rent starts for the second quarter of 2018. According to data from the Census Bureau’s Quarterly Starts and Completions by Purpose and Design and NAHB analysis, the market share of single-family homes built-for-rent, as measured on a one-year moving average, stood at 4.7% of single-family starts as of the second quarter of 2018. Given the small size of the market segment, the quarter-to-quarter movements are not typically statistically significant. The current market share remains higher than the recent historical average of 2.7% (1992-2012) but is down from the 5.8% reading registered at the start of 2013. This class of single-family construction excludes homes that are sold to another party for rental purposes. It only includes homes built and held for rental purposes. With the onset of the Great Recession and declines in the homeownership rate, the share of built-for-rent homes rose. Despite the current elevated market concentration, the total number of single-family starts built-for-rent remains low in terms of the total size of the building market. Of course, the built-for-rent share of single-family homes is considerably smaller than the single-family home portion of the rental housing stock, which is 35% according to the 2015 American Community Survey. As homes age, they are more likely to be rented. Thus, the primary source of single-family rental homes is not construction but the existing housing stock. In fact, from 2005 to 2015, 56% of the gains in the rental housing stock were due to increases of for-rent single-family homes. 22

WHAT YOU NEED TO KNOW ABOUT THE 2018 TAX REFORM ACT The tax reform bill signed into law in December 2017 changes tax incentives for 2018. Specifically, tax reform expands “bonus depreciation” to allow small businesses and Fleet customers to deduct 100% of the cost of qualifying property placed in service in 2018, including certain vehicles (generally vans and larger trucks and SUVs). The section 179 deduction is still available, but is subject to a $25,000 per-vehicle limitation for many GM SUVs, crossovers and pickup trucks. Also, passenger automobiles (i.e., sedans, coupes, and SUVs/crossovers/trucks weighing 6000lbs or less) are still subject to per-vehicle limitations on total depreciation (section 179 plus bonus depreciation) deductions ($18,000 for both cars and trucks placed in service in 2018). Given the changes in the tax laws, bonus depreciation now provides the greatest benefit to customers purchasing trucks and vans for business use. Although section 179 and its per-vehicle limit still technically apply, they do not affect customers’ ability to immediately deduct 100% of the cost of certain vehicles. In summary: •

The Economy Through 2018: Finally Behaving Well! Elliot Eisenberg, Ph.D
T
he US economy is, at present, growing very rapidly, and 2018 is shaping up to be the best year for economic growth since 2006. As a result, the Federal Reserve is a lock to raise rates by a quarter-point in September, and there is at least a 70% chance that they will do so again in December to cool down growth and prevent inflation from taking hold. But plenty can go wrong with this forecast. Contagion from an emerging market or financial crisis is always possible, but the biggest immediate threat comes from the rapidly escalating trade-war we are in. The most likely outcome of rising trade tariffs is a premature pause in the current interest rate rising cycle. This is because a trade war will cause business demand for physical plant, equipment, and employees to contract due to heightened economic uncertainty. Trade wars will also cause consumer demand to lessen due to rising unemployment, higher prices, and falling consumer confidence, exacerbated by a decline in equity values. While such a slowdown would not be expected to be that large, it would still slow GDP growth and interest rate increases. If, however, the hit to GDP is bigger than anticipated, because the quantity of imported goods facing steep tariffs rises substantially, rates could be reduced to ward off a possible recession. That would only occur if other factors came into play, as the current $50 billion

in products facing tariffs along with any retaliatory actions by other nations is not nearly large enough to meaningfully reduce GDP, let alone drive us into recession. The bigger fear is that a trade war has the opposite effect on monetary policy and forces the Fed to raise interest rates. If this occurs, it would be very destructive to both Main Street and Wall Street. For this to happen, the economy would need to experience a series of strong negative supply shocks. It might happen like this: global trade conflicts quickly escalate, significantly driving up the cost of many imported goods as well as domestically-produced substitutes. This sudden rise in prices would raise production costs, which would, in turn, lead to inflation and a rise in the dollar and unemployment as exports decline and policy uncertainty rises. Worse, the rise in inflation could cause long-term inflation expectations to not only rise but also become somewhat permanently embedded in markets, such that higher inflation expectations persist even after the economy returns to normal. This is precisely what happened in the late 1960s and eventually led to 20% interest rates in the late 1970s and early 1980s. With this history still quite fresh in the institutional memory of the Federal Reserve, policy makers would be expected to respond to such a situation by raising interest
rates to wring out any permanent rise in inflation expectations. This is precisely what was done in the early 1980s by then Fed Chairman Paul Volker. Of course, this rise in rates would slow growth and weaken the economy even more. While the chances of seeing rates rise to ward off a rise in inflation expectations is highly unlikely, it is a worst case-scenario for both the economy and financial markets. This is because it offers a combination of faster inflation, weaker growth, and tighter monetary policy. My baseline is that the impacts of rising tariffs and protectionism are too limited to meaningfully alter the course of monetary policy. But, in the fog of (a trade) war, things inevitably go awry -- just think of Harley-Davidson’s unexpected decision to shift to offshore manufacturing -- and adversaries respond in ways not anticipated; be prepared.

“Jump-Start” Housing Incentive Program New Construction PURPOSE: The purpose of this program is to act as a catalyst for the purchase of new or spec homes within the corporate city limits of Spring Valley. Townhomes and homes moved onto vacant lots qualify for this incentive. The Economic Development Authority (SV-EDA) is committed to satisfying the housing needs of Spring Valley. The SV-EDA realizes that adequate housing is a necessary tool to help foster a successful and growing community. PROGRAM INCENTIVE TOTALS $5,000 1. Applicants shall receive $1,500.00 in Spring Valley Dollars, a $500.00 certificate to the Spring Valley Green House and Floral for two trees and landscaping, $3,000 of City and Utility permit fees waived. 2. The $1,500 is paid to the applicant in Spring Valley Dollars as an incentive for buying a spec home, or building a single- family home or townhome in the City of Spring Valley. Homes moved onto City of Spring Valley lots within city limits qualify for the $1,500 in Spring Valley dollars. ELIGIBLE APPLICANTS 1. Eligible applicants include any individual or a family who builds a “new” home within the corporate limits of Spring Valley for the purposes of making it their primary residence. For the purposes of this program, “new home” means any single-family dwelling, including townhomes, (not including “mobile” homes) built after the date of adoption of this program. “Spec” homes which have not yet been lived in or homesteaded may be included as an eligible site in this program. Interested parties shall obtain an application form from City Hall, 201 South Broadway, Spring Valley, MN 55975. Complete the application and return it to the same address. 2. All applicants shall have control of the subject property (i.e. a signed purchase agreement) prior to submitting an application, applicants must submit an application for the incentive prior to closing on their new construction home. 3. For New Construction: All applicants shall submit detailed construction drawings of the proposed home with their building application. All construction shall require a building permit from the city and be completed in compliance with local zoning and the State Building Code. 4. New houses must be a minimum of 1,000 square feet of livable space in size. Garages are optional and may be attached or detached. 5. Applications for newly constructed homes must specify the estimated cost of construction. 6. Once the house is completed, the transaction has been closed, and homeownership has been verified (HUD Statement) that the applicant has indeed made the new home his or her primary residence, the Spring Valley Economic Development Authority shall issue the incentive to the homeowner. Applicants will be responsible to provide the SVEDA with a copy of closing documents to show proof of ownership 7. The Spring Valley EDA reserves the right to reject any and all applications for any reason, specified or unspecified. 8. The Spring Valley EDA will award up to a maximum of three (3) applications for housing incentives, and up to two (2), $400 early bird Rochester Area Builder’s Spring Show case entries.

Townhouse Construction Surges BY ROBERT DIETZ on AUGUST 16, 2018 According to NAHB analysis of the most recent Census data of Starts and Completions by Purpose and Design, townhouse construction posted significant gains during the second quarter of 2018. Townhouse construction is set for further expansion given the demographics of renters entering the for-sale market, as well as ongoing land constraints and the growth of demand for walkable neighborhoods. Over the last four quarters (ending with the second quarter of 2018), townhouse starts totaled 116,000, 23% higher than the prior four quarters. Townhouses, or single-family attached housing, accounted for 36,000 starts during the second quarter of 2018 (compared to 25,000 in the second quarter of 2017). Using a one-year moving average, the market share of new townhouses stands at 13.1% of all single-family starts, a post-recession high. The peak market share of the last two decades for townhouse construction was set during the first quarter of 2008, when the percentage reached 14.6% of total single-family construction. This high point was set after a fairly consistent increase in the share beginning in the early 1990s. The share for townhouse construction is expected to increase in coming years – with occasional ups and downs. The long-run prospects for townhouse construction are positive given large numbers of homebuyers looking for medium density residential neighborhoods, such as urban villages that offer walkable environments and other amenities.
