Letter from The President November 2018, Who expected November to bring in the cold early? This sure got a lot of contractors thinking about the harsh Minnesota winter that is fast approaching. Many contractors were trying to figure out how to finish landscaping, install parking lots, and make way for temporary heating. Our office was surely experiencing all three activities this year faster than normal. What would this letter be without mentioning a little bit about my family? Well, Laura, Hallie and I all shared the wonderful time off that we got around Thanksgiving to spend time with each other. We spent the time going on walks, going to the zoo to learn a little more about puffer fish, and finishing the weekend off with family bowling! You can bet that Monday hit me like a freight train! We recently held the awards ceremony for the leaders and volunteers that have spent time on our board or served in a leadership capacity. We want to thank all the award recipients! This event is always nice to step back and congratulate all the efforts throughout the year that help keep this organization doing good things within our community. A big congratulations to Jerry Jensen on being installed as the 2019 Rochester Area Builders President! Jerry has been a fine addition to the Rochester Area Builders over the years. He has most recently served as the chairman for the Remodelers Council and helped facilitate several local projects that impacted various non-profit groups throughout the year. Help us again by congratulating Jerry on such a tremendous accomplishment! Stay tuned for an introduction letter that will help you better understand what Jerry is all about! Our Christmas Party will be a night to never forget. We have secured the talents of a Mentalist and Comedian which should provide for a fun evening. There is still time to reserve a table for the event you won’t want to miss. Remember, the date for this event is Friday, December 7th! Bundle up and stay warm in December! The 2018 Past Presidents Dinner was held last month at the Rochester Golf and Country Club. This event was created by Jim Gander (Superior Mechanical) after he served as RAB President in 1999. It’s an annual event for the “coolest club around” according to Mike Coats, President in 2003. Many interesting stories are told as the presidents answer a different question posed each year. It’s a fantastic event and an opportunity to thank the leaders that have built RAB.

Energy Prices Pushed CPI Higher in October

The CPI accelerated over the month of October reflecting an increases in energy prices and the “core” CPI. The Bureau of Labor Statistics (BLS) reported that the Consumer Price Index (CPI) rose by 0.3% on a seasonally adjusted basis in October, faster than the 0.1% increase in September. It was the fastest monthly growth rate in the past nine months. The “core” CPI, which excludes the volatile food and energy components, increased by 0.2% in October, following the 0.1% increases in September and August. Over the past twelve months, on a not seasonally adjusted basis, the CPI rose by 2.5% in October, a bigger increase than the 2.3% gain in September; while the “core” CPI increased by 2.1% in October. In October, the price index for a broad set of energy sources increased by 2.4%, after the 0.5% decline in September. The indexes for shelter (0.2%), apparel (0.1%), medical care (0.2%), and education (0.2%) contributed to the increase in the “core” CPI. The increases in energy prices and the “core” CPI pushed the CPI up in October. Meanwhile, the food index declined by 0.1% in October. The indexes for communication (-0.4%), new vehicles (-0.2%) and recreation (-0.1%) declined.

The Real Rent Index was unchanged in October, after a 0.1% increase in September. Additional Community Open Houses Planned for Review of Draft Land Development Manual Updates NOV 27, 2018 – ROCHESTER, MINN – The City of Rochester adopted its Comprehensive Plan, Planning 2 Succeed (P2S) 2040, in April 2018. P2S 2040 presents a vision to reduce the amount of vehicular traffic entering downtown through a change in choice of transportation and an increase of housing options around downtown. Transit Oriented Development (TOD) and infill/redevelopment policies are essential components toward achieving that vision. As a part of the ongoing review process, the community is invited to an additional series of Open House events on Thursday, December 6 and Wednesday, December 18. These gatherings will provide the public an opportunity to learn more about the zoning districts, ask questions directly to RochesterOlmsted Planning Department staff, and provide feedback. Only 13% of Adults Plan to Buy a House in Next 12 Months BY ROSE QUINT on NOVEMBER 12, 2018 According to the Housing Trends Report (HTR)* for the third quarter of 2018, only 13% of adults are planning to purchase a home in the next 12 months. Most of these prospective buyers (58%) report this is the first time in their lives they would be buying a home.

Since only 3% of Seniors reported plans to buy a home, not enough data are available to reliably estimate the share that would be first-timers.

are interested in, 44% are looking to buy an existing home, 18% a newly-built home, and 38% are looking for either type. The intention to buy is inversely related to age: whereas 19% of Millennials have plans to purchase a home in the next year, the share falls to 13% among Gen X’ers, 7% among Boomers, and 3% among Seniors. These results are not surprising, given that mobility rates decline significantly with age: according to the Census Bureau’s 2017 Current Population Survey, 18% of those under 40 years of age moved in the previous year, compared to 9% of those 40 to 49, 6% of those 50 to 69, and 3% of those 70 or older.

WHAT YOU NEED TO KNOW ABOUT THE 2018 TAX REFORM ACT The tax reform bill signed into law in December 2017 changes tax incentives for 2018. Specifically, tax reform expands “bonus depreciation” to allow small businesses and Fleet customers to deduct 100% of the cost of qualifying property placed in service in 2018, including certain vehicles (generally vans and larger trucks and SUVs). The section 179 deduction is still available, but is subject to a $25,000 per-vehicle limitation for many GM SUVs, crossovers and pickup trucks. Also, passenger automobiles (i.e., sedans, coupes, and SUVs/crossovers/trucks weighing 6000lbs or less) are still subject to per-vehicle limitations on total depreciation (section 179 plus bonus depreciation) deductions ($18,000 for both cars and trucks placed in service in 2018). Given the changes in the tax laws, bonus depreciation now provides the greatest benefit to customers purchasing trucks and vans for business use. Although section 179 and its per-vehicle limit still technically apply, they do not affect customers’ ability to immediately deduct 100% of the cost of certain vehicles. In summary: •
