Letter from The President February has certainly kept us busy! Between the Home Show, SocialICE, and several feet of snow, I think we’re all ready for spring. Much like Rochester Area Builders, spring promises growth and opportunity. I look forward to seeing you all progress in your business this year. Our General Membership Meeting on January 29th Awards Night was a great opportunity for members to connect after the holidays and enjoy an evening out with friends. I want to congratulate all our award winners from the night and encourage you all to reach out to these members and acknowledge their great contributions to RAB. We appreciate Remi Stone, Executive Vice President of Builders Association of Minnesota (BAM) spending a few minutes at this meeting to update RAB members of the Legislature work BAM is involved in this session. We are very grateful for the work Remi and BAM is putting in to better the skilled trades industry in SE Minnesota. The evening ended with our guest speaker Cris Gaster, Senior Vice President of Community and Economic Development Associates. He discussed several ways we can positively impact our businesses and our bottom line and I am very thankful for his insights. Our meetings would not happen without the generosity of our sponsors and I sincerely thank Dunlap & Seeger and Home Federal for sponsoring this evening. The 40th annual Home Show brought in thousands of hearty Minnesotans, despite the freezing temperatures and snow. This event takes a lot of hard work, effort, and coordination to put together. Please help me in thanking John, Shelly, Rebekah, Audra, Darcy the Home Show Committee, Board Members, volunteers, seminar speakers, and everyone else in the Rochester community who helped give us a platform to showcase our businesses. There long weekend hours worked by all (some of those were the first ones there and the last ones gone) and we are grateful for everyone involved, especially our members who went above and beyond with their booths this year. In addition to the Home Show, Rebekah and our 40 Below committee embraced the frigid temperatures at SocialICE by helping local kids build snow forts. Thank you again for all your efforts. Looking ahead, there are several opportunities to take advantage of all the member benefits of RAB. Our next Networking Night is Tuesday, February 26th at Clements Chevrolet. This will be a great night for networking, hors d’oeuvres, and refreshments. I encourage all members to attend to establish new relationships within RAB and stay connected with current ones. Next up is our job shadow opportunities for Kasson-Mantorville students on Thursday, February 28 from 8:30 am to Noon. As you all know, one of my goals for this year to bring more awareness of the skilled trades industry to the younger generations in Rochester. By volunteering your time to talk to students about our trade and what we do, you are helping to grow our future job force. I encourage you all to contact Rebekah to sign up and continue the conversation about career opportunities available within our fields. Finally, I have a couple Save the Date items you do not want to miss. Studs, Struts & Stilettos is April 18th. This important event gives us the opportunity to reach a variety of audiences and give back to the Two Rivers Habitat for Humanity. The sponsorship deadline is March 8th. The Spring Showcase of Homes is April 27 – 28 and May 4 – 5. The discount deadline is Feb 28 and the final deadline is March 28. Let’s all take advantage of the great programs, events, and opportunities Rochester Area Builders had provided us and continue to make 2019 a great year!

Building Safety Department Announces Online Permitting for Trade Permits Feb 14, 2019 – ROCHESTER, MINN – The City of Rochester is pleased to announce that the Building Safety Department is now offering the new feature of online applications for trade permits using the Accela Citizen Access portal for licensed professional contractors. The online application is available for electrical, plumbing, or mechanical permits. In addition to this new feature, updates have been made to the website used to view rental property records, building permits, city licensing, and now to enter trade permits online. The main update that was made was the responsiveness of the page for mobile viewing. Users should have an easier time utilizing the site while on a mobile device. This means an easier opportunity to schedule an inspection, apply for a trade permit, pay for their rental license, etc. Randy Johnson, Director of Building Safety, shares, “We are excited and proud to bring this technology to our users. We know this will provide a better experience for them and our community. This is an example of our commitment to process improvements and system enhancements.” As with any change, there may be some minor bugs to work out. The Building Safety Department asks users to keep them informed of any questions or issues that may arise. What Do Vacancy Rates Tell Us about the Shortage of Housing? BY NATALIA SINIAVSKAIA on FEBRUARY 15, 2019

Vacancy rates are one of the key statistics NAHB Economics tracks to judge the health and direction of the housing market. The currently low homeowner and rental vacancy rates are typically interpreted as a sign of tight housing markets, with lower vacancy rates signaling a greater housing shortage. NAHB’s analysis of the latest 2017 ACS vacancy data highlights the metropolitan area markets where unusually low vacancy rates signal deeper supply-demand imbalances. Looking at vacancy rates over the last decade and going back to 2005, when the Census Bureau’s American Community Survey started generating these data, we estimate the “long run” average vacancy rates that serves as a proxy for normal, or natural, vacancy rates. There are numerous reasons why normal vacancy rates may differ across metropolitan areas. For example, areas with mobile labor markets and higher population turnover will consistently have higher vacancy rates. Vacation destination housing markets also have naturally higher vacancy rates that reflect more volatile seasonal housing demand. For example, according to NAHB estimates, the rental vacancy rates in Ocean City, NJ and Sebastian-Vero Beach, FL fluctuated around 20% since 2005. The averages were even higher in Panama City, FL, approaching a quarter of the rental stock, and even greater in Myrtle Beach, SC. In sharp contrast, multiple areas in California, including Santa Maria-Santa Barbara, San Luis Obispo-Paso Robles-Arroyo Grande, Oxnard-Thousand Oaks-Ventura, and Los Angeles-Long Beach-Anaheim, CA, registered long-term rental vacancy rates below 4%.

rate is the share of vacant units for sale in the combined stock of homeowner occupied, sold but not yet occupied, and for sale units. Nevertheless, the long-run homeowner vacancy rates tend to be higher in resort areas. Once again, Ocean City, NJ and multiple metro areas in coastal Florida register some of the highest long-run owner vacancy rates. In Naples-Immokalee-Marco Island, FL, Punta Gorda, FL, Sebastian-Vero Beach, FL, Cape Coral-Fort Myers, FL owner vacancy rates fluctuated above the 4% mark since 2005. In Ocean City, NJ they averaged 6.7%. At the opposite end of the spectrum is San Jose-Sunnyvale-Santa Clara, CA where owner vacancy rates were below 1% most of the time. The gap between the “natural”, or long-run average, and current vacancy rate allows estimating the number of rental and for sale units needed to bring the vacancy rates back to the long-run equilibrium. Not surprisingly, large metro markets show the largest shortage of rental and for sale vacant units simply due to the sheer size of these housing markets. In these areas, even a small percentage drop below the long run average vacancy rates results in a shortage of thousands of vacant units.

In case of homeowner properties, natural vacancy rates are, typically, lower simply reflecting slower housing turnover with owners moving in and out less frequently compared to renters. It is important to keep in mind that owned seasonal (occasional use) properties do not affect the homeowner vacancy rate. In this case, the vacancy 16

As of 2017, Atlanta-Sandy Springs-Roswell, GA, Dallas-Fort Worth-Arlington, TX, New York-Newark-Jersey City, NY-NJ-PA, Phoenix-Mesa-Scottsdale, AZ all needed in excess of 25,000 rental units just to bring the rental vacancy rate back to normal levels. Similarly, the biggest shortages of vacant units for sale were registered by large metropolitan areas, including Atlanta-Sandy Springs-Roswell, GA, Miami-Fort Lauderdale-West Palm Beach, FL, Phoenix-Mesa-Scottsdale, AZ. Adding up the vacancy shortages across metro areas with abnormally low vacancy rates, there is a shortage of about 1 million vacant units (600,000 rental and 400,000 units for sale) nationwide. Our analysis also shows that the vacancy rates serve as a critical indicator of what is happening and going to happen to housing affordability. Stacking our estimates of owner vacancy shortfalls against NAHB’s HOI data show that the metro markets with abnormally low vacancy rates are associated with worse current (3Q 2017) and future affordability (3Q 2018).

Below-normal vacancies and worsening affordability are some of the outcomes we would expect in light of recent estimates that production of new housing has been running below levels needed to meet demand. As builders struggle to overcome multiple supply constraints and ramp up the housing inventory, housing shortages continue. Many adults, and especially young adults, find themselves unable to find homes and apartments they can afford and continue sharing housing with their parents and roommates. The above estimates thus only evaluate shortages of vacant units needed to bring the current vacancy rates back to the normal levels and do not attempt to include the additional housing shortfall due to pent-up housing demand or need to replace the aging stock. www.RochesterAreaBuilders.com

Home Prices Are the Principal Barrier to Homeownership

As revealed in a previous post, 58% of buyers actively searching for a home to buy in the fourth quarter of 2018 have been looking – unsuccessfully – for three months or longer. Why is it taking these buyers that long to pull the trigger? The most important reason is they can’t find a home at a price they can afford (49%), followed by not being able to find a home with the features they want (44%), and not finding a home in the neighborhood of their choice (43%). Comparing these findings to similar data from the fourth quarter of 2017 shows that these barriers to homeownership only intensified during the year in question. Reasons Active Buyers Have Been Unsuccessful Finding a Home to Buy for 3+ Months (Percent of Active Home Buyers) Giving up on homeownership is the least likely outcome, as only 16% will stop trying to find a home. Future polls will determine how this propensity to postpone homeownership will change, if at all, given the ongoing affordability challenges buyers continue to face. The final question in NAHB’s Housing Trends report (HTR) asks these veteran house hunters, who have been actively searching for a home for at least three months, about their future plans if the right home remains elusive in the months ahead: • 63% will continue looking for the ‘right’ home in the same preferred location, • 44% will expand the search area, • 23% is willing to accept a smaller/older home, • 18% might buy a more expensive home Next Steps if Still Unable to Find Home in Months Ahead (Percent of Prospective Home Buyers Looking for 3+ Months)
