Letter from The President

O

ne of the many reasons I have always enjoyed being a Rochester Area Builders member is the opportunity to give back to our community through volunteerism. It shouldn’t be a surprise that employees who are encouraged to volunteer are more loyal to their job and work better as a team. However, teamwork and collaboration only improve when people trust each other more, and encouraging volunteerism is a great way to strengthen trust. I am grateful to work for Valor Mechanical, a company that values its strong ties and engagement within the greater Rochester area. I encourage you all to look at the many volunteer opportunities available through Rochester Area Builders events, committees, and boards. There is always an extra hand needed and now is the time to get involved. Rochesterfest is a great way to get involved. This event is committed to promoting and celebrating the city of Rochester and southeast Minnesota annually by connecting people through a variety of wholesome, entertaining community events. This year, Family Service Rochester will be raffling off the playhouses and pergola that our members built. Rochester Area Builders will have a tent next to them with fun games including Hammer-Schlagen, high striker, and builder blocks to keep attendees entertained while sharing information about our organization. Plan on stopping by to visit with our volunteers and to support Family Service Rochester. In addition to the RAB booth, 40 Below will be at Rochesterfest’s Family Fun Night helping children build step stools. This was a huge hit last year so we’re looking forward to bringing it back. Kits will already be assembled for easy construction and hammers and eye protection will be provided. We are looking for eight volunteers per shift on Wednesday, June 26 from 5:30 – 7:00 pm and 7:00 – 8:30 pm. If you have any questions or would like to volunteer please contact Rebekah at Rebekah@RochesterAreaBuilders.com. Social and networking events are a time where RAB members can build lasting relationships within the community. Our next Networking Night will be hosted by The Pinkse Edge on Tuesday, June 25 from 4:30 – 6:30 pm. Please bring a guest and encourage not only the growth of RAB membership, but the entire skilled trades industry. Being a leader means helping others up the ladder and introducing them to opportunities along the way. We need up and comers in the industry to thrive in southeast Minnesota. Speaking of fun social events, the 2019 RAB Golf Outing was June 6th at Willow Creek Golf Course. This annual event is always highly anticipated and the weather was definitely on our side that day. Thank you to all our members for signing up and for inviting others to play a round of golf and learn more about Rochester Area Builders. We appreciate everyone who pitched in to make this day a success. Finally, we have three important marketing events coming up soon and I want you all to consider participating. First, the Remodelers Tour is September 21 – 22 and is a fantastic way to gain exposure for your company and your projects. All remodelers are eligible to participate, including designers, landscape contractors, architects and so on. The early entry deadline is July 18 and final deadline is August 22 – do not miss this opportunity! Second, the Fall Showcase of Homes is the last two weekends of September. It is an opportunity for southeast Minnesotans to visit brand new homes which are completely finished along with newer subdivisions. Use this event to show off the newest trends in home building and visit with prospective home buyers in our area. Third, it’s already time to start thinking about the 2020 Home Show. First right of refusal booth registration opens June 21. You have until August 1 to get the same booth you had in last year’s show before it becomes available to the public for Open Booth sales that start August 2. Modern Monetary Theory Is Voodoo Economics Redux Elliot Eisenberg, Ph.D

T

here is currently widespread frustration with the performance of the global economy. Traditional policy approaches are not delivering the economic results they have in the past. In the US, Millennials are poorer, have lower incomes, marry less often, and have fewer children than the generations before them. In Europe, the rise of previously fringe parties is unmistakable as voters express their frustrations with the status quo at the ballot box. All this has led to the rise of Modern Monetary Theory (MMT), a set of ideas that reflect a significant and unfortunate break with previous orthodoxy.

good observation, that fiscal policy needs to be rethought in an era of low real interest rates, but then stretches it into a ludicrous claim that massive deficit spending on job guarantees can be financed by central banks without any burden on the economy. At a moment of deep economic and political frustration, some fringe wing of the out-of-power party is again offering the proverbial economic free-lunch as a politically attractive way out of a fiscal bind. Regrettably, MMT is flawed at many levels.

During the late 1970s, a similar economic malaise gave rise to supply-side economics popularized by Arthur Laffer. It began with the age-old observation that taxes had important incentive effects and that, in conceivable circumstances, tax cuts could raise revenue. That said, from these two well understood underpinnings, it grew into the ludicrous idea that tax cuts would always pay for themselves. In the 1980 presidential primaries, future President George H.W. Bush called this idea “voodoo economics� and in the following decades this doctrine did substantial damage to the US economy and has largely shortcircuited meaningful debate about taxes.

First, it promises that by printing money the government can finance deficits at zero cost. Not true! The government in fact pays interest on money it creates as it becomes reserves held by commercial banks and the Fed pays interest on reserves. Second, contrary to MMT, governments cannot simply print money to pay bills and avoid default. Looking back at developing nations that have employed MMT demonstrates that beyond a certain point printing money leads to hyperinflation. Third, MMT conveniently assumes an economy that does not trade with other nations. Regrettably, money printing will result in a collapsing exchange rate that will in turn boost inflation, raise long-term interest rates, encourage capital flight and reduce real wages.

out badly. France in the early to mid-1980s and West Germany in the late 1980s employed what now would be called MMT but both nations had to reverse course. Separately, the UK and Italy both had to be bailed out by the IMF in the mid-1970s because of an excessive reliance on inflationary finance. Supply-side economics was an unreasonable extension of valid ideas. To that end, few support a return to the very high marginal tax rates that prevailed before the tax reform of the 1980s. Similarly, in an era of very low inflation, and of real interest rates of close to zero, we can and should carefully reconsider our traditional views of federal borrowing; they need at a minimum a careful and thoughtful rethink. That said, when something sounds too good to be true, as was the case with supply-side economics, and is the case with MMT, it’s important to make this clear to improve debate and hopefully prevent us from making another costly and unnecessary economic policy mistake. Job Growth Softened in May

Total nonfarm payroll employment increased by 75,000 in May, while the unemployment rate remained at 3.6%. Residential construction employment increased by 5,200 in May, after a decline of 1,600 jobs in April. The total construction industry (both residential and nonresidential) gained 4,000 jobs in May.

Additionally, monthly employment data released by the BLS Establishment Survey indicates that employment in the overall construction sector increased by 4,000 in May. The number of residential construction jobs rose by 5,200 in May, following the decline of 1,600 jobs in April. According to the Employment Situation Summary for May, released by the Bureau of Labor Statistics (BLS), total nonfarm payroll employment rose by 75,000, following the increase of 224,000 jobs in April. The April increase was revised downward from its original estimate of a 263,000 increase. Monthly employment growth has averaged 164,000 per month for the first five months of 2019, compared with the average monthly growth of 223,000 over all of 2018. Over the past twelve months, total nonfarm payroll employment rose by 2.4 million, with the average monthly growth of 196,000. The unemployment rate remained at 3.6% in May, the lowest rate since December 1969. Meanwhile, the labor force participation rate, the proportion of the population either looking for a job or already with a job, was unchanged in May, at 62.8%. The number of persons unemployed was little changed at 5.9 million and the number of persons employed increased by 113,000 in May.

Residential construction employment now stands at 2.9 million in May, broken down as 829,000 builders and 2.1 million residential specialty trade contractors. The 6-month moving average of job gains for residential construction is 4,700 a month. Over the last 12 months, home builders and remodelers added 79,100 jobs on a net basis. Since the low point following the Great Recession, residential construction has gained 918,100 positions. In May, the unemployment rate for construction workers decreased to 3.7% on a seasonally adjusted basis, from 4.7% in April. The unemployment rate for construction workers dropped to the lowest rate since 2001, as shown in the figure above.

Building Materials Prices Flat as Gypsum, Lumber Slow Overall Growth BY DAVID LOGAN on JUNE 11, 2019

P

rices paid for goods used in residential construction did not change in May (not seasonally adjusted) according to the latest Producer Price Index (PPI) released by the Bureau of Labor Statistics. As a result, building materials prices have grown much more slowly in 2019 (+3.1%) than they did over the same period in 2018, during which they increased 4.7%.

Consistent with data published by Random Lengths, the PPI report shows that softwood lumber prices declined over the past month. Prices fell 1.3% in May, reaching their lowest level since February 2017. Prices paid for OSB also decreased 1.3% in May, the fifth decrease over the past seven months. During that period, prices have fallen nearly 30%.1

Recent expansions of mill capacity have helped push prices lower. For example, North American www.RochesterAreaBuilders.com

softwood lumber production capacity increased by one billion board feet in 2018 even after accounting for hundreds of millions of board feet in capacity lost from mill closures in Oregon and Canada. Another 700 million board feet has or is scheduled to come online in 2019.2

The recent downward trend in prices paid for gypsum products resumed in May as prices declined 1.1% (seasonally adjusted) after increasing in April. The first five months of 2019 have been historic in the gypsum market, with prices falling a cumulative 4.3% (seasonally adjusted)—the largest YTD decline on record (earliest available data are for 2012).

The price index for gypsum also declined by 3.3% in unadjusted terms, the largest year-to-date drop since 2007.
