Letter from The President

T

he holiday season is upon us and now is the time to give thanks. We are immensely grateful for our members and their tireless efforts to improve our organization and our communities. There is no other local group that helps build southeast Minnesota quite like Rochester Area Builders and that should be celebrated. Our annual holiday party is December 6th at the Hilton. This event is a time for all members and guests to come together and celebrate another successful year. We will have several unique food stations, great prizes, carnival games, and more. Reserve your tickets and tables by December 2nd!

Giving back starts with our local youth. In our continued effort to expose the trades industry as a career path to young adults, we are excited to offer job shadow opportunities with the Kasson-Mantorville High School Carpentry Program in December. The demand for skilled trade workers in southeast Minnesota is high, however, people are not entering these occupations at rates needed to maintain the current workforce or meet the anticipated growth demand. This group of building professionals, are quick to help when there is a need – and slow to boast about the many, many ways they give back. Using both talents and resources the Rochester Area Builders has helped individuals with unique circumstances as well as many organizations. Organizations that have benefited from the Rochester Area Builders: - The Women’s Shelter (kitchen remodel) - Possabilities - Bear Creek Services (multiple kitchen remodels) - Hiawatha Homes - Boy Scouts - Boys and Girls Club of Rochester - Paws and Claws - Rochester Farmer’s Market - Zumbro Valley Estates - Silver Lake Park - Family Service Rochester - Habitat for Humanity Additionally, the Rochester Area Builders have been significant fundraising partners to Family Service Rochester and Habitat for Humanity. Once Upon a Playhouse is a fundraiser supporting the work Family Service Rochester. For 12 years members of the Rochester Area Builders (with financial support from RAB) built each of these unique playhouses. Studs, Struts & Stilettos is an event the Rochester Area Builders hold to raise funds for Habitat for Humanity. Members create fashion using materials from the building industry. The Rochester Area Builders are quick to help, but often do so quietly, without looking for any recognition. They simply put their heads down and do good work because they believe it’s the right thing to do. 8

Construct and donate one Furever Home to Paws and Claws Humane Society which is a 501(c)3, nonprofit organization. Expenses involved in the construction of the Furever Home as well as donations made by subcontractors and suppliers are tax deductible as a charitable contribution.

The builder is responsible for providing a name for the project, a logo, and a brief description of their Furever Home. We would like 3-5 photos of the creative process plus a few photos of the completed “home”. These will be used on the Home Show’s Facebook page for marketing purposes. If possible, promote your project in your own marketing materials.

The final project will become the property of Paws and Claws Humane Society and will be raffled off. Raffle tickets will be sold for $10 each, or 3 for $20, with proceeds going to Paws and Claws Humane Society.

Improve Curb Appeal with Lawns to Legumes Earlier this year, the Minnesota state legislature approved Lawns to Legumes, a program focused on helping state residents convert areas of their lawns to pollinator habitat in order to slow and reverse the decline of Rusty Patched Bumble Bee populations. This program provides financial and technical assistance to residents to add four planting types that supports pollinators: pocket plantings, pollinatorbeneficial trees and shrubs, pollinator lawns, and pollinator meadows. By introducing native plants to yards in the Rochester area, we can provide precious habitat for our struggling pollinators while also reducing the amount of water that runs off the landscape and into the Zumbro River. Free Workshop to Provide Guidance to Women, Minority and Veteran-Owned and Disadvantaged Companies Planned for January 9, 2020 in Rochester Nov. 18, 2019 – Rochester, Minn. – The Minnesota Department of Administration Office of Civil Rights, City of Rochester and Destination Medical Center (DMC) Economic Development Agency invite women, minority, veteran-owned and disadvantaged companies to participate in a Certification Process & Opportunities Workshop at Minnesota Department of Transportation Rochester Headquarters, 2900 48th Street NW, Rochester, Minn., on January 9, 2020 from 8:30 a.m. – 12 p.m. The free workshop will provide guidance through the certification process and insight into bidding on state and local government projects and private development. Jorrie Johnson, project manager for the City of Rochester overseeing women and minority business participation and work force employment goals for Destination Medical Center (DMC) projects, encourages entrepreneurs to attend this workshop. She states, “We welcome all types of eligible businesses to participate in the workshop. Communications and marketing firms, concrete contractors, developers, excavators and trades people interested in starting their own company are encouraged to attend.” The Rochester Area – Construction Small Business Support – Collaboration, initiated by the City of Rochester, convened in August 2019 to increase Targeted Business (TB) participation by southeastern Minnesota companies on DMC construction projects. The Collaboration immediately recognized identifying eligible companies to get certified and providing support through the certification process strategic to increase Targeted Business capacity in southeastern Minnesota. Disadvantaged Business Enterprise (DBE) certification is recognized by Minnesota Department of Transportation and the Federal Transit Administration. Applying for certification can be time-consuming and an obstacle for small companies. Bidding on large government and privately-funded development can also be challenging for small companies. The Certification Process & Opportunities Workshop will provide existing and new small businesses guidance, support and resources for getting certified and help them navigate bidding.

Single-Family Built-for-Rent Market: 3Q19 BY ROBERT DIETZ on NOVEMBER 20, 2019

T

he number of single-family homes builtfor-rent posted a small decline during third quarter of 2019. This market has received recent attention as a means to add single-family inventory amid concerns over housing affordability and downpayment requirements in the for-sale market. Single-family built-for-rent (SFBFR) construction does differ in structure characteristics compared other single-family homes. According to NAHB’s analysis of data from the Census Bureau’s Quarterly Starts and Completions by Purpose and Design, there were 11,000 single-family built-for-rent starts for the third quarter of 2019. This is lower than the 14,000 estimated for the third quarter of 2018 however. Over the last four quarters, 41,000 such homes began construction, which is lower than the 45,000 estimated SFBFR starts for the four quarter prior to that period. Given the small size of this market segment, the quarter-to-quarter movements typically are not statistically significant. The current four-quarter moving average of market share (4.5%) remains higher than the recent historical average of 2.7% (1992-2012) but is down from the 5.8% reading registered at the start of 2013. As measured for this analysis, this class of single-family construction excludes homes that are sold to another party for rental purposes, which NAHB estimates may represent another two percent of single-family starts. The estimates in this post only include homes built and held for rental purposes.

With the onset of the Great Recession and declines in the homeownership rate, the share of builtfor-rent homes increased. Despite the current elevated market concentration, the total number of single-family starts built-for-rent remains small in terms of the total size of the building market. The built-for-rent pipeline of single-family homes is considerably smaller than the single-family home portion of the rental housing stock, which is 35% according to the 2017 American Community Survey. Approximately five million single-family homes were added to the rental stock since the Great Recession due to tenure switching. As homes age, they are more likely to be rented and the vast majority of these rental homes are owned by individual households. Thus, the primary source of single-family rental homes is not construction but the existing housing stock. In fact, from 2005 to 2015, 56% of the gains in the rental housing stock were due to increases of for-rent single-family homes. www.RochesterAreaBuilders.com

A

ccording to estimates from the U.S. Housing and Urban Development and Commerce Department, single-family starts increased in October, consistent with solid levels for the NAHB/Wells Fargo Housing Market Index (HMI). Thanks to lower mortgage interest rates, the seasonally adjusted annual pace of single-family permits has been rising since April, the rate of single-family starts has been increasing since May, and the 3-month moving average for single-family construction is at a post-recession high.

On a regional and year-to-date basis, single-family starts are down 14% in the Northeast, 8% in the West, 6% in the Midwest and up 5% in the South – the only region with net gains. Land availability and cost is a key factor explaining these regional differences.

As of October 2019, there were 527,000 single-family homes under construction. September saw the first gain for this number since January, and the current count is roughly flat from a year ago. There are currently 634,000 apartments under construction, a post-Great Single-family starts increased 2% to a 936,000 Recession high. The cumulative economic impact of seasonally adjusted annual pace in October. Multifamily the 2019 rebound in home construction is seen in the starts increased 8.6% to a 378,000 annualized rate after graph below. a strong reading of 466,000 in August and a smaller 348,000 pace in September.

On a year-to-date basis, single-family starts are just 1.3% lower than the first ten months of 2018. NAHB’s forecast, and the forward-looking HMI suggest that future data will show modest monthly gains due to lower mortgage interest rates. Indeed, single-family permits have been increasing since April, and single-family starts have been rising since May as the home construction rebound continues. We expect additional single-family growth, as areas beyond the exurbs respond to for-sale housing demand and healthy labor markets. 30

Project Build Minnesota is a state-wide construction workforce enhancement campaign that promotes a positive image of construction as a life-long career choice for young men and women of all races and ethnic backgrounds.

Project Build Minnesota is a movement, a vision and a vehicle to motivate our youth, parents, counselors,

teachers, administrators and policy makers to learn more about the many benefits of pursuing a life-long career in the building industry.

Project Build Minnesota was started in 2016 by a coalition of building industry associations who have developed a Project Build Minnesota represents the entire Minnesota construction and building industry. The movement is designed to foster career choice awareness across all lines of the residential and commercial building industry.

Stop Being so Paternalistic! Elliot Eisenberg, Ph.D

S

o there I am, at home, relaxing in my study in the midst of thinking about the lousy economy, the anemic number of housing starts, the troubles with Fannie and Freddie and the soaring budget deficit. Deeply concerned by all this, I close my eyes, place my feet on the hassock, turn on the radio and wait for some soothing music to wash over me and refresh my tired, stressed soul. But before the music starts comes a public service announcement or two. Oh goodie! The first tells me not to feel too secure because a Fukushima-sized tsunami is just a jolt away, and the second says that my state is suffering through the driest spring since water was invented, and that if we do not stop using water by late tomorrow morning the state will, pure and simple, dry up. Another spot reminds listeners to exercise more and eat less because obesity and diabetes are quickly becoming problems for both adults and children. Yet another spot tells the population that they are eligible for government compensation if they lived in City X or City Y between 1942 and 1955. And yet another one starts with the sweet bark of a dog but then turns sinister and warns that rabies kills and ends with an ominous admonition; A dog not immunized is a dangerous dog! Hearing a dog off in the distance I instantly flinch, wondering if it had its shots and worrying if I should ask the owner and concerned about what I might do if I were to see it coming right at me. Exhausted, I turn off the radio because I know what is coming next and I am already too stressed out; the 30-second spot about how hundreds of people die each year in accidents in their home – falling off ladders and into bathtubs. This is followed by another menacing

spot about the need to pay attention at the wheel; not to text and drive, not to smoke, not to do drugs, not to eat raw fish, to get immunized , to adopt a pet, and on and agonizingly on. With all this evil lurking in every room, every animal, and every driver, who wants to leave the house? Then again how can you stay home when radon will kill you, your ducts are full of allergens, and an al-Qaeda terror attack is right around the corner? These radio spots represent the voice of government regulation saying “if there is not enough for you to worry about, consider this…” That’s right, if the thought of killer bees headed your way is not enough to shake you up, keep in mind the neighbor’s dog – suffering from rabies and roaming around outside, unleashed. And while I very much want to protect myself and my family from harm, it just might be the case that I am the best judge of how to do that and that using my tax dollars to remind me of every possible harmful substance and bad outcome is not just plain foolish but downright harmful, wasteful and panic inducing. I know, every government agency has a budget and the more they spend the better they look. The problem is who checks to see if these PSAs do any good? No one! So we end up spending precious resources pumping out “helpful” information with no idea of the outcome. This is like going to a restaurant and not paying attention to the cost or quality of the meal but being very satisfied because the meal was expensive.

putting out a few PSAs fine, if it means hiring more policemen OK, and if it means cutting taxes so I can spend more of my money the way I see fit, awesome. But the notion that by simply flooding the airwaves with PSAs we will all stop whatever it is, is well, nonsense. Given all this terrifying claptrap about what to do, what not to do and what to watch out for, it’s amazing, actually, that people are as normal as they are, what with all the threats (real and government induced) to lose sleep over - terrorists, insufficient antioxidants, drought, rabies, fear of fluoride, a lack of vitamins, H1N1, Avian flu, fear of injections, rare cancers, tapeworm and creeping socialism. So while government may well continue to assail us with expensive alarmist nonsense, there is a wide swath of normalcy in the middle that is remarkable, considering everything with which we are bombarded. The problem is I am worried sick that with a few more government sponsored PSAs the healthy normal middle will disappear! And to solve that problem, all we need is a 30-second spot……
