I hope that this publication will inform and inspire you on a monthly basis with all things related to the building and construction industry.

I cannot thank Jerry Jensen enough for his dedication to this association as 2019 President. He has proved to be a marvelous leader, mentor, and friend. I can step into the role of President of the board of directors confidently thanks to his guidance. In addition, I would like to extend a warm welcome to our new board members, and express gratitude for the former and returning board members. Thank you to the employers of these individuals for allowing and encouraging their involvement. Without them this association could not be what it is today, and the value they bring does not go unnoticed. Our General Membership Meeting is taking place on January 28th. In addition

In the summer, you can find me on the golf course, hiking, rollerblading, riding my bike, or really doing anything outside. Other than that, I love to attend hot yoga classes and spend quality time with friends and family. A book or movie I’d recommend is: The Power of Positive Thinking

My best advice is: The grass is greener where you water it. If I wrote my autobiography, the title would be: I have several, depending on what the content would focus on: 1) Go With the Flow Moe 2) Less is Moe 3) Moe Money, Moe Problems 4) Moe-mentum 5) Moe-tivation …basically anything that I can work my last name into! If I could learn any skill, I would learn how to: I would love to be fluent in multiple languages. I can speak Spanish (terribly) and I know a little sign language. 2020 resolution to brush up on both!

Slow Rebound in Single-Family Permits in November BY DANUSHKA NANAYAKKARA-SKILLINGTON on JANUARY 15, 2020 Over the first eleven months of 2019, the total number of single-family permits issued year-to-date (YTD) nationwide reached 791,452. On a year-over-year (YoY) basis, this is a 1.0% decline over the November 2018 level of 799,679. Year-to-date ending in November, single-family permits reported declines in three regions and a slight increase in the South. The Northeast reported the steepest decline by 5.0%. The West and Midwest declined by 3.8% and 4.9% respectively, compared to the same time period in 2018. The Northeast region had the highest growth in multifamily (30.1%) while the Midwest recorded the lowest growth in multifamily permits (0.6%) during the last 12 months as housing affordability concerns reduce production of both single-family and multifamily residences.

Between November 2018 YTD and November 2019 YTD, 18 states and the District of Columbia saw growth in singlefamily permits issued while 31 states registered a decline. South Dakota recorded no change. The District of Columbia recorded the highest growth rate during this time at 56.7% from 104 to 163, while singlefamily permits in Montana declined by 21.2%, from 2,504 in 2018 to 1,974 in 2019. The 10 states issuing the highest number of single-family permits combined accounted for 60.7% of the total single-family permits issued. Year-to-date, ending in November 2019, the total number of multifamily permits issued nationwide reached 470,070. This is 11.3% ahead of its level over the year 2018, 422,456.

GRADUATING HIGH SCHOOL STUDENTS POST-SECONDARY SCHOLARSHIPS Rochester Area Builders, Inc. is proud to announce their 2020 scholarship program. Either $1000 or $500 non-renewable scholarships are available for graduating high school seniors and college freshmen. Scholarships are made available through the Remodelers Council, the Commercial Builders Council, the Builders Exchange of Rochester, and the Youth Sporting Clay Shoot. Scholarships are for attendance in a post-secondary program in a construction-related field including technical school, trade school, apprenticeship, or college. Scholarship recipients will be announced in June 2020. To be eligible for any scholarships, applications must be postmarked by May 4, 2020. Application can be found HERE. CRITERIA: 1. Applicant must be a resident of Dodge, Fillmore, Goodhue, Houston, Mower, Olmsted, Steele, Wabasha, Winona counties; be recommended by a RAB or BER member; or participated in the RAB Youth Sporting Clay Shoot. 2.

What is the ‘Missing Middle’ of Housing? Filed in Affordability, Education, Land Development, Multifamily on November 1, 2019 Jurisdictions such as Washington, D.C. are struggling with increasing housing supply because of restrictive zoning that limits density in high-demand neighborhoods. In the case of D.C., such zoning has resulted in less construction of new homes to meet demand, and more expansion of existing homes. This not only fails to help meet rising needs, but also increases home prices and puts homeownership further out of reach for many. Less restrictive zoning would allow for more of what’s been termed “missing middle housing” and provide more solutions to an increasingly diverse range of income and generational housing needs. Missing middle housing, as defined on missingmiddlehousing.com, is “a range of multi-unit or clustered housing types, compatible in scale with detached singlefamily homes.” In a recent NAHB webinar, Dan Parolek of Opticos Design, explained that it’s called “middle” for two reasons: because of its scale and because of its ability to deliver affordability to middleincome households. Whether in urban or suburban locations, these types of homes can take many forms, including bungalow courts, townhomes, duplexes or triplexes and courtyard apartments. One of Parolek’s main points was that changing neighborhood zoning is an important first step to allow builders and developers to produce the sort of accommodating and affordable homes that today’s buyers want. This doesn’t always mean a single-family home with 3,000 square feet, or an apartment or condo in a luxurious high-rise tower. In fact,

according to Parolek, 59% of millennials are looking for missing middle housing in the for-sale and rental markets, versus 39% who are looking for single-family homes.

developed. These include rehabilitation of existing missing middle-type housing structures, smaller-scale urban infill developments, and the country’s first full neighborhood of missing middle housing.

Between 1990 and 2003, however, less than 10% of housing units produced would have classified as missing middle housing. Part of the issue is that these types of homes don’t often fit within current zoning definitions of single-family or multifamily homes.

“There’s almost a new classification that needs to happen to define and effectively regulate these missing middle housing types,” Parolek added. One of the most effective tools his team has used is formbased codes. He highlighted his team’s work with the city of Cincinnati to directly embed missing middle housing types within a range of form-based zones as an example of what he sees as a growing trend across the country. One challenge is the stigma surrounding upzoning because of what Parolek noted as “some really incompatible, fairly ugly multifamily buildings” produced in the 1960s through the 1980s. Today’s designs, however, are far more attractive and intentional in the way they fit into their surroundings. He explored projects his team has designed as examples of the types of missing middle housing communities that are currently being

Next Generation Heating & Cooling Cold-Climate Air Source Heat Pumps Until recently, heat pumps have primarily been relegated to the milder winter climates of the southeastern United States due to an inability to operate in subfreezing temperatures. However, technological advancements have now yielded hundreds of models that can operate efficiently in temperatures as low as 5°F, with some units performing down to -12°F, allowing year-round performance even in the cold climate of Chicago. These systems now represent an essential component for Zero Energy and Zero Energy Ready homes. ¹ A range of options exists for builders specifying heat pump HVAC systems: Ductless Mini Splits, Partially-Ducted Mini Splits, and Centralized ASHP systems. As technology continues to advance, air source heat pumps will likely be able to serve as the stand-alone heat system. It is important to note, however, these systems function optimally when passive design elements are incorporated into the design and construction of a home. A research study conducted by the Center for Energy and Environment found opportunities for residents and utilities to reduce total site energy by 35% to 50%, when replacing propane or electric resistance heating for an air source heat pump. ²

Maine has installed 35,000 heat pumps already, and a recently passed state law envisions deploying an additional 100,000 by 2025. In Vermont, annual installations by the state efficiency utility, Efficiency Vermont, have surged from roughly 1,800 in 2015 to 6,000 this year. In total, Efficiency Vermont has installed more than 17,000 units. ³

The Bureau of Labor Statistics (BLS) reported that the Consumer Price Index (CPI) rose by 0.2% in December on a seasonally adjusted basis, following a 0.3% increase in November. Excluding the volatile food and energy components, the “core” CPI increased by 0.1% in December, after rising 0.2% in November. The food and energy indexes increased faster in December than last month. The food index increased by 0.2% in December, after a 0.1% increase in November. The indexes for food at home and food away from home increased over the month. Meanwhile, the price index for a broad set of energy sources rose by 1.4% in December, after rising 0.8% in November and 2.7% in October. The gasoline index rose by 2.8% in

December, while the electricity index declined by 0.5%. The index for utility gas service increased by 0.3% in December, the third consecutive monthly increase. Over the past twelve months, on a not seasonally adjusted basis, the CPI rose by 2.3% in December, faster than a 2.1% increase in November. It was the largest gain since October 2018 on a year-over-year basis. Meanwhile, the “core” CPI increased by 2.3% over the past twelve months, the same increase as in the previous two months (October and November). The food index rose by 1.8%, and the energy index increased by 3.4% over the past twelve month.
