FROM THE PRESIDENT What a month February has been! I am sorry to rub it in, but I just returned from a beautiful vacation in the sunny British Virgin Islands. Returning home and getting back to work after a muchneeded break always proves to be a slight challenge but there is always something about this community and this bustling time of year that has me excited to get back into my routine. The General Membership meeting that took place on January 28th allowed us to recognize dedicated members that truly live the values of Rochester Area Builders. It is my great pleasure to recognize and congratulate each of the following award recipients. Your effort and involvement in this organization does not go unnoticed. Thank you to each member for all your contributions to our community! organization. In a world of swiping, and virtual tours, our consumers are desperate to connect with a building professional face-to-face. Despite all the resources we have in the palm of our hand (literally), being able to touch and see products in person is an experience that can take a person from dreaming about their project to doing their project. Most people only go through a build or renovation once - maybe twice - in their life. Thank you for being the professional that makes this a positive experience for them. Please join me in thanking the RAB staff, home show committee, board members, volunteers, seminar speakers, sponsors, and exhibitors for all the time and effort they put into making sure the show goes off without a hitch. If you have any suggestions for improving or changing the home show, please share them with the post-show survey that will be sent out later this week. I love this time of year - cabin fever is making me anxious to get outdoors on sunny days! With spring right around the corner, there is no shortage of area galas and events. This is a great time to dress up and support our local nonprofit organizations.
It brings me so much joy to report that the Home Show was an outstanding success this year. Friday night brought in nearly triple the number of guests compared to last year. Saturday also reported a substantial increase in attendance.
Studs, Struts, and Stilettos is our premiere fundraising event taking place on April 9th. Our beneficiary, Habitat for Humanity, works toward our vision of cultivating thriving communities by building strength, stability and self-reliance in partnership with families in need of decent and affordable housing. There is still opportunity for sponsorship of the event. This event is truly not possible without the support of our membership and community. I encourage you to get involved in some way, whether it be a sponsorship, submitting a design or simply purchasing tickets to the event for you and a friend! Tickets go on sale in March. Reach out to Rebekah Nielsen to sponsor the event or to submit a design.

Lastly, I am looking forward to seeing each of you at our upcoming Networking Night, on February 25th beginning at 4:30. It is hosted by Altra Federal Credit Union this month. Thanks for tuning in! Renewed Hiring in Construction BY ROBERT DIETZ on FEBRUARY 11, 2020 Data from the BLS Job Openings and Labor Turnover Survey (JOLTS) indicate that construction job openings posted a monthly increase in December due to renewed hiring in the industry following the housing soft patch of 2018 and 2019. The estimated number of job openings increased from the November total (217,000) to 239,000 in December, after reaching a post-Great Recession high of 434,000 in April. However, the December 2019 count of unfilled jobs represents a yearover-year decline relative to the 299,000 unfilled construction jobs in December 2018. The open positions rate (job openings as a percentage of total employment plus current job openings) increased to 3.1% in December, after reaching a cycle high of 5.5% in April. On a smoothed, twelve-month moving average basis, the open position rate for the construction sector declined to 4.2%, reflecting the hiring slowdown of the past year. The peak (smoothed) rate during the building boom prior to the recession was just below 2.7%. For the current cycle, the sector has been above that rate since October 2016. While hiring slowed through much of 2019, recent data for the start of 2020 show a significant acceleration in home building employment.
The overall trend for open construction jobs has been, generally, increasing since the end of the Great Recession. This matches NAHB and other survey data revealing that access to skilled labor remains a top business challenge for builders, affecting a broad set of occupations. However, ongoing modest growth rates for housing construction are placing downward pressure on construction job openings. Recent data suggest that the count of open, unfilled jobs is near a cycle peak, while remaining elevated. This would nonetheless be a continuing sign for the need for additional worker recruitment into the industry given current rates exceed prior cycle peaks.
The construction sector hiring rate, as measured on a twelvemonth moving average basis, ticked up to 5.6% in December as the housing rebound continued on lower mortgage interest rates. The twelve-month moving average for layoffs increased slightly to 2.8%, continuing a rising trend in recent months, likely connected to some market churn associated with housing affordability headwinds.

What is “dollar cost averaging”? Dollar cost averaging is a method of accumulating shares of an investment by purchasing a fixed dollar amount at regularly scheduled intervals over an extended time. GRADUATING HIGH SCHOOL STUDENTS POST-SECONDARY SCHOLARSHIPS Rochester Area Builders, Inc. is proud to announce their 2020 scholarship program. Either $1000 or $500 non-renewable scholarships are available for graduating high school seniors and college freshmen. Scholarships are made available through the Remodelers Council, the Commercial Builders Council, the Builders Exchange of Rochester, and the Youth Sporting Clay Shoot. Scholarships are for attendance in a post-secondary program in a construction-related field including technical school, trade school, apprenticeship, or college. Scholarship recipients will be announced in June 2020. To be eligible for any scholarships, applications must be postmarked by May 4, 2020. Application can be found HERE. CRITERIA: 1. Planning and Zoning Services will join Building Safety at the Development Services & Infrastructure Center on February 18 February 12, 2020 – Rochester, Minnesota – On Tuesday, February 18, Rochester’s one-stop development services experience will be another step closer to becoming a reality as planning and zoning services join the city’s Building Safety teammates in the new Development Services & Infrastructure Center at 4001 West River Parkway NW. In alignment with the City’s Vision to be a vibrant, compassionate, innovative team, the establishment of the Community Development Department in July 2019 was the first phase in the city’s longer-term plan for Development Services & Infrastructure (DSI), which will bring together three departments under a single roof to better serve those seeking to build, develop, and invest in Rochester. Building Safety was the first city department to move into the newly renovated DSI Center in January. Next week, planning and zoning services – which is part of the Community Development Department – will join them. By late spring, Public Works and the remaining Community Development teammates will also relocate to the new facility concluding the co-location process, which will allow the city to be more intentional and strategic in achieving the vision to become America’s most innovative development services team. Friday, February 14 will be the last day any applications or permit requests will be processed in the City Hall location. As of Tuesday, February 18, ALL requests will need to be submitted at the Development Services & Infrastructure Center. ###

CITY OF ROCHESTER REGULATION REWRITE: FROM LDM TO UDC Project Overview In January 2020, the City of Rochester began an ambitious project to convert its Land Development Manual (LDM), which contains the city’s zoning and subdivision regulations, into a clearer more robust and comprehensive Unified Development Code (UDC). The purpose of the project is to better utilize the city’s code to: Help implement Rochester’s 2018 Comprehensive Plan, Plan 2 Succeed (P2S); Make the development standards as user-friendly as possible; Expand housing diversity to provide an ample supply of the right type of housing in the right locations to meet the needs of a diverse and growing population; Improve community connectivity to provide convenient and efficient movement of people and goods to and throughout Rochester; and Promote Rochester’s commitment to economic, social, and environmental health and wellness.
Project Team The project team is being led by City of Rochester teammates with support from Clarion Associates. Clarion Associates is a nationally recognized land-use consulting firm with extensive experience with jurisdictions of all sizes and types across the country.
Project Scope of Work and Timeline Rewriting Rochester’s development regulations is a major undertaking and will require substantial community input and collaboration among a wide range of Rochester stakeholders. A summary of the project timeline and major project tasks is shown below. Note: a separate community engagement plan has been developed offering multiple touch points with the public as well as presentations to the Planning & Zoning Commission and the City Council. Task 2: Three Installments of the Draft UDC - The rewrite will be completed in three installments, making it easier to understand proposed changes: 1) Zoning Districts and Use Regulations; 2) Dimensional, Development, Form, and Quality Standard; and 3) Procedures and Administration. Task 3: Consolidated Draft LDM - The three installments will then be consolidated, and graphics added to improve its user-friendliness. Task 4: Adoption Draft and Adoption - An adoption draft suitable for review by the Planning and Zoning Commission and approval by City Council will be prepared along with an Executive Summary.

“We are Water MN” Traveling Exhibit coming to Rochester In Minnesota, water is a vital part of our history, identity, and culture. In a state with more shoreline than Florida, Hawaii, and California combined, this connection to water, both culturally and literally, is vital. The City of Rochester Public Works Department, Rochester Public Library, and Olmsted Soil and Water Conservation District, in cooperation with the Minnesota Humanities Center (MHC), will celebrate this connection with water as it hosts We are Water MN, the state’s popular traveling exhibition that explores the connections between the humanities and water through an interactive exhibit and public events. We are Water MN will be on view in Rochester in the spring of 2021.
We Are Water MN reveals the central nature of water in our lives by exploring how we relate to water—how we use water, how water unites communities, how water affects every element of life, and how we care for our water and protect water for the future. Visitors reflect on local stories and the meaning and experiences of water in Minnesota with space to add their own stories. Combining learning and sharing in this way strengthens Minnesotans’ relationships with water and increases participation in water stewardship activities. The City of Rochester and its initial local partners are seeking more partners to be a part of this effort as we explore how the greater Rochester area relates to water.

Builder confidence in the market for newly-built single-family homes edged one point lower to 74 in February, according to the latest National Association of Home Builders/Wells Fargo Housing Market Index (HMI). The last three monthly readings mark the highest sentiment levels since December 2017. Steady job growth, rising wages and low interest rates are fueling housing demand in a market that lacks inventory, particularly at the entry-level. At a time when demand is on the rise, regulatory constraints along with a shortage of construction workers and a dearth of lots are hindering the production of affordable housing in local communities across the nation. And while lower mortgage rates have improved housing affordability in recent months, accelerating price growth due to limited inventory may offset some of that effect. Price growth in excess of income growth harms affordability. Derived from a monthly survey that NAHB has been conducting for 30 years, the NAHB/Wells Fargo Housing Market
Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. The HMI index gauging current sales conditions fell one point to 80, the component measuring sales expectations in the next six months was one point lower at 79 and the gauge charting traffic of prospective buyers also decreased one point to 57. Looking at the three-month moving averages for regional HMI scores, the Northeast rose one point to 63, the Midwest increased one point to 67 and the South moved two points higher to 78.
