FROM THE PRESIDENT Hello again! Doesn’t it seem as though the months are flying by lately? I swear I blinked and it was the end of June. The year 2020 will go down in history, that is for certain. I would like to take this moment to thank you all for being loyal members through the twists and turns we have encountered this year. It saddens me to know that this certainly is not the year I had envisioned as your President, but I greatly appreciate each and every one of our members and the support they bring to our community.

The outing will be held at Somerby Golf Club and the format is a fourperson scramble - you can form your own four-some or we will assign you to a team. There is a limit of 144 golfers, and the event is almost full! I would also like to add that Somerby does have a dress code of shirts with collars and no jeans or jean shorts. Please show gratitude and respect to our fellow member for letting us out on their course for the day! I know so many of us are very much so looking forward to it!

It delights me to share that Tuesday, June 30th, each of you are invited to join me for Virtual BINGO! This event is being hosted by 40 Below and you can tune in by following 40 Below’s Facebook page and joining the live stream at 4:30 pm. Bingo cards can be requested by contacting Rebekah Nielsen at rebekah@rochesterareabuilders. com. A huge thank you to Tulip Tree for designing the bingo cards! There will be prizes for winners that can be picked up at the RAB office at some point after the event.

Did you know that RAB and the Boys and Girls Club of Rochester are teaming up to promote jobs within the construction and trades industries? RAB is seeking members that would be willing to go to The Club for an hour or two and spend time getting kids interested and excited about the opportunity working in the trades offers. This is a great way to introduce our future workforce to the broad world of construction and trades careers. I sincerely hope we have volunteers that are as excited about this as I am! Please contact Rebekah if you are interested.

As you know by now, we had to postpone our June 1st golf outing to July 13th. Our Golf Outing Committee has been flexible and diligent on strategically planning this event and making sure RAB abides by all the health and safety guidelines during this trying time. We are fortunate enough to have a lovely list of sponsors that make this event possible, and a special thanks to Altra Federal Credit Union for being our Golden Tee sponsor.

Home Show registration is right around the corner, and we have been brewing up a fun new attraction for the Home Show. We are launching some new attractions at the 2021 show, including a bean bag tournament and a cooking demonstration with local celebrity chef, Shari Mukherjee from MasterChef!

The latest round of the Mortgage Bankers Association’s (MBA) Weekly Application Survey showed an increase in its benchmark Market Composite Index for the week ending on June 5 by 9.3% from the previous week on a seasonally adjusted basis. Refinancing activity, which had been showing week-to-week declines since the second week of April, showed a sharp turnaround this week and posted an 11.4% gain compared to the previous week’s activity. Home purchasing continued its climb, posting gains for the eighth straight week, increasing from the previous week by 5.3%. This week’s purchasing activity marked the highest level since January. Meanwhile, MBA’s 30-year fixed-rate mortgage rate inched up one basis point from the record low reached last week of 3.37%. This suggests a cautionary stance among many lenders as the economy prepares for

a relatively more V-shaped recovery from the COVID-19-induced slump. As shown in the above figure, the declines in refinancing and purchasing activities’ year-over-year gains from the previous week, while nonetheless positive, are indicative of the uncertainty that the housing market faces as many businesses reopen across the nation.

The Zumbro River Watershed and Pollution Stephanie Hatzenbihler, Public Works Department

Article modified from: “A Summary: Zumbro River Watershed Restoration and Protection Strategies” by John Weiss The Zumbro River’s name was given to it by French explorers who referred to it as the Rivière des Embarras or “river of difficulties” because of its many turns, sunken trees and snags. English-speaking people changed the word to Zumbro. Native Americans knew it by another name, Wazi Oju, the River of Pines. For centuries, the Zumbro River has served Native Americans, early European settlers, and today’s growing population with transportation, food, water, recreation and beauty. The watershed’s topography changes dramatically from west to east. At the beginning of each of the three river forks, it is mostly flat cropland but as it flows north or east, the Zumbro gets wider and enters the Driftless Area with its rugged bluffs, steep topography and forests. The Driftless is a landscape missed by the last glacier, but shaped by its melt water. Unusual for Minnesota, the Zumbro Watershed has only one true natural lake - Rice Lake west of Dodge Center that is the start of the South Branch Middle Fork Zumbro. The watershed, however, does have larger reservoirs, including Lake Zumbro, 7 Rochester flood-control reservoirs and several old quarries now flooded in and around Rochester. It also has 8 spring-fed trout streams, some of which hold brook trout, the only native trout in this region.

Watershed Watershed Restoration and Protection Strategies (WRAPS) with 185 pages outlining pollutant origins and their present status along with nine appendices, 61 maps or graphics, 25 tables and a glossary of 11 key terms. We now know where the pollutants are coming from and know what changes will bring improvements. We can see a cleaner future.

The Clean Water Act of 1972 required massive cuts in pollution from point sources - wastewater treatment plants, factories, anywhere pollution comes from a pipe. Using engineering and billions of dollars, we have dramatically improved many rivers and lakes across Minnesota. For example, in the Zumbro north of Rochester, phosphorus dropped dramatically from 1973 to 2008 mostly because of better management of human waste.

The WRAPS offers a tool kit of ideas-specific to the Zumbro--on how and where to focus. Unlike fixes to point sources that required engineering and money, most solutions will need cooperation of many people and governments because pollutants can come from every acre, including downtown Rochester, suburban developments, and farms. We need “social capital (trust, networks and positive relationships) with those who will be needed to voluntarily implement best management practices.” In other words, we have to work together - that is critical.

Now, it’s time to focus on non-point pollution that can come from every acre of land in city and country. Studies to understand non-point pollution began in earnest more than a decade ago. The findings published in the Zumbro

A SIP home or commercial building allows for better control over indoor air quality because the airtight building envelope limits incoming air to controlled ventilation. Controlled ventilation filters out contaminants and allergens, and also allows for incoming air to be dehumidified, reducing the possibility for mold growth. Backward-Looking April Construction Data: Layoffs Surged BY ROBERT DIETZ on JUNE 9, 2020 Backward-looking data from the Job Openings Labor Turnover Survey (JOLTS) detail the sudden stop associated with the coronavirus and its impacts on the construction labor market. According to the separate BLS labor market report, there were 422,000 jobs lost in the residential construction sector alone in April, followed by a more promising gain of 226,000 in May. Next month’s JOLTS data should reflect this more positive direction for jobs. However, the April data showed an increase of the layoff rate from a revised 7.9% in March to 10.4% in April. This was the highest rate recorded in the history of the JOLTS data, which began at the end of 2001. The largest layoff rates were recorded in arts/entertainment/ recreation (23%). In total, the construction sector recorded almost 1.3 million layoffs during March and April.

The one-year moving average estimates will more fully reflect the sudden stop of the labor market in the spring as future months’ data are published. However, the April data nonetheless show a job openings count in construction of 256,000, despite the historic nature of the shutdown of parts of the U.S. economy. Given the May gain for home builder and remodeling employment, the construction rate in next month’s JOLTS report show show momentum for hiring in the construction sector. As a technical note, BLS did indicate that the JOLTS survey was affected by the current environment. The BLS reported the response rate fell from a typical 54% to just 44%, which could affect the quality of the data.
