FROM THE PRESIDENT Happy Thanksgiving! This year more than ever, I am feeling thankful for so much in my life. As abnormal of a year as it has been, I have been able to adapt to the strange times through reflecting on all that I am lucky to have. My family, friends, a job that I love, and RAB all come to mind when counting my blessings. What are you thankful for in 2020? As the year winds down, I encourage you to set your sights on the horizon with a positive and lighthearted attitude. RAB has been eager to kick off the new year with the Home Show scheduled for February 5th through the 7th. We still have booths available for registration. A huge thank you is in order for Home Federal, as they contributed a large sponsorship to RAB and the Home Show to be our Aisle Sponsor, a new sponsorship this year that features directional arrows for guiding our guests. You may be wondering how we will host this event safely, and I am here to reassure you that we are taking every measure to produce a safe show. In addition to the directional arrows within aisles, we are offering virtual options for exhibitors and visitors if desired, we are raising the curtain height between booths, ensuring that masks are worn and available for any attendees, hand sanitizer will be placed for easy access, and much more. I highly suggest reaching out to the RAB staff if you have any questions or concerns. This event is a pillar in our association, and we want to do all that we can to deliver a positive experience for our vendors and our guests. RAB has launched a YouTube channel that invites our members and more to get an inside view at what we do best. You can find the channel here. Please be sure to like and subscribe to stay up to speed on all that RAB is doing within the community. In related news, RAB held a Member Information Center webinar and shared this on the channel. The webinar was
extremely informative and helpful for not only new members, but also our longstanding members that may need a refresh as to what services can help you within MemberZone. If you missed the webinar, feel free to go back and watch it on YouTube! A special thank you to Tulip Tree and 40 Below for coordinating a Networking Roulette event on November 18th. This event was done through a Zoom meeting where attendees were broken up into smaller groups with a facilitator to discuss various topics and get to know each other better. I was blown away by how much fun this was and how well received the event was by all attendees. I am hoping to do more of these in the future and I would encourage you to get involved in them as well! What an innovative way to spread awareness about your business without leaving the comfort of your desk. To wrap up, I am reflecting on the past year that I have served as President and I am very humbled to have had this experience. 2020 was not the year I had envisioned, but it was certainly the year that taught me more about the importance that an association like RAB has on Rochester and surrounding the communities. Rochester Area Builders never strayed from our focus of bringing value to our members and to our community. We have focused on what we can do to make a difference and pushed forward to make a powerful impact. Thank you for your cooperation and patience this year. As always, we could not do what we do without the support of our membership. You are wonderful!

With Jerry Jensen, Valor Mechanical How can I best prepare my home’s HVAC system for winter? REDUCED TURNOVER IN CONSTRUCTION LABOR MARKET BY ROBERT DIETZ on NOVEMBER 10, 2020
The construction labor market experienced a reduced level of turnover in the September BLS JOLTS (Job Openings and Labor Turnover) data. The construction sector hiring rate slowed somewhat in September, coming in at 5.3%, after 5.5% gains in August and July. The peak rate of hiring in 2020 occurred in May (9.7%). Construction sector layoffs have been low since May and continue to decline. In April, the layoff rate was 10.8%, after a loss of 7.9% in March. Since that time however, the layoff rate has been below 3%: 2.5% in May and 2.7% in June and July and 2.9% in August. That leveling off of layoffs continued in September, with the rate falling to just 1.4%. The September layoff rate was the lowest in the data series going back to 2001. The job openings rate in construction declined in September to a 3.1% rate, with 229,000 open positions in construction. This is lower than the 333,000 count recorded a year ago, as the construction labor market adjusts to the new post-virus crisis period. Looking forward, the job openings rate is likely to experience choppiness in the months ahead given divergent outlooks within the construction industry. Home building and remodeling are relative bright spots for the overall economy, while nonresidential construction will experience greater headwinds. Nonetheless, in total the BLS jobs market report estimated that the overall construction industry added, on a net basis, 84,000 jobs in October, with strong gains in residential and nonresidential construction.

Sales Growth Lifts Builder Confidence to New Record High BY ROBERT DIETZ on NOVEMBER 17, 2020 n another sign that housing continues to lead the economy forward, builder confidence in the market for newly-built single-family homes increased five points to 90 in November, shattering the previous all-time high of 85 recorded in October. Builder confidence levels have hit successive all-time highs over the past three months. Historically low mortgage rates, favorable demographics and an ongoing suburban shift for home buyer preferences have spurred demand and increased new home sales by nearly 17 percent in 2020 on a year-to-date basis. Though builders continue to sign sales contracts at a solid pace, lot and material availability is holding back some building activity. Looking ahead to next year, regulatory policy risk will be a key concern given these supply-side constraints. However, affordability remains an ongoing concern, as construction costs continue to rise and interest rates are expected to move higher as more positive news emerges on the coronavirus vaccine front. In the short run, the shift of housing demand to lower density markets such as suburbs and exurbs with ongoing low resale inventory levels is supporting demand for home building. Derived from a monthly survey that NAHB has been conducting for 35 years, the NAHB/Wells Fargo Housing Market Index gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to
calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. Of note, 69 percent of the responses for this survey were received before the election for president was called by the media on Nov. 7. The election results, and their future impacts on housing market conditions, will be more fully reflected in December’s HMI report. All the HMI indices posted their highest readings ever in November. The HMI index gauging current sales conditions rose six points to 96, the component measuring sales expectations in the next six months increased one point to 89 and the measure charting traffic of prospective buyers rose three points to 77. Looking at the three-month moving
averages for regional HMI scores, the Northeast increased two points to 83, the Midwest jumped six points to 80, the South rose four points to 86 and the West increased four points to 94. The HMI tables can be found at nahb.org/hmi.

Jobless Claims Continue to Decline BY JING FU on NOVEMBER 12, 2020 Weekly initial jobless claims declined slightly for the week ending November 7, and continuing claims, which lag initial jobless claims by one week, continued a downward trend for the week ending October 31. Labor market continues to recover from the COVID-19 pandemic but the pace is slow. According to the Unemployment Insurance Weekly Claims Report released by the U.S. Department of Labor today, the number of initial jobless claims decreased by 48,000 to a seasonally adjusted level of 709,000 for the week ending November 7. This week’s initial jobless claims were 90% lower than the peak of 7 million but 151% higher than the pre-pandemic level of 0.3 million in the week ending March 14. The 34-week’s total jobless claims reached 67.4 million. The four-week moving average decreased to 755,250, from a revised average of 788,500 in the previous week. In addition to the decline in initial jobless claims, the number for seasonally adjusted insured unemployment (in regular state programs), known as continuing claims, decreased by 436,000 to a seasonally adjusted level of 6,786,000 in the week ending October 31. It is the ninth consecutive decline in continuing claims and marks the lowest level after continuing claims hit 24.9 million in the early of May. The four-week moving average declined to 7,575,750 from the previous week’s revised average of 8,228,750. The seasonally adjusted insured unemployment rate decreased by 0.3 percentage point to 4.6% for the week ending October 31. The previous week’s rate was revised down from 5.0% to 4.9%. On a not seasonally adjusted basis, states’ regular unemployment insurance claims decreased by 598,445 to 6,837,876 in the week ending October 24. Meanwhile, the number of persons claiming unemployment insurance benefits in the Pandemic Unemployment Assistance (PUA) program rose by 100,517, and Pandemic Emergency Unemployment Compensation (PEUC) program increased by 159,776. The U.S. Department of Labor also released the advanced number of actual initial claims under state programs without seasonal adjustments. The unadjusted number of advanced initial claims totaled 723,105 in the week ending November 7, a decrease of 20,799 from the previous week.
The chart above presents the top 10 states ranked by the number of advanced initial claims for the week ending November 7. Like last week, California, Illinois and New York had the most advanced initial claims. California led the way with 157,642 initial claims, followed by Illinois with 70,659 initial claims and New York with 43,876 initial claims. Vermont, South Dakota and Wyoming had the least advanced initial claims across all the states. Meanwhile, about two thirds of the states reported declines in advanced initial claims for the week ending November 7. Georgia (-14,127), Texas (-5,179), and Kentucky (-4,979) had the largest decreases in advanced
initial claims. Washington, California and Massachusetts had the largest increases in advanced initial claims. Washington reported an increase of 10,381 advanced initial claims, California increased by 5,162 and Massachusetts increased by 2,799.

ith winter upon us, the City of Rochester has been preparing to keep our community safe from icy conditions while also protecting our surface waters. The City of Rochester’s Smart Salting program shares key actions that all Minnesotans can take to reduce their salt use while still maintaining safety.
Here are 5 tips for snow removal: 1. Prevent Compaction - Compacted snow and ice form sheets of ice that are hard to remove. By keeping up with snow and removing it manually with your equipment of choice, you’ll prevent snow from compacting. 2. Equipment - Use a broom to sweep a dry light snow. For heavier snow, choose the right shovel for the job. A push shovel has no sides and is good for guiding or sliding snow on the ground. A scoop shovel has small sides and works well in tight corners and small spaces to lift and move snow. And of course there are snow blowers! 3. Deicer Salts - A deicer is a product that melts snow and ice. It is used to break the bond between snow/ ice and pavement. The best time to apply a deicer is after the storm and after shoveling. Once the bond with the pavement is broken, shovel again. Remember each type of deicer stops working at certain low temperatures.
4. Sand – Sand can be used to provide some traction when cold temperatures prevent deicing salts from working. Sand only provides traction when it is on top of snow and ice. Salt melts sand into the snow and ice making it ineffective, so it’s best to NOT mix sand and salt. Sand is also recommended to use if you have pets walking on the icy surfaces as some deicing ingredients can hurt their paws. 5. Sweep – If salt or sand is visible on dry pavement. It’s no longer doing any work. Sweep it up so you can use it again! Why care about being a smart salter? According to the Minnesota Pollution Control Agency’s website: “Chloride from both de-icing salt and water softener salt gets into lakes and streams, and
groundwater that supplies drinking water. It takes only one teaspoon of salt to permanently pollute five gallons of water.
