2. Only submit one Drawing per permit that includes all building and site plan information a.
The drawing should include the mechanical and plumbing information.

Any other plan information you submit should be submitted as additional information and not as a drawing.

You are allowed as much information as you need for your submittal, but each submittal should only have one drawing.

Submitting more than one drawing may cause the rejection of your submittal.

I would like to think that as long as interest rates stay low, we may continue to experience this increase in projects. I have heard of quite a few companies that are booking into 2022 and beyond… Incredible! In times like these, it’s easy to become complacent and ease up on your marketing or community involvement because you are booked out with work. I encourage you to keep up with these efforts and keep booking those projects! When the leads are abundant, this is the exact time you want to have your message heard and seen, because this is the time they are looking for you. Your future self will thank you! Rochester Area Builders has multiple ways to help you with your marketing efforts. J
oe Weis, age 88, of Rochester, MN passed away peacefully January 31, 2021 with family by his side. Joe was born February 12, 1932 in Rochester, MN to John and Cecilia (Mueller) Weis. After graduating from Lourdes High School in Rochester, he completed the Architectural Drafting and Estimating course at Dunwoody Institute in Minneapolis. Joe’s father started a modest cabinet shop in 1939 called John Weis & Sons. In 1952, Joe and his brother Eugene took over the cabinet shop and in 1960 changed the name to Weis Builders Inc. In 1971, Joe built his
first Affordable Housing project and his passion for Affordable Housing continued for the remainder of his life. After this first project, he formed Joseph Development Company which continued his passion for Affordable Housing. He always said, “I want to die with my boots on”, and that is what he did. At age 88, he was still working on Affordable Housing projects. From early on, the community was especially important to Joe. He was active in Civic Associations, Trade Associations, and the Republican Party. He served as President of the Rochester Area Chamber of Commerce,
the Rochester Area Builders, the Minnesota Multi-Housing Association, and the Associated General Contractors of Minnesota, just to name a few. Because of all the work Joe did with these organizations, his list of awards is lengthy and just a few are mentioned here: Entrepreneur of the Year from Dunwoody, Lifetime Achievement Award from the Rochester Area Builders, Lifetime Achievement Awards from the Builders Association of Minnesota and the AGC of Minnesota, and the “Medal of Honor” from the Mayor of Rochester. Joe built a lifetime of relationships

who will remember his one-of-a-kind personality and his big cigars. Joe is survived by his wife of 67 years, Darlene; his sons, Erik (Cathy) and Jay (Terri); his sister, Helen Gathje; seven grandchildren, Chad Weis, Bradley Weis, Chris Stokka, Jenny Jo Stokka, Haley Weis, Hunter Weis and Grant Weis; two great grandchildren, Teddy Jo Weis and Joseph Stokka; and ex-daughterin-law, Sue Weis; and sister-in-law, Opal Weis. He was preceded in death by three sisters, Clara Yerke, Mary Huinker and Joan Carlisle; two brothers, Leo Weis and Eugene Weis; his daughter, Mary Jo Stokka (Weis); and his grandson, John Weis. A family only private funeral service was held, February 5, 2021 in the chapel at the Co-Cathedral of St. John The Evangelist in Rochester with Rev. Msgr. Gerald A. Mahon officiating. PAST PRESIDENTS REFLECT It was 1984. Superior Plumbing was 6 months old and I was 24. Donna Herriot invited me to Michael’s for dinner RAB would pay for it if I joined. I did. Sitting next to me was the father of a classmate of mine at Lourdes. Mary Jo Weis was a gorgeous sister of younger Eric and older brother Jay. Joe was a well-known builder and a patriarch at LHS. Joe immediately opened the conversation up asking about me and my business. Then onto politics; the question of the current statewide regulatory hot topic was the cost of Workers Compensation. He asked me about my costs of this insurance. I shared that it was high, I then asked a friend
what is Workers Comp? The initial introductory meeting ended with a suggestion from my future friend, mentor and customer; “you need to get involved join a committee”. I did. In the next few years I learned what a balance sheet and P and L were by listening at the board meetings. I thought they were things my accountant gave me to justify his fee. Decades later I was past RAB president, past BAM president, past NAHB board member, past PHCC president past ABC Board member and past member of the Workers Compensation Board at DOLI and had enjoyed a 17 year career on the Plumbing Board. My family and employees had benefited from a very generous business relationship with Joe’s company and I was now playing 31 with Joe on Fridays at the cigar club in Rochester. Thank you Joe for speaking to this young hard working plumber on that day as an equal, I certainly was not and never will be. That brief encounter changed my life forever. My family, my fellow team members at Superior and most of all me have been blessed with your knowledge, your trust, and the atmosphere of acceptance that your mere presence generated. – Jim Gander, Superior Mechanical, 1999 I’ve always appreciated how he always would show up at events, no matter how large or small, he would always support and believe in the local community. – Brian Sheehan, DBS Group, LLC, 2018 Joe was an individual that could sit across from you in the afternoon at a bid letting and that evening across from you at a dinner table. He was a fierce competitor at one and a mentor at the other. He made a difference!! – Mike Coats, Past President, 2003 When I worked at the Rochester Area Chamber and was in a meeting
with legislators and needed a tough question asked....Joe was always my go to person. As a respected leader in the community he was a natural for asking the question and making sure it was answered. – John Eckerman, RSP Architects, 2015 Joe was a lifelong advocate for the construction industry, locally, statewide, and nationally. Few people volunteer so many hours in their lifetime. – Jim Benike, Benike Construction, 1986 Joe had a remarkable impact on new members. He always made you feel welcome and included members in thoughtful conversations, sharing his knowledge and passion for government affairs. I recall Keith’s first meeting as government affairs director for RAB, Joe said “pay attention to this kid. He’s the next generation to carry the home building industry forward”. He will be missed by many. – Jean DeWitz, DeWitz Home Builders, 2013 Joe was an inspiration to everyone he talked to. His company and the companies I worked for were competitors for 25 years, but not one time in any of the many conversations I had with Joe did we ever bring that up. We never talked business unless it was related to one of his apartment projects that he was so proud of, rightfully so. Joe once told me that I was one of the best PMs he had ever heard of or seen - I took that as a great compliment coming from him. Joe inspired me to get involved with RAB and said they will get involved with you. I really was not sure that would happen but it did. Housing Affordability Holds Steady; Challenges Loom BY ROSE QUINT on FEBRUARY 8, 2021
Record-low mortgage rates offset record-high home prices to keep housing affordability steady in the fourth quarter of 2020, according to the National Association of Home Builders (NAHB)/Wells Fargo Housing Opportunity Index (HOI). Though affordability rates held firm, regulatory and supply-side challenges threaten to aggravate affordability problems in the year ahead. In all, 58.3 percent of new and existing homes sold between the beginning of October and end of December were affordable to families earning an adjusted U.S. median income of $72,900. This is unchanged from the 58.3 homes sold in the third quarter of 2020 that were affordable to median-income earners and the lowest reading since the fourth quarter of 2018. HOI calculations use median family income estimates from the Department of Housing and Urban Development (HUD). However, HUD’s estimates for 2020 were developed prior to the COVID-19 pandemic. To account for the pandemic’s effects, 2020 estimates were adjusted at the beginning of the year to remain consistent with NAHB’s economic forecast. As a result, the 2020 median income estimates used in HOI calculations are 7.1 percent lower than the initial 2020 estimates produced by HUD. The HOI shows that the national median home price jumped to an all-time high of $320,000 in the fourth quarter, surpassing the previous record-high of $313,000 set in the third quarter. Meanwhile, average mortgage rates fell by 20 basis points in the fourth quarter to a record-low of 2.85 percent from the previous all-time low of 3.05 percent in the third quarter. Lansing-East Lansing, Mich. was the nation’s most affordable major housing market, defined as a metro with a population of at least 500,000. In Lansing-East Lansing, 89.9 percent of all new and existing homes sold in the fourth quarter were affordable to families earning the area’s median income of $75,000. Meanwhile, Cumberland-Md.-W.Va., was rated the nation’s most affordable smaller market, with 96.4 percent of homes sold in the fourth quarter being affordable to families earning the median income of $57,500. Los Angeles-Long Beach-Glendale, Calif. supplanted San Francisco-Redwood City-South San Francisco, Calif., as the nation’s least affordable major housing market. There, just 9.1 percent of the homes sold during the fourth quarter were affordable to families earning the area’s median income of $71,800. All five least affordable small housing markets were also in the Golden State. At the very bottom of the affordability chart was Salinas, where 13.6 percent of all new and existing homes sold in the fourth quarter were affordable to families earning the area’s median income of $75,800. The Neighborhood Energy Challenge Includes: 1. Free Energy Workshop. Attendance to our free “Saving Energy 101” workshop is mandatory to participate in the program – and a great opportunity to learn new no- or low- cost strategies to stop energy waste, all while visiting with your neighbors. 2. Home Visit and Installation of Energy Saving Materials. After the workshop you will have the opportunity to sign up for a home energy visit, where a trusted, experienced energy professional will visit your home for two hours to run diagnostic tests (like a blower door to test air leaks), check the insulation levels, install energy-saving materials, and find your home’s best opportunities for
improving comfort, saving energy and reducing your utility bills. 3. Help With Next Steps. If there are opportunities for significant savings in your home through installing additional insulation, attic air sealing, or replacing old heating equipment, they can help make the next steps easy by connecting you with qualified contractors, financing, incentives, and rebates. Jeremy has been with Merit for 10 years leading our Project Roofing teams. With his experience Jeremy has demonstrated exceptional leadership through expansion and execution of roofing capacity, in addition to building a safe work culture. Jeremy has continued his education through the Future Executives Institute as part of the National Roofing Contractors Association (NRCA) and has served as past chair for the Builders Exchange of Rochester as well as holding a seat on the Board of Directors through Rochester Area Builders. Jeremy has a passion for his employees, customers, and the construction industry as a whole. His focus will continue in the Commercial Roofing portion of our portfolio. Laura has built and currently leads our Asset Management department allowing Merit to build stronger and more transparent relationships with customers and clients. She delivers Merit quality always. Laura has been actively involved since 2015 in National Association of Women in Construction (NAWIC) starting as a member and most currently serving as Immediate Past President of the Southeast Minnesota chapter. Share of Home Buyers Getting Outbid Almost Doubles BY ROSE QUINT on FEBRUARY 11, 2021
An earlier post revealed that 69% of buyers who were actively engaged in the process of finding a home in the final quarter of 2020 have spent upwards of 3 months searching for a home without success. For the first time in this series history, the number one reason longtime searchers haven’t made a home purchase is not because of their inability to find an affordably-priced home (33%), but because they continue to get outbid by other offers (40%). The reasons are flipped from a year earlier, when 44% cited unaffordable prices and only 19% better offers by other buyers.
When asked what they’ll do next if still unable to find a home in the next few months, 50% of active buyers searching for 3+ months will continue looking for the ‘right’ home in the same location and 38% will expand their search area, both about the same shares as a year earlier. The most significant changes between the final quarters of 2019 and 2020 come in the shares likely to give up until next year or later (16% to 28%), to buy a more expensive home (16% to 27%), and to accept a smaller/older home (19% to 28%). Importantly, historical data show a steadily rising trend in the share of long-term searchers likely to quit looking for a home until next year or later, as the latest increase marks the fourth year-over-year rise in this metric.
* The Housing Trends Report is a research product created by the NAHB Economics team with the goal of measuring prospective home buyers’ perceptions about the availability and affordability of homes for-sale in their markets. The HTR is produced quarterly to track changes in buyers’ perceptions over time. All data are derived from national polls of representative samples of American adults conducted for NAHB by Morning Consult. Results are not seasonally adjusted due to the shorttime horizon of the series, and therefore only year-overyear comparisons are statistically valid. DBS GROUP FORMALIZES ROCHESTER EXPANSION Design-build construction company DBS Group is officially expanding to Rochester, Minnesota. Headquartered in La Crosse, Wisconsin, the commercial construction manager and general contractor has signed a lease to open an office in Suite 110 at 3425 40th Avenue NW. “We’ve been operating in Rochester for close to a year,” said DBS Group President and CEO Chris Walters. “With three full-time people based here, including our vice president of business development and two project managers, it’s time to open an office and make it official.” Walters said DBS Group will build out the 1,750-square-foot space.
