FROM THE PRESIDENT Fellow Members, Businesses are opening, Governor Walz is turning back the dials, vaccinations are in full swing, and warmer weather is approaching. People in general are seemingly getting back to a new normal. From my small window, these things are all encouraging, and it feels as though the weight of the pandemic is starting to be lifted. I hope all of you are feeling optimistic about the upcoming building season and are preparing for a great spring and summer.

With the Home Show and Spring Showcase arriving soon, it is important to think about the message you want your business to send. What are you known for? What makes you different? As a trusted member it will be beneficial to be able to answer these questions, especially within a conversation with a potential client. Finding your unique selling proposition is key to setting yourself apart and creating diversity in a group of friendly competitors. I encourage you to do some research on this, and maybe even do some roleplay with coworkers or employees. Being prepared ensures a successful show for our vendors, attendees, and our organization.

Several Minnesota Builders Top the HERS National Registry A HERS Rating assigns a home a score on a scale from 0-150, with lower numbers representing less energy consumption (a HERS score of 0 represents a “zero energy home,” which produces at least as much energy as it consumes), and higher numbers representing greater energy consumption. A standard new home would receive a score of around 100, and most existing homes fall somewhere between 100 and 150. The rating takes into account variables such as a home’s airtightness, level of insulation and type of heating and cooling system. A typical U.S resale home has a HERS rating of 130, while a home built to the standards of the 2006 IECC has a rating of 100. A home with a HERS rating of 70 is 30% more efficient than a home with a score of 100, a score of 50 is 50% more efficient and so on. The members of Rochester Area Builders have always been leaders and it is no surprise that one of our members is leading the industry in “building and selling high energy performance homes.” “I think it says something about our construction industry in Minnesota when 6 of the top 20 builders are from Minnesota. The quality of our workforce and building practices are some of the best in the nation. This is happening as a standard practice across our community and is producing some of the best housing stock in the nation,” says Mike Paradise, President, Bigelow Homes.

RESNET Recognizes Builders Leading the Path to Net Zero Energy Homes 2020 was a record year in terms of the number of homes that were HERS rated and entered into the RESNET National Registry. 2020 was also notable for how builders are blazing the path to net zero energy homes. In 2020, there were 299,755 homes HERS rated in 2020. The average HERS Index Score of the homes HERS rated was 58. The following is in recognition to those pioneers who are building and selling high energy performance homes. RESNET conducted an analysis of the 299,755 homes that were HERS rated. It found that the following builders who built over 50 homes had the lowest average HERS Index Scores. RESNET Executive Director Steve Baden commented, “RESNET is proud to recognize the homebuilders that are leading the path to net zero energy homes. By comparison, a HERS Index Score of 100 represents a home built as recently as 2006. Not only are these homes with low HERS Index Scores are more comfortable for owners of the homes, they also annually save their families an average over $750 a year in utility costs, fostering local economic development, and reduce annually an average of 4.39 tons of carbon emissions aiding the environment.”

The Neighborhood Energy Challenge Includes: 1. Free Energy Workshop. Attendance to our free “Saving Energy 101” workshop is mandatory to participate in the program – and a great opportunity to learn new no- or low- cost strategies to stop energy waste, all while visiting with your neighbors. 2. Home Visit and Installation of Energy Saving Materials. After the workshop you will have the opportunity to sign up for a home energy visit, where a trusted, experienced energy professional will visit your home for two hours to run diagnostic tests (like a blower door to test air leaks), check the insulation levels, install energy-saving materials, and find your home’s best opportunities for

improving comfort, saving energy and reducing your utility bills. 3. Help With Next Steps. Record Steel Mill Product Price Increases Add to Lumber Woes, Push Building Materials Higher

BY DAVID LOGAN on MARCH 12, 2021 Prices paid for goods used in residential construction ex-energy rose 1.4% in February (not seasonally adjusted) and have increased 7.7% over the past 12 months, according to the latest Producer Price Index (PPI) report released by the Bureau of Labor Statistics. Building materials (i.e., inputs to residential construction less food and energy) prices have declined just twice since December 2019.

The index for inputs to residential construction, including food and energy, also increased over the month (+1.9%) as energy prices climbed 6.0%. Steel mill products prices increased by 11.8% in February to a level not seen since the months following the imposition of tariffs on steel in 2018. The month-overmonth percentage increase set a record high, surpassing the prior record of 9.6% set in 2008.

Prices paid for softwood lumber (seasonally adjusted) rose 5.3%, surpassing the September 2020 level to reach a new record high. Lumber prices have remained extremely volatile since the 88.5% increase between April and September 2020. Since falling 22.9% between September and November, the softwood lumber PPI has risen 35.5%. The lumber PPI is now 4.5% higher than the record high set in September.

In addition to nominal price movements and tariffs on Canadian lumber, crossborder purchasers are affected by the strength of the U.S. dollar relative to the Canadian dollar. Not only has the USD weakened 12.9% since March, it has fallen 3.8% since lumber prices began rising again in November.

Prices decreased in the South (-0.1%) and Midwest (-0.1%), were unchanged in the Northeast, and increased 1.4% in the West (not seasonally adjusted).

Other changes in indexes relevant to home building and infrastructure are shown below.

Prices paid for gypsum products declined 1.3% in January, more than offsetting the 1.2% increase seen in January. The PPI for all gypsum products has increased 6.3% over the past 12 months. Over the past three months, prices have climbed 22.0%. Perhaps more concerning than rising prices is that the pace of increases has quickened each of the past seven months.

Prices paid for ready-mix concrete (RMC) increased 0.3% (seasonally adjusted), following a 0.2% decrease in January. Unlike softwood lumber prices, those of RMC have stabilized in the first two months of 2021 after exhibiting aboveaverage volatility in the latter half of 2020.

City of Rochester to Update Growth Management Strategy March 11, 2020 – ROCHESTER, MINN. – The City adopted a new Comprehensive Plan, Planning to Succeed 2040 (P2S 2040), in 2018. Included in the plan is a Growth Management strategy and an Urban Growth Map. P2S 2040 recognizes a hierarchy of plans which places P2S 2040 as the foundational plan that supports other, more specific plans. The City adopted a new Sewer Master Plan in 2020. This plan, in addition to our regional transportation plan, brought forth information that necessitates the need to update the Growth Management strategy. Community feedback is being sought as a part of the process. Cindy Steinhauser, Director of Community Development states, “Planning 2 Success 2040 was developed with input from thousands of Rochester residents and provides a roadmap for to guide the development and growth of Rochester in a sustainable and fiscally responsible manner. The Growth Management Strategy is an important part of this document and we support the City Council’s vision of a more transparent government by further engaging the Rochester community on the Urban Growth Map.” The Growth Management Map identifies developed land, fringe suburban land and agricultural areas that could accommodated urban development over the next 30 to 50 years. This is developed based on: sanitary sewer and water systems, storm sewer systems, upgraded transportation systems, parks and other utilities. The Growth Management Map will ultimately guide the City’s future sewer infrastructure, transportation, and other investments. This work also informs annexation requests, and provides predictability for residents, developers, etc. Finally, growth Management is an important tool to implement the Comprehensive Plan. The community is being asked to provide feedback on four options currently proposed for future investment to support future growth. The options are located in different parts of the city and also will come with difference costs to the City. There is a digital Polco survey that will remain open until March 21, 2021. A second Polco survey is expected to be posted and completed prior to the information being shared with the City Council. The Growth Management Strategy will be on the Rochester City Council Study Session agenda on April 12, 2021. A video overview can be found here. March 19, 2021 MEMORANDUM FOR: Concrete Contractors Licensed by the City of Rochester SUBJECT: Concrete Sidewalk Work Start Date – March 31, 2021 Dear Sidewalk Contractor, The weather and soil conditions have progressed adequately to allow concrete construction work within the public right of way beginning March 31, 2021. It remains your responsibility to protect your work against adverse weather in accordance with City of Rochester Construction Standards. Due to soft, wet or unstable soils in spring, you may also have extra work to prepare the base. As always, sidewalk contractors must be licensed, and a sidewalk permit issued prior to beginning any public sidewalk work. As a reminder, please request inspections at least two hours in advance. With your cooperation, we will respond to inspection requests in a timely manner. NAHB Releases What Home Buyers Really Want, Study Shows COVID-19 Impacts BY ROSE QUINT on MARCH 16, 2021

Continuing a long tradition to provide the most recent and accurate research on what home buyers want in their homes and communities, NAHB recently released What Home Buyers Really Want, 2021 Edition*. The study sheds light on the housing preferences of the typical home buyer, but also on how those preferences change over time, and how they may vary based on demographic factors such as age, income, and geography. When asked if COVID-19 has had an impact on what they want in a home or community, 67% of home buyers report the pandemic has not impacted their housing preferences in any way, but 25% do acknowledge their preferences have been affected. Another 8% are not sure. Cross-sectional analysis shows that the propensity to have been impacted is not the same across different groups of buyers. For example, among buyers where there are no teleworkers or virtual students in the home, only 9% say the virus has impacted their housing preferences. At the other end of the spectrum, 43% of buyers with at least one teleworker and one virtual student report the virus has had an impact.

When asked more specifically how the pandemic may have impacted their preference for home size, a majority of home buyers –67%– report no change on that at all. Yet a segment of buyers, 21% or about 1 out of every 5 buyers, do want a larger home now as a direct result of the health crisis, while another segment –12%– would prefer a smaller one instead. Once again, the presence of teleworkers and virtual students in the home makes a big difference. Among buyers with neither, 10% want a larger home as a result of COVID-19, compared to 35% among buyers where there is at least one teleworker and one virtual student in the home.

First-time Buyers Comprise 43 Percent of New Home Market BY PAUL EMRATH on MARCH 10, 2021

According to the February survey for the NAHB/Wells Fargo Housing Market Index (HMI), first-time home buyers account for 43 percent of the new home market. Weighted by builder size (single-family homes started in 2020), about two-thirds of the builders reported that more than 20 percent of their homes were sold to first-time buyers. Twenty-seven percent even said more than half their sales were to first-timers. As noted above, the overall average was 43 percent. The average first-time buyer share has trended upward steadily since NAHB began using the current methodology to measure it in 2016. Between 2018 and 2021 the share grew strongly from 32 to 43 percent. The reason for the upward trend before 2018 is less clear, but declining interest rates undoubtedly contributed to the post 2018 surge. The rate on 3-year fixed rate mortgages in the Freddie Mac Lender Survey declined from over 4.75 percent in October 2018 to under 2.75 percent by the end of 2020. For comparison, the National Association of REALTORS® (NAR) has tracked first-time buyers in the broader market that includes purchases of existing homes since the 1980s. According to NAR’s latest Profile of Home Buyers and Home Sellers, firsttime time buyers accounted for onethird of that broader market in 2018 and 2019, somewhat below the historic norm of 40 percent.

Higher Material Costs, Interest Rates Lower Builder Sentiment BY ROBERT DIETZ on MARCH 16, 2021 Despite high buyer traffic and strong demand, builder sentiment fell in March as rising lumber and other material prices pushed builder confidence lower. The latest National Association of Home Builders (NAHB)/Wells Fargo Housing Market Index (HMI) shows that builder confidence in the market for newly built single-family homes fell two points to 82 in March. Though builders continue to see strong buyer traffic, recent increases for material costs and delivery times, particularly for softwood lumber, have depressed builder sentiment this month. Supply shortages and high demand have caused lumber prices to jump about 200 percent since last April. Builder confidence peaked at a level of 90 last November and has trended lower as supply-side and demand-side factors have trimmed housing affordability. While single-family home building should grow this year, the elevated price of lumber is adding approximately $24,000 to the price of a new home. And mortgage interest rates, while historically low, have increased about 30 basis points over the last month. Nonetheless, the lack of resale inventory means new construction is the only option for some prospective home buyers. Derived from a monthly survey that NAHB has been conducting for 35 years, the NAHB/Wells Fargo HMI gauges builder perceptions of current single-family home sales and sales expectations for the next six months as “good,” “fair” or “poor.” The survey also asks builders to rate traffic of prospective buyers as “high to very high,” “average” or “low to very low.” Scores for each component are then used to calculate a seasonally adjusted index where any number over 50 indicates that more builders view conditions as good than poor. The HMI index gauging current sales conditions fell three points to 87 while the component measuring sales expectations in the next six months increased three points to 83. The gauge charting traffic of prospective buyers held firm at 72. Looking at the three-month moving averages for regional HMI scores, the Northeast rose two points to 80, the Midwest fell one point to 80, the South dropped two points to 82 and the West posted a three-point loss to 90.
