When submitting your permit online doing the following will greatly improve your chances of acceptance, speedy processing, and approval. 1. Use your PDF software to optimize your plan before submitting a.
Optimizing the plan allows the city departments to more effectively process your submittal within the system.

Optimizing the plan will also improve the City’s ability to efficiently review your plans.
2. Only submit one Drawing per permit that includes all building and site plan information a.
The drawing should include the mechanical and plumbing information.
b.
Any other plan information you submit should be submitted as additional information and not as a drawing.
c.
You are allowed as much information as you need for your submittal, but each submittal should only have one drawing.
d.
Submitting more than one drawing may cause the rejection of your submittal.
e.
In the event your submittal is not rejected with more than one drawing, having more than one drawing results in multiple approvals within each which delays the process and approval of your application.

FROM THE PRESIDENT Fellow RAB members, On behalf of Rochester Area Builders, I would like to extend a big thank you to all exhibitors and sponsors that participated in the Home Show and the Spring Showcase of Homes. It is the support of our members that keeps the wheels of this organization turning, and it was great to see such positivity among our vendors during the show. Although the show was a little more quiet than usual, the overall vibe was positive among all I spoke with. Our members put a lot of work into their booths, and everyone showed up ready. We have provided this show every year for 42 years, and attendees look forward to the service we provide to them. I heard good things about the Showcase of Homes as well, and it sounds like they had decent traffic. Thank you to John, Shelly, Audra, and Rebekah for pulling through on your end. Your efforts do not go unnoticed! Golf Outing: June 3rd at Willow Creek Golf Course Ladies and Gents, we have a new record… The golf outing sold out in only 6 hours. Incredible! Since I only get out once or twice a year, do not look to me for any pointers on the course. I am thankful for the 4-person scramble and will be depending on my team for some decent play! Thank you to Altra Federal Credit Union for the sponsorship and Think Bank for the lunch. Registration starts at 10 am with shotgun start at 11 am. Be sure to stick around for announcements and prize winners at 5:30. Networking Nights are back! Tuesday April 27th outside Rochester Area Builders’ office
Come to reconnect with old friends and meet our new members! And be sure to check out the MIC app for all future networking night dates. As much as I would like to be present and see you all, I will be in Annapolis for a much overdue Remodelers Advantage meeting. We have partnered with White’s Fire, Smoke & Water Damage Restoration who is leading a food drive for Rochester Community Schools to help refill their resource room with non-perishable food for kids in need. Check out the newsletter for items needed and drop them off April 26-27th between 8-5 or bring them with to the networking night. New Event: We are excited to host Builders, Bags & Brews this year! The event will take place on August 7th at the Olmsted County Fairgrounds. Clear your schedule, cancel that wedding, whatever you must do… you do not want to miss this event! Although there is no fee, we ask that you REGISTER so we have a count of attendees to stay in line with Covid guidelines. Thursday, May 6, 2021 4:00 PM - 5:30 PM One week every spring, thousands of volunteers work together across Rochester to scour ditches, parks, waterways and boulevards to pick up tons of trash! Service groups, businesses, scout troops, schools, faith groups, and neighborhoods pitch in to make A Litter Bit Better! an annual event in the City of Rochester. 40 Below has volunteered to clean up a section of trail just south of Bamber Lake in SW Rochester. The Community Development Department, as a division of the City of Rochester, Minnesota, administers and enforces the building code statutes and other related municipal ordinances (including the rental property code) which provide for minimum standards of building construction and use for the health and safety of the public.

Work involves a high degree of public contact in assisting with plan submission and the permit application process as well as knowledge of applicable building codes in order to recommend the issuance or denial of building permits. DUTIES AND RESPONSIBILITIES
The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment.
Assist the general public with the submission of plans and permit applications, including front counter assistance. Advise contractors and citizens on ordinances, codes, and safety requirements. Review minor residential building plans in both paper and electronic form for conformance to codes and recommends the issuance or denial of permits. Enter and issue permits for approved applications into the computerized tracking system. Assist department staff with clerical and data entry duties as needed. Performs other duties as assigned or necessary.
MINIMUM QUALIFICATIONS
Education and Experience Currently enrolled or completion of a post-secondary education in architecture, construction management, engineering or related academic discipline and/or two years of practical experience involving the preparation of building plans or the construction of residential buildings. DBS Group appoints new project coordinator DBS Group has hired a new project coordinator to join its Rochester, Minnesota, office. Nicole Finne joined the design-build construction firm last month. Finne brings 28 years of industry experience to DBS Group. In her most recent position, she served as senior project coordinator for a commercial construction company. There she oversaw contract administration while managing insurance matters, closeout, progress reports, invoicing, RFPs and much more. “Nicole clearly has the hard skills we need for this position. But equally important, she has experience serving clients directly and working as part of a professional team — one that includes estimators, project managers, project superintendents and designers as we have at DBS Group,” said Chris Walters, president and CEO of DBS Group. “She’s the person we need to support our growing Rochester operations.” Finne has a long history of community service. She is a longtime member and past board director for the local chapter of the National Association of Women in Construction and has volunteered with various community organizations, including Habitat for Humanity and Channel One Food Bank. DBS Group has been operating in Rochester for the past year and, in February, announced plans to open an office on 40th Avenue NW. Home Buyers’ Preferences Shift Towards New Construction BY ROSE QUINT on APRIL 1, 2021
According to the latest What Home Buyers Really Want*, 60% of home buyers would prefer a newly-built home over an existing home. In other words, all else equal, their first preference would be to purchase a new home. Looking at historical data shows a clear shift in preferences towards new construction in 2020. The share of buyers who would have preferred to buy a new home last year (60%) was six points higher than in 2018 (54%) and the highest in this series since 2007 (63%). Some of the most important factors contributing to the rising desirability of new homes in 2020 include: • • New homes have the features buyers want today • • Buyers are concerned about touring occupied existing homes during the COVID-19 era • • New homes are more likely to be located where a growing segment of buyers wants to live: the outlying suburbs (read more on that here). Across generations, Gen X buyers are the most likely to prefer a newly-built home (68%), ahead of both Millennials (65%) and Baby Boomers (55%). Note: New homes in this post refer to both homes built for-sale (including the land) as well as homes custom-built on the buyer’s land.
* What Home Buyers Really Want, 2021 Edition sheds light on the housing preferences of the typical home buyer, but also on how those preferences change over time, and how they may vary based on demographic factors such as age, income, and geography. The study is based on a comprehensive, nationwide survey of 3,247 recent and prospective home buyers conducted in the summer of 2020. Consumer Confidence Surges to One-Year High BY FAN-YU KUO on MARCH 30, 2021 After a modest increase in February, consumer confidence surged to the highest level in a year, as consumers reporting a significantly more positive view of the job market and the economic growth. However, concerns about inflation may cause consumers to temper their spending in the coming months. The Consumer Confidence Index, reported by the Conference Board, rose 19.3 points from 90.4 to 109.7 in March, the highest level since the start of COVID-19 pandemic. The Present Situation Index climbed 20.4 points from 89.6 to 110.0, while the Expectation Situation Index increased 18.7 points from 90.9 to 109.6. Consumers’ assessment of current business conditions significantly improved in March. The shares of respondents rating business conditions “good” increased by 2.4 percentage points to 18.5%, while those claiming business conditions “bad” fell by 9.2 percentage points to 30.5%. Meanwhile, consumers’ assessment of the labor market was also more favorable. The share of respondents reporting that jobs were “plentiful” rose by 4.7 percentage points, while those saw jobs as “hard to get” declined by 3.9 percentage points.

The share of respondents planning to buy a newly constructed home increased to 2.7%, and for those who planning to buy an existing home inched up to 5%. However, surging home prices and lack of inventory could further harm affordability and hinder ownership opportunity.

Buyers Are Split on Multigenerational Homes BY ROSE QUINT on APRIL 7, 2021 A multigenerational home is desirable to some buyers, but not to all. According to What Home Buyers Want, 2021 Edition*, buyers are evenly divided when it comes to the desire for a home designed to house the buyer as well as a younger generation and an older generation: 39% would prefer such a home, but 39% would be against it. The remaining 23% are not sure how they feel about a home designed for three generations. One of the factors most likely to influence a buyer’s preference for a multigenerational home is race/ ethnicity. Among Hispanic buyers, for example, 53% are in favor of buying such a home, compared to 27% who would oppose it. Among African-American and Asian buyers, 50% and 46%, respectively, would prefer a multigenerational home, significantly higher shares than the 30% and 29% who would be against the idea, respectively. In contrast, among Caucasian buyers, only 35% of buyers would prefer a home designed for multiple generations, compared to a larger 42% who would not prefer that option.
